I am pleased to welcome the members of the Singapore Indian Chamber of Commerce & Industry (SICCI) to the 70th Annual General Meeting (AGM) and present to you the Board of Directors’ report for the year 2010.

It has been a rewarding and enriching fi rst year for me as Chairman and for my Board of Directors at the Chamber. The last AGM in April 2010 witnessed the re-election of several Directors as well as the election of new Directors, in particular, the Executive Committee, ensuring both continuity and change at the Chamber. The re-election of the Directors have ensured that the connection with SICCI’s past, or the raison d’être for SICCI’s existence, remains relevant. The new Directors have brought with them new and fresh perspectives which have helped to further advance the Chamber in the last one year.

Strategic Meeting and InitiativesIt was in the spirit of this balanced approach that the Board embarked on an important strategic meeting to take stock of the programmes of the Chamber and to chart its path. We had robust discussions over several sessions on the strategic directions that SICCI should take as an organisation. This necessitated examining SICCI’s vision and mission as well as the key thrusts and programmes. We agreed that SICCI needs to focus on several broad areas to ensure that it moves to the next stage of its growth and development. These included a stronger role in thought leadership and advocacy, tapping on the pool of members for creative ideas, greater engagement of the youth, and enhancing SICCI’s corporate identity.

Diverse, Relevant and Exciting PlatformsSICCI’s philosophy has always been to be “forward looking”. All our activities are dedicated to building networks, connecting businesses and creating opportunities for our members. This is apparent in every programme and event that we initiate for our members.

A signifi cant event in this respect was the recent international conference, themed “India-Singapore-China: Business Opportunities in the Trilateral Relationship”, in March 2011.

The Chamber launched its biennial international conference series in 2004. Thus far, we have organised three major conferences which focused primarily on India. This year, we brought in the China angle as well. Both India and China have emerged today as the two most powerful and infl uential Asian nations in terms of their economic capabilities and geopolitical standing. With Singapore’s reputation as an important link between India and China, SICCI sees much scope for a mutually-benefi cial partnership of the three countries. More than 350 delegates from Singapore and all around Asia gained from expert views and perspectives on the two fastest growing economies.

In addition to this milestone conference, SICCI undertook many notable events in the course of the last year:

• Organised the 2nd Indian Young Entrepreneurs Seminar (iYES) in May 2010.

• Launched the revamped SICCI-DBS Singapore Indian Entrepreneur Awards (SIEA) 2010 campaign in July 2010.

• Introduced the India Enterprise Award (IEA) in July 2010.

• Organised business missions to Cambodia and Vietnam in August 2010 and Laos in September 2010.

• Hosted a reception for His Excellency Dr Navinchandra Ramgoolam, Mauritius’ Prime Minister, in September 2010.

• Organised the 6th SICCI-ISAS Global Business Leaders Lecture by His Excellency Dr Veerappa Moily, Minister of Law and Justice, India, in September 2010.

• Hosted a networking session with the Malaysian Indian Business Association in September 2010.

• Organised SICCI’s 69th Anniversary Dinner and the presentation ceremony for SICCI-DBS SIEA 2010, SICCI-DBS Singapore-India Business Award (SIBA), and the IEA in October 2010.

• Initiated the Productivity Management Programme (PMP) in November 2010.

• Organised a business mission to New Delhi and participated in the 9th Pravasi Bharatiya Divas Convention in January 2011.

• Led a business delegation to the Vibrant Gujarat 5th Global Summit in January 2011.

• Organised the United States-India-Singapore Business Forum, in collaboration with the American Chamber of Commerce in Singapore, Institute of South Asian Studies, the High Commission of India in Singapore and the United States Embassy in Singapore, in February 2011.

• Hosted a networking session with key representatives of the banks in Singapore in January 2011.

• Concluded two Memoranda of Understanding with the Singapore Chinese Chamber of Commerce & Industry Shanghai Representative Offi ce and the Indian Chamber of Commerce and Industry, Tuticorin, India, in March 2011.

• Organised dialogue sessions with the Ambassadors and/or High Commissioners to Singapore of South Africa, Vietnam, Cambodia and Pakistan as part of the “SICCI Meet-the-Ambassadors Series”.

• Organised two “SICCI Champions-of-Industry Dialogue Sessions’ with Mr Inderjit Singh, Deputy Chairman, Action Community for Entrepreneurship, in June 2010; and His Excellency Mr R Jayachandran, Non-Resident Ambassador to Mauritius; Group Director, Kewalram Chanrai Group; and Non-Executive Chairman, Olam International Ltd, in December 2010.

Support and Guidance from SICCI AdvisorsThe Board of Directors for 2010-12 is honoured to have a distinguished group of individuals as SICCI Advisors. The seven Advisors who served in the last Board have kindly agreed to serve another two-year term.

We are also honoured to have Ms Indranee Rajah, Deputy Speaker of Parliament, and Member of Parliament for Tanjong Pagar GRC, as an Advisor. She kindly accepted the Board’s invitation in June 2010.The knowledge, expertise and wisdom of the Advisors are important for the Chamber in appreciating the local, regional and international business environments, and in devising relevant and appropriate platforms to ensure its continued growth.

Enhancing SICCI’s Subsidiaries Roles and Responsibilities SICCI’s three subsidiaries – Enterprise Development Centre@SICCI (EDC@SICCI), SICCI-Institute of Business (IOB-SICCI) and SICCI-Trade Match – have grown from strength to strength since their inception. Collectively, they have provided much needed advice and services to SICCI members to help them develop and internationalise their businesses.

EDC@SICCI is a one-stop business solution partner for Singapore entrepreneurs and Singapore-based enterprises that are looking to grow their businesses locally and overseas. Leveraging on the strengths and reputation of the Chamber, EDC@SICCI promotes and champions the development of enterprises, offering a spectrum of assistance, ranging from business advisory services to market-related seminars, relating to business, fi nancial, legal and management services.

In November 2011, EDC@SICCI became one of the fi ve EDCs to administer the PMP. This programme involves having productivity experts assist small and medium enterprises (SMEs) with the Integrated Management of Productivity Activities assessment tool and provide entrepreneurs with the knowledge, advisory and assistance on productivity-related matters.

IOB@SICCI is committed to assisting SICCI members enhance their capabilities by providing timely and relevant programmes. IOB@SICCI organises two categories of programmes, namely, educational and skills improvement seminars and workshops. In 2010, IOB-SICCI organised close to 20 seminars, courses and training programmes.

IOB-SICCI was also awarded the Approved Training Organisation by the Workforce Development Agency. This is an important acknowledgement of the quality of programmes being offered by SICCI and IOB-SICCI.

SICCI-Trade Match provides specialised and customised service to companies seeking new business ventures or looking to expand to other emerging markets.

In 2010, it organised business missions to Cambodia, India, Laos and Vietnam as well as key networking events, public lectures, seminars, buyer-seller meets and the Chamber’s signature events – the 69th Anniversary Dinner and the SICCI-DBS SIEA 2010, SICCI-DBS SIBA 2010 and the IEA presentation ceremony. In addition, it organised social networking events such as the National Day Observance Ceremony, the Deepavali Reception and the Haider Sithawalla Cup with the Indian Association. Last but not least, it also spearheaded SICCI’s community service initiatives.

Membership Review and Potential for GrowthAt the end of March 2011, SICCI’s membership stood at 805 members. This represented a decrease from 865 members a year ago. Following an important review of membership late last year, SICCI wrote to members who were not active and had not paid their membership dues. At the end of the day, 111 members chose to be excluded from the membership list. Despite the exercise, SICCI witnessed a net increase of 51 members in 2010.

The Board is undeterred by the decrease in membership size. We hold the strong belief that SICCI’s membership will grow signifi cantly in the next few years. Our wide range of events, coupled with the increase in Indian companies in Singapore, will ensure a higher membership growth for the Chamber.

Greater Outreach Efforts through Sub-committeesSICCI has consistently responded to the changing economic landscape in and outside Singapore as well as to the needs of its members. In 2010, the Chamber established three important Sub-committees in this regard.

Sub-committee on Productivity and InnovationThis Sub-committee is responsible for introducing productivity- and innovation-related initiatives at the Chamber. It also represents the Chamber on organisations and agencies focusing on productivity and innovation as well as articulates the views of the Chambers and its members on matters relating to these two key areas.

Sub-committee on ProfessionalsThis Sub-committee focuses on engaging the growing number of Indian professionals in Singapore. It spearheads the initiation of relevant mechanisms and platforms to reach out these professionals and to involve them in the Chamber’s activities and programmes.

Sub-committee on Beans and PulsesThe Sub-committee endeavours to promote the interest of the pulses traders in Singapore. It monitors local and international developments and their impact on this trade and devises relevant mechanisms to address these developments.

These three Sub-committees have enabled the Chamber to pay greater attention to new local and international developments as well as to ensure that the Chamber remains ahead of the curve in meeting and addressing the challenges of the time.

Strong Emphasis on Productivity and InnovationThe Singapore economy is expected to grow by four to six percent in 2011. As highlighted in the Singapore Budget earlier this year, changes are underway in the manner in which the country is moulding its economy and businesses. The emphasis on productivity and innovation are essential in ensuring Singapore’s long-term growth.

SICCI has been actively involved in this consultative process right from the start. In addition to launching the PMP under the EDC@SICCI umbrella, as well as setting up a Sub-committee on Productivity and Innovation, the Chamber has been working closely with relevant government agencies such as Spring Singapore, Inland Revenue Authority of Singapore, Ministry of Finance and Ministry of Manpower to reach out to our members and the larger Indian business community to explain the key elements of the Budget as well as the details of the initiatives, for example, the Productivity and Innovation Credit and productivity initiatives for SMEs.

We at the Chamber are mindful of the challenges that confront our members in the face of having to enhance productivity and encourage innovation. We will continue to provide the necessary assistance and support to them in this regards.

Invigorating Relationship with MembersIn a move to work closely with our members, the Chamber redoubled its efforts to hold various networking sessions and presentations by industry leaders and offi cials from government agencies. These were held regularly to provide relevant networking and business development platforms for the members.

The Chamber’s special interest groups, namely, SICCI-Young Entrepreneurs Network (SICCI-YEN) and SICCI-Women’s Indian Network (SICCI-WIN), hold milestone events annually. These include the SICCI Indian Young Entrepreneurs Seminar (iYES), the SICCI Youth Enterprise Award (SYEA) by SICCI-YEN and the “Breaking Barriers” seminar series by the SICCI-Women Indian Network, in collaboration with PA Narpani Pearavai. These are high-octane and interactive events which have been well received by our members and the larger Indian business community.

Developing a Brand Name for SICCI-Young Entrepreneurs NetworkThe SICCI Youth Committee underwent a restructuring in June 2010 and was renamed SICCI-Young Entrepreneurs Network (YEN@SICCI) to better represent its focus and objectives, and to draw in more young entrepreneurs to participate in its various activities. Founded in 2009, SICCI-YEN has emerged to be an important link between the Chamber and the youth by providing the latter with mentorship, networking and internship opportunities within Indian and Singaporean organizations.

The annual fl agship events of YEN@SICCI have fast developed to become brand names in the youth fraternity. The iYES, launched in 2009, saw an impressive turnout of 180 students from local tertiary institutions in May 2010, compared to about 70 participants the previous year. The 2nd SICCI Indian Internship Programme was launched in May 2010, with the participation of eight undergraduates who went on a 12-week professional attachment with reputable companies that are operating in India. We brought on board Jet Airways as the ‘Offi cial Airline’ to cover the travel cost for the participants. Initiated in 2006, the SYEA are the Chamber’s initiative to foster links with budding entrepreneurial-minded youth of today and to create an opportunity for them to network with Singapore’s business community. In 2010, SICCI attracted the most number of applicants since the Awards were fi rst initiated. Out of 30 participants, six entries made it to the fi nals and three winners were chosen.

Partnership Focus for SICCI-Women Indian NetworkSICCI-WIN is SICCI’s umbrella body for Indian business women in Singapore. This group of dedicated ladies has been working positively towards understanding businesses and actively collaborating with like-minded organisations. In April 2010, SICCI-WIN, in conjunction with the Art-of-Living, organised a gathering for needy families in Sentosa on 10 April 2010. The trip was organised under the umbrella of the “Needy Family Adoption Scheme” launched in 2009. SICCI-WIN is currently working with PA Narpani Pearavai on a second “Breaking Barriers” seminar which will be held in June 2011.

Exploring New Markets for Members – Vietnam, Cambodia and LaosSICCI led a business mission to Vietnam and Cambodia in August 2010 and Laos in September 2010.

In its previous business missions, SICCI had focused much of its attention on India and South Asia. This has been rightly so, given the potential in the South Asian region. While we will continue to provide opportunities for Singapore businesses to penetrate the Indian and South Asian markets, SICCI members should also look at other markets, particularly those in the region which hold much business and investment prospects.

Focussing on identifying business and investment opportunities in Vietnam, Cambodia and Laos, the missions enabled the members to network with key government agencies, local business leaders, trade associations and chambers of commerce. The delegates found these missions useful and benefi cial as they enabled them to explore possible business opportunities.

Engaging a Growing Asian Economic Power – IndiaSICCI also led a successful 21-member business delegation to New Delhi and Gujarat in January 2011. The aim of the mission was to bring together leaders, investors, corporations, thought leaders, policy and opinion makers to understand and explore business opportunities in India.

In New Delhi, the Singapore delegates also participated in the Pravasi Bharatiya Divas (PBD) 2011 Convention. SICCI also hosted the Singapore dignitaries, and senior Indian government offi cials and businessmen to a networking session on the sidelines of the PBD. Ms Indranee Rajah, Singapore’s Deputy Speaker of Parliament and Member of Parliament for Tanjong Pagar GRC, graced the event.

In Gujarat, the delegation met with industry players and business associations. It also attended the Vibrant Gujarat 5th Global Summit, which attracted more than 6,000 delegates from over 50 countries.

Recognising Talent and SuccessSICCI organised the 69th Anniversary Dinner and the SICCI-DBS SIEA 2010, SICCI-DBS SIBA and the IEA presentation ceremony on 28 October 2010.

SICCI made several signifi cant changes the SICCI-DBS SIEA, including different annual turnover for the different categories and the introduction of the “Promising Entrepreneurs” category. These changes enabled SICCI reach out to the wider Indian business community, including those who started their business later in life but show great promise for growth and development.

Besides the SICCI-DBS SIEA and the SICCI-DBS SIBA, the Chamber also launched the IEA for Indian companies in Singapore. The IEA is presented to an Indian company in Singapore that has made signifi cant contributions to and a positive impact on Singapore’s socio-economic development. This new Award has further cemented SICCI’s close ties with the Indian business community in Singapore.

Redefi ning SICCI’s Role in Community ServiceSICCI prides itself for being a socially responsible corporate citizen. In line with SICCI’s re-energised thought leadership role, it was felt that SICCI needed to re-engineer its role in the provision of community service.

As part of the Deepavali celebrations last year, SICCI and its members reached out to needy and less fortunate multi-racial residents in Taman Jurong and South West CDC. We raised a total of $50,101.00 which was used by Taman Jurong CC to purchase food vouchers and provisions for less privileged families.

SICCI also continued to lend support to organisations such as Singapore Indian Development Association (SINDA), PA Narpani Pearavai, Singapore Indian Education Trust, Little India Shopkeepers and Heritage Association, Hindu Endowment Board (HEB), Tamil Language Learning and Promotion Committee and Tamil Murasu in their community development projects. The key initiatives included SINDA’s Project Give, PA Narpani Pearavai’s Family Day and Chingay Parade 2011, SINDA-SICCI Global Immersion Programme Scholarship, and the HEB’s Deepavali celebrations in Little India.

Similarly, SICCI supported other notable charitable causes by other non-Indian groups. These included the College Fundraising Project by Central ITE, PA MESRA, Singapore Malay Chamber of Commerce & Industry’s charity golf tournament, and the publication project by the Institute of Southeast Asian Studies (ISEAS) on “Role of the Indians in the Economic Development of Singapore”.

Ensuring Financial SurplusIn 2010, the Chamber had an income of $1,530,656. This represented a decline of 13.9 percent over the previous year. This can be largely attributed to the decrease in government grants and funding under the Job Credit Scheme, as well as the decision to publish the SICCI Membership Directory at the start of each year, as opposed to the end of the year. Despite the decline in income, SICCI had a surplus of $228,071 last year.

We can expect to see an increase in SICCI’s income and surplus in 2011. This is in view of the fact that we will be publishing two directories – the SICCI Membership Directory and the Directory on Indian companies in Singapore. At the same time, we will witness an expansion in the programmes of IOB-SICCI and EDC@SICCI.

However, we need to note that the external environment is becoming more complex. The outlook for many of the advanced economies remains uncertain. In the Middle East, where most of the world’s oil comes from, there is political and civil unrest.  High unemployment and demands for freedom have also fuelled protests in several of the countries. Moreover, regional economic growth is likely to slow in the wake of Japan’s earthquake and tsunami. Besides high human cost, these events in Asia will have an adverse economic impact on the world, including Singapore. SICCI must be prepared to meet these challenges in order to ensure that we have the fi nancial capacity to continue to serve our members and to organise events and activities effectively and effi ciently. We strongly believe that we have the capacity to do so.

Further Charting SICCI’s Progress The last one year has been extremely rewarding and fruitful for SICCI. We shall continue to build on our efforts of the last year and will focus on several important initiatives in the months ahead. These include:

• Enhanced focus on initiatives relating to productivity and innovation – Through the Sub-committee on Productivity and Innovation, we will work with relevant government agencies to meet the needs of

our members in these two important areas. We will explore ways and means to tap on the National Productivity Fund and work with the National Productivity and Continuing Education Council for the benefi t of our members. We will also organise relevant seminars, courses and training programmes in this regard.

• Greater collaboration with professional organisations – The Sub- committee on Professionals has started making efforts to reach out Indian professionals in Singapore. We have shared our plans with the various professional bodies in Singapore which have agreed to work closely with SICCI in this effort. We will be further enhancing the relationship with these groups through joint events and invitation to participate in SICCI’s events and programmes.

• Further emphasis on new markets – Following missions to Indochina last year, we will lead business missions to Uzbekistan, Mauritius, Indonesia and Sri Lanka in the next 12 months. We will also organise a business mission to India as well as explore the possibility of a business mission to China in collaboration with the Singapore Chinese Chamber of Commerce & Industry.

• Greater focus on publications for SICCI members – We have undertaken a publication project on doing business in India and several of its key states. The publications will focus on the key issues of starting a business in the country and these states as well as a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis for each of the states. Moving on, we will publish a regular newsletter which will keep SICCI members abreast of key events and initiatives at the Chamber as well as on economic developments in Singapore and important regional and international markets.

• Corporate branding exercise for SICCI – We will undertake a series of exercises to enhance SICCI’s image and profi le. The corporate branding exercise will include SICCI’s corporate, programme and membership brochures, newsletter and the website. In addition to opening up business opportunities for members, the website will allow for greater interaction with SICCI members. It will also be an important platform for SICCI members to link up with their counterparts.

I am privileged to have been given the opportunity to lead SICCI for a two-year term. As SICCI’s representative, I have also been fulfi lling my responsibilities in several external organisations, including the Enterprise Development Advisory Council, Indian Business Leaders Roundtable, ISEAS, Singapore Business Federation Council, National Wages Council, and People’s Association Talents Advisory Council.

The Chamber will hold its 70th Annual General Meeting this year. I have every confi dence that SICCI has the potential and capability to scale even greater heights. Working hand in hand, the Board of Directors, Secretariat and members will ensure that SICCI continues to grow from strength to strength and remain at the forefront of the Indian business community in Singapore.

I would like to take this opportunity to extend my deepest gratitude to the SICCI Directors and members who have contributed their time, resources, suggestions and feedback in ensuring SICCI remains on course to fulfi lling its mandate and objectives. With such strong partnership between the Chamber and the members, SICCI is destined to remain the business partner of choice.

My fi rst full year as the Chief Executive Offi cer of the Singapore Indian Chamber of Commerce & Industry (SICCI) has been one of signifi cant developments and important achievements. It is indeed a pleasure to share these developments and achievements through the Chamber’s Annual Report for 2010/11.

As in the case with many organisations and businesses in Singapore and around the world, SICCI also felt the impact of the global fi nancial crisis in 2008 and for much of 2009. We reacted well to the crisis, and towards the end of 2009, we were well on our way to recovery. The year 2010 saw SICCI introducing several new and relevant programmes while enhancing many of its current activities and events. We are extremely conscious of the need for SICCI to be responsive to the needs of our members and our initiatives must make a major contribution to their business development.

A New Look for the SICCI-DBS AwardsLast July, SICCI launched the SICCI-DBS Singapore Indian Entrepreneur Awards 2010 campaign with a comprehensive makeover after seven years. The re-categorisation of the Awards and the introduction of the “Promising Entrepreneur” category were well received by the applicants and members. We received a total of 36 applications in all categories, second highest only since the launch of the Awards in 2004. We also introduced the India Enterprise Award which, through recognising the socio-economic contribution of Indian companies in Singapore, aims to further intensify their association with Singapore.

The 2010 SICCI-DBS Awards campaign also witnessed a consistent and coherent branding strategy from the launch to the presentation ceremony, with the inclusion of many notable brand names from the business and media fraternities as partners of the Awards. We also published a souvenir magazine for the occasion. Through this exercise, we believe that we have further enhanced the image and prestige of the Awards. We have plans to do even more for the SICCI-DBS

Awards in 2011, including the development of a dedicated website to showcase the achievements of the Awards over the years and the telecasting of the Awards throughout the Asian Pacifi c region.

Continued Emphasis on Young Budding EntrepreneursWe also used the SICCI-DBS SIEA presentation ceremony to recognise budding entrepreneurs who came out tops in a SICCI business plan competition. The competition focused on social entrepreneurship and attracted a record 36 applications. The second installation of the SICCI-Indian Internship Programme (SICCI-IIP) took place in May 2010, with another eight students being attached to companies in India for three months. We invited Jet Airways to partner us in this initiative last year. Moving ahead, we have fi nalised the involvement of a corporate sponsor for the SICCI-IIP in 2011.

The Second Indian Young Entrepreneurs Seminar in May 2010 attracted an impressive turnout of 180 students. With support from the Youth Network under the auspices of the National Youth Council, the seminar included a panel of young, interesting and successful entrepreneurs who shared inspirational life experiences with the young audience. We expect this seminar to become an important event on the calendar of many students who aspire to embark on the entrepreneurial path when they leave school.

Greater Awareness Initiatives for MembersSICCI also organised two important seminars in 2010 and 2011 under its ‘Business Seminar Series’. Launched in February last year, this initiative examines the growth of key economies in the region as well as issues that have an impact on local businesses. These seminars were very well received, with a turnout exceeding 150 participants on each occasion.

Similarly, the ‘Champions-of-Industry’ dialogue sessions have also developed a following among SICCI members. We organised two

sessions last year, with the second session by His Excellency Mr R Jayachandran, Non-Resident Ambassador to Mauritius; Group Director, Kewalram Chanrai Group; and Non-Executive Chairman, Olam International Ltd, attracting some 200 participants. This turnout was the highest thus far for such sessions.

The fourth SICCI international conference, held in March 2011, was an equally successful event. More than 350 local and international participants came together to hear the views and perspectives of an international panel of speakers on the potential for India-Singapore-China trilateral relations. The inclusion of China as a theme was a fi rst for these biennial conferences which, till hitherto, had focussed only on India.

In addition, we were privileged to play host to three important international dignitaries last year. Together with the Indian High Commission in Singapore and the Institute of South Asian Studies (ISAS), we organised a public lecture by His Excellency Mr Kapil Sibal, India’s Minister for Human Resources Development, in April 2010. We organised a cocktail reception in honour of His Excellency Dr Navinchandra Ramgoolam, Mauritius’ Prime Minister, in September 2010 while His Excellency Dr Veerappa Moily, Minister of Law and Justice, India, delivered the 6th SICCI-ISAS Global Business Leaders Lecture later that month. These eminent personalities provided a different but important dimension to SICCI’s networking initiatives for its members.

Venturing into Emerging MarketsRecognising the signifi cance of emerging markets as a potential source of business and investment for SICCI members, we decided to help our members make inroads into some of the neighbouring markets. We led business missions to Cambodia, Laos and Vietnam in the third quarter of last year. We also led a mission to India in January this year. We participated in the 9th Pravasi Bharatiya Divas Convention in New Delhi and the Vibrant Gujarat 5th Global Summit in Gujarat. Such overseas ventures are important in helping our members internationalise their businesses. We have plans to organise business missions to Uzbekistan, Mauritius, Indonesia and Sri Lanka in the coming months.

Ensuring Relevance and Promising ValueIn 2010, we organised more than 100 events, activities and programmes – all with the aim of serving our broad and diverse membership. These events have facilitated the transfer of knowledge and understanding on key issues relating to businesses locally, regionally and internationally. They have also provided important networking opportunities for our members to expand their contacts as well as explore business opportunities in Singapore and beyond.

We at SICCI are determined to ensure a conducive and favourable business environment that will enable our member companies of all sizes and varying sectors are able to grow and fl ourish on a local and global scale. Businesses across the world have exercised resilience during the recent economic downturn and took tough decisions on salaries, staff retention and recruitment, and cash fl ow. While the global economy has now entered the recovery phase, we must still remain cautious about the economic conditions ahead. At the same time, we must stay positive about the impact of globalisation and its ability to expose businesses to a wealth of opportunities. International businesses are looking to Asia for new opportunities. Singapore, and with that, SICCI members, are well placed to benefi t from this growing interest in this region.

Continued Commitment and SupportSICCI has emerged to be a major and dynamic force representing the business interests of its members in Singapore, India and across the region. It has endeavoured to create an environment for its members to meet potential partners, clients and customers, and to develop and grow their businesses. This would not have been possible without a group of distinguished Advisors, a committed Board of Directors, a dedicated and hardworking Secretariat team, a strong membership, and clear intent and foresight. These have combined to allow SICCI to

take advantage of the improving economic and fi nancial conditions, and in ensuring SICCI’s progress and success.

SICCI also has a close working relationship with various stakeholders and partners in the government and non-government sectors. SICCI is represented in several key government platforms. These provide important channels for SICCI to exchange views on a wide variety of topics relevant to our members. SICCI is committed to playing the role of an honest broker in propagating and promoting the interest of its members at all levels of offi cialdom.

Strategic Initiatives for the FutureIn any progressive organisation, there is a continual need for re-evaluation and re-assessment of focus, strategy, thrusts and directions. SICCI is no different in this respect. To re-examine the past and to determine the path for the future, the Board embarked on an important strategic meeting. Following frank and intense discussions, the Chamber identifi ed several broad areas to ensure that it moves to the next stage of its growth and development.

Leadership and AdvocacyThe fi rst area stresses on a stronger role for SICCI in thought leadership and advocacy. SICCI has the unique capacity to play this key role, particularly in light of its independent status. SICCI needs to remain the conscience of the business community and actively engage both external and internal stakeholders on the various issues affecting its members and the business community.

Tapping on MembersAs a movement of entrepreneurs, businessmen and professionals, it is imperative for SICCI to engage its members as effectively and proactively as possible. It must continue to tap on its pool of members for creative ideas. To this end, its needs to focus on issues of value proposition and possible areas of involvement of its members.

Greater Youth EngagementAnother key outcome of the strategic meeting was the greater engagement of the youth. SICCI should spot and groom talent. By capturing diverse young members and views across representing Singapore’s demography, SICCI will be able create the necessary avenues for new and young members to deepen their understanding of business and create a mark for themselves in the near future.

Taking cognisance of these broad areas, I fi rmly believe that SICCI must fulfi l three key roles – it must be a connector, enabler and advocator. SICCI must be able to provide the necessary linkages and connections to its members so that they are able to grow their businesses locally and internationally. SICCI must be able provide the necessary training courses, programmes and activities, thus enabling its members to enhance their knowledge, expertise and competencies and build capabilities. SICCI must be able to advocate the views of its members at appropriate platforms so that these views are taken into account during policy formulation. These strategic foci and thrusts will ensure that SICCI continues to remain relevant in meeting the diverse and changing needs of the members; relevant in communicating and representing the views of the members to the government; relevant in linking the members to the larger business community; and relevant in connecting the members to countries that act as potential markets.

I am confi dent that 2011 will bring greater growth for SICCI members and the Singapore Indian business community with many new and exciting opportunities. We intend to play a major role in helping our members capitalise on these opportunities. We will continue to be your business partner of choice.

about SICCI

The Singapore Indian Chamber of Commerce & Industry (SICCI) marks its 87th anniversary this year. From humble beginnings in 1924, SICCI is one of Singapore’s most respected and active commercial organisations today, with more than 800 members.

Located in Singapore’s central business district, SICCI conducts its operations out of its modest but elegant building which is staffed by a dedicated and professional secretariat team. Offering members a wide range of services and benefi ts, SICCI plays a well-garnered role in meeting the business needs of its members and the wider corporate community.

SICCI offers its members and the wider corporate community a diverse range of services to meet their business needs. Its subsidiaries – SICCI-Trade Match, Enterprise Development Centre@SICCI and SICCI-Institute of Business – combine to actively promote the development of its members and provide the necessary networking opportunities and linkages for its members to grow their businesses and operations locally and globally.

As the body representing the Singapore Indian business community, SICCI serves as the community’s spokesman at various private and public sector platforms in Singapore. Apart from its role in the business environment, it is an exemplary corporate citizen, playing a leading role in the promotion of social welfare and in Singapore’s nation building.

SICCI building

In line with its ambitions to expand its operations and grow its services and offerings to the Singapore business community, SICCI procured a new offi ce premise in mid-2007.

SICCI shifted into its new offi ce and became operational in early January 2008. Whilst SICCI also owns its previous premise at Tong Eng Building, this is the fi rst time in its history that the Chamber has acquired its own complete premises, with proprietary facades. The new SICCI building was inaugurated by Mr Lee Hsien Loong, Prime Minister of Singapore, on 8 March 2008.

SICCI’s new offi ce boasts of a 3.5-storey, double-facade, corner conservation building with about 5,613 square feet in built-up area. SICC is organised in the new building as follow:

• The fi rst fl oor houses the Trade Documentation Services’ offi ce and the reception;• The second fl oor houses the Chamber’s Enterprise Development Centre (EDC@SICCI), a conference room and a seminar room that can seat 40 people;• The third fl oor is home to SICCI’s Secretariat, including the Chief Executive Offi cer’s offi ce; and• The fourth/attic fl oor has the EDC@SICCI’s consultation offi ces and a library.

We are delighted that the Inland Revenue Authority of Singapore granted permission for the property to be named the ‘SICCI Building’.

This new building provides the much needed space for SICCI’s expansion and growth. Furthermore, the various facilities under one roof provide an ideal platform for members to come together, interact and network with each other. Events Growth

In 2010, we witnessed the introduction of several new initiatives as well as the enhancement of many current events and activities, which are covered in this Annual Report. We organised more than 90 events and activities in the course of the last one year. This averaged one event or activity every four days, making SICCI one of the most active and vibrant chambers in Singapore. The growth was an important response to the needs of our broad and diverse membership. The increase in SICCI’s events and activities has been matched by an active and enthusiastic response from SICCI members, as observed by the high turnout for many of these events and activities. In the last one year, we also intensifi ed our working relationship and partnership with various stakeholders, partners and sister chambers, all with the aim of ensuring that our members reaped the greatest benefi ts for their businesses. The strong ties with these organisations were evident by the signifi cant events and activities supported by SICCI in 2010. In total, we lent support to 73 events and activities which represented a 50 percent increase over the preceding year. We believe that these events and activities served the important purpose of meeting the business needs or our members, linking them to potential partners and clients locally and internationally, enhancing their knowledge and competencies, building their capabilities, and enabling them to expand and internationalise their businesses.

SICCI hosted the meeting of the Youth Network on 6 April 2010. Launched in December 2007, the Youth Network is chaired

by Mr Teo Ser Luck, Senior Parliamentary Secretary for Community Development, Youth, and Sports, and Transport; and

Chairman, National Youth Council.

Aimed at widening youth outreach and engagement, Youth Network connects key government agencies, youth-sector

organisations and business organisations, including SICCI, in a synergy of youth-oriented programmes focused on family,

career and interest-based activities. The Youth Network leverages on the strengths, expertise, and resources of the partner

agencies, and acts as an enabler and connector, creating platforms for involvement among young adults.

In addition to regular meetings with various stakeholders, the youth network organisers overseas visits to meet youth

organisations as well as visit places of relevance. Recent visits include Vietnam and South Korea.

SICCI organised its second Business Seminar series seminar of 2010 on “The New Global Economic Order: How Should

Asia Respond?” on 8 April 2010. Held at the Tanglin Club, the distinguished speaker was Mr Jaspal Singh Bindra, Group

Executive Director and Chief Executive Offi cer Asia, Standard Chartered PLC.

Hong Kong-based Mr Bindra informed SICCI’s members and guests of the perceived risk of asset infl ation that was likely

to grow as a consequence of infl ows of foreign direct investment. He added that money pouring into developing countries

could raise concerns about their currency policies, particularly those that are pegged to the United States dollar. Mr Bindra’s

comments come at a time of rapid recovery in emerging markets and infl ation rises in countries such as China and India in

2010. The discussion session was chaired by Mr Vikram Khanna, Associate Editor, The Business Times.

The session was followed by networking among members during the breakfast reception where the participants had the

opportunity to further engage Mr Bindra.

SICCI-Win-Excursion for Needy Families

10 April 2010

SICCI-Women’s Indian Network (SICCI-WIN), in conjunction with the Art-of-Living (AOL), organised a gathering for needy

families in Sentosa on 10 April 2010. The Sentosa trip was organised under the umbrella of the “Needy Family Adoption

Scheme”, a community project collaboration of SICCI-WIN, Tanjong Pagar GRC and the AOL. Under this project, which was

launched on 26 April 2009, volunteers have befriended elderly and needy Indian families living in Tanjong Pagar GRC.

Members of the 17 families supported under the scheme participated in the outing.

SICCI-WIN and the AOL organised two quarterly gatherings under the same project in 2009. These were the Mother’s Day

function and the Deepavali celebrations.

Public LectureHigher Education in India: Opportunities and Prospects

15 April 2010

SICCI, in collaboration with the High Commission of India and the Institute of South Asian Studies, organised a public lecture

by Mr Kapil Sibal, India’s Minister for Human Resources Development, on 15 April 2010. Mr Sibal highlighted the key

features of the Foreign Educational Institution Bill of 2010 that enables foreign universities to set up campuses in India. They

will not be allowed to repatriate their surplus earnings and will need to reinvest them in India. They will also be accorded

‘national treatment’ in an effort to implement India’s major regulatory reforms for higher education.

Emphasising that quality education is essential for creating the country’s ‘non-tangible’ wealth and intellectual property, Mr

Sibal added that the demographic defi cits emerging in advanced countries should encourage them to consider human

resources from manpower-rich countries such as India. Mr Sibal also spoke of his initiative to create 14 new ‘innovation’

universities in India and mentioned that Singapore is poised to play a major role in the initiative. There was a question-and-

answer session following the lecture. This was chaired by Senior Minister of State for Trade and Industry; and Education, Mr

S Iswaran.

SICCI’s 69th Annual General Meeting and Board of Directors’ Induction Ceremony

27 April 2010

SICCI held its 69th Annual General Meeting (AGM) and Board of Directors’ Induction Ceremony on 27 April 2010 at the

Swissotel Merchant Court Hotel. Mr Vijay Iyengar, SICCI’s Chairman for the term 2008-10, passed the leadership to Mr R

Narayanamohan, Senior Partner at Natarajan & Swaminathan, a certifi ed public accountancy fi rm.  Mr Narayanamohan

had previously served as a Director on the Board for two terms and as an Honorary Treasurer for a term at the Chamber.

 

Mrs Lim Hwee Hua, Minister in the Prime Minister’s Offi ce, and Second Minister for Finance and Transport, was the Guest-

of-Honour at the event. More than 250 SICCI members and guests attended the ceremony. The event started off with a

welcome speech by Mr Iyengar. He highlighted the key initiatives undertaken during his tenure as Chairman of the Chamber.

He also thanked his Board of Directors, the Advisors and the Secretariat. He then congratulated Mr Narayanamohan and

his Board of Directors and wished them the best. Mrs Lim then presented tokens of appreciation to the outgoing Board of

Directors. The formalities were followed by networking-cum-dinner.

Business Matchmaking Session with Sri Lankan Business Delegation

8 May 2010

SICCI organised a business matchmaking session with a visiting business delegation from Sri Lanka on 18 May 2010. The

13-member delegation was led by Mr Shamil Mendis, President, Sri Lanka-Singapore Business Council and Ceylon Chamber

of Commerce. Some 35 SICCI members attended the meeting.

 

This meeting created an excellent platform for the Singapore participants and the business delegation to discuss business

opportunities as well as for the former to gain a comprehensive understanding of Sri Lanka’s developments in the key

emerging sectors. Following the lively discussions, the Singapore participants had one-to-one business matchmaking sessions

over tea with the Sri Lankan delegates, which enabled the Singapore businesses to further explore the unique business and

investment opportunities offered by Sri Lanka.

SICCI hosted a networking session with His Excellency Dr Simeon Selby Ripinga, High Commissioner of South Africa to

Singapore, on 20 May 2010. It was organised under the ‘SICCI Meet-the-Ambassador Series’, in which Ambassadors and/

or High Commissioners of key countries of interest and relevance to SICCI members are invited to share their insights and

network with SICCI members.

It was a great opportunity for SICCI’s Directors and members to interact with Dr Ripinga and Mr Andre van Straten,

Counsellor (Political) at the South African High Commission in Singapore. The session highlighted the key economic sectors in

South Africa that would be of interest to Singapore companies and the opportunities available through agreements between

the two nations, including those related to trade, investment and tourism such as Visa Exemption Agreement, Double Taxation

Agreement, and Bilateral Air Services Agreement and Co-operation Agreement, among others.

Second Indian Young Entrepreneurs Seminar

22 May 2010

SICCI’s Young Entrepreneurs Network, in partnership with the Youth Network of the National Youth Council, held the Second

Indian Young Entrepreneurs Seminar at Suntec City Convention Centre on 22 May 2010. More than 170 participants attended

the half-day seminar. The event was an effort to encourage youth to realise their entrepreneurial talent and utilise existing support

systems so that they can put their business ideas into action. The theme for the annual event was “Making Entrepreneurship Happen:

The Experts Speak!”

The keynote address for the event was delivered by Ambassador Gopinath Pillai, Executive Chairman, Savant Infocomm Pte

Ltd; Ambassador-at-Large, Ministry of Foreign Affairs; and SICCI’s Advisor. He highlighted the key qualities required of successful

entrepreneurs, using both local and international examples.

During the panel discussion, Mr Vinod Menon, Chief Executive Offi cer, Mindwaves Solutions Pte Ltd; Mr J K Saravana, Chief

Executive Offi cer, Tantra Incorporated Pte Ltd; Mr Victor Foo, Chief Executive Offi cer, Digistore Solutions (S) Pte Ltd; and Ms Elim

Chew Founder and Owner, 77th Street, shared their views on various issues, including challenges and prospects for entrepreneurship,

and the desired outcomes. The participants’ high level of interest was seen in their active participation during the question-and-

answer session afterwards. The event concluded with a networking lunch where participants had the opportunity to further interact

with the speakers.

SICCI-India Internship Programme

May to July 2010

In 2010, eight Singaporean undergraduates participated in the SICCI-India Internship Programme (SICCI-IIP). Aimed at creating a

deep impact on the students’ life, the trip also enriched their understanding of the unique culture, way of life, entrepreneurial spirit,

innovativeness, creativity and energy of India, one of the world’s most exciting and dynamic economies.

The SICCI-IIP is premised on the fact that the global business paradigm is changing rapidly. To compete in this highly dynamic global

economy, students need to develop relevant capabilities and competencies to respond swiftly to the challenges in the increasing

complex environment. Launched in 2009, the SICCI-IIP provides the opportunity for selected Singaporean undergraduates to spend

10 to 12 weeks on a professional attachment with reputable companies in India, giving them invaluable exposure to India and its

business practices.

Roundtable Discussion with Oman Business Delegation

15 June 2010

Mr R Narayanamohan, SICCI’s Chairman, Dr T Chandroo, SICCI’s Vice-Chairman, and Mr Manickavachagam, SICCI’s

Director, hosted a business delegation from Oman, led by Mr Mohamed Hamed Al Maskari, Director-General, Oasis Muscat

at the Singapore Business Federation on 15 June 2010.

During the high-level dialogue and networking session with the Oman business delegation the Omani business leaders had

the opportunity to better understand the roles played by each key chamber and association in Singapore. The invitation-only

discussion provided a unique opportunity for dialogue between senior business leadership from Oman and Singapore on

strengthening trade between the countries. The meeting also provided an opportunity for SICCI members to better understand

the opportunities in the Middle East, particularly in Oman.

Mr R Narayanamohan, SICCI’s Chairman, and Dr T Chandroo, SICCI’s Vice-Chairman, and Chairman of the Enterprise

Development Centre@SICCI, hosted the Enterprise Development Advisory Council (EDAC) meeting on 15 June 2010 at the Ritz-

Carlton, Millenia Singapore.

The EDAC is chaired by Mr Philip Yeo, Chairman, Spring Singapore, and its members include Chairmen and Presidents of major

businesses, industry associations and chambers of commerce. The focus of this Council is essentially to provide ideas, feedback

and interact with senior offi cials from Spring Singapore and strengthen relations at all levels.

Fifth Champions-of-Industry Dialogue Session Productivity and Innovation – Challenges for Small and Medium Enterprises

SICCI and the Enterprise Development Centre@SICCI, in partnership with Starhub, organised the Fifth ‘SICCI Champions-of-

Industry Dialogue Session’ with a highly distinguished speaker, Mr Inderjit Singh, Member of Parliament for Ang Mo Kio GRC;

and Deputy Chairman, Action Community for Entrepreneurship. The topic for the session was “Productivity and Innovation –

Challenges for Small and Medium Enterprises”. Held on 29 June 2010 at the Tanglin Club, the session attracted about 150

participants.

 

Mr Singh highlighted that innovation is a key necessity for companies to keep the competitive edge sharp. He added that 95

percent of Singapore’s business landscape included local small and medium enterprises and that they would have to allow

more innovation to take place if they want to boost business productivity. Mr Singh was joined by Mr Teh Chong Mien, Vice-

President, Commercial Sales, Starhub, who took the audience on the Starhub journey on innovation and the concept of ‘cloud

computing’ that has the capability of increasing productivity and cutting cost for businesses. The highly interactive session ended

with networking over a dinner reception, and guests had the opportunity to further interact with the distinguished speakers.

Launch of SICCI-DBS Singapore Indian Entrepreneur Awards 2010 Campaign

5 July 2010

SICCI offi cially launched the SICCI-DBS Singapore Indian Entrepreneur Awards (SIEA) 2010 campaign on 5 July 2010. Into its seventh year, the Awards are recognised as a true benchmark for entrepreneurship and enterprise. They serve to reward the best entrepreneurs within the Singapore Indian business community and accord them due recognition.

The SIEA 2010 Committee, led by Dr T Chandroo, SICCI’s Vice-Chairman, made several changes to the Awards. The key changes included an increase in the annual gross turnover to more than S$25 million from more S$10 million for applicants in Category 1 (Large Businesses) and S$25 million or less for applicants in Category 2 (Medium Businesses). At the same time, the “Young Entrepreneurs” category was renamed the “Promising Entrepreneurs” category so as to reach out to the wider Indian business community, including those who start their business later in life. 

A new Award, the India Enterprise Award, was also launched. Based on nomination, this annual award would be presented to an Indian company registered in Singapore that has made signifi cant contributions to and a positive impact on Singapore’s socio-economic development.

SICCI also announced that it will continue to present the SICCI-DBS Singapore-India Business Award. Into its fourth year, the Award recognises Singaporeans and Indians who actively promote bilateral relations between the two countries.

The SIEA 2010 launch was held in conjunction with a dialogue session with Mr Piyush Gupta, Chief Executive Offi cer, DBS Group Holdings and DBS Bank Ltd, who shared his perspectives on “Asia Post-Financial Crisis: Lessons Learnt, New Strategies, New Approaches” with more than 200 SICCI members and guests.

Following the dialogue session, the Awards campaign was offi cially launched with Mr R Narayanamohan, SICCI’ Chairman, and Dr Chandroo presenting the Awards’ Application Kit to Mr Gupta and Mr Tham Sai Choy, Managing Partner (Designate), KPMG, respectively.

Ambassador Nguyen shared with the members the emerging investment and business opportunities in Vietnam. He also

mentioned that it was important for Singaporean businessmen to moderate their expectations when looking for business

opportunities in Vietnam as it is an emerging market with many challenges. He also spoke extensively about key economic

sectors that would be of interest to Singapore companies. After the session, the high-level attendees had the opportunity to

further interact with the distinguished speakers.

National Day Observance Ceremony 2010

In celebration of National Day, SICCI organised the National Day Observance Ceremony (NDOC) at the Pod, National

Library Building, on 4 August 2010. Associate Professor Ho Peng Kee, Senior Minister of State of Law and Home Affairs,

was the Guest-of-Honour for the ceremony.

 

Close to 100 SICCI members and guests attended the event to celebrate Singapore’s 45th birthday. The NDOC started off

with the singing of the National Anthem followed by pledge-taking. In his welcome remarks, Associate Professor Ho stated

that, despite humble beginnings, Singapore and Singaporeans have thrived and overcome many challenges over the years

and one key reason for this has been the ‘unity’ within our ‘community’. Indeed, together in unity, Singaporeans have come

a long way in building a better Singapore.

SICCI hosted a networking session with Her Excellency Madam Sin Serey, Ambassador of the Kingdom of Cambodia to

Singapore, on 26 August 2010. This session was part of the ‘SICCI Meet-the-Ambassador Series’.

During the session, Ambassador Sin Serey shared with SICCI members the emerging business opportunities in her country.

She highlighted the potential opportunities in Cambodia’s agri-food sector. She quoted the Cambodian Prime Minister,

emphasising that “Cambodia has great potential in several important sectors such as agriculture, agro-industry, infrastructure,

and labour-intensive industries, and export-oriented industries, exploitation of natural resources such as oil and gas, mining

as well as tourism. Regarding public investments, the Cambodian government has given priorities to physical infrastructure

development, including hydropower plants, which will contribute to the agriculture sector growth. These sectors have not

been fully capitalised and still offer many investment opportunities.

Ambassador Sin Serey also mentioned that Cambodia has gone through rapid transition; starting from scratch and the civil

war to the current situation where the country enjoys unprecedented peace, political and macro-economic stability, social

order and progress.

Business Delegation to Vietnam and Cambodia

15 to 21 August 2010

While SICCI continues to help Singapore businesses penetrate the growing Indian market, it felt that it was also important to

look at other emerging markets. As such, to help small and medium enterprises explore business opportunities overseas, SICCI

led a business delegation to Hanoi, Ho Chi Minh and Phnom Penh from 15 to 21 August 2010. The mission was supported

by International Enterprise Singapore.

The mission focused on identifying business and investment opportunities in Hanoi, Ho Chi Minh and Phnom Penh. SICCI

members also networked with key government agencies, local business leaders, trade associations and chambers of

commerce. They also gained fi rst-hand experience of doing business and investing in Vietnam and Cambodia from industry

experts, and understanding and appreciating the Vietnamese and Cambodian society, culture and traditions.

Sixth SICCI-ISAS Global Business Leaders Lecture

The Sixth SICCI-ISAS Global Business Leaders Lecture GBLL on “India’s Legal Landscape: Challenges and the Path Forward”

was delivered by His Excellency Dr M Veerapa Moily, Minster of Law and Justice, India, on 8 September 2010 at the Ritz-

Carlton, Millenia Singapore.

The lecture attracted more than 100 participants from the business community. Dr Moily provided an in-depth and frank

account of the legal landscape in India. He elaborated on the key challenges faced by India in this regards. He also shared

the plans and measures for the reform of the Indian legal framework during the question-and-answer session.

SICCI and the Institute of South Asian Studies launched this lecture series in 2005. Under the GBLL banner, the two

organisations invite eminent personalities from the government and business fraternities from around the world who have

profound impact on developments in their countries and globally to share their views and perspectives with audiences in

Singapore.

Business Mission to Laos

13 to 15 September 2010

SICCI led a business mission to Vientiane, Laos, from 13 to 15 September 2010. During the mission, the delegates visited

pepper and rice plantations, and had meetings with senior offi cials from the Ministry of Agriculture. The mission culminated

in a well-attended reception hosted by the Laos National Chamber of Commerce and Industry. SICCI members were given

the latest updates in Laos’ economic and investment climate and policies. They also examined fi rst-hand the actual business

and market conditions in Laos through industry visits.

Such trade missions are important as they help SICCI members make inroads into the emerging markets within the region.

Overall, the delegates felt that it was a useful and benefi cial mission. They found many of the meetings relevant and they

were able to explore possible business opportunities. Some have plans to do trading while others plan to explore farming

and buying agricultural land.

Networking with Indian Shipping Offi cials

14 September 2010

SICCI hosted a delegation of high-ranking shipping offi cials from India on 14 September 2010. The Andaman and Nicobar

Administration have plans to develop a container transhipment port at South Bay, Great Nicobar Island, and Andaman and

Nicobar Islands, India. The Andaman and Nicobar Administration met with container shipping lines, developers, terminal

operators, investors and interested SICCI members to discuss the development, operation and use of the proposed container

transhipment hub. The project draft fi nal report was also presented at the meeting.

This visit from the Indian offi cials served as a valuable platform for SICCI members and participants to explore possible

business and investment possibilities in the Andaman and Nicobar Islands.

Networking with the Malaysian Indian Business Association

17 September 2010

SICCI, with support from the Malaysian Indian Business Association (MIBA), organised a business matchmaking-cum-

networking session with a visiting business delegation from Malaysia on 17 September 2010 at the Suntec City Convention

Centre. Some 40 delegates, comprising mainly the Association’s Council members who are also eminent business leaders,

gained a comprehensive fi rst-hand update on the latest economic developments, current business environment and investment

opportunities between Malaysia and Singapore. SICCI members also gained a better understanding of the business

environment in Malaysia as well as leveraged on this meet to build business contacts with key industrial players and

representatives from MIBA during this high-level business networking.

The visit also served as a valuable platform for businessmen in Singapore and Malaysia to interact and be informed of the

changing trends in the region. It also promoted the exchange of ideas and commercial opportunities available on both sides

of the Causeway.

SICCI hosted a business delegation from Argentina on 23 September 2010. Comprising primarily members from the

government of Cordoba, the delegation gained a comprehensive fi rst-hand update on the latest economic developments in

Singapore as well as understanding on how Argentine companies can leverage Singapore’s connectivity and networks to

reach out to other parts of Asia.

 

This session was opened to businessmen who had an interest in the Argentine market or were planning to explore business

and investment opportunities with Argentine companies. This session also provided SICCI members with an invaluable

meeting and networking opportunity with Argentine offi cials and decision-makers.

Reception for His Excellency Dr Navinchandra RamgoolamPrime Minister, Republic of Mauritius

28 September 2010

SICCI organised a cocktail reception in honour of His Excellency Dr Navinchandra Ramgoolam, Prime Minister, and Republic

of Mauritius, on 28 September 2010 at the Ritz-Carlton, Millenia Singapore. After the welcome address by SICCI’s Chairman,

Mr R Narayanamohan, Dr Ramgoolam shared his insights on Mauritius’ economy. He proposed practical ways in which the

Singapore business community can work with the people of Mauritius to bring out the best of both countries. He also shared

the perks of living and doing business in Mauritius. He explained how businessmen could capitalise on Mauritius’s modern

infrastructure, leverage on bilingualism and telecommunications network, combined with its natural beauty.

Dr Ramgoolam further stated that the country has a reputation of a safe destination and has cultural links with Africa, Asia

and Europe. He also shared Mauritius’s ambition of becoming a knowledge hub in the region. Close to 100 SICCI members

and guests attended the reception.

On 8 October 2010, SICCI was honoured to host Mr Sam Pitroda, an internationally-respected development thinker, policy-

maker, telecommunications inventor and entrepreneur, for a dialogue session with SICCI members and guests.

Mr Pitroda holds close to 100 worldwide patents and has published and lectured widely in the United States, Europe, Latin

America and Asia. Credited with having laid the foundation of India’s technology and telecommunications revolution in the

1980s, he has been a leading campaigner in helping bridge the global digital divide.

The session was a frank and open discussion of various issues, including the current state of industrial capabilities and the

lack of such capabilities in India, and proposed areas where Singapore companies could share their expertise.

Following the discussions, Mr Pitroda interacted and networked with the participants over refreshments.

SICCI and the British Chamber of Commerce organised a “Leaders in Business Lunch – Focus India” in the presence of His

Royal Highness Prince Andrew, Duke of York, KG, on 15 October 2010 at Shangri La Singapore. The Duke undertakes a

wide range of activities in his role as the United Kingdom’s Special Representative for International Trade and Investment.

This includes overseas visits to support British business and promote the United Kingdom as a springboard for global growth.

 

Speaking at the event, Prince Andrew said, “As global economic power and opportunities are shifting to the emerging

markets of India, China and other parts of Asia. By working together, and sharing technology and expertise, British, Indian

Presentation by Parkway Health

SICCI, in collaboration with Parkway Health, organised an engaging health event in developing a deeper understanding of

heart and joint health.

This insightful and educative symposium was held at the Mount Elizabeth hospital. SICCI members were involved in a series

of comprehensive talks by a multi-disciplinary team of surgeons, cardiologist, physiotherapists and clinical coordinator on the

early symptoms of heart attacks and ways in which they could alleviate their nagging joint pain.

With topics that are of interest and a complimentary medical screening, SICCI members were able to learn and further

understand the subject matter, proper diet and wellness as well as participate in question and answer sessions.

SICCI 86th Anniversary Celebrations and Presentation Ceremony for the SICCI-DBS Awards

SICCI and DBS Bank crowned Singapore’s leading Indian entrepreneurs for 2010 at a gala presentation ceremony on 28

October 2010. The winners of the SICCI-DBS Singapore Indian Entrepreneur Awards 2010 were Mr Rajiv Singh, Chief

Executive Offi cer, Synergic Industrial Materials & Services Pte Ltd (Large Enterprise: Category 1); Mr Kuppusamy Selvaraj,

Chief Executive Offi cer, Kupps & Sachs Pte Ltd (Medium Enterprise Award: Category 2); and Mr Hendry Saravanan s/o

Kumara Jothy (Promising Entrepreneur: Category 3).

Held at the Ritz-Carlton, Millenia Singapore, the event was graced by Dr Ng Eng Hen, Minister for Education and Second

Minister for Defence, and more than 800 members and guests.

In addition to these top honours, SICCI presented two other Awards to two eminent Indians for their entrepreneurial excellence

in fostering bilateral trade between Singapore and India.

The India Enterprise Award was presented to the TATA Group. The inaugural recipient of the Award, the TATA Group has

contributed signifi cantly to Singapore’s socio-economic development. This new Award is also part of SICCI’s effort to reach

out to Indian companies and new Indians and integrate them into the Singapore society.

The SICCI-DBS Singapore-India Business Award, into its fourth year, acknowledges the outstanding efforts of an eminent

individual who has stepped forward to foster Singapore-India bilateral business and investment. Mr Tarun Das, former Chief

Mentor, Confederation of Indian Industry, India, received the Award this year.

The ceremony also marked the 86th anniversary of the Chamber. From humble beginnings, the Chamber has grown to

become a premier business association for the Indian business community in Singapore in particular and the business

community in general. It was indeed a night of celebrations.

SICCI Youth Enterprise Award

28 October 2010

The SICCI Youth Enterprise Award was launched in 2006 and is the Chamber’s initiative to foster links with the budding entrepreneurial-minded youth of today and to create an opportunity for them to network with Singapore’s business community. This annual competition gives students the opportunity to showcase their latent business acumen, creativity, resourcefulness and, in the process develop strong entrepreneurial skills.

In 2010, 24 teams participated in the competition. At the end of the day, six entries made it to the fi nals and three were declared the winners. The winners received their awards from Dr Ng Eng Hen, Minister for Education and Second Minister for Defence, at the SICCI Anniversary Dinner on 28 October 2010. Cash prizes were also presented to the top three winners while merit awards were given to deserving submissions.

Networking with Taiwanese Business Delegation

9 November 2010

SICCI organised a meeting with the Chinese International Economic Cooperation Association (CIECA) to boost business relations between the two business communities. This joint meeting provided a networking platform for the businessmen in Singapore and Taiwan to know more about business opportunities and explore joint collaborations in third countries. The delegation was led by Mr Chung-Yu Wang, CIEACA’s Chairman. SICCI’s Chairman, Mr R Narayanamohan, together with Mr I C Rao, Mr Manokaran Chakrapani and Mr T R V Rajan, SICCI’s Directors, hosted the 10-member business delegation from CIECA.

Established in August 2000, the CIECA plays a signifi cant role in undertaking the promotion of bilateral economic ties with the rest of the world. The Taiwanese delegates present at this meeting comprised prominent businessmen from the logistics and renewable energy sectors. During the meeting both sides had the opportunity to learn and understand the opportunities in Taiwan and Singapore as well on ‘Doing Business in India’. SICCI offered to assist Taiwanese small and medium enterprises in Singapore interested in venturing into India.

EDC@SICCI Workshops

November 2010 – March 2011

Between November 2010 and March 2011, the Enterprise Development Centre@SICCI organised and conducted outreach

workshops to increase awareness on the importance of productivity and the ways in which steps can be taken to start on

the journey. These workshops and business clinics were aimed at helping companies review their business processes and

embark on the productivity journey. The guest speakers included consultants from the International Management Consultants

who threw light on how the participants could improve their productivity through identifying bottlenecks and addressing them

to make their businesses more effi cient.

Six productivity consultants also helped assess the productivity of companies as well as took them through the Integrated

Management of Productivity Activities assessment tool launched by the Productivity Programme Offi ce at Spring Singapore.

As part of the government initiative, this diagnostic tool helps companies assess the effectiveness of their productivity

management function and identify the key productivity levers.

The session’s goal was to create a platform for youth networks and young entrepreneurs of the various chambers and

like-minded organisations to meet and get to know each other better. At the same time, it provided the opportunity for the

participants to explore possible collaborations and joint activities to foster greater networking and integration among the

young entrepreneurs of the various communities.

Deepavali 2010 Reception

As part of the Deepavali celebrations, SICCI organised a Deepavali reception on 16 November 2010 at the Ritz-Carlton,

Millenia Singapore. The event was graced by Guest-of-Honour, Mr S Iswaran, Senior Minister of State for Trade and Industry,

and Education, and about 80 SICCI members and guests.

The reception was also an occasion for SICCI to thank the institutions and individuals who helped make the SICCI-DBS

Singapore Indian Entrepreneur Awards 2010 a huge success. At the same time, companies which participated in the SICCI-

India Internship Programme were presented with tokens of appreciation.

Deepavali Charity at Taman Jurong CC

20 November 2010

As part of the Deepavali celebrations, SICCI and its members reached out, on a charitable and social basis, to needy and less

fortunate multi-racial residents in Taman Jurong and South West CDC.

SICCI and its members participated in the “Nights of Lights: Deepavali 2010” on 20 November 2010 organised by Taman

Jurong CC. Mr Tharman Shanmugaratnam, Minister for Finance and Member of Parliament for Jurong GRC, was the Guest-of-

Honour for the event.

With hopes of bringing a little cheer into the lives of needy Singaporeans, SICCI and its members raised a total of $50,101.00

for the event. The contribution was used by Taman Jurong CC to purchase food vouchers and provisions for less privileged

families. Mr R Narayanamohan, SICCI’s Chairman, Mr T Chandroo, SICCI’s Vice-Chairman, and several SICCI’s Directors and

staff joined the festivities and helped distribute the vouchers and provisions to the needy at the event.

Networking Session with CHEMEXCIL Delegates

The India High Commission in Singapore and SICCI, with the support of the Singapore Business Federation, jointly organised

a business matching session with a visiting business delegation from the Chemical and Plastic Export Promotion Council of

India (CAPEXIL). This session included a one-to-one business matchmaking session with the delegation to explore the business

opportunities for Singapore investors. Attendees of this session gained valuable insights on the business prospects.

CAPEXIL, a premier Export Promotion Council in India, was set up in 1958 by the Indian Ministry of Commerce to facilitate the

export of chemical based and allied products. This mega organisation has now close to 4,000 members across India who

are exporters of 16 broad product genres and represent the best in their fi elds. Their quality products enjoy the preference

of all major markets across the globe. CAPEXIL also acts as a catalyst in bringing dynamic Indian exporters and overseas

importers together, and strengthening the relations between India and foreign buyers.

SICCI-SINDA-NTU Global Immersion Programme

30 November 2010

In 2008, SICCI pledged a donation of $100,000 to SINDA to fund programmes and awards to encourage entrepreneurship

among Indian youth. The Global Immersion Programme (GIP) at Nanyang Technological University (NTU) was identifi ed as

a programme in line with the objective above. The GIP is a 25-week work (internship) and study programme for second and

third Engineering and Business students at NTU. Students can choose to go to India, China or Vietnam. Up to two awards

were allocated for each year from 2009 to 2011 for a total of $21,000 (six awards of $3,500 each).

On 30 November 2010, applicants for the 2011 awards were interviewed by a panel comprising representatives from

SICCI, the Singapore Indian Development Association and NTU. Two candidates – Mr Shah Rahai Rajendrakumar and Ms

Sandra Ootheya John Ganapragasam – received the 2011 awards.

Inter-chamber Networking Night

SICCI was a joint organiser of the largest “Inter-Chamber Networking Night” in Singapore on 3 December 2010 at the

Resorts World at Sentosa. Businessmen and businesswomen from 12 chambers of commerce sampled an exclusive selection

of wines and canapés as they forged new business networks. For over three hours, the Sky Bar was alive with scintillating

business and social discourse on par with New York, London or Hong Kong.

Spearheaded by the American Chamber in Singapore, the other joint partners were the Belgian Luxembourg Business

Group; British Chamber of Commerce; Canadian Chamber of Commerce; Dutch Chamber of Commerce Singapore; French

The Haider Sithawalla Cup and Networking Session

4 December 2010

SICCI and the Indian Association (IA) organised an informal networking session on 4 December 2010 at IA. The event

included an exciting afternoon of friendly cricket between the invitational teams of SICCI and IA. Players from the two sides

had a great time donning the white attire and participating in a game that was aimed to build greater bonds between the

members of the two organisations. SICCI was indeed delighted to carry on the tradition of the ‘Haider Sithawalla Cup’ which

was initiated by its Mr Vijay Iyengar, SICCI’s Immediate Past Chairman.

Following the event, the two sides continued their interaction and networking over dinner. While working on the professional

and business levels are important, SICCI holds the view that it is also important to work hand-in-hand with partners to organise

regular informal and social activities, which will enable the development of greater bonds. The Haider Sithawalla Cup was

indeed an important refl ection of that effort by SICCI and IA.

Sixth Champions-of-Industry Dialogue Session Succeeding in Family-run Businesses – The “Dos” and the “Don’ts”

SICCI and the Enterprise Development Centre@SICCI organised the Sixth ‘SICCI Champions-of-Industry Dialogue Session’

with His Excellency Mr R Jayachandran, High Commissioner to Mauritius (Non-resident), Group Director, Kewalram Chanrai

Group, and Non-Executive Chairman, Olam International Ltd, on 8 December 2010. The topic for the session was “Succeeding

in Family-run Businesses – The “Dos” and the “Don’ts”.

Using the success story of the Kewalram Chanrai Group and Olam International, Mr Jayachandran touched on the complexity

of issues in family-run businesses and the critical factors in ensuring their survival and success. The session, held at the Marina

Bay Sands, attracted about 200 participants.

This discussion session that followed the presentation was moderated by Ambassador K Kesavapany, Director, Institute of

Southeast Asian Studies, and SICCI’s Advisor. The session was certainly interactive, with Mr Jayachandran and Ambassador

Kesavapany sharing their views on managing family-run businesses. The event ended with networking over a dinner reception

and the guests had the opportunity to further interact with the distinguished speaker.

Business Mission to India

7 to 14 January 2011

SICCI led a successful business delegation to New Delhi and Gujarat, India, from 7 to 14 January 2011. The 21-member

delegation, led by Mr R Narayanamohan, SICCI’s Chairman, was supported by International Enterprise Singapore and the

Enterprise Development Centre@SICCI.

Besides reaffi rming growing economic ties between Singapore and India, the aim of the mission was to bring together leaders,

investors, corporations, thought leaders, policy and opinion makers to understand and explore business opportunities in India.

In New Delhi, the Singapore delegates also joined one of the largest gatherings of the global Indian Diaspora from India and

across the world for the Pravasi Bharatiya Divas (PBD) 2011 Convention. Held annually, the PBD aims to enhance the engagement

between India and its Diaspora. It is also geared towards bringing expertise of the overseas Indian community to India to support

its development.

SICCI also hosted the Singapore dignitaries, and senior Indian government offi cials and businessmen to a networking session

on 10 January 2011 at the New Delhi Golf Club. Ms Indranee Rajah, Singapore’s Deputy Speaker of Parliament; Member of

Parliament for Tanjong Pagar GRC; and SICCI’s Advisor, graced the event. She was also among the international dignitaries who

spoke at the PBD Convention.

In Gujarat, the delegation met with industry players and business associations. It also attended the Vibrant Gujarat 5th Global

Summit. This biennial summit serves as a perfect platform to understand and explore business opportunities in Gujarat. More than

6,000 delegates from over 50 countries attended the two-day event.

During the visit, the SICCI delegation also made a courtesy call on His Excellency Mr Narendra Modi, Chief Minister of Gujarat.

The Chief Minister expressed his interest in learning from Singapore, particularly in tourism and education. The delegates also

discussed with the Chief Minister business opportunities for Singapore’s small and medium enterprises (SMEs) in Gujarat and

possible collaboration with Gujarat SMEs.

Buyer-Seller Meeting with the Tea Board of India

17 January 2011

The Indian High Commission and SICCI jointly organised a buyer-seller met with a visiting business delegation from the Tea

Board of the Government of India. The Tea Board is a statutory body set up under Ministry of Commerce and Industry in India

and deals with matters relating to rendering fi nancial and technical assistance for cultivation, manufacture and marketing of

tea. The delegation was led by Ms Roshini Sen, Indian Administrative Service, and Acting Chairman.

The session, held at the Pan Pacifi c Hotel, Singapore, included a tea-tasting session, presentation by the delegation, and

discussions about the measures suggested for improving the sale of Indian tea in this region. It was followed by a networking

lunch. The event also involved one-to-one meetings with the delegates, which enabled Singapore companies to explore new

business opportunities.

SICCI Business Seminar SeriesRegional Economies in 2011: Challenges and Prospects

SICCI organised its fi rst seminar of 2011 under the Business Seminar Series on “Regional Economies in 2011: Challenges and Prospects” on 20 January 2011 at the Tanglin Club. The seminar was supported by the Enterprise Development Centre@SICCI.

The evening started with the opening remarks by Mr R Narayanamohan, SICCI’s Chairman. This was followed by a presentation by Mr Mandeep Nalwa, Chief Executive Offi cer, Taurus Wealth Advisors Pte Ltd, on the global fi nancial outlook for 2011. Sharing his perspectives on the Singapore economy in 2011 was Mr Manu Bhaskaran, Chief Executive Offi cer of Centennial Asia Advisors Pte Ltd. He stated that resources are currently strained and unemployment is very low, resulting in a lack of space capacity in the Singapore economy. He added that infl ation is likely to lead to wage increases and rental increases and this will be a challenge for Singapore this year. Highlighting the pitfalls and potentials of India’s economic development was Dr S Narayan, Head of Research and Visiting Senior Research Fellow at the Institute of South Asian Studies. He highlighted the conundrum of food infl ation in India, stating that consumption patterns have moved away from grains and cereals towards more fruits, vegetables and meat, and the supply patterns have not kept up. He added that this may be quite a serious problem for a country that is dependent on domestic consumption and production. Sharing his insights on the next stage of growth of the Chinese economy was Mr David Carbon, Managing Director, and Chief Economist of DBS Bank. He said Asia, by and large, is looking very good. He further went to say that, despite the credit tightening in China, the country will see a trend down to eight percent growth this year as compared to 10 percent in 2010.

The discussion session that followed the presentations was moderated by Ambassador Mr Teng Theng Dar, Chief Executive Offi cer, Singapore Business Federation. The session was highly interactive, with economists and industry experts sharing their views on the emerging markets in the region. The event concluded with networking over a dinner reception where the guests had the opportunity to further interact with the distinguished speakers.

IE Partnership Seminar 2011

As a Memorandum of Understanding partner of International Enterprise (IE) Singapore, the Enterprise Development Centre@

SICCI (EDC@SICCI) participated in the IE Partnership Seminar 2011 on “What’s Next for the Global Economy?” The event,

which was held on 20 January 2011 at the Grand Copthorne Waterfront Hotel, witnessed attendees from various business

sectors hoping to gather ideas on expansion overseas.

Participants sat through a range of country-specifi c talks and were provided with platforms to discuss current trends and

opportunities which could be capitalised. The seminar was graced by speakers from different regions who spoke about latest

insights, current market situations and opportunities present in their respective markets.

EDC@SICCI interacted with several companies, who displayed their interest in bringing the Singaporean brand overseas

to such countries as India, China, Vietnam and Sri Lanka. They were enthusiastic about identifying the support offered by

the government to cover fi nancial and exploration expenses. The event was attended by around 400 attendees whom also

networked with each other over lunch and tea breaks.

Attended by over 30 members and guests, Dr Bhagyanathan spoke on “Realising our True Nature - Bliss and Peace” where

he stressed that, in today’s competitive, fast-paced and ever evolving world, it is important and necessary for one to fi nd bliss

and peace so as to realise one’s true nature and full potential. This session was specially catered to those in the business

sector and professional fi elds. It is said that where time is of essence, we often fail to take a step back to take stock, re-

strategise and forge further ahead. One’s true nature can only be achieved through peace and harmony.

SICCI, in collaboration with the American Chamber of Commerce in Singapore, Institute of South Asian Studies, the High

Commission of India in Singapore and the United States Embassy in Singapore, organised the United States-India-Singapore

Business Forum on 10 February 2011.

Building on United States President Barack Obama’s visit to India in November 2010, the Forum was a platform for business

executives, thought leaders and government offi cials to discuss the economic relationship between the United States and India,

and its impact on the Southeast Asian region. The distinguished panel of speakers offered its unique insights into the emerging

United States-India relationship, identifi ed trend lines, and described the challenges ahead, all with an eye on what it means for

Singapore and Southeast Asia.

Business in South Africa’ at the Singapore Cricket Club on 21 February 2011.

The South African High Commissioner to Singapore, His Excellency Dr S S Ripinga, shared important and insightful information

on the strong economic growth of South Africa over the past decade and ways to further enhance bilateral relations between

Singapore and South Africa. A presentation by Mr Andre Van Straten, Counsellor (Political) at the South African High Commission

in Singapore, focused on building bilateral trade channel between Singapore and South Africa. His presentation provided insights

into the growth sectors in both Singapore and South Africa, and how they complement each other in terms of imports and exports.

The event ended with a networking session over cocktail, where the guests had an opportunity to further interact with the hosts from

the South African High Commission.

Community Engagement Programme Networking Night

SICCI participated in the Community Engagement Prorgramme (CEP) Networking Night for Businesses and Unions Cluster at the

Singapore Flyer on 23 February 2011. Minister of Manpower, Mr Gan Kim Yong, was the Guest-of-Honour for the event.

The event was organised by the Tripartite Panel on Community Engagement at Workplaces. More than 100 community leaders

and guests from the tripartite partner organisations, and managers of foreign worker dormitories as well as representatives from

other CEP cluster leads attended the event. Mr Kirpa Ram Sharma, SICCI’s Vice-Chairman, and a member of the Tripartite Panel on

Community Engagement at Workplaces; and Mr Hernaikh Singh, SICCI’s Chief Executive Offi cer, represented SICCI at the event.

During the event, Mr Kirpa Ram joined Minister Gan and other tripartite partners and representatives from the other ethnic chambers

to launch the CEP Implementation Guide for Employers.

Holdings Pte Ltd. Together, they provided an overview of the budget, key announcements and their impact on businesses. The

Business Matching Session-cum-Networking with the Cashew Export Promotion Council of India

SICCI and the India High Commission in Singapore jointly organised a business matching session with a business delegation from

the Cashew Export Promotion Council of India on 7 March 2011.

More than 20 SICCI members attended the session which provided them the opportunity to discuss and exchange views on ways

to promote and improve the trade of cashew between the buyers and sellers.

The Council was established by the Indian government of India in 1955, with the active cooperation of the cashew industry with

the object of promoting exports of cashew kernels and cashew nut shell liquid from India. By its very set up, the Council provides

the necessary institutional framework for performing the different functions that serve to intensify and promote exports of cashew

kernels and cashew nut shell liquid. It also provides the necessary liaison to bring together foreign importers with member exporters

of cashew kernels.

Budget 2011’ on 7 March 2011 at the SGX Auditorium. The seminar was attended by more than 100 members and guests, and

was supported by the Singapore Business Federation, TiE Singapore and the Confederation of Indian Industry.

The event had local and international experts sharing their in-depth views on the Indian budget for 2011-12 which was tabled in the

Indian Parliament on 28 February 2011 by India’s Finance Minister, His Excellency Mr Pranab Mukherjee. Mr R Narayanamohan,

SICCI’s Chairman, delivered the opening remarks, following which His Excellency Dr T C A Raghavan, India’s High Commissioner

to Singapore, delivered his address. The distinguished panel of speakers covered a wide range of issues relating to the Budget

and the global economic prospects it entails.

Following their presentations, the panellists addressed many questions from the audience on a range of issues. The session

was moderated by Mr Abhijit Ghosh, International Tax Partner, PwC Singapore, who shared with the audience that Singapore

companies should increasingly focus on building commercial substance while developing their India business plans and structuring

their investments into India. The seminar was followed by networking over tea during which the guests had the opportunity to

interact with the distinguished panellists.

The senior management of the People’s Association (PA), led by its Chief Executive Director, Mr Yam Ah Mee, hosted a luncheon

session for members of the SICCI’s Directors, and the winners and fi nalists of the SICCI-DBS Singapore Indian Entrepreneur Awards

2010.

During the meeting, SICCI members were briefed by Mr Yam on PA’s mission and community vision, which also included a video

presentation on its 2015 master plan known as ‘Community 2015’. SICCI’s Chief Executive Offi cer, Mr Hernaikh Singh, also took

the opportunity to share with PA’s management the Chamber’s initiatives and plans for 2011.

The session also provided an opportunity for both institutions to better understand each other and discuss possible collaborations that

are mutually benefi cial and will serve one another’s corporate goals. The luncheon session ended with a tour of PA’s headquarters.

Dialogue Session on “Growing Your Business – Leveraging Off Singapore’s Employment Diversity”

SICCI, in collaboration with the Tripartite Alliance for Fair Employment Practices (TAFEP), organised a dialogue session on “Growing

Your Business – Leveraging off Singapore’s Employment Diversity” and launch of Tamil Guide on “Fair Employment Practices and

Employment Laws” on 11 March 2011 at Amara Singapore. The session was attended by 50 corporate representatives and human

resource personnel, including Chief Executive Offi cers and senior management.

During the event, the Guest-of-Honour, Ms Indranee Rajah, Singapore’s Deputy Speaker of Parliament; Member of Parliament

for Tanjong Pagar GRC; and SICCI’s Advisor, stressed on businesses today proactively taking steps to understand the changing

trends, adjusting to employment practices and preparing their supervisors to manage and secure high performance from an

increasingly diverse workforce in order to maximise the ability and potential of every employee. Mr Jagdeep Thakral, Executive

Assistant Manager, Holiday Inn Singapore, then presented on the theme of the dialogue session, using his organisation, Holiday

Inn Singapore, as a case-study.

Following the presentation, Ms Rajah, Mr R Narayanamohan, SICCI’s Chairman, Mr Bob Tan, Co-Chairperson of TAFEP, and

Mr Andrew Fung, General Manager, TAFEP, launched the Guide. Thereafter, they participated in a dialogue session with the

audience.

SICCI participated in the National Community Engagement Programme (CEP) Dialogue on 19 March 2011. It was represented at

the session by Mr Kirpa Ram Sharma, SICCI’s Vice-Chairman, Mr Hernaikh Singh, SICCI’s Chief Executive Offi cer, and Mr Nirman

Singh, Senior Manager at SICCI.

Prime Minister Lee Hsien Loong was the Guest-of-Honour for the event. Following his address, he chaired a panel discussion involving

Mr K Shanmugam, Minister for Home Affairs and Law (as moderator); Mr Lim Swee Say, Minister in the Prime Minister’s Offi ce; Dr

Yaacob Ibrahim, Minister for the Environment and Water Resources and Minister-in-charge of Muslim Affairs; Dr Vivian Balakrishnan,

Minister for Community Development, Youth and Sports; RADM (NS) Lui Tuck Yew, Minister for Information, Communications and

the Arts; and Mr Masagos Zulkifl i, Minister of State for Education.

The National CEP Dialogue is organised annually by the Community Engagement Steering Committee and is into its fi fth year.

More than 600 community leaders and partners attended the half-day dialogue session.

The 3rd EDC Conference on “Go, Grow and Globalise”, which was held at the NTUC Auditorium on 22 March 2011, was

successful and well received. The event witnessed close to 300 entrepreneurs from various industries. It was jointly organised by

the fi ve Enterprise Development Centres and supported by Spring Singapore.

The event was graced by Guest-of-Honour Mr Sam Tan, Senior Parliamentary Secretary, Ministry of Trade & Industry and Ministry

of Communications & the Arts.

This year’s conference, targeted at small and medium enterprises (SMEs) and business owners, entrepreneurs and start-ups, was

focused on the numerous strategies to build resilience, strengthen capabilities and achieve higher productivity at the different stages

of business growth. Eight industry speakers shared their invaluable experience and advice on various topics such as fi nancing

options for SMEs, human resource, incentives provided for productivity and branding for internationalisation.

Meeting with the Singapore Chinese Chamber of Commerce & Industry

SICCI hosted a delegation from the Singapore Chinese Chamber of Commerce & Industry (SCCCI) on 23 March 2011.

The session was chaired by Mr R Narayanamohan, SICCI’s Chairman, and included Mr Kirpa Ram Sharma and Dr T Chandroo, SICCI’s Vice-Chairmen, several SICCI’s Directors and SICCI management team. The SCCCI delegation was led by Mr Teo Siong Seng, President, SCCCI, and included several Council members and the management team.

The meeting was a prelude to the signing of the Memorandum of Understanding between SICCI and the Enterprise Development Centre@SCCCI Shanghai Representative Offi ce on 28 March 2011. The meeting also discussed greater collaboration between the two chambers in areas such as joint business missions to India and China as well as an annual networking session for SICCI and SCCCI members.

Mr Teo also shared with the meeting the World Chinese Entrepreneur Conference (WCEC) to be held from 5 to 7 October 2011 in Singapore, which will witness a gathering of more than 4,000 Chinese entrepreneurs from all over the world. Besides a conference, there will also be an exhibition. This presents an excellent opportunity for both SICCI members and Singapore companies to mingle with the overseas participants. SICCI expressed its interest in participating in the WCEC.

SICCI organised its biennial international conference on “India-Singapore-China: Business Opportunities in the Trilateral Relationship” at Suntec Convention & Exhibition Centre Singapore on 28 March 2011.

Mr S Iswaran, Senior Minister of State for Trade and Industry; and Education, delivered the keynote address for the conference.

The distinguished speakers were a mix of local and international businessmen, policy makers and scholars. The sterling cast of speakers and the expertly-crafted programme delivered in-depth and thought-provoking insights on India and China.

The conference witnessed a number of plenary sessions discussing socio-economic and political issues, strategic developments in South and East Asia, and the business opportunities in the region.

India and China have emerged today as the two most powerful and infl uential Asian nations in terms of their economic capabilities and geopolitical standing. Both are among the world’s fastest growing economies. It is contended that, regardless of the thrust and pace of mutual engagement and co-operation, a relationship between the two largest Asian countries will inevitably have strong undercurrents of contest and rivalry as they seek the same economic and political space for future interaction. Singapore has a special relationship with both India and China; and business alliances have been long-standing and constructive.

More than 350 local and international participants, including those from India, Malaysia, Thailand, Indonesia, Hong Kong and China, had the opportunity to discuss economic challenges and opportunities in India and China; and Singapore’s role as a bridge for companies wanting to penetrate the two fastest growing economies in the world.

SICCI and the Enterprise Development Centre@Singapore Chinese Chamber of Commerce & Industry (EDC@SCCCI) Shanghai

Representative Offi ce signed a Memorandum of Understanding (MOU) during SICCI’s biennial international conference on 28

March 2011.

Mr Hernaikh Singh, SICCI’s Chief Executive Offi cer, and Mr Lim Sah Soon, SCCCI’s Secretary-General and Chief Representative

of EDC@SCCCI Shanghai Representative Offi ce, signed the MOU on behalf of their two organisations. It was witnessed by Mr

R Narayanamohan, SICCI’s Chairman, and Mr Thomas Chua Kee Seng, Chairman of EDC@SCCCI and SCCCI’ Vice-President.

The signing marked the further cementing of the strong relations between the two chambers. With the MOU, SICCI and EDC@

SCCCI Shanghai Representative Offi ce will collaborate to promote information exchange and business collaborations. EDC@

SCCCI Shanghai Representative Offi ce will also assist SICCI and its members in exploring business opportunities and arranging

public relations and marketing activities in China.

SICCI signed a Memorandum of Understanding (MOU) with the Indian Chamber of Commerce and Industry (ICCI), Tuticorin, India,

on 29 March 2011 at the Chamber.

The signing of the MOU is aimed at encouraging and promoting cooperation between and among member companies in

Singapore and Tuticorin. The two chambers will identify opportunities for business matching between member companies. They

will also support exporters and enterprises setting up operations in Singapore and Tuticorin to help such companies expand their

operations in Singapore and India. At the same time, they will explore organising joint missions, seminars and training to tap on

market potentials of Singapore and Tuticorin. Lastly, they will provide linkages to sources of information and market research which

are of interest and useful to member companies.

Mr R Narayanamohan, SICCI’s Chairman, and Mr T Johnson, ICCI’s President, signed the MOU on behalf of their respective

chambers and in the presence of SICCI’s Directors and the ICCI delegation that was in Singapore. The delegation, which was in

Singapore on a working visit, participated in the SICCI biennial international conference a day earlier.

‘SICCI Meet-the-Ambassador Series’Pakistan High Commission in Singapore

SICCI hosted a dialogue session with Her Excellency Mrs Fauzia Mazhar Sana, High Commissioner of the Islamic Republic of

Pakistan to Singapore, on 31 March 2011. The session was part of ‘SICCI Meet-the-Ambassador Series’,

With a population of 170 million people, Pakistan is the sixth most populous country in the world. Its key economic sectors are

agriculture and manufacturing, and industries such as textiles and cement, and services such as telecommunications, transportation,

advertising and fi nance. During the session Mrs Sana spoke about the media portrayal of Pakistan and explained how the country

has been a victim of misperceptions. She talked about what truly Pakistan is made up of and how much of an ease it is to business

with the country. Also, Mrs Sana spoke on the key booming industries, such as textile, cement and agriculture. She went on to

speak about the Information technology, which is the fastest-growing industry in Pakistan. She says the rapid growth of the sector

is largely due to foreign IT fi rms setting up operations in Pakistan in a bid to reduce costs and raise profi ts. Many foreign IT fi rms,

she says have enjoyed great success in Pakistan.

SICCI’s membership

Membership Growth

At the end of March 2011, SICCI’s membership stood at 805 members. Over the years, the Chamber has been able to attract

members comprising companies and individuals from a broad and diverse segment of the Singapore Business community.

In late 2010, the SICCI Board of Directors made the important decision of reviewing the Chamber’s membership status. The

Chamber made a concerted effort to reach out to members who had been active at the Chamber and had not paid their

membership dues. Concerted efforts were made to ensure renewal of membership by these members. At the of the day, 111

decided not to renew their membership. The Chamber respected their decision and excluded them from the membership list.

This explains the decrease in membership at SICCI between March 2010 and March 2011.

SICCI is undeterred by the decrease. We strongly believe that by organising relevant and interesting events and programmes

that appeal to the broader business and professionals, it will achieve a higher membership growth moving forward. Our

belief is also reinforced by the growing number of Indian companies in Singapore which act as a potential source of

membership for SICCI.

SICCI’s membership

Membership Composition

The composition of membership at the Chamber has remained fairly consistent over the last few years. In 2010, the trading

community made up 43 percent of membership while the services sector comprised 39 percent of membership. Non-Indians

made up 18 percent of membership.

The key challenge for SICCI is the need to further grow the current composition of members by attracting new companies

from other sectors and industries, which are hitherto not represented within the membership profi le.

In this respect, the Chamber’s efforts are helped by two key developments. Firstly, the emergence of India as an extremely

important trading and investment partner provides the opportunity for SICCI to reach out to non-member companies planning

to make inroads into the Indian markets. SICCI’s knowledge, understanding and linkages in India places it in a favourable

position to connect these companies to India. Secondly, the arrival of companies and individuals from various sectors and

industries in India provides a source of potential members for the Chamber.

The Chamber has been making concerted efforts over the last few years to reach out to these two groups of companies and

individuals. We will actively continue our efforts and ensure that SICCI remains the partner of choice for Indian companies

in Singapore.
