Mudgeeraba to Tugun network upgrade
To reinforce and ensure a
dependable electricity supply
to the rapidly growing southern
Gold Coast, ENERGEX is
proposing to build a 110kVpowerline from Mudgeeraba
to a new substation at Tugun.
PurposeThe following report outlines thepreliminary and additional cost estimatesfor the proposed ENERGEX Mudgeerabato Tugun network upgrade project.
The cost estimates have been preparedfor the community to better consider thenancial diffncs btwn difcultroute assumptions.
ScenariosThe following scenarios havebeen prepared:
1. Uou powerlineconstruction from Mudgeeraba(Varsity Lakes Transit OrientatedDevelopment) to Tugun (13 km)
2. O powerline constructionfrom Mudgeeraba (Varsity LakesTransit Orientated Development)to Tugun (13 km)
3. Uou powerlineconstruction from Tallebudgera CreekRoad, Tallebudgera to DuringanRoad, Currumbin. (Originally releasedin discussion with key stakeholdersJune 2008) (4.5 km)
4. O powerline constructionfor the comparative section referredto in scenario 3 utilising the sameoverhead route adopted in scenario 1
5. Uou powerlineconstruction from the Elanora Water Treatment Plant (North of AlmondCourt, Elanora) to ENERGEX’sCurrumbin Substation, Station Street,Currumbin Waters
6. O powerline construction for
the comparative section referred to inscenario 5 utilising the same overheadroute adopted in scenario 1.
Base Assumptions• Ttal ut lngth cnsidd f th
cost estimates have excluded thesection traversing the Varsity LakesTransit Orientated Development, asthis is being separately developed. The length of this section isapproximately 1.2 km. The totallength between the respective
substations is approximately 14.2 km
• Gnal cnstuctin stimats abased on actual costs of recentlycompleted 110kV undergroundprojects within the ENERGEX area
• N ld suvy data cllctinhas been undertaken to identifyany spcic cnstuctin issus
and general assumptions have beenassumed consistently across thelength of the project
• Undgund cnstuctin typicallyinvolves considerable uncertaintyover the entire length of the corridor.Overhead construction can havesimilar uncertainty at just the polelocations but this would involvea much smaller land area. Riskassessments in the estimates haveaccounted for this difference

• N csts hav bn includd f cnnctin / augmntatin at thsubstation for Mudgeeraba, Currumbinor Tugun, as this would be commonto all options
• N ail spcic cnstuctinaugmentation methods havebeen considered in the undergroundcost estimates.
Route Descriptions
Scio 1 – Mub to TuuUndergrOUnd solutio
The underground route has utilised theexisting overhead (scenario 2) routeas a basis with some minor amendmentsas outlined below:
a) Oyster Creek Drive to TallebudgeraCreek Road – the undergroundinghas followed closely with a proposedservice road rather than the foot of thenew motorway
b) Rees Court to K P McGrath Drive,Elanora – the underground route hascrossed under the motorway further south to avoid vegetation clearing
c) Sarawak Avenue to Station Street –the underground route has crossedunder the motorway at Sarawak Avenue, then underbored across CurrumbinCreek and progressed along StationRoad to minimise vegetation impacts
d) John Flynn Hospital to TugunSubstation – the underground routedeviates from the overhead corridor, adopting a more direct route to the
Tugun Substation.
Note: The same corridor has been adopted for
the section relevant for Scenario 5
(Refer to maps 1 and 2 – Pink line is Underground)
Scio 2 – Mub to TuuOverhead solutio
The overhead route cost estimate is basedon current publicly released informationand represents a corridor length of 13 km.

Queensland Transport (QT) is planning
to utilise land around the VarsityLakes Railway station as a Transport
Orientated Development (TOD). This willincorporate residential and commercial
development. As part of the planning
for this development QT has engagedENERGEX to undertake feasibility and
design work to underground a 1.2km
section of the existing Mudgeeraba toBurleigh 110kV overhead powerline
located in an easement alongside
Scottsdale Drive Varsity Lakes. Since
this corridor is also proposed to be used
for the Mudgeeraba to Tugun networkupgrade, the feasibility and design work
includes provision for undergrounding the
new powerline and other future 33kV and
11kV circuits.
In accordance with strict legislative and
plicy quimnts, this wk is bing
undertaken on a fully cost recoverable
basis fm th qusting paty, QT.
QT have not yet agreed to fund the
construction phase of this work as it
is subject to their approval after the
design estimates are complete. Should
this undergrounding work not proceed,ENERGEX proposes to install the
Mudgeeraba to Tugun powerline
as overhead construction in its
existing easement.
Cnsquntly f th pups f
costing comparisons of the Mudgeeraba
to Tugun network upgrade, this section
has been excluded from the study as
the outcome will be same for all the
considered options.
