P2.1 Identify the duties of a quantity surveyor relevant to your training

base.

A quantity surveyor or cost engineer is a professional person working within the construction

industry. The role of the QS is, in general terms, to manage and control costs within

construction projects and may involve the use of a range of management procedures and

technical tools to achieve this goal.

Consultant quantity surveyor

The functions of a consultant quantity surveyor are broadly concerned with the control of the

cost on construction projects. The methods employed, however, cover a range of activities,

which may include cost planning, value engineering, feasibility studies, cost benefit analysis,

lifecycle costing, valuation, and cost estimation. Some senior quantity surveyors are known

as construction economists, cost engineers or commercial managers. The field of cost

engineering is closely related to quantity surveying.

Quantity surveyors control construction costs by accurate measurement of the work

required, the application of expert knowledge of costs and prices of work, labour, materials

and plant required, an understanding of the implications of design decisions at an early

stage to ensure that good value is obtained for the money to be expended.

The technique of measuring quantities from drawings, sketches and specifications prepared

by designers, principally architects and engineers, in order to prepare tender/contract

documents, is known in the industry as taking off. The quantities of work taken off typically

are used to prepare bills of quantities, which usually are prepared in accordance with a

published standard method of measurement (SMM7) as agreed to by the QS profession and

representatives of the construction industry. Many larger QS firms have their own in-house

methods of measurement and most bills of quantities prepared today are in an abbreviated

format from the one required by the SMM7.

Generally, an experienced surveyor would facilitate all the skills available to minimize

additional costs to project and maintain a first class service for customers.

Contractor's quantity surveyor

A contractor's QS is responsible for the performance of operations that mirror those of the

owner's QS, the measurement and pricing of construction work, but specifically that actually

performed by the contractor as opposed to the construction work described and measured in

the construction contract between the owner and the contractor. Such a difference in

quantity of work may arise from changes required by an owner, or by an architect or

engineer on an owner's behalf. Typically, the settlement of a change.

The role of a contractors QS will extend further than the day to day running of building

projects and will cover such other areas as sub-contract formation, forecasting of costs and

values of the project, cash flow forecasts and the collation of the operation and maintenance

manuals of the project. This increase in the capacity of the surveying profession has led to

an increased demand for qualified personnel and goes some way to explaining the

popularity of related degrees at university.

Some contractors and others may attempt to rely on a general accountant to deal with

construction costs, but usually this is not effective, primarily because an accountant does not

have the technical knowledge to accurately allocate costs to specific items of work

performed, especially at times prior to the particular work's completion as required to make

accurate assessment of the amounts to be paid to the contractor during the course of the

work.

Job Function of The Site Quantity Surveyor

Reports to site manager.

Evaluates and prepares progress payments to sub-contractors.

Assist in preparation of the monthly valuation and estimates of variation orders.

Prepares material forecasts and weekly requisitions.

Verifies material requisitions.

Prepares daily reports

Claims to be prepared accurately & submitted on time

All variation works & extra works to be covered

Getting approvals for all claimed work done on time without delay

Project Manager to be fully awarded regarding the claims and Project Engineer to be

P2.2 Explain the importance of the services of a quantity surveyor to

your training organization.

Taking off Quantities

It is an important job for QS. All the bills and money transactions are depending on this. I

have been assisted to take measurements in the head office and as well as in the site

I got an opportunity to take off quantities for the several elements. Some items were being

new experience for me. The main purpose of these quantities was to ascertain and to order

the actual material quantities. The main items I used to take off were, tilling, formwork and

masonry work.

Measurement of Work Done with The Consultant

In my Five-storey Hotel project, soon after a particular work section is completed the work

done is measured jointly with the resident consultant supervisors. Since the total project had

been divided to many sections, several supervisors had been appointed for those sections.

Therefore, when the site measurements are taken the contractor has to take the joint

measurement with the relevant supervisor. During my training period, I had to take joint

measurement at many times jointly with the supervisors.

Meetings

Consultants should arrange site meetings. He can control the site by having site

meetings. The objectives of the site meetings are,

Communication between consultant, contractor and client can be taken in a freeway.

Consultants can advise the contractor.

Problems can be sorted out.

Site meetings can be referred when any complication arises during construction.

Consultant can allow time extension by reference to minutes of site meetings.

Ongoing work is inspected by the officials and problems, variations, progress etc are

discussed

Regular site meetings are held to discuss site matters and solutions for the same and

the Site Manager gives relevant instructions to officials in order to achieve the required

target of the organization.

Preparation of Day Work Schedule

This is another way for pricing. It can be used for the purpose of claims. Here we have to fill

machinery used at the sites, equipments used, labour hours they spent. Then we can get an

idea for the works done at the site even the items, which are not in the BOQ.

Site Records and Documentation

As the construction works comprises a vast number of various activities and follow number

of procedures, there are lots of records and documents, which display valuable information

and details, have to be maintained at site. These records and documents play a major role in

construction and project management. In addition, these provide good basis for future

references. Whenever any problems or disputes arise these records are very helpful and

issued as inputs of evidence for any solution and decision making in safeguarding the

organization. (Document maintaining is a key of documentary evidence at the legal bench)

During my training period, I was able to go through the following records and to identify the

level of preference in keeping of these records at site.

Daily records of Manpower schedule & work output

Daily record for Material consumptions & Machinery/Equipment utilization

Daily Labour supply sheets

Day work schedules

Price list files

Monthly Progress report

Sub contractors’ Bills, Payment Vouchers & Payment Certificates

Administrative records such as Salary payment sheets, Leave applications

Most of these records are prepared and maintained by the Quantity surveyors. QS Should

do a good documentation of records since several parties use these records.

P3.2 Identify the hierarchy of authority of the organization.

Site Organization and Management

The Construction of Five-story Hotel project is very straightforward. Under the guidance of

project coordinator, the project manager takes all decision, according to the predetermined

programs and plans. In order to achieve an efficient and effective resource management, a

progress report is submitted weekly to the head office. Therefore, construction managers

can take a precaution easily for the success of the project. The cost control managers

always area instructed the project being at the head office. The planning engineer had an

authority to make major decision up to certain extend such as fund setting up targets for

execution lf work, time allocation, etc. regarding the project.

In this project, completion work was scheduled according to the master program. However, it

could be observed that it is not feasible to follow the master program itself. Normally the

construction project got delay due to many reason such as bad weather conditions,

construction fault and late approval of the work, etc... The management of the project

overcomes this problem by revising the master program according to the prevailing

circumstances. Decision makers fixed time target and engineers were obliged to achieve

them.

It was very important to have proper material control system and well controlled plant-

handling system for cost control procedure. Material cost is major factor of the project cost.

Maintaining required number of labours and required plants on time at the site were another

major factor concerns in resource allocating.

The Management Structure of The Organization

SIERRA (Pvt.Ltd) Ltd has registered with BOI. (Board Of investment Sri Lanka).

Organizational structure of SIERRA (Pvt.Ltd) can be stated as a functional structure. We can

clearly identify separately. The main decision maker is the managing director/Chief Engineer

who directly involves in decision-makings. In addition, three management executives make

up the remaining board members. In addition, Chief Quantity Surveyor under the managing

director, who controls and coordinates the project of SIERRA (Pvt.Ltd). The organization

structure of SIERRA (Pvt.Ltd) is attached here.

The head office of SIERRA (Pvt.Ltd) Ltd is situated at Colombo 05. From there they carry

out all its activities of SIERRA (Pvt.Ltd) and they own sufficient construction plant and

equipment therefore, to park and store such plant and equipment it has a big parking area as

well and has a big store at the office perimeter. Store in the head office perimeter, act as the

main distribution branch.

P4.2 Identify the shortfalls that could due to lack of effective

communication and team work.

Team work sometimes will be take long time to finish. Because they may be have

some problems.

If labours are working as a team work sometimes they don’t mention their duties.

Because they talk or do the work each others.

Labours and site supervisors want to have proper communications each others.

Otherwise if the labour have problem or any the difficulties, if will not solve.

If it is any problem in drawing, without communications with design engineer we can’t

change any work.

An important function of every team member is to understand their individual or

organization duties, rights and responsibilities. This avoid problems by everyone on the

team clearly understanding what is required of them. Team members must understand

their responsibilities not only for their protection but to avoid unnecessary

miscommunications and expenditures.

In teams there may be on leader. He will tell ideas about project. Sometimes it will

become problems in them.

The lack of effective communications and team work will lead to so many short falls of the

organization those are

Very difficult to achieve the target easily.

It will lead to wrong decision about the team work and it will take more time to complete

a particular work.

It will long time to work.

We will have to lost the best technology.

P6.1 Identify the problems encountered.

When the removing the formwork for the column the labours found it was difficult and

the board also damaged. That reason work time also too much and take too much of

cost for the formwork.

Before the concrete we must clean the concrete surface using air pursue but that day

raining so all the timber dust went to the column area and labours did the concrete

work on the timber dust.

In our site, they used coated plywood for formwork, which was used than three times. So after the third attempt surface is not good and dimension are not correct.

When removing the slab formwork for the 2nd floor slab one place concrete is not smooth

We did the old plywood board for the slab formwork. Due to the raining time that board effected. When the reinforcement we identified this problem.

After the finished the concrete in site the pump car have ½ m3 of the concrete. So they use that concrete for balance area of concrete that time labour walk in to the concreted area.

When we put the poker, gout was leaked through timber joist junction (vertical edge) .because that were used more time. Then the formwork was adjusted and fixed.

Grout was leaked through bottom of formwork. Then that were stopped by using sponge and cement bag papers.

Since I had to guild the labours to different work, I was able to deal with different people and really got good experience to handling people. Actually labour handling is very difficult task, if we don’t have good experience with guiding people. It is necessary to identify ability of the each people, before work is given. As an example some people may be good for heavy work but if we give them small work efficiency may be low.

It was difficult to work with company labours rather than contactors labour, since company labours have fixed rate where they do or not work unlike contractor labour. Therefore if we dive the target work in that particular day for the company labours by considering the cost, we may be able to take good output.

When we were arranging for formwork mistakenly the column side board felt on the roof of the neighbour home and the roof sheet got broken. Reason- safety net not fixed.

P6.2 Explain how the problems were resolved at work place.

We avoid this problem we must apply the mould oil for the internal surface before the

column formwork. After this problem in our site they apply the mixture of grease and

diesel in the internal surface of the plywood.

Remove the dust then apply the cement grout then put the 1:3 mortar, without removing

this problem we can’t finish with this timber dust. When the 2nd floor concrete time they

clean the concrete surface.

Immediately we changed that plywood board and put new plywood for that area.

Grout come out side of the column through the bottom. In order to minimize it, sponge is

provided at the formwork bottom. Then that were stopped by using of sponge and

cement paper.

To the neighbor we perched a new sheet and fixed on the roof

After removing the formwork, we broke the unwanted part of concrete.

CONCLUSION

There is a saying ‘practice has more success’ is something that is accepted by any human

being. Having the theoretical background habitually does not pay off well in the absence of

practical knowledge. It is the practice you do that brings about efficiency, effectiveness and

flexibility in you.

The training program certainly enriches the skills of students, where they are able to feel the

authentic environment of the industry rather than remaining in college & creating an

imaginary figure of the construction industry.

When I spent 24 weeks of my training, I was trained under the contracting SIERRA

(Pvt.Ltd) which posses’ different operational environments. In addition to that, I got a

prospect to be companioned with various professional parties in the construction industry,

and also gained more experiences on how to work efficiently and effectively.

As Quantity Surveying undergraduates, we should embark on the task of getting the

maximum knowledge in upcoming years in order to do something different in the future.

Because nowadays Civil Engineers in the industry try to catch up some roles of QS. If we did

our job exceptionally well as the graduate QS, I am sure that we will be an indispensable

profession not only in the Sri Lankan Construction Industry but also in the abroad.

Finally, to conclude my report I desire to corroborate that industrial training is very essential

for maturity of a Graduate Quantity Surveyor and I would like to thank the Department of

Quantity Surveying for providing this opportunity to students at the right period of their

college career.
