ROB PATTISONSENIOR VICE PRESIDENT, LIGHT RAIL TRANSIT AND LIGHT RAIL TRANSIT TEAM, INFRASTRUCTURE ONTARIO

Rob Pattison is a recovering lawyer, with over 15 years of construction law experience prior to joining Infrastructure Ontario in 2006. In his current role at Infrastructure Ontario, Rob is responsible for leading the procurement and delivery of major civil infrastructure light rail transit projects using Infrastructure Ontario’s Alternative Financing and Procurement (AFP)

model. Rob has led the procurements for the Finch West LRT, Eglinton Crosstown LRT , Ottawa Confederation Line LRT and the Toronto Union Station - Pearson International Airport “UP Express” Air Rail Link 3.2 km Spur and Terminal 1 Station. While practicing law in the private sector, he negotiated agreements many for large projects, including the 99-year Concession and Ground Lease Agreement for Highway 407 Express Toll Route, the Bruce Power Steam Generator Replacement EPC contract, and the Voisey’s Bay Nickel Project EPMC contract.

JOHN JENSENCHIEF CAPITAL OFFICER, CAPITAL PROJECTS GROUP,

METROLINX

John Jensen is Chief Capital Officer at Metrolinx and is responsible for overseeing the implementation of Metrolinx’s large and growing program of transit expansion projects in the GTHA. The program includes planning and construction of five new Light Rail Transit systems, Bus Rapid Transit improvements and the GO Regional Express Rail initiative.

John has extensive experience in delivering quality public transportation. Prior to joining Metrolinx in 2012 as Vice President, Rapid Transit, he served in senior transit, light rail and commuter rail roles for the City of Calgary and the City of Ottawa. For the City of Ottawa, John served as Director, Rail Implementation, where he was responsible for leading the planning and procurement efforts for the successful delivery of the $2.1 billion Ottawa Light Rail Transit project and a $200 million Build Finance expansion of Highway 417. Since joining Metrolinx, John has lead the team implementing the rapid Transit Program and delivering successes like the Eglinton Crosstown.

John has a M.Sc. degree in Urban Transportation and Land Use, University of Calgary; a B.Sc. in Physical Geography, University of Calgary, and a Master’s Certificate in Operational Risk Management, Sprott School of Business, Carlton University and completed the Niagara Institute Leadership Development Program.

VICENTE MARAÑAEXECUTIVE VP PROJECT DEVELOPMENT, ACS

INFRASTRUCTURE CANADA

Vicente Maraña has more than 16 years of international experience in the provision of technical and commercial advice to contracting authorities, developers and funders for the procurement of transportation infrastructure. Since 2012 he acts as commercial lead in major P3 initiatives for ACS Infrastructure Canada, where he currently holds the position of Executive

Vicepresident and head of the Toronto office. Among other initiatives he has acted as commercial lead on the successful bids for Ottawa’s Confederation Line (2012), Montreal’s new Champlain Bridge (2015) and Toronto’s Eglinton LRT line (2015), where he also acted as bid director for the Crosslinx Transit Solutions consortium.

Previously Vicente had spent 6 years in the United Kingdom providing advice to funders in P3 transportation projects, including the bi-national High Speed Line Perpignan-Figueres between France and Spain and the Rt. Hon. Herb Gray Parkway in Ontario. He

started his professional career developing feasibilty studies of major high speed corridors in Spain, including the international corridor Madrid-Lisbon. Vicente has a Masters Degree in Civil Engineering and in Finance from the Madrid Polytechnic University.

REMO BUCCI

FINANCIAL AND TRANSACTION ADVISOR, DELOITTE

As part of Deloitte’s Infrastructure Advisory and Project Finance group in Toronto, Remo has been actively involved in transit infrastructure projects in Canada. This work has included the negotiation of funding agreements, risk assessments and deal structuring, financial analysis and business cases, financing through the private debt and equity capital markets, payment mechanisms,

transaction documents, evaluation frameworks and overall project management.

During his time at Deloitte, Remo has advised clients on transit infrastructure projects from project concept to financial close, including the Union Pearson Express (from 2001 to 2012), Ottawa Confederation Line LRT (from 2009 to 2012), Waterloo iON LRT (from 2003 to 2014), Winnipeg Southwest Transitway BRT (from2014 to 2016), and is currently advising Infrastructure Ontario on the Finch LRT, the City of Ottawa on their Stage 2 LRT and the City of Mississauga on the Hurontario LRT. Remo is a licensed Professional Engineer with over 25 years of experience.

MARK WATERS

PRINCIPAL, BOXFISH INFRASTRUCTURE GROUP

Mark has extensive experience managing the delivery of transportation infrastructure. The range of projects he has managed covers both new construction and rehabilitation of roads, highways, bridges as well as transit infrastructure including Subways, Light Rail Transit and Bus Rapid Transit. These projects also cover the full spectrum in terms of size and delivery methods

from both large and small Design-Bid-Build Contracts to some of the largest P3 projects in Canada. On these projects he has led large teams on both the Owner and Contractor side. On the Owner side he has managed Design and Contract Administration teams and led the development of the technical procurement documents for major P3 projects. On the Contractor side he has managed design teams with Design-Build Consortia for both the pursuit and delivery of major Highway and Transit Projects.

JUDY WILSON

PARTNER, BLAKES

With over 20 years of experience dealing with commercial and procurement issues, Judy has advised clients across the globe on the full spectrum of infrastructure and public procurement issues. She has extensive experience in contracts to engage the private sector in the provision of traditional government services. She has also led a wide range of transactions to

engage the private sector, including design-build-finance-maintain, operations and maintenance, and facilities management of public-sector facilities, as well as the provision of clinical services in the community-care sector.

Judy is a leading practitioner in the field of alternative finance and procurement projects and infrastructure development projects in industries such as health care, transit and transportation, nuclear energy, and information technology systems. She has developed and implemented procurement and contract documentation to support a wide range of public-private partnerships (P3s), and has provided advice and legal opinions relating to procurement processes and evaluation, project risk management and mitigation strategies, project structuring, and agreements.
