A MESSAGE FROM OUR PRESIDENT
Mr. Jim Williams with the County of Orange, Environmental Management
Agency, during presentation of the Engineer of Merit Award at the
well attended February meeting (157 Members!), commented on the
public's perception of professionals in general and engineers in
particular. This must be due to the high ethical standards- to which
we all adhere 'durir.g the performance of our engineering assignments.
Within the framework of the engineering profession and the inter-
related industries such as developers, bankers, owners, architects,
governmental agencies and contractors, the fabric of ethical practice
is periodically strained. Avoiding tarnishing the standards we hold dear,
oftentimes requires re-interpretation of our position as engineers

and professionals. The pressure of deadlines and competitive proposals
or bidding is continually lending to de-emphasizing creative engineering
design and places an increased burden on the 'I want another one,
just like the other one' philosophy.
Is the reality of competitive proposals with us to stay? Is it another
example of the benefits of the free enterprise system? or another step
towards Engineering Technicians instead of true Engineers? These and
many other questions which effect us and our clients daily may remain
unanswered, but they must be considered as our profession continues
to evolve, meeting the needs of the high technology, fast-moving society
in which we live, work and play.
The great attendance at the February meeting honoring Jim Williams,
Joe Devlin and the Rancho San Clemente project was an excellent example
of the emphasis we place on engineering achievement. Join us in March
to examine the problems facing us as we strive to emulate the
accomplishments we recognized in February.

"Competitive Bidding - Thrsat to our Profession?Wave of the Future?"
This year we have directed our attention to a mostcontroversial subject. Should professional engineering servicesbe selected on price alone? Are other professional services,such as legal, medical, dental and architectural, selected inthis manner? How do you ensure competitiveness among so-called"Bidders" on a project so that all are quoting on apples and notoranges? Are we to assume that all engineers have equalcapabilities and therefore price is the only difference. Theseare some of the questions that will be addressed and hopefullyanswered at this seminar.

Attitude adjustment-5:30 p.m.;, panel discussion-6:00; dinner-7:00; and questions and answers-8:00 to 9:00. Questions will bewritten and collected during the dinner hour and given to thepanel members.
The panel will consist of a city manager, an architect, adeveloper, and a civil engineer. The moderator will be ourillustrious Branch President, Steve Marvin.
Members are encouraged to bring friends and guests who areprofessionals, but outside of the engineering fraternity. Theymight provide some very interesting questions and comments to theprogram.
We anticipate a large crowd so mail your reservation cardearly. You will help our Treasurer, Dave Prasifka, and speed upregistration if you pay by check at the door.
