Corradino will provide support for construction inspection tasks by providing a Technical Advisor, Inspectors & Project Supervisors as needed.

Since 1986, PCS Engineers has been serving the public sector throughout the State of Indiana with construction inspection services. Our staff offers countless years of expertise in road, bridge, sidewalks, pathways, trails, airports, site development, water, sanitary sewer, and storm sewer projects. PCS Engineers has served on many teams over the past 30 years both as a prime and as a sub-consultant, and thrives in a collaborative environment. PCS will provide support for construction inspection tasks by providing Inspectors and Project Supervisors as needed.

Gregory Ellis, PEWhen it comes to experience, an eye for detail and project and personnel leadership, Mr. Ellis is the obvious choice as the Project Manager for this important On-Call contract. He brings over 20 years’ of experience in construction inspection and maintenance on INDOT projects. During his tenure at INDOT Vincennes District, he has been involved in the execution and management of approximately 100 contracts as Area Engineer and several more as Project Engineer. During his tenure at INDOT he has served in multiple capacities including Construction Project Engineer, Area Engineer as well as District Maintenance Engineer and District Deputy Commissioner.

Since joining IEI in March 2015, Mr. Ellis has been focused on enhancing and diversifying IEI’s inspection team with addition of personnel from a wide spectrum of experience and well versed with INDOT construction inspection experience.

He served as project engineer on construction projects ranging from $100,000 to $100,000,000 and has been trusted with delivering projects through construction, ensuring contract delivery on time and on budget. In addition to the conventional project delivery process, he is well versed with the delivery of fast-track jobs, design-build jobs and best-bid jobs. He fully recognizes the issues that can hamper construction projects due to varying field conditions assumed in design resulting in an extremely valuable resource for constructability reviews. Mr. Ellis has managed & worked on the following projects:

Dustin Quincy, PEMr. Quincy has 15 years of broad experience consisting of both construction inspection and design on roadway, highway and bridge projects. He has worked extensively on INDOT design and inspection projects which makes him an ideal person to lead the Quality Control role for the contract. Mr. Quincy will work closely with Mr. Ellis in reviewing project assignments and personnel along with performing independent review of documentation of Final Construction Record. He will also be available to assist in addressing questions requiring input from designer’s perspective.

Ted Behrens | HNTBTed is a resident project engineer and construction project manager with 19 years of construction experience, including inspection, documentation, and materials sampling and testing. His experience includes extensive concrete and asphalt paving, foundations, highway and railroad bridges, earthwork, storm and sanitary sewer installation, traffic signal systems, and bicycle and pedestrian trail systems. Ted is fully certified under the INDOT Qualified Tech Program. Mr. Behrens will serve as a Technical Advisor to the project team where his knowledge of Crawfordsville District and depth of experience will be a resource available to the project team, though only when needed.

Dan Rogers, PE | CorradinoMr. Rogers, P.E. is a Senior Project Engineer with more than 39 years of experience in heavy highway construction management, inspection, and administration of construction contracts. His experience includes 31 years at the INDOT’s Greenfield District as a Project Engineer and Area Engineer with eight(8) more years of the same type experience in the consulting industry. Similar to Mr. Behrens, Mr.Rogers will serve as a Technical Advisor to the project team where his knowledge of INDOT projectdelivery process and depth of experience will be a resource available to the project team, though onlywhen needed.

Kashif Khan, PEWith more than 18 years of experience and a strong knowledge of the INDOT’s design and inspection project and contract management, Mr. Khan has been responsible for delivery of a wide array of projects for INDOT. Mr. Khan fully understands the INDOT contract process which will be valuable in expediting contract information. He will also support Mr. Ellis in ensuring that all required resources (personnel, technology and equipment) is made available to the project team so that their focus remain on project delivery.

Ronald DavisMr. Davis has 27 years of inspection experience. He has provided construction inspection services for several INDOT projects including US 31 from I-465 to 136th Street in Carmel IN. He observed every construction activity from bridge and conspan construction to QCQA HMA for the entire project (including testing). Mr. Davis has all INDOT certifications necessary for running INDOT projects as a PE/PS and am proficient in Site Manager. He is currently inspecting the I-69 Section 5 project as the lead bridge inspector and general construction inspector as needed for the entire project.

Ben Butz, PEMr. Butz brings six years of design, inspection, and construction administration experience. His inspection and design experience includes traffic signal timing optimization, traffic volume and signal capacity analysis, MOT design, roadway design, structural concrete design, structural steel design, site design, slope stabilization design, hydraulic modeling, and value engineering. He has inspection experience in construction of roadway, curb and sidewalk; structural steel condition assessments; pavement condition assessments; and code compliance. He is also versed in construction of wastewater treatment facilities.

Mike Goralski, PE | HNTBMr. Goralski is a field technical specialist with six years of experience as both an engineer and a land surveyor on various projects throughout the state of Indiana. His construction engineering experience includes inspection of pile driving, concrete bridge foundations, earthwork, mechanically stabilized earth retaining walls, pre-cast concrete bulb-T girders, reinforced concrete bridge deck placement, subgrade treatment, asphalt paving, concrete paving and guardrail installation.

Marshall Enyart | HNTBMarshall is a construction inspector with six years of supervisor experience. His previous experience included various construction related duties involving survey layout and operating heavy equipment. As a field highway technician, he performs inspection and materials testing duties. As a project supervisor, he performs project administration duties, including specification compliance, quantifying pay items, resolving plan and field constructability conflicts, managing material records, and also managing overall project schedule and budget. He is also very experienced using the Site Manager program.

Tom Porvaznik | CorradinoTom Porvaznik is a retired INDOT Greenfield inspector with road and bridge inspection experience. He is an INDOT Certified and Qualified Technician and is also qualified on nuclear gauges and SiteManager as a PE/S. While at INDOT Tom worked on all of the big jobs on I-465 on the south and west sides of Indianapolis as well as Hyperfix I and II. He is an expert in all facets of road and bridge construction.

Kyle Smith, EI | PCSOver the past year, Mr. Smith has quickly become a valuable asset to PCS Engineers. Before joining our team, he worked at INDOT through the Graduate Engineer Development Program which prepared him for the large highway projects he has been involved with as a Project Engineer/Supervisor. Infrastructure Engineering Inc. (IEI) understands the usefulness of on-call construction inspection contracts for the Crawfordsville District. At times of peak construction, when the District resources are spread beyond their limits, on-call inspection can relieve the need to hire full-time employees that may not be needed on a long term basis. With IEI the On-Call contract allows the District to bring in qualified individuals, with significant INDOT and District specific experience in many areas, to ensure proper coverage of construction activities that allow the Department to meet District goals along with the required adherence to FHWA and environmental requirements.

APPROACHIEI is focused on project delivery for INDOT that aligns directly with the department’s core values.

The IEI construction staff is focused on delivering a quality construction product meeting all contractual requirements with a mindful emphasis on environmental compliance, quality construction, customer service and a strict adherence to the “on-time, on budget” attitude. The IEI construction staff provides depth and breadth of INDOT experience with knowledge of District personnel as well as experience in being involved in the Crawfordsville District On-Call contract.

Gregory S. Ellis, PE will be IEI’s lead point of contact for all construction inspection needs. Mr. Ellis will meet with the Crawfordsville District Construction Staff to clearly identify the individual needs of the consultant provided position(s). Mr. Ellis clearly understands the importance of assigning the best fit personnel to the specific need.

The IEI construction team provides a wide and ranging variety of both PE/PS and inspector level employees that have been selected specifically to provide individual assets to an overall productive and well versed construction team.

IEI recognizes these multi-discipline opportunities exist and will be a partner INDOT can rely on for being proactive in identifying where a right PE/PS can manage more than one small assignment

DEEP & EXPERIENCED BENCHIEI has partnered with an exclusive team to bring an experienced and well-rounded team to Crawfordsville District with available capacity to mobilize immediately to respond to the project assignments. In bringing together HNTB, Corradino Group and PCS Engineers, IEI offers INDOT a team which has already worked together in delivery of inspection projects for INDOT. Each member of the team has worked with each other while IEI is still providing inspection support serviced to HNTB on the current Crawfordsville On-Call Inspection Contract.In addition, both HNTB and Corradino have committed to make two senior Project Engineers available as Technical Advisor to the project team during the course of the entire contract. ASSIGNMENT MANAGEMENTOur partnership of four seasoned firms is a very strategic, well thought out approach to ensure the best service to the District. The process will start with communication to Mr. Ellis as to the required need and capacity. Once the scope of assignment is clearly defined between the District and Mr. Ellis, he will review the individual needs of the project (reputation of the contractor, complexity of the job, geographical location, etc.) in comparison with the available pool of Project Supervisors and/or inspectors. Once Mr. Ellis has developed a strategy that he feels best fits the INDOT need, he will confer internally with Mr. Dustin Quincy, responsible for Quality Control, to validate the approach and inspection assignment. Once IEI has identified the assignment needs, IEI will then coordinate with HNTB, Corradino Group and PCS Engineers to discuss the available inspectors.

This team approach provides INDOT with a platform for success that is based on the overall best interest of the project. This partnership will undoubtedly be something that isn’t offered by others. The willingness to put INDOT first is our primary focus and will always be. What’s best for the District will always trump profit margin, business approach and any other factors that could be considered to be out of the best interest of the project. INDOT first no matter what!

IEI’s general approach to the Assignment and Contract Administrative Process will be as follow:

SCHEDULE MANAGEMENTIEI believes in an active schedule management program on construction contracts. Whether a CPM schedule is required or not, it is imperative to track weekly and monthly accomplishments on the project to determine if the completion date is in jeopardy of being missed. The project dashboard tool developed by the Project Management group, led by Mr. Chris Gentry, Consultant Services Director of the Vincennes District, is an important tool that all IEI staff will be made aware of and will be required to monitor and update closely.

While it is not the role of the inspection staff to dictate means and methods to Contractors, it is our role to track progress weekly and ask the contractor for a remediation plan, of their own design, to maintain schedule completion. It is imperative to follow the processes outlined in Specification Section 100 for changed conditions, weather impacts and the proper procedural process for notifications of impacts in order to properly administer contracts. The IEI staff is very fluent and experienced in this process and will ensure that contractors take the necessary steps to address all schedule impacts.

Weekly reports will be generated every Monday and immediately sent to the contractor after which they will have 7 days to respond if they disagree with the assessment of weather days and fractional workable days. If the contractor disagrees with the report, Mr. Ellis will intervene to help resolve the issue at the project level and if the issue cannot be handled at that level, the Area Engineer will be immediately notified.

CHANGE ORDERSChange Orders are an inherent part of the construction process. Project conditions changes, field changes, revisions or gaps in design plans are common part of construction projects.

The IEI Approach - While change orders are inevitable, it is IEI’s belief to stick to the scope of the contract and only entertain change orders when there is a clear, well documented issue. The issue must not be addressed in the contract documents and fall within the INDOT specifications for changed conditions and has been documented correctly. IEI will work diligently to ensure that the INDOT area engineer and the INDOT project manager are notified immediately of change orders of all kinds, not just the ones outside of the PE/PS approval level.

PROJECT FUNDINGIEI clearly understands the importance of change orders and project funding and the effect they have on the Districts Program, not just the individual project. Early notification of the need for additional funds is paramount and looking through the project for opportunities to offset cost by value engineering and common sense decisions can help control cost overruns. The monthly attention to these items is extremely important in order to ensure a positive impact.

The IEI Approach - IEI will monitor project expenses at each pay estimate and forecast what they believe will be final quantities for all pay items. As soon as a red flag indicates the possibility of additional funding being required, IEI will immediately notify INDOT’s Area Engineer, Project Manager and District office Area Engineer to ensure that everyone is aware of funding impacts. The INDOT change order policy will be strictly adhered to and IEI understands the differences in the policy for LPA, 100% state funded and federal aid projects. Pay estimates will be generated on the date matching the last number of the contract number and at 14 days plus the last project number in accordance with INDOT policy.

MATERIAL RECORDSMaterial Records and maintaining clear, and concise files is also a very important value to IEI. Audits, Visits, and overall project tracking cannot be done efficiently without very clean, tidy and thorough project records completed within the department’s timeframes.

The IEI Approach - Mr. Ellis and the IEI inspection staff understand the importance of keeping material records current. When Mr. Ellis visits each project he will have the PE/PS print a copy of the contract sample checklist and look for material issues including discrepancies with pay items; adherence to the frequency manual; proper attachments of Type A certifications; correct data transfer from field forms to SM and various other material related issues that can hold up the finalization of the FCR being accepted. Any Failed Material issues will be brought to the immediate attention of the area engineer and District testing and a pink sheet will be initiated by email correspondence within 2 work days of such findings.

COMMUNICATION PLANMr. Ellis along with his team recognize the importance of the robust and consistent communication not only with the Client, but also internally between the project teams. It’s this reason that IEI prides itself in maintaining an open communication plan with the client. In short, IEI Project Manager provides a monthly project progress update to the client via email. The update is meant to be brief and succinct, without adding any additional burden reviewing/reading additional information. In addition, IEI internally conduct project progress review meetings every Monday morning which updates all project team members on the current project status and outline the specific goals everyone should be working towards for the week as well as planning for weeks ahead.

As part of Parsons Brinckerhoff team, IEI provided construction inspection services for the On-Call contract. IEI’s assignment included inspection services for the Contract RS-34144, Asphalt Resurface project on I-70 starting from just west of SR 59 to 5.85 miles east of SR 59. The roadway project includes concrete pavement patching and the bridge deck widening with deck overlaying of both the east and westbound I-70 bridge structures over SR 59. IEI provided inspection/testing work on the bridge structures reconstruction work and as well as inspection/testing work on the road resurfacing project.

As part of HNTB team, IEI is providing construction inspection services for the On-Call contract. IEI’s assignment included inspection services for Contract RS-31291, US 36 from Avon to Danville consisting of 5.8 miles of full and partial depth concrete joint repair, joint sealing along full depth shoulder repair and 1.5” HMA overlay of shoulders and median. IEI’s second assignment is for Contract B-32912, SR 136 bridge rehabilitation of three structures (White Lick Creek bridge, Walnut Creek Bridge and Eagle Creek Bridge). Scope of work includes hydro demolition, latex modified concrete overlays and patching of structures, new approach slabs and HMA approaches.

As the lead inspection firm, IEI is providing construction inspection services for the I-69, Section 5 project which will upgrade 21 miles of SR 37 between Bloomington and Martinsville, Indiana to full Interstate standards. The project includes four new interchanges and four new overpasses, in addition to improvements at existing interchanges and additional travel lanes in urban areas along the corridor. Scope of work includes full depth pavement reconstruction, existing pavement rehabilitation, new bridges, noise walls, drainage structures, erosion control as well as signing and complex maintenance of traffic schemes.

As part of CHA Consultants team, IEI is providing construction inspection services for the added travel lanes project for I-65 from Southport Road to Main Street with the total length of 3.47 miles. The project scope of services includes reconstruction of the existing northbound and southbound lanes and shoulders, including up to the back of the gore for each exit and entrance ramp within the project limits. Additional work also includes retaining wall installations, new signing including overhead box trusses, barrier wall and guardrail installation as well as erosion control and ITS equipment.

As part of Bollinger Loch and Associates team, IEI provided construction inspection services for the On-Call contract. IEI’s assignments included pavement rehabilitation, overlay and drainage structure replacement at multiple location across the LaPorte District. Contracts included SR-29761, SR 8 Cannon Ditch Structure Replacement, Town of Cedar Lake Resurfacing Inspection and Town of Winfield Crack Sealing Inspection.

16th STREET & HARDING STREET ENHANCEMENT CONSTRUCTION INSPECTIONOwner: Indianapolis Department of Public WorksIEI Project Manager: Mr. Dustin Quincy, PE

As part of the Mayor’s initiative to revitalize existing business neighborhoods within the City, this $2.5M project connects with the rehabilitated of Bush Stadium Residential Project, the Indiana Avenue Technology Park and Streetscape Project. IEI was selected by the Indianapolis Department of Public Works (DPW) to provide construction inspection services for the resurfacing and installation of a raised concrete median, curbs, and sidewalk along W. 16th Street between Indiana Avenue and the White River Bridge. The services include the reconstruction of Harding Street, adding concrete curbs, and additional storm sewer structure between W. 16th Street and Waterway Boulevard. The services also include the traffic signal modernization at the intersection of W. 16th Street and Harding Street.

ON-CALL CONSTRUCTION INSPECTION, IDOT, DISTRICT 3 & DISTRICT 4Owner: Illinois Department of TransportationIEI Project Manager: Mr. Jeffrey Pollack

IEI provided construction inspection services on various contracts throughout District 3 and District 4 serving Southern Illinois.

The various types of jobs in District 3 consisted of route and seal, patching, traffic signals, landscaping, milling and resurfacing, bridge repair and replacement, concrete pavement, and pavement marking.

Various contracts in District 4 included asphalt and concrete pavement patching, asphalt resurfacing, bridge joint replacement, sign structure repair, culvert replacement, and bridge replacement. IEI is responsible for the inspection and documentation for these contracts.
