7TH July 2013 Final report and recommendation of video bridge needs. 1 Summary The video bridge subcommittee examined the current video conferencing capabilities and needs on the West Lafayette campus. After examining usage and need there was only one clear item that could be determined as an immediate need which is the capability of providing a high end HD bridge for critical conferencing. 2.1 Determine what current and future needs exist on campus for video communication:

- The current needs on campus include the capability to connect on demand through varied operating systems including Mac OS, Windows, IOS, Android, and Linux.

- Current video conferencing units owned by campus should also be able to connect via a central bridge including Polycom, LifeSize and Cisco units.

- A premise based solution should be able to accommodate future growth into a cloud solution hybrid for rapid growth manageability and cost savings.

- The bridge solution should include connectivity to as many desktop client types as possible such as Skype, Lync, Adobe Connect, web access and others.

- Evaluation of four other Big Ten universities did not reveal a clear trend.

- Overall, the usage and needs vary widely across campus. Providing a solution to meet the highest need capability for all possible situations would be cost-prohibitive.

- Due to the wide nature of usage the only clear solution needed at this time is the provision of a small scale on premise HD Bridge for the highest priority needs.

- Lastly, future metrics should be developed to monitor usage of various solutions moving forward as identifying new trends in both small conferencing and educational video conferencing.

2.2 – 2.4 Develop criteria matrix for evaluating products and solutions, identify vendors to evaluate, reduce recommendation to three choices in ranked order for final consideration.

- Criteria matrix (Appendix A) was created with the following vendors evaluated; Cisco, Polycom, Avaya-Radvision, and LifeSize. We also asked one of the leading Video Conference VAR’s (SKC) to participate as well.

- Based on results of matrix we narrowed choices down to Cisco and Polycom in that order.

- Both were asked to campus to provide short demo and presentation to further get clarification and insight into the two products.

2.5 – 2.7 Write proposal outlining the strengths, weaknesses and TCO for each solution, detail costs of maintenance, support and replacement cycles, a very basic implementation timeline and plan, and risk analysis for each solution as well as risks involved in continuing without a coordinated campus solution.

- Based on the following strengths, TCO, vendor relation, current onsite support and possible future campus infrastructure integration Cisco was selected as the vendor of choice.

o Ryan did previous onsite testing of both Polycom and Cisco among other vendors. Here is what he found. The subcommittee agreed with his conclusions.

The Cisco solution is the most effective product for providing a campus wide Video and SIP Solution capable of evolving.

Cisco also is the most versatile in accepting numerous vendor end point devices (phones, video endpoints, computer applications).

Studying the Cisco product line I have found they are more integrated with Video technology for voice and data.

o Purdue’s relationship with Cisco is very good. Cisco provides all of Purdue’s network hardware infrastructure. Purdue currently has member that sits on Cisco Board of Directors.

o Cisco support has been very reliable as well as quick and responsive.

- TCO to purchase and maintain a 16 port Cisco MCU is as follows. o MCU and associated hardware and software solution -

$189,100.75. (Appendix B for part numbers and individual prices)

o $14,500 for infrastructure installation, training and a local Cisco video codec system for use in Implementation Control Center.(Appendix C)

o Annual maintenance contract cost is $9,224.25 annually and $46,121.25 over 5 year life expectancy of product. (Appendix D)

o FTE cost will be absorbed by current Audio Bridge staff and Administration

o Total initial cost would total approximately $212,825.00 with annual maintenance cost of $9,224.25 over each of the last 4 years of 5 year life expectancy of the product.

- Current timeline and schedule would include the following objectives and dependencies.

o Once approved for purchase by OOC a bid request would go out to the following vendors, NeTech, Verizon, and SKC. All are approved Purdue vendors. Bid process would take approximately 2 weeks.

o Once bid has been approved it will take approximately 4-6 weeks for equipment to arrive on campus.

o Work with Cisco on getting dates for installation and training. This will encompass around 2-3 weeks to coordinate. We might be able to shave some time off if Cisco is willing to setup installation and training date before equipment arrives.

o Internal testing of MCU with current Purdue Video Conference facilities as well as some off campus video end points. This will take place over 2-4 week period.

o Once Cisco has left we will work on getting communication piece ready for rest of campus during 2-4 week test phase.

o Announce as production service for campus at end of test period.

o Total time from OOC approval to production date is approximately 10-14 weeks. (Appendix F)

- Current risk involved with Cisco and outcomes of not proceeding with recommendation of subcommittee.

o No solution will cause Purdue to lose the high profile partners that Purdue is seeking. Web conferencing can only get you so far.

o Small solution benefits from Purdue getting feet wet to grow as needs grow. Big unknown at this part is Extension and what direction they will go. Currently they are using, liking and leaning on using Lync. Any needs for large number of endpoint events can and should be handled by Web Conference or hosted solution. What that will be is unclear at this time. If we can leverage any of the Cisco hardware purchased would be an added bonus.

o Small scale deployment will mitigate cost and allow for analytics to be gathered for expansion while solving known Purdue campus needs today. The needs proven to exist today are communication to off campus entities, mentorship, alumni and venture capitalists.

o Cisco management system provides potential growth of 25 MCU appliances and lowers the risk of a system unable to expand as campus needs grow. A video control (VCS c/e) provides a means to register 100 end points lowering the risk of nonconforming system interoperability and adds the

means for point to point video conferencing without using the 16 port bridge.

o Currently Cisco is developing WebRTC client for Jabber. WebRTC and HTML 5. Will change the way video is used by unified adaptation into a web browser without application needs or client. Using Cisco lowers the Risk for adaptation into future standards.
