SCS Engineers, on behalf of Republic DUMPCo, hereby provides the Initial Design CapacityReport and Tier I Emission Rate Report required by the Federal Municipal Solid WasteLandfills Emission Guidelines effective January 7, 2000 (in accordance with the Federal Planschedule).
The disposal rates used to generate the emission rate report were based on the current estimatesof waste in-place from historical records. If further study indicates more quantified estimatesof the waste in-place then the Tier I survey will be adjusted and resubmitted.

This form fulfills the requirements of the Federal Municipal Solid Waste Landfills EmissionGuidelines effective January 7, 2000 (in accordance with the Federal Plan schedule) for anInitial Design Capacity and Tier 1 NMOC Emission Rate Report. SCS Engineers on behalf ofRepublic DUMPCo prepared this document for the Sunrise Mountain Landfill.
This report demonstrates that the design capacity of the Sunrise Mountain Landfill exceeds 2.5million Megagrams (Mg) and 2.5 million m3. The Tier 1 1999 NMOC emission rate exceeds50 Mg, as demonstrated in the Tier I study included as Attachment C. Unless a Tier 2 surveydemonstrates the 50 Mg threshold has not been exceeded, a control system design plan will besubmitted in accordance with 40CFR60 Subpart WWW.
