Ofc. Demkowski and Ofc. George are extremely dedicated, passionate, and hard-working on the midnight watch at Ingleside Station. In addition to performing consistently well over a period of time, here are just a couple of examples why these officers are to be commended as Officers of the Month:

Ofc. Demkowski was assigned to solo patrol on the midnight watch at Ingleside Police Station. On 01/23/2018, she saw a suspicious vehicle operating in the area of Glen Park at 3:30 in the morning. After identifying probable cause to stop the vehicle, she determined that the occupants were on parole. With the assistance of additional officers, the vehicle was searched and a fully-loaded Glock firearm with a 30-round extended magazine were located and seized. It is hard to measure how many violent crimes were prevented by this stop, search, and seizure, but this result is very hopeful and rewarding.

Ofc. George was assigned as a solo patrol officer on the midnight watch at Ingleside Police Station and was assigned to the Glen Park area. Recognizing that there had been an increase in burglaries in both the Glen Park, Diamond Heights, and outer Noe Valley areas, Ofc. George was actively patrolling back and forth between these neighborhoods. On 01/16/2018 at 0448 hours, a report of a burglary was called in around the area of the 300-block of Valley Street. Ofc. George, already in the neighborhood on active patrol, heard the description and simultaneously saw the suspect in the area of 29th Street and Day Street. After a foot pursuit, the suspect—already wanted on a “no-bail” felony burglary warrant—fought with the police and ultimately was taken into custody.

These officers’ actions are just a small sample of heroic work done by midnight shift officers who keep us safe while our neighbors, families, and children sleep soundly in our beds. It is for these small and unseen—but heroic— acts, that they are our Officers of the Month.

May Wong, a native San Franciscan, had lived all her life here in the city. Her parents owned a dry cleaning business on Mission Street in the Excelsior. It Is because of her roots in the Excelsior that she became such a community advocate and was involved in so many community organizations. She believed in supporting causes, being involved and helping others.

Some of the organizations she has been involved in are: Friends and Advocates of Crocker Amazon and the Excelsior; Excelsior District Improvement Association; Excelsior Action Group; Excelsior Collaborative; Kenny Alley Project; Volunteer at Clinic by the Bay; Crocker Playground Advisory Group; District 11 Council; Saturday in The Park McLaren Concerts; McLaren Park Collaborative; McLaren Bike Park; Excelsior Sunday Streets; Walk SF; Boxer Club Italian American Social Club; Monroe Elementary School; SF Park and Recreation Commission; SF Park and Recreation Open Space Advisory Council; and the SF Board of Supervisors.

May also had a deep love and devotion for Lionism. In April 2011, she joined the Geneva-Excelsior Lions of District 4-C4. She has held the position of Club President, District 4-C4 Zone Chairperson for two years and most recently she held the position of District Secretary until her passing this past November.

May was a fun loving and very cheerful person. She had a heart of gold and the most generous soul anyone could ever have. She was tenacious and energetic. Her loving spirit will live on forever.

Definition of Community Policing

Community policing, or community-oriented policing, is a strategy of policing that focuses

on police building ties and working closely with members of the communities.

• Homeless Outreach and Outreach to Drug Users: Ingleside Station officers coordinate with city

agencies to provide outreach and assistance to rehabilitate those who are dependent on

illegal drugs and outreach to homeless individuals to connect them with resources and

support.

• Foot Patrols: Ingleside Station has foot beat officers assigned to the Geneva and Cortland

corridors.

• Monthly Police Community Relations Meetings: Community Meetings are held continuously.

Station personnel also attend meetings with merchants groups, business groups,

development authorities and others. Concerns are voiced and addressed through problem

solving.

• Email Updates: Ingleside Station sends out newsletter updates to residents in the District that

alerts residents of crime trends, upcoming community events, crime prevention tips, and

information on how to contact officers at the District Station.

Definition of Suspicious Activity

Suspicious activity is any observed behavior that could indicate a crime-related incident

has been committed, or about to be committed. Unusual items or situations: A vehicle is

parked in an odd location, a package/luggage is unattended, a window/door is open that is

usually closed, or other out-of-the-ordinary situations occur.

The following are some examples of Suspicious Activity that are “In progress” crimes,

which demand an immediate call to 9-1-1:

An individual peering into vehicles, to try, and locate any valuables left unattended.

An individual trying door handles to vehicles, and/or residences to gain access to the

vehicle and/ or residence.

An individual checking front doors of residences to locate any unattended packages, or

Crime Definition

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on

another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.

(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact with

another person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than a

firearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property taken

exceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

Monday, February 5th, 2018

Arrests:

1:51am Holladay & Peralta Recovered Vehicle Ingleside Officers Burke and Anderson were patrolling an area where several arrests have occurred for stolen vehicles. The officers noticed a 1996 Nissan 240Z parked with two people, a man and a woman, drinking alcohol inside. The officers checked the license which showed the Nissan was reported stolen out of Emeryville. Inside, the officers discovered a house key used to start the vehicle. The woman driver was on probation out of San Francisco for auto theft. Now, she was charged again with the same crime. Her male companion was released at the scene. Report number: 180095139 2:08am Mission & Randall D.U.I A report of a traffic collision prompted dispatch to send Ingleside Officers Zhao and Fogarty to investigate. When they arrived they found both drivers standing by their vehicles which had suffered minor damage. One driver of a Honda claimed the other driver of a Toyota went through a stop sign and collided with his car while he was making a left turn. The officers found the driver of the Honda did not have a valid driver’s license and could not provide proof of insurance. What’s more he appeared to be under the influence of alcohol. He was given a roadside sobriety test which he failed. He consented to a breath alcohol test which revealed he was operating his car at almost two times the legal limit for alcohol intoxication. He was arrested at the scene and transported to the County Jail. Report number: 180095195 2:55pm 900 Blk. Geneva Narcotics The driver of an older Hyundai with no license plates and blacked out windows couldn’t do more to attract police attention. Ingleside Officers Wong and Peralta spotted the car driving south on Mission and then turning onto Geneva Avenue. The officers stopped the driver who didn’t have a license, insurance, or registration for the Hyundai. A computer check revealed an outstanding $5000 warrant for his arrest on narcotics charges. Inside the Hyundai the officers found more narcotics bundled for sale including heroin, methamphetamine, and marijuana. He was arrested at the scene for the narcotics violations and the warrant and transported to Ingleside Station for booking. Report number: 180096422

5:50am 900 Blk. Visitacion Hot Prowl Burglary A man woke up to find an unknown intruder standing in his bedroom door smoking a cigarette. When the suspect noticed the resident was awake he said, “I thought I lived here”, and then turned around and walked out the front door of the house. The victim called police and Ingleside Officers Anderson and Burke and together they searched the home and discovered the victim’s IPhone was missing. The officers determined the suspect entered the home through an unlocked front door. Report number: 180095311

10:48pm Mission & Persia Aggravated Assault An argument between two men on a Muni bus resulted in one of the combatants being taken to the hospital with life threatening injuries. Witnesses told Ingleside Officers McCall and Lozano, along with several other Ingleside units that the two men boarded the #14 bus in Daly City and sat in the rear of the vehicle. They ar-gued repeatedly until the argument turned physical and one of the combatants took out a scissors and stabbed the other man several times in the chest. The victim struggled forward toward the front of the bus and the bus driver stopped the bus and called police. The suspect exited the bus and waited until police arrived. He was arrested at the scene for assault and attempted homicide and transported to the County Jail. The victim remains at San Francisco General Hospital for treatment. Report number: 180094987

4:05am Britton & Leland Negligent Discharging of Firearm Ingleside Officers George and Smith were dispatched to a report of shots fired in the area of Britton and Le-land. When they arrived they found two bullet casings in the street near the intersection. They were unable to find anyone injured during the incident. Report number: 180093086 5:00am Unit Blk. Bertita Negligent Discharging of Firearm A man called police after finding a bullet hole in his front door. Ingleside Officers Zandandel and Camarra re-sponded and determined that someone fired at a sign in an adjacent parking lot and the bullet traveled through the sign and into the front door of the victim’s residence. Report number: 180093901 5:25am John F. Shelley Drive Arson Ingleside Officers Alejandrino and Piper responded to a report of a vehicle on fire. When they arrived they found San Francisco Fire Department units on scene and had extinguished the fire. The car was a total loss. The Honda was not reported stolen and the officers left a message for the owner informing him/her about the incident. Report number: 180093202 7:00pm 4800 Blk. Mission Robbery A potential customer walked into the Subway restaurant and instead of asking for a foot long sandwich, he de-manded cash. The employee told Ingleside Officers Siracusa and Quinlan that the suspect displayed a handgun and told the victim to empty the register. The employee handed over a small amount of cash and the suspect fled south on Mission. Report number” 180094636

6:50pm 100 Blk. Blythedale Stolen Vehicle A late model Ford Explorer caught the attention of Ingleside Officers Seavey, Barajas, Lee, and Jensen. The officers ran the license plate and found that the vehicle came back as stolen out of San Francisco. The offic-ers stopped the driver and placed him under arrest. A records check revealed a no bail warrant for his arrest for burglary. He was transported to Ingleside Station for booking. Report number: 180079553 10:31pm 1500 Blk. Sunnydale Robbery The same group of four officers was on the lookout for a man wanted for a robbery that occurred earlier in the Ingleside District. The officers had responded to an unrelated incident on the 1500 block of Sunnydale Avenue when they spotted the wanted suspect. They arrested him and, after a violent struggle, were able to place him in a patrol car and transported him to the County Jail for booking. Report number: 180090816

9:15am Geneva & Prague Robbery A 15 year old boy, waiting for a friend at the bus stop, was approached by three young men. The trio started casually talking with the victim but the conversation didn’t last long. Suddenly, the three suspects pulled masks over their faces and told the victim to come closer. Instead of obeying their demand, the 15-year old started running toward the Crocker-Amazon Playground across the street. The trio of robbers caught up to him, tackled him from behind, and then kicked and punched the victim several times in the head. After the beating, the suspects rifled through the victim’s pockets taking his IPhone, cash, and jewelry before running away through the baseball diamonds. Ingleside Officers Camarra and Grabbe arrived and summoned and ambulance, which took the victim to UCSF Children’s Hospital where he was treated for a traumatic brain injury and other wounds. 8:55pm Delta & Raymond Robbery Ingleside Officers Siracusa and Quinlan were dispatched to a report of a robbery of three men. The victims told the officers they were walking down the street when they were approached by two suspects. Both sus-pects put on masks and one suspect took out a gun, pushed it into one victim’s chest, and demanded his property. The victim surrendered a small amount of cash and the suspects fled southbound on Delta Street. Report number: 180092506

10:30pm Castillo & Velasco Firearm A report of shots fired prompted dispatch to send Ingleside Officers Smith and George to investigate. When they arrived they found witnesses who reported that the occupants of a Ford Explorer, stopped at a stop sign, fired five to seven shots and then fled. The officers searched the area and found several spend shell casing in the 500 block of Velasco. Report number: 180092674 11:08pm Gates & Thompkins Robbery A man walking home was suddenly confronted by two suspects. One of the suspects took out a knife and struck the victim in the face with the butt of the weapon. The second suspect then punched the victim sever-al times in the stomach. Both men then removed the victim’s wallet, cell phone, necklace, and school ID, before fleeing on Folsom Street. Report number: 180092721

12:15pm 500 Blk. Portola Firearm A report of a student with a gun sent Ingleside Officers Naval, Morrow, Gomez, Watts, Rosales, and Lt. McEachern to a school campus on the 500 block of Portola Avenue. When they arrived several school offi-cials confirmed the report and said the suspect had left the campus. A school official called the minor sus-pect who returned to the school and was arrested by police officers for possession of a loaded firearm in a school zone. The firearm was also located and seized at the scene. Report number: 180088689

11:22am Unit Blk. Delta Hot Prowl Burglary A man at home heard a loud noise coming from the in-law unit downstairs. The victim told Ingleside Offic-ers Vong, Trail, and Hopkins that he looked downstairs and saw two unknown men running out of the home. He looked outside and saw the suspects running down Delta Street toward Hamilton Street. The of-ficers, after searching the home, determined the suspects had forced open a downstairs bedroom door and had rifled through a drawer and closet. It is unclear if anything was taken during the burglary. Report num-ber: 180088350

2:13pm Unit Blk. of Onondaga Burglary Another hot prowl burglary sent a different group of Ingleside Officers, Hackard and Watts, to investigate. The officers met with the victim who said he returned home to find several automatic weapons missing from a gun safe in the home. A large amount of cash was also missing along with fashion accessories. The officers determined the burglars entered the home through a locked garage door. Report number: 180332221

10:03pm 4400 Blk. Mission D.U.I Ingleside Officers Dembrowski and Smith were on routine patrol when they spotted the driver of a late model Ford Fusion blow through a red light at Mission and Persia. The officers followed the driver as she weaved in and out of lanes while on Persia Street. The officers pulled her over and noticed she had bloodshot eyes, alco-hol on her breath, and slurred speech. She was asked to perform a standard roadside sobriety test and failed the exam miserably. She was then taken to Mission Station where a phlebotomist took a blood sample for evi-dence. After that she was transported to the county jail and booked for DUI. Report number: 180087324 10:08pm 500 Blk. Chenery Firearm Possession A man asleep in a parked truck, blocking a driveway, prompted citizens to call the police. Ingleside Officers Hardy and Lau arrived and found the suspect sitting in his plumbing truck asleep. He smelled of alcohol and told the officers he was a convicted felon with prior convictions for robbery and other crimes. A search of his plumbing truck revealed a bag containing a Sig Sauer and Glock pistols. He was arrested and booked for being a convicted felon illegally possessing a firearm. 7:10pm 300 Blk. Crescent Robbery Ingleside Officers Quinlan and Laoagan were dispatched to a report of a robbery. The victim told Quinlan and Laoagan that she left her home and got into her car in front of her home preparing to drive to work. After she started her car she noticed an unknown man standing on the sidewalk in front of her car. The suspect walked up to her car and motioned for the victim to roll down her window. The victim complied and the suspect reached through the window and grabbed her purse. The victim and the suspect struggled for a short time be-fore the suspect gained control of the purse and ran away. The victim got out of her car to chase the suspect, but fell down forgetting the car engine was running and the vehicle was in gear. The car rolled a few feet away and struck a parked car which suffered insignificant damage. Report number: 180086893

3:58pm Geneva & London Robbery A man and a woman decided to pick up some dinner at Little Caesars Pizza on Geneva Avenue. The pair told Ingleside Officers Chan and Endo that while they were waiting for their food, two unknown men approached and asked where they were from. The pair of victims told the officers they didn’t remember exactly what they said in response. After getting their food, the pair started walking east on Geneva when they were suddenly approached by the same two suspects. The suspects, without warning, suddenly attacked the man kicking him and punching him before taking his property and before running away on London Street. Report number: 180083485

Tuesday, January 30th, 2018

4:15am Naples & Geneva Narcotics Something didn’t seem right about the two vehicles ahead of Burke and Anderson as the pair of Ingleside of-ficers were driving near Persia and Moscow. A Dodge Dakota was being closely followed by a Jeep Cherokee. The Jeep didn’t have license plates, which was suspicious enough. The officers followed the pair and conduct-ed a computer check of the Dakota’s plates which revealed the owners lived at an address nearby where nu-merous narcotics arrests have taken place. The officers elected to stop the Jeep at Geneva and Naples. The driver and a woman passenger didn’t have any identification. She was asked to step out of the vehicle to which she complied. A search of her clothing revealed a pipe used to smoke methamphetamine. She was placed in handcuffs and sat on the curb. However, the driver refused to step out of the car. He fought both of-ficers while being wrestled from the vehicle and tried to grab something in his waistband during the arrest. The object turned out to be a loaded BB gun. Both the man and woman had extensive criminal records. The officers found a quantity of methamphetamine and several cellphones inside the vehicle. Both subjects were arrested for possession of narcotics and taken to Ingleside Station for booking. A third occupant was released at the scene. Report number: 180079218 5:20pm 700 Blk. Moscow Suspicious Act Two juvenile young women watching a soccer match were approached twice by a suspect who inappropriately tried to touch them. The first time the women ran away. They returned when the suspect was gone only for him to reappear and touched one of the girls outside of her clothing. The girls screamed and again ran away, but this time a witness heard the screams and called police. Ingleside Officers Zandanel and Leung arrived and found the suspect nearby. Both young women positively identified the suspect and he was transported to In-gleside Station for booking. Report number: 180081053 7:16pm 5200 Blk. Mission Aggravated Assault An illegally parked vehicle resulted in an injury to a Muni Transit Supervisor. The Muni employee was work-ing at Mission and Mt. Vernon when he noticed a vehicle pull into the bus stop and park. The Muni Supervi-sor asked the driver to move and the driver refused. The Muni employee then told the driver that he would have to cite the driver if he didn’t move. The driver then became angry and combative and drove away, but not before striking the employee in the leg with the vehicle. The Muni supervisor called police and Ingleside Of-ficers Cortez and Govindbhai responded and found the suspects at Mission and Hillside Blvd. in Daly City. The driver was arrested for aggravated assault and his woman passenger was cited for obstructing a police of-ficer. Report number: 180081310

Serious Incidents:

1:00am Mission & Silver Aggravated Assault Ingleside Officers Stoffel and Parker were dispatched to Alta Bates Medical Center in Oakland to interview a shooting victim. The patient told the officers that he and a friend were in San Francisco that evening to visit a friend. While on Mission they witnessed an argument between two men that suddenly turned violent. Both men took out weapons and exchanged gunfire. During the shooting, the victims hid behind a parked vehicle. When the gunfire stopped, the victim’s got up and ran toward Alemany. It was then that one of the victims noticed a sharp pain to his back. When he returned home to Oakland his father saw the wound and drove him to Alta Bates for treatment. Report number: 180079155

7:47pm Lyell & Cayuga Robbery A man walking toward the Glen Park BART station heard footsteps running behind him. He told Ingleside Officers Dungca and Calupad that the suspect caught up and said, “I don’t want to shoot you”, before demand-ing his cellphone and wallet. The victim, fearing for his life, surrendered his property and the suspect ran to a waiting car with paper plates, which sped away. Officer Dungca was able to log onto the “find my IPhone” app and discovered the phone was located on the 100 block of Girard in the Bayview. The officers went to that location and were unable to find the getaway car or the phone. Report number: 180081439

10:09pm 100 Blk. Edinburgh Attempted Robbery Two men watching T.V in their downstairs room were suddenly surprised by a suspect holding a gun. The suspect demanded their money, but the victims just stayed still and didn’t respond. A second suspect was try-ing to enter other rooms in the home but the occupants of those rooms pushed the doors closed, locked the doors, and called police. At that point both suspects ran out of the home. Ingleside Officers Stoffel and Mroz arrived and determined the suspects possibly entered the home through an unlocked garage door. 2. Go to www.nationaltestingnetwork.com, choose law enforcement, and register to take the San Francisco exam ($45). Financial assistance is available.

3. Choose an available exam date that's convenient for you.

4. Schedule your exam.

5. You will receive an email confirming your exam date, time and location.
