Overview: Introduction and Objectives
Introduction
Ministry of Rural Development, Government of India is implementing wide ranging programmes for improving the quality of life in rural areas. During 2011-12, it has an outlay of over Rs 87,000 crores.In addition, Central and State Governments together annually spend about Rs 8,00,000 crores on various welfare and development programmes.The success of the programmes critically hinges on awareness and understanding of the rural community about the interventions of the Ministry. Without mass awareness, constructive people’s participation in planning, implementation and monitoring of the programmes is difficult.
Many evaluation studies have pointed out the gaps in implementation of the programmes affecting the delivery of benefits to the intended beneficiaries. Gram Panchayat is the lowest level of the hierarchy of Panchayat Raj Institutions which is expected to plan and implement the welfare and development programmes of the Government. However, the Gram Panchayts are poorly equipped with manpower and the knowledge and understanding of the functionaries of Gram Panchayat is inadequate. Therefore, Ministry of Rural Development, Government of India has conceived a concept called “Lab-to-Land Initiative” for dissemination of information about various welfare and development programmes among rural households through campaign mode and this requires some kind of mechanism to reach every rural household as a last mile connectivity considering the limitations of existing government machinery. This has led to a birth of concept of network and team of volunteers in every village for acting as link between government programmes and rural households. These volunteers are named as “Bharat Nirman Volunteers” (BNVs).
Objectives of Bharat Nirman Volunteers Cadre (1) To establish close contact with the rural households who are the stakeholders of government
programmes. (2) To generate awareness about government programmes and the procedures to avail of their benefits
among the people. (3) To encourage legal literacy to enable people to have proper understanding of their rights and obligations
under various government programmes particularly, those relating to rural development,agriculture,watershed development, health and family welfare, education , women and child development, infrastructure (including roads,electrification,irrigation,drinking water, sanitation, broadband connectivity,telephones,banking and post offices) and environmental protection
(4) To support the government administrative machinery and the Panchayat Raj Institutions in performance of their duties , particularly in implementation of the Citizen’s Charter
(5) To facilitate social audit of government programmes (6) To expedite redressal of grievances of the people and assist in the functioning of helplines (7) To improve quality of implementation of government programmes by providing feedback on status of
programmes for responsible officials (8) To provide opportunity to socially conscious citizens to participate in nation building activities (9) To develop leadership among the people
(10)To develop a cadre of trained development volunteers with a deep commitment to change and development (11)To create appropriate conditions to maintain peace and tranquility in rural areas

In all the 22 rural districts, District Level Committees were constituted and meetings at
district level were already held under this initiative.
A Hand book on Lab to Land Initiative (Brick & Mortar of BNV’s Edifice distributed to
the District Level Committee members in which the roles and responsibilities of BNVs
are given in detail.
ACTIVITY 4 : Preparation of outlines of flagship programmes containing entitlements and procedure for access in local language and distribution to BNVs and GPs
In Andhra Pradesh, a major flagship programme MGNREGS is under
implementation in majority of GPs. In every GP, there are Shrama Shakti Sanghas
(Labour Groups) and each SSS is led by a functionary called Mate (who is also one of
the members of SSS) .Mate is responsible for moblisation of his group members to work
site daily, markout for quantity of work to be done during that day by his group
members , ensuring quality of work , ensuring prescribed minimum wage rate each
member of SSS, ensuring work site facilities etc.
This academy has brought out One Computer –Based Tutorials (CBTs) for the
benefit of Mates on 16 works. CBT on each work gives details about what is the work,
suitable location , wage rate and task rate, to ensure minimum wage per day per worker
how much quantity of work to be marked out in the work site , how to follow task sheet
for giving mark out for quantity of work to be turned out depending on number of
labourers present at work site. CBTs distributed to BNVs.
A Hand Book on Technical works for Mates printed and distributed to BNVs.

Eye camp was conducted on 10-04-2012 by “LIONS CLUB HOSPITAL” for 52 persons
and 23 were found eye problem and took up cataract operation free of cost on 11-04-
2012. Each worth of Rs 15000.Operation. 23 persons are above 60 years of age.
Sanitation work was taken up in both primary and high schools
BNVs of Lab-to-Land Initiative villages have chosen other villages and went there and
explained the concept of L-2-L Initiative and role of Bharat Nirman Volunteers and
experiences of the BNVs in lab-to-land villages in the newly selected villages.
BNVs met the District Collector and got Paddy Purchase Centre sanctioned and
established to procure paddy locally by ensuring minimum support price and also it
avoids middlemen.
Identified 60 persons of age below 15 years of age and named them as “BALA BHARAT
NIRMAN VOLUNTEERS” and conducted training programme for them by trained
elderly BNVs

In all the lab-to-land initiative mandals, officers from line departments are meeting
