1.0 GENERAL

1.1 Purpose

1.1.1 This document defines the objective and required inputs/supporting information for the Hazop study for the Hazard study for the thermal power plant in Thai Binh 2.

2.0 Objective of Study

The objectives of the HAZOP study are:

Identification of the main risks (personal injury, material damage and loss of operation)

Definition of corresponding mitigations, where necessary, to reduce the remaining risk to an

acceptable level.

Verification of the safety of the design

The HAZOP study shall demonstrate that prudent steps have been taken:

To check the operating and safety procedures

To verify that the available protection/safety levels in the system are adequate

3.0 Required Inputs and Supporting Information

The HAZOP-study leader is responsible for the preparation and distribution to the team members

prior to the review of a briefing package to allow them to familiarize themselves with the process

and systems to be reviewed, typically:

System Manuals for the systems under study, if during the HAZOP reviews available

General process design criteria

Piping and Instrumentation Diagrams released for HAZOP (P&ID`s), the “issued for HAZOP”

P&ID`s shall be provided and fully accessed to the client as well as to the HAZOP lead at least

a week before the HAZOP session.

Basis of Design and process descriptions

Process Flow diagrams/material & energy balance

Utility specification

Layout and equipment drawings/data sheets

Electrical Diagrams, functional block diagrams & Control diagrams (if necessary)

Generic process control concept
