SCOPE OF WORK & TECHNICAL SPECIFICATIONS
1. INTRODUCTION INDRAPRASHTHA GAS LTD. erein after called IGL has recently completed successful journey of 20 glorious
years of its existence and laid very robust steel pipeline network in past 20 years in various geographical areas like NCT of Delhi & NCR ie. Noida, Gr. Noida, Ghaziabad etc. IGL is supplying and distributing Natural Gas to CNG station, I&C customers, FRS/DRS thru various diameters/sizes of steel pipe lines ie. 4”/6”/8”/12”/16”/18”.The design temperature for the pipeline is 0⁰ C to 60⁰ C. The entire pipeline is externally 03 layer polyethylene coated and with heat shrink sleeve (HTLP 80) at Girth welds. The entire pipelines are cathodically protected for external corrosion and internal corrosion monitoring system is also in place.

OBJECTIVE 1.1
The objective of this tender is to hire services for “Integrity / Health assessment of non-piggable pipelines in in
NCT of Delhi & NCR ie. Noida, Gr. Noida, Ghaziabad, Gurugram of INDRAPRASHTHA GAS LTD. by using magnetic stress technology”, like Magnetic Tomography Method (MTM) / Contactless Magnetometric Diagnostic (CLMD) method.
DETAILED SCOPE OF WORK 2.0
The scope of work under this tender includes Health assessment of below listed pipelines by using magnetic
stress technology”, like Magnetic Tomography Method (MTM)/ Contactless Magnetometric Diagnostic (CLMD) method to detect and quantify probability of defect (POD), probability of identification (POI) sections with increased mechanical stresses (SDS) including those with metal defects (internal /external corrosion, mechanical defects, laminations, Circumferential & axial cracks, stress corrosion cracks, Girth & seam weld defects, pipe wall thickness losses and other anomalies), causing concentrations of mechanical stresses.

Note: From the above mentioned quantities in both groups, total 90% quantity shall be executed in this tender.
All facilities/ services that the CONTRACTOR feels necessary to complete the WORK shall have to be arranged by the CONTRACTOR at no extra cost and time to the OWNER.
ACTIVITIES 2.1
Following activities shall be required but not limited to complete the entire job to the satisfaction of the OWNER.
Analysis of a pipeline design, execution and operational documentation 2.2 Analysis of pipeline design, execution and operational documentation shall be done to get preliminary
information about technical condition of the pipeline under diagnosis. The following information shall be recorded:
Points of route intersection with over ground structures (power lines, trestles), ground structures and obstacles (rivers, ravines, roads, shut-off sock sites, valves, chambers etc. and diagnostics devices, pipelines), cuttings-in pipeline (laterals).
Boundaries of sections with unstable and subsiding grounds, with high corrosive aggressiveness
Length of pipeline sections where scheduled and emergency repairs were done repair work list with reasons and terms of their fulfillment.
Pattern and time of change in operation mode of pipeline (change of pressure, change of product, application of corrosion inhibitors, runs of cleaning and diagnostics gears etc.)
Pipeline route visual inspection 2.3

Examination of a pipeline route shall be done to get information about current technical condition of the
pipeline under diagnosis and specifying the amount of preparatory work. The following things are registered:
Zero (control) point of inspection.
Information about pipeline route intersection with above ground structures (power lines, trestles), ground surface structures and obstacles (rivers, ravines, roads, shut-off cock sites, valves, chambers launching/receiving pigs and diagnostics devices, pipelines) cuttings-in pipeline (technological bends).
Length of uncovered pipeline sections.
Length of pipeline sections with fixed supports (ravines, washouts, etc.), size of a pipeline's flexure on sagged sections.
Condition of shoreline of crossings through/over rivers, streams, ravines.
Existence of illegal crossings over a pipeline.
Condition of structures along a pipeline (test lead points, electrolytic protection stations, pipeline markers, valve chambers, power cables, other utility, etc.).
Preparatory jobs before inspection 2.4
The preparatory jobs shall be executed prior to diagnosis works. Following are the preparatory jobs:
Pipeline route clearing from bushes and other vegetation. Partial route clearing within 0.5 m width on both sides of pipeline axis.
Bushes and other vegetation wastes shall be removed from the clearing zone.
• Pipeline axis marking (pipeline axis marking by reference points), reference points (landmarks) shall be placed within the visibility range with a step not more than 150 meter as well as at turning points. Determination of pipeline axis during the magnetometer inspection shall be done by an operator with a pipeline route detector. The operator shall be at a distance not more than 20 meters from the magnetic inspection point.
Pipeline Inspection 2.5
During pipeline inspection, identification of potentially hazardous pipeline sections with metal defects or general stress-deformed condition shall be carried out.
Registration and recording of magnetic field stress over a pipeline shall be done automatically and shall be kept into the memory of the magnetometer while an operator moves with the magnetometer along the marked pipeline axis.
Recording index of magnetic field parameters (step of scanning) shall be determined as per specifications and must not exceed 0.25m. Measurements shall be done within the limits of admissible deviations.
Calibration 2.6
Contractor shall Conduct Calibration of Tools at Contractor's work facilities prior to mobilization of the tool at
site.
The calibration test data shall be submitted to the OWNER in English language.
Inspection data processing 2.7 Fluctuations in magnetic field strength shall be used to automatically, register and record defects in the
pipeline as the magnetometer moves along the longitudinal axis of the pipeline. All data shall be subsequently analyzed to produce an integrated indicator of the hazard level of the detected defects. Location of each defect shall be mentioned as per GPS.
Contractor shall be allowed to dig & verify one defect for calibration of data prior to defect verification.
Owner / Owner’s appointed third party inspector at their cost shall witness the data processing at Contractor’s works site. During data processing, the OWNER representatives shall be allowed to share

technical information related to data processing.
Defect verification 2.8
The CONTRACTOR shall provide list of various type of defects with details (location, type, orientation,
internal/external etc. as per inspection results) in the preliminary report. Out of which, below listed minimum number of defects per each group as selected by the owner shall be verified by the contractor.

Total defect are to be verified in GROUP-2 PIPELINES; 61 Nos. Note: Minimum one (01) acceptable defect verification shall be done in each pipeline section.
Minimum 80% of the verified defects per Pipeline Segment shall confirm to the tolerance limits to get the overall acceptance of that particular Pipeline segment..
Minimum 80% of the verified defects per group shall confirm to the tolerance limits to get the overall acceptance of the entire health assessment survey. The location of the defects shall be identifiable with any normal GPS device with (+/-) 1.5 meter accuracy. The excavation, removal of coating, cleaning of surface, re-coating of the pipe (after defect verification) and restoration of ROU is also in the scope of Contractor.
Non-Destructive testing shall be done by the Contractor (including mobilization of required instruments/equipment such as UT flaw detector etc.) to confirm the accuracy of detected defect to Owner / their authorized third party inspection agency to the satisfaction of Engineer- In-Charge. Non-Destructive testing shall be performed by ASNT Level III inspector. Either of following NDT methods may be applied as per defect categorization and site conditions:

In case the number of defect verifications within tolerance limit as per the specifications mentioned in Clause No. 8.0 of the Scope of Work is less than the data mentioned in the above table, the inspection shall be treated as unsuccessful & action will be taken as per tender terms & conditions.
Work Procedure documents, Reports etc. 2.9
CONTRACTOR shall prepare and submit Work Procedure for calibration of MTM/CLMD tool, execution of the activities covered under scope of work before commencement of the job for OWNER’s approval.
Preparation of Preliminary report based on inspection findings for selection of locations / sites for Dig verification along with XY mapping (Latitude & Longitude of the anomalies).
Analysis of the MTM/CLMD data shall be carried out at Contractor’s works site.
CONTRACTOR shall prepare and submit the final work report on pipeline segment basis within 30 (Thirty) days after completion of field activities of particular pipeline segment for approval to the Owner. The final work report shall include individual feature report, severity analysis, anomaly distribution along the length of the pipeline and report of dig verification in accordance with the Verification Procedure on pipeline segment basis.
CONTRACTOR shall prepare and submit Recommendation for Repair Report (RRR) and Fitness for Purpose (FFP) report on pipeline segment basis after the acceptance of Final Work Report of particular pipeline segment by Indraprastha Gas Limited and within the contractual time of completion. The FFP report shall be as per the guidelines of ASME B31G (latest edition) standard.
Contractor shall inform in writing about presumably corrosion anomalies / corrosion clusters and other metal defects with a calculated ERF ≥ 1, anomalies with a calculated wall loss ≥ 80% within 10 days of pipeline inspection by MTM/CLMD tool.
Following shall be included in the Report: (i) Log Distance (ii) Description of Anomaly (iii) GPS Coordinates (iv) Stress Deformed State (v) Type of Anomaly (vi) ERF (vii) Beginning & End of anomaly (viii) Length of anomaly (ix) Other as per mutual agreement
Personnel Training 2.10
Vendor shall impart minimum 08 day technical training on MTM / CLMD technology with certification to two
of Indraprastha Gas Limited’s executives at their works. However, to and fro travel and accommodation for training purpose will be arranged by Indraprastha Gas Limited itself.
TOOLS AND TACKLES 3.0
The contractor shall mobilize all equipment / tools etc. required for successful Health Assessment of
Pipeline by Magnetic Tomography Method (MTM)/ Contactless Magnetometric Diagnostic (CLMD) method
MANPOWER & VEHICLE 4.0
All facilities / services, tools, consumable, work force, vehicles and equipment that the CONTRACTOR
feels necessary to complete the WORK shall have to be arranged by the CONTRACTOR at no extra cost

and time to the owner (IGL).
DEMOBILIZATION 5.0
Demobilization of all contractors’ tools, personnel, equipment after successful completion of field activities
of the pipeline shall be done by the Contractor. If inspection survey of the pipeline is declared unsuccessful during the defect verification then contractor has to remobilize all the resources at no extra cost to OWNER and within the time schedule as per contract.
DEFECTS TO BE DETECTED BY MTM/CLMD INSPECTION 6.0
The MTM/CLMD tool proposed by the CONTRACTOR should be capable of identifying the following
anomalies:
Crack-like defects in any orientation (laps, scabs, scratches, stress corrosion, cracking and exfoliation).
Weld defects (laps, pores, cracks, lack of fusion, lack of penetration, displacement, metal flakes, residual corrosion pits and filiform corrosion).
Loss of metal – including internal and external corrosion defects of any nature.
Delamination
Sections with deviations of a level of stress deformed conditions caused by, for example, sagging, landslips, washouts or transitions under roads.
Local corrosion under scaled insulating coating.
Indents
Buckles
Laminations
Measuring pipe & spool lengths
Locating metallic objects near P/L
Dents, corrugations, scores, out of roundness and differences in wall thickness
The bidder shall furnish the detailed specifications of MTM/CLMD Tool in the offer.
ACCURACY OF ANOMALIES 7.0
The best accuracy offered and guaranteed by the BIDDER for each category of defect should be clearly
spelt out WITH THE PARAMETERS OF CONTROL OF QUALITY SCANNING (QC).
PROBABILITY OF DETECTION & PROBABILITY OF INTERPRETATION (DANGER DEGREE) OF 8.0
ANOMALIES
The MTM /CLMD tool should have as a minimum, the following capabilities with 80% probability of detection
(POD) & 80% probability of interpretation (POI).
Defect Depth Accuracy 20% (0.2 X Wall Thickness)
Linear Location Accuracy + 1.50 meter
Clock Position Location Accuracy 45 Degree
GPS Accuracy <0.2 meter
Depth of Surface Cracks 30% (0.3 X Wall Thickness)
FINAL WORK REPORT 9.0
The CONTRACTOR shall include in his offer the most appropriate reporting procedure envisaged for the subject pipeline (not subject to the ILI). This will have to be mutually agreed between the CONTRACTOR and OWNER. All the Reports and data generated by the CONTRACTOR shall be compiled in hard copies along with CD ROM/ DVD having user-friendly operation on an IBM Compatible PC along with the software necessary for review/analysis of data. This is required to facilitate selection of significant defects, their Chainage etc.

Contractor shall provide three sets of hard copy along with CDROM/ DVD consisting all generated data along with compatible operating software.
10.0 LIASONING WITH AUTHORITIES FOR DIGGING PERMISSION
The CONTRACTOR has to liason with land owing authorities for getting digging permission in order to verification of defects in fast pace. Contractor has to follow up with the land owing authorities day to day basis for getting digging permission. After getting valid permission from land owing authorities, the Excavation and defect verification work will be started at site. After verification of defect the CONTRACTOR has to repair the coating of pipe (which will be removed during defect verification only) and backfilling and restore the excavated area.

11.0 EXCAVATION & BACKFILLING FOR DEFECT VERIFICATION
Contractor shall mobilize their team comprising of laborers and supervisors and technician for excavation of pit for defect verification. All tools, tackle, shuttering and machinery etc. required for digging of a pit is in contractor scope. Without regard to soil conditions and/ or topography of the ground the pit shall be excavated with a view to expose the pipeline and to provide for sufficient and safe working space for carrying out the work of manual removal of old coat and wrap and wrapping all round the circumference of pipeline. The removal of coating for defect verification and restoration of coating as per the actual coating after defect verification shall be in contractor scope. Safety of working person as well as pipeline shall be taken into consideration. The figures indicated in the SOR are only indicative and may vary as per the site conditions. The pipeline excavated length shall be such as to carry out the defect verification. After getting valid permission from land owing authorities, the Excavation and defect verification work will be started at site. After verification of defect the CONTRACTOR has to repair the coating of pipe (which will be removed during defect verification only) and backfilling and restore the excavated area. The Contractor is warned that while excavation job is carried out, the pipeline, which is carrying highly explosive natural gas or any other adjacent under ground utilities in the vicinity of gas pipeline, should not be damaged and chiseling, hammering, etc. shall not be allowed on the pipeline surface in any case. The Contractor shall be responsible for all necessary fire hazards precautions and for taking actions to prevent any damage whatsoever to the pipeline or any other under ground utilities. The Contractor shall be responsible for taking all preventive measure keeping adequate number of fire extinguishers duly charged and in good working condition near the worksite.
The CONTRACTOR shall provide suitable dewatering arrangement (dewatering pump and generator) in case of water logging in the excavated pit with no financial implication to IGL.
IGL/Consultant" will witness the defects with respect to the reported one of that of survey and accordingly the report will be signed jointly by the CONTRACTOR and the "IGL/Consultant”. The defected area to be photographed with proper numbering of the defects and the copy of the same should be a part of the final report.
12.0 SCOPE OF OWNER
Pipeline route clearing from bushes and other vegetation. Partial route
clearing within 0.5 m width on both sides of pipeline axis.
Removal of bushes and other vegetation wastes from the clearing zone.
Providing necessary Work Permit.
All mechanical repair of defected pipeline section in which metal loss or other metal defect identified
IGL shall providing request letter to contractor to apply at office of land owing agency for getting digging permission.
After getting demand note from land owing agency for permission of digging of pit for defect verification, IGL shall Deposit the Road restoration charges to land owing agency for award of digging permission.
13.0 PENALTY CLAUSES
• Contractor shall mobilize their expert team for pipeline health assessment (MTM/CLMD) job within 21 days from the date of initiation from IGL. If delay in Mobilization of team has been observed then penalty for delay in mobilization @ 100 USD per day per will be imposed to contractor.
• Contractor shall mobilize the team for verification the defect within 7 days from the award of digging permission from land owing agency. If delay in verification of defects has been observed then penalty for delay in defect verification @ 50 USD per day per will be imposed to contractor.
