Microsoft Smart Secondary City Project

Microsoft Smart Secondary City Project is a research project conducted by Lee Kuan Yew School of Public Policy National University of Singapore (NUS) in cooperation with Microsoft Corporation.

With purpose to better understand challenges faced by secondary (medium-size) cities in Southeast Asia, and the extent to which information and communication technologies (ICT) are used to deal with these challenges, this research involves four research teams in four different countries throughout South East Asia, namely Indonesia, Thailand, The Philippines and Vietnam with more than 40 cities being observed.

Smart Secondary City Project Indonesia covers 12 cities: Medan, Palembang, Bandung, Semarang, Yogyakarta, Surakarta, Surabaya, Denpasar, Samarinda, Makassar, Ambon, and Jayapura.

• Continuous breakthrough from the government has become the main factor in shaping Bandung as a leading smart city in Indonesia. To support its plan of becoming a smart city, Bandung has a plan to create Smart City Council, be the first city council in Indonesia who specifically focuses on the actualisation of smart city.

• Bandung has just launched “Bandung Command Center” to monitor and manage all public services such as transportation, health, security, and education.

• Mayor of Bandung, Ridwan Kamil, and city government officials have used social media extensively for both giving information and communicating with the citizens.

• Bandung is also developing RW-Net, a web-based platform that can be used by RW (the lowest-level government) in providing public services.

• Other than that, Bandung Digital Valley (BDV) was created as collaboration between Telkom Indigo (Indonesia Digital Community) and the city government to support the development of digital entrepreneurship.

• This city has also launched BIRMS in 2013. BIRMS is a digital system that can be used as an “umbrella” for several e-government applications, namely e-project, e-procurement, SiRUP, e-contract, e-progress, e-performance, and e-asset.

Surabaya

• Surabaya has committed itself to be a smart city since 2004, relatively earlier compared to other cities in Indonesia. Moreover, Surabaya has improved the efficiency of its services and used technology to bridge “digital gaps”.

• For example, Surabaya won awards in the Best Data Center and Best Data Inclusion categories, which were presented to the Surabaya administration’s media center and the city’s Broadband Learning Center (BLC) respectively, at the FutureGov Awards 2013.

• The city government has developed “Surabaya Single Window” (SSW) to support its e-government system. SSW is an integrated online licensing system that allows the Indonesian Department of Communications and Informatics of Surabaya to manage over 16 different applications more efficiently.

• Another interesting fact is that the Mayor and other government officials use “handy talkie” to make the coordination easier. They also intensively use “Line” (mobile chat application) to coordinate each other.

• Government of Surabaya is also constantly trying to bring ICT closer to society by providing internet access. This is done by establishing hundreds free WiFi hotspots across public spaces in the city. Surabaya Single Window

• Semarang has committed itself to be a city with e-governance scheme since 2010. It thrives to realize this through the city slogan, BE SMART CITY (Based on E-Governance, Semarang More Accountable, Realistic and Transparent CITY).

• The city government has released an android-based application to accommodate complains from the society, named ‘Lapor Hendi Hendrar Prihadi’. It contains interactive interface which enables users to input any forms of complains, including texts, photos, videos, and voice notes.

• As a way to support local business that are utilizing ICT, the government funded the establishment of IBC (Incubator Business Center) in Semarang in 2012. The IBC holds aims to nurture the development of ICT-based business residing in Semarang, with products like games, animations, cartoons, software, and applications.

• Another methods developed by the city government of Semarang in providing in-reach public service is opening a Center for Public Information (CPI). People can acquire and use free Wi-Fi access, computers (also equipped with internet connection), telephones, meeting room, and a small theatre for screening purposes.

• Jogja Digital Valley (JDV) was officially launched in 21 August 2013 as the second incubation center set by Telkom. Yogyakarta was picked among other secondary cities in Indonesia as this city is best known for thriving youth with ICT competence.

• In term of public services, Yogyakarta has developed several ICT systems such as ULIN, UPIK, and RTO. These innovative features support the implementation of e-government system in the city.

• ULIN is a smart phone application which provides references about tourist destination in Yogyakarta. This application launched by PT Ulin-ulin can be freely downloaded by Android and iPhone users. Ulin contains 7 main features which are commonly used by travelers; Food and Drink, Hotel and Vila, Sightseeing, Activities, Shopping, Public Service, and also Culture.

• UPIK stands for Information and Complain Service Unit. It is an innovation of service management system initiated by Yogyakarta City Government. The idea to launch this system come from the former city major Herry Zudianto, due to the essence awareness of advices and complains in city management.

• RTO is a real time online system designed for new students to register themselves in a school. The whole process -registration, selection, and also announcement of final result-may be monitored on an online basis from http://yogya.siap-ppdb.com/. Real Time Online (RTO)

• In the last five years Solo has won many awardsregarding its ICT usage, both at the international and national level. Below are several ICT systems that have been developed by the city government:

• Taman Cerdas or smart park is a specially designed space for learning. The park consists of library, PC room connected to wifi, educational game room and open theater. Solo has also built Solo Techno Park with larger area and more diverse facilities.

• “Unit Layanan Aduan Surakarta” or Surakarta Complaint Service Unit is a web based complaint handling system launched and managed by the Department of Transportation, Communication, and Information of Surakarta on December 2013 to facilitate communication between society and government.

• Solo Destination is a smart mobile application that provides a wide range of general information about Surakarta city. Some information that available on this smart app is about weather forecast, culinary, hotel and resort, tourism spots, handicraft, events, shopping and real time traffic information.

• Mobile Community Access Point (MCAP) is a specially designed motorbike and car to contain several units of laptop, wifi, projector, and wheel chair. It is provided to encourage ICT usage in the local communities. Mobile Community Access Point (MCAP)

• Medan has become one of the first cities in Indonesia who uses sky mapping technology. The result of sky mapping would be useful for urban planning, as the map will indicate potential land use and geographical condition all over the city.

• In its way to become a smart city, Medan has already built several digital infrastructures. Firstly, Medan has provided free internet access for the citizens in many public places.

• Secondly, the government has established PusatInformasi Harga Pangan Stategis (PIHPS, or Centre for Information of Strategic Food Prices).

• Thirdly, the government has built fibre optic and increase the number of hardware to support its digital connectivity. All city-level institutions, 21 districts, and 151 sub-districts in Medan have also been connected with each other through internet access.

• Lastly, Medan has also developed Area Traffic Control System (ATCS). ATCS is an integrated system of traffic surveillance and control. ATCS has several functions, such as for managing traffic, manipulating traffic lights for emergency vehicles such as ambulance and fire truck, providing information about traffic condition, and also data recording of traffic accidents. • In regard to the ICT usage, Palembang was awarded as the best media center among other cities in Indonesia in 2013. The city government optimally employs ICT to support it’s communication with public.

• Palembang city applies ICT advancement to facilitate 70% of administrative task. To excel the public service in Palembang, city government attempts to accommodate administrative services with ICT.

• City government of Palembang maintains online information portal, palembang.go.id and palembangkota.go.id Palembang government projects to digitalize administrative function of all agencies to attain schemed e-Government masterplan.

• Palembang applies ICT to exercise revenue collection, including revenue planning and forecasting, electronic business registration and licensing, electronic tax payment, electronic billing and payment, taxpayers database, revenue transfers from central government, and grants management. Licensing activities can be registered, processed, and monitored online through kppt.palembang.go.id/.

• Samarinda has not developed any specific master plan nor blue print on ICT development. Currently, every single government units and authorities (including departments, agencies, and smaller municipality authorities) are gradually implementing ICT in executing the respective programs. This situation results in unintegrated digital system of information and coordination within the bureaucrats. The government, however, specifically planned on finalizing and releasing a master plan/ blue print on ICT development later in 2015.

• However, the city government has made an effort in increasing ICT usage by organizing a new unit in the city governance, the Information Management and Documentation Officials (IMDO). This organization is comprised of the Mayor, Vice Mayor, City Head of Administration, Department of Culture, Tourism, Communication and Information, as well as the Division of Public Relation and Protocol. The IMDO is aimed at providing wider information relating to any public, bureaucratic and/or administrative information to the people of Samarinda.

• On the other hand, civil society has been actively contributing to the development of ICT. One of their programs is “ICT Volunteer”. The ICT Volunteers of East Borneo was established in 2011 by the East Borneo Province government, through the Department of Communication and Information of East Borneo, and is based in Samarinda. The community conducts trainings and seminars to people in East Borneo, particularly in Samarinda, about the ICT development. Free Wifi Corner provided by private company

• In collaboration with Telkom, the government of aims at making Denpasar to become “Digital Society City”. This program is in line with the national plan, Indonesia Digital Society. By this program, the citizens are enriched with the knowledge about ICTs, supported by the preservation of local wisdoms, diversity and the riches of local content.

• The city government has also implemented some breakthroughs with regard to public services. Those breakthroughs are e-procurement, e-commerce (since 2007), ATCS (Area Traffic Control System) and traffic radio, Pengaduan Rakyat Online Denpasar (Pro Denpasar), and e-Sewaka Dharma.

• Denpasar has also Denpasar Information and Communication Technology (DTIK) Festival. This Festival is the technology festival as a part or pre-event of Denpasar Festival. DTIK festival will higlight education and community development with regard to ICTs. This festival involves ICT communities, schools, and universities in Denpasar

• The city government has also developed some mobile applications such as Pro Denpasar, Denpasar city guide, and so on. Pro Denpasar is complaints handling application of Denpasar city government. This application is used as a tool for monitoring and verification of achievements of the developmental programs, and also to accommodate public complaints regarding the implementation of developmental programs in the city of Denpasar. • The government of Makassar has been implementing the e-government program since three years ago. At the first year, the government emphasized ICTs utilization in services unitsof the government, or the government’s internal dimension. The ICTs plan contained online integrated service system of hospital and health center, smart schools, and digital licensing and archives.

• In May 2014, the Mayor of Makassar and Microsoft APAC had committed to position Makassar as a smart city in Indonesia. This strategic partnership was aimed at creating better citizen engagement, improving government efficiency and developing the local software ecosystem by harnessing the power of cloud computing.

• Makassar is also well known for its innovation of smart card program. Smart card is an identity card that will be owned by citizens which performs numerous functions. This card combines the identity of a citizen with 18 issues including banking account, education record, health record, tax payment, and so on.

• Makassar has its own complaint handling system named e-sibuntulu. E-subuntulu means online “blusukan”, an impromptu visit done by political leaders. Blusukan lately becomes one popular word in Indonesia since the President of Indonesia, Joko Widodo often did impromptu visits, usually to areas with significant social problems. • Ambon doesn’t have a specific master plan on ICT development. However, the government of Ambon has a vision to turn Ambon into a “Cyber City”. The officials confirmed that the indicator to become “Cyber City” is that ‘all people have free access towards internet’. The vision is indeed good, but unfortunately it always finds obstacles on its way to reality.

• The government of Ambon has only 5MB/second bandwidth. This bandwidth capacity is used by city officials for working purpose in the working hours. After the working hours end, to support its vision as a cyber city where everybody in the city has a free access towards internet, those bandwidth are shared to the people for free in some public places, such as government offices, tourism objects, and parking area.

• Ambon also provides a channel for citizens to communicate in the form of delivering complaint, aspirations, or sharing information with the government through SMS. The government provides incentive for citizen with highest frequency in delivering message/information/complaint/critics to government by giving a reward to him/her in the end of every year.

• In general, the government of Jayapura has not maximally used ICT yet, as the government has no ICT master plan. Besides that, the city does not have ICT council as well as chief of ICT officers in city government.

• In Jayapura, Facebook becomes one of communication media between the government and society. It is possible to reach mayor’s personal Facebook account because mayor let his society to know it. So that, society can directly communicates with mayor to report any public service problems.

• Another success story regarding the ICT usage is the existence of procurement website (www.lpse.go.id). It provides information about good and services auction from many government providers. Through this website, the process of procurement becomes transparent and accessible for everyone.

• There are some challenges that the government still has to face. First is how to improve ICT to be more accessible for people in Jayapura with the given geographical location and condition. Once ICT is more accessible in Jayapura, it can be used to enhance public services. Second, the challenge also come from the quality of human resources, as aforementioned that human development index in Papua Province is the lowest among other provinces in Indonesia.
