INFORMATION NEED ASSESSMENT WORKSHOP ON

GIS DEVELOPMENT FOR

DISTRICT PLANNING AND ADMINISTRATION To develop District GeoPortal for Nainital (one of the districts of Uttarakhand State, India) for

facilitating district administrators and planners though hi-tech technologies of GIS (Geographic Information Science), an Information Need Assessment Workshop on GIS Development for District Planning and Administration was jointly organized by the District Administration, Nanital and the Centre of Excellence for NRDMS in Uttrakhand (COE NRDMS) at Administrative Training Institute, Nainital on 8th August 2012 under the sponsorship of the Uttrakhand State Council of Science and Technology (UCOST), Government of Uttrakhand, Dehradun and the NRDMS Division of the Department of Science and Technology, Government of Indian, New Delhi (DST GOI). The Heads of different departments/institutions were instructed by the District Magistrate Nainital to participate in the workshop (Annexure-I).The Chief Development Officer Nainital collected information needs of different departments for preparing Information Need document for development of GIS infrastructure for district Nainital (Annexure-II). Besides District Administrators of Nainital, i.e., District Magistrate, Chief Development Officer, Additional District Magistrates, Deputy Superintended of Police, and Scientists of COE NRDMS, Kumaun University; total 111 participants from different Departments/Institution participated in the workshop.

In the beginning of the workshop, Prof.J.S.Rawat, Director, COE NRDMS presented a brief

account of the objectives of the workshop and demonstrated applications of GIS in district administration and planning. Prof.J.S.Rawat, informed that with the help of the financial and technical support of the Department of Science and Technology, Government of India, New Delhi, a web based GeoPortal for District Almora tagged with the India GeoPortal (NSDI New Delhi) has been developed as per needs of the district administrators and planners. Presenting a detailed account of GIS infrastructure developed for district Almora, Prof. Rawat demonstrated applications of Police GIS, Watershed GIS, Road GIS, Village GIS, Household GIS, Election GIS, Municipal GIS and GIS of Education, Health and Urban Centres. Thus, demonstrating that how different line departments can access information with map through a single window by clicking two/three mouse buttons in computer, Prof. Rawat suggested that to develop GIS for district Nainital as per needs of different line departments for planning and administration, a GIS Cell at district headquarter at Nainital should be established and for management and monitoring of GIS Cell, a District Coordination Committee (DCC) should be constituted. For capacity building in GIS applications in administration and planning in the district, technical support in terms of on-job training of the district personnel as and when required shall be given by our Centre, Prof. Rawat informed.

Mr. Jithender Tripathi, Executive Engineer, PWD, Nainital presented a brief account of digital

data needs of his department. Mr.Tripathi said at present their department has no digital database, however, in view of the significance of digital maps in planning and project implementation, the department is very keen for using digital data, Mr. Tripathi added. He further said that we need to convert all the existing analog road maps of the district in digital form and also need digital maps of land use pattern including villages and drainage networks, and also need digital cadastral maps. Beside these we need digital micro watershed maps for knowing catchment areas and long term rainfall and silt data of streams/rivers for designing bridges and culverts, Mr. Tripathi added.

Mr.Vinod Goswami, Additional District Magistrate Nainital felt the need of adopting GIS

technology for converting the existing cadastral records from analog form to digital format. It shall not only help in management of cadastral records but also help in planning in different sectors of natural and human resources, Mr. Goswami added. Regarding the integration of remote sensing/GPS based data with cadastral maps, Mr. Goswami suggested that there may be errors up to some extends during data integration which needs to be specify and rectify also by using standard techniques.

Mr. K.S. Kanyal, Assistant Engineer, Department of Irrigation stressed on the need of GPS

based planning of canals from source point of water for irrigation to the command area. Mr Kanyal also suggested that digital cadastral maps of the command area would be very useful for planning monitoring and implementation of irrigation canal works.

Dr. Abha Bhatt, Deputy Director, Tourism Department informed about tourist places and

sites and also highlighted on the potential sites of tourism development in district Nainital. She said that digital information of Hotels, Rest Houses, Guest Houses, Road Network, Religious and other tourist places shall help in development of tourism in the district.

Mr.Grish Arya, Sub Divisional Officer, Uttakhand Power Corporation Limited, Nainital

stressed on the need of digital data of 11kv and 31kv power lines and location of transformers and electric poles. He also suggested that digital map showing spatial distribution of forest and agricultural land, names of villages with their population and information of electrified and non-electrified villages would be very helpful in planning new power lines.

Dr. V.K. Garkoti, M.S, GB Pant Hospital Nainital informed that their department has no maps of Health Centres of district Nainital. Digital maps showing spatial location of different Health Centres such as Community Health Centres, Primary Health Centres, Homeopathic Centres and TB Clinics along with their attribute data would be greatly helpful in management of health services in the district, Dr. Garkoti added.

Mr. R.C. Kandpal Sub-Divisional Officer, Department of Forest informed that they have

digital database of the Haldwani Division and they need the digital database for other Divisions of Nainital. Apart from the digital information of roads and villages, digital maps of forest species, working plan, forest fire and crew stations would be very useful for forest conservation works, Mr. Kandpal suggested.

Prof.G.L.Shah, Department of Geography, D.S.B.Campus Nainital, highlighting the significance of GIS in research, said that using remote sensing data, change detection of several places and towns of Nainital district has been done by him. Besides these change detection data, GIS laboratory facility of his Department such as use of A0 size scanner shall be provided to the needy departments, Prof. Shah informed.

Highlighting the significance of GIS in planning, Mr. R.S.Chauhan, Chief Development Officer, Nainital said that it (GIS) is a vast system which has wide applications in post disaster management activities, election management, watershed management and in planning of various natural and human resources. Mr. Chauhan informed that regarding digital database needs of different departments of district Nainital, he has different departments and has prepared a document of (see Annexure-III for details). Based on the digital data needs mentioned in the document, GIS infrastructure of District Nainital should be developed which would work as decision support system to the planners and administrators of the district, Mr Chauhan suggested.

Mrs. Nidhimani Tripathi, District Magistrate Nainital and Chairman of the workshop said

that GIS is a newly emerging but rapidly growing technology worldwide by which quick and wise development of resources can be done. Planning Commission of India is very serious for adopting this technology for planning at district, state and national level, Mrs. Tripathi informed. Giving directives, Mrs. Tripathi said that all the Departments/Institutions should update their maps and data for development of GIS with the technical assistance of the NRDMS Centre Almora and should create a GIS Cell in their own department for GIS development and its updating. For capacity building, each department should nominate two personnel for on-job training at the NRDMS Centre Almora, She suggested. For developing Nainital GeoPortal, a District GIS Cell for Nainital shall be set-up at Vikash Bhawan Nainital for which the Chief Development Officer Nainital would be the Nodal Officer, the District Magistrate informed. Appreciating the efforts of the NRDMS Centre Almora regarding Development of Nainital GeoPortal, the District Magistrate hoped that it (Nainital GeoPortal) shall help in multifaceted development of district Nainital.

After deliberation and discussions in the workshop, the following were resolved for

development of the Nainital GeoPortal:

1. A GIS cell be established and for Development of District GeoPortal for Nainital. The place for the GIS Cell be decided by the District Magistrate Nainital. The Cell shall function under the Control of the District Magistrate and the Chief Development Officer, Nainital will be the Nodal Officer.

2. The objectives of the GIS Cell shall be: i. To develop GIS infrastructure of each line department as per their needs. ii. Applications of GIS in planning, project implementation,monitoring, development and management and in administrative works. iii. To update district GIS at monthly, bi-annually and annual basis through the concerned departments.

3. For smooth functioning of the GIS Cell, a District Coordination Committee (DCC) shall be constituted. The structure and objectives of DCC shall be as follow :

i. Structure of DCC Chairman : District Magistrate, Nainital

Co –Chairman : Nodal officer of GIS Cell (CDO, Nainital) Member Secretary : Prof. J.S.Rawat, Director, COE NRDMS Members : Heads of all the Line Departs/Institutions of District Nainital

ii. Objective of DCC i) To work for GIS development as per needs of district administrators/planners. ii) To review the progress of the GIS Cell and to make necessary arrangements of

resources for its development. In the beginning of the workshop, Mr. Manish Kumar, Assistant Professor in Geographic Information Science, COE NRDMS, Department of Geography, Kumaun University SSJ Campus Almora welcomed all the participants, and at the end of the workshop, Prof. J.S.Rawat extended vote of thanks to all the participants.

   DIGITAL INFORMATION NEEDS

FOR DISTRICT PLANNING For assessment of digital information needs for district planning, a meeting of Heads of

different line departments of district Nainital was called on by the Chief Development Officer on 6th August, 2012. Department wise summary of digital information needs (which were presented in the meeting by the heads/representatives of different departments) is presented below.

Digital Information Needs 1. Existing roads showing their types (i.e, NH, SH, MDR, ODR, VR, PMGSY Roads,

Matelled/Unmatalled Roads, Roads under contractions/ sanctioned/ proposed and location of bridges.

2. Land use pattern showing reserve forest, non- reserve forest, revenue land and barren land. 3. Village and Tok maps. 4. Forest species and density map. 5. Contour, slope and drainage maps 6. Population distribution/density maps. 7. Rock types map of the district. 8. Geological hazard zonation map. 9. Location of towns. 10. Assembly constituency map.

Digital Information Needs
