PRID David Linett Chairman’s Annual Message
2009-10 has been a most interesting year on the subject of Rotary leadership education. RLI, for the past18 years, has always been of the strong opinion that the most serious problem in Rotary is weak clubs with weak leadership. Past R.I. President Bill Boyd said at the International Assembly in 2006 that “ New
Rotarians leave because of poor leadership, cost, and a lack of service opportunities”. This year, Rotary International, upon the recommendation of the R.I. Strategic Planning Committee, has revised the R.I. Strategic Plan to show, first, the goal to “Support and Strengthen Clubs”. While by now, this revised goal seems obvious, it is a dramatic change in our pursuit of Rotary membership growth and retention. Strong, active clubs gain new members and retain them. Conversely, weak clubs with poor leadership have a very difficult time growing because they do not have a “product” attrac-tive to new and especially younger potential members. Membership campaigns, even with heavy promotion, do not provide lasting effects in the face of weak clubs. A second item of interest was the passage of Resolution 10-65 by the Council on Legislation, especially in light of the few resolutions adopted by the Council. Proposed by a club and district in southern Japan (not yet a member of RLI), the original resolution called on R.I. to “mandate” that district governors provide leadership and member education for new members within their first three years. After the resolution was amended to a recommendation to governors, instead of a mandate, the proposal passed, showing the general consensus that has formed in Rotary that such leadership education is essential to the future health of our organization. This has been another busy year for RLI. We have expanded to 233 member dis-tricts as of the date of this writing, that cover 109 countries and geographical re-gions in every continent. Our goal of 250 member districts by July 1 seems achievable. Our international curriculum committee met in Orlando last January and continues to improve and update both the content and presentation of the curriculum. We have added additional Regional Vice-Chairs and other officers, to provide increased service to all our divisions as we continue to grow. We revised our mission statement to make it more concise and relevant to today’s world. We continue to upgrade our two websites and have more and more cur-riculum and other documents translated into additional languages. Registration for our Annual Breakfast Meeting is well ahead of our previous record high. Our highest priority remains to continue to maintain the high quality of our program. We thank all the RLI leaders and the many thousands of faculty members around the world who work on the front lines of helping to “Support and Strengthen” our Rotary Clubs.

The passage of the 2010 Council on Legislation Resolution 10-65 recommending “ . . . t h a t d i s t r i c t governors provide leadership and member education for new members within their first three years” shows “ . . . t h e g e n e r a l consensus that has formed in Rotary that s u c h l e a d e r s h i p education is essential to the future health of our organization.”
