 Dear Members,   

Here it is September and we are winding down from a fairly cool summer. We have had remarkable attendance at the Club this summer. As a re‐minder, we have only September and October to really enjoy Friday’s live music along with all of the other amenities that we provide at our weekly Happy Hour. Don’t forget that we also have family bingo on the first Friday of each month.  

As we move into the fall, the Board, Management and the Finance committee start the preparation of items for the 2012 budget. Member assessments are the main income contributor, but additional revenue is also generated through café sales, social activities, the aquatic program and late charges. There are over twenty different financial streams that merge into the overall income for the Association. The resources from these items are budgeted into seventy different areas that reflect expenses incurred by the Associa‐tion. Some expense items are payroll for personnel supporting operation of the associa‐tion, security, funding allocated for reserves to cover future replacement and repairs, and contingency funds for expansion of the Club.   

In preparing for 2012, we can feel good about how well we have done in 2011. Through the month of July we have experienced a six‐digit increase in budget income over ex‐penses. This even included expending a portion of the litigation money for the Phase I activities that you now see at the Club. We have, and are now conducting, meetings to address the preparation of the master plan to complete those items addressed in our construction defects litigation resolution, plus incorporating changes and additions rec‐ommended through member surveys and the Ad Hoc committee. The Board urges you to attend these meetings so that you can contribute to the future of our Club.

Dear NPMA Residents,

Over the past year, Paladin has made dozens of apprehen-sions of offenders

for thefts, vandalisms and burglar-ies. While most crimes Paladins will arrest for are felonies, many are misdemeanors. In the case of a mis-demeanor, a cooperative victim is needed for effective prosecution. If a victim opts not to press charges, the justice system will not usually be able to effectively convict the violator. Complicating this is the fact that crime is generally a "young man's game". Most of the crime we experience in Natomas Park is at the hands of teens and young adults. When they are apprehended, victims often view these offenders as "kids" who they believe will respond posi-tively to a "scare" from security or Police. We find that victims in cases involving youth often choose not to

press charges by virtue of this gravely optimistic and all too often inaccurate belief.

While choosing not to press charges is certainly a victim's right, we ar-gue that this decision potentially victimizes others. The scare factor, frankly, doesn't exist with most at-risk youth today. With prosecutorial discretion, diversion programs and limited first time offender sentenc-ing guidelines, even getting charged with a crime isn't much of a deter-rent for many youthful offenders. It often takes multiple arrests, prose-cutions and violations of probation before an offender actually faces a life-altering punishment. Further-more, we must remember that most offenders are only connected to a fraction of the crimes that they have actually committed.

In the past year, Paladin has stopped several package thieves, home and auto burglars following a prior stop

for similar crimes. The common denominator in those stops has been that on their first stop, the "fear fac-tor" was trusted to set them straight. We've seen time and time again how this has no bearing on future con-duct. Contrarily, we have not had second encounters with those who were duly charged with their crimes nearly as often. As a community, our safety and quality of life are interconnected. What has impacted your home will likely impact an-other. Please do not risk your neighbors' safety by giving offend-ers the benefit of the doubt. Trust the justice system to determine who deserves a second chance. When given an opportunity to charge an offender, we beg of you to take it. It is heart breaking to tell today's vic-tims, "We had them last week...but the victim opted to let them off."

Grand Opening of Fire Station 43

The City of Sacramento’s newest fire station is open and staffed for business as of August 15, 2011! The station boasts an brand new engine, grass rig and plans for a paramedic unit as well.

The Natomas community is invited to the Grand Opening ceremony sched-uled for September 17th (specific time will be announced at a later date).

The station was constructed and certified as a Leadership in Energy and Envi-ronmental Design, and built to the LEED Silver certification standard. LEED is an internationally-recognized green building certification system, which provides building owners and operators with a framework for identifying and implementing practical and measurable green building design, construction, operations and maintenance solutions.

The station is also equipped with a garden space firefighters can grow their own fresh produce and beautifully landscaped grounds.

Message from The Club Manager by Bo Banks

The summer sea-son is coming to an end and look-ing back it has been a summer with major in-

creases in member utilization compared to any previous year. The new Cove Café was well received and used at a level be-yond our anticipation. We hope that you were able to enjoy the facility and all its amenities and are proud of the many improve-ments that have been made in making the Club your “Resort at Home”. We want to thank eve-ryone who participated in the Annual Club Survey. Your feedback was extremely helpful and the information collected will be used to evaluate and make improvements to the op-eration for the coming year. As we move into fall, the Board and Management are working with an architect and master plan consultant to determine future expansion options to The

Club facility. Your Board of Directors, Ad Hoc Committee, Delegates, and Management have had meetings with the con-sultant group to develop a scope of work for the expansion. The ideas considered for the expan-sion were generated from you, the homeowners, when the asso-ciation conducted its member survey over a year ago.

We are pleased to announce that Megan Evans has been pro-moted to serve the membership as the Club’s Office Adminis-trator/Member Services coordi-nator. Megan will be responsi-ble for maintaining membership records as well as overseeing the daily accounting for the club activities. Team member Dennis Rose was nominated by his co-workers as “Employee of the Quarter” (April - June) for his outstanding teamwork and effort. Pool Monitor Grant Conley was awarded a “Service Award” for his outstanding ef-forts.

Due to the increase in club usage, the following changes to club policies are effective immediately. These changes are to ensure that Members are able to enjoy their club as it is intended.

Friday Guest Policy • Homeowners are allowed to bring in 2 free guests, up to a

total of 4 per household at $5 each for guests 3 and 4.

Cabana Rentals • Cabanas will not be available for rent on Friday nights. • The Large Cabana can be rented for up to 40 people at a

cost of $150. • The Small Cabanas can be rented for up to 20 people at a

cost of $75 each.

Rental Cleaning Deposit • All facility rentals (excluding the Lounge) will now require a refundable deposit of $300. The Lounge requires a deposit

of $1,000.

Three Residential Burglars Arrested In mid July, residents and Paladin were able to lead Police to three suspects responsible for at least one residential burglary in the Natomas Park community. Paladin Officers responded to a call of suspicious juveniles hanging out in front of a house on May-brook Drive. Residents reporting the suspicious group observed as they proceeded to make entry into the back yard, then exited seconds later with a TV, X-box and other electronics. Once Paladin Officers arrived on scene they confirmed there had in fact been a burglary of the home. Witnesses on scene reported they had seen the suspects flee the area on foot carrying the stolen property and watched as they entered another nearby home. Paladin Officers on scene immediately established a perimeter around the second home and awaited the arrival of the Sacramento Police. Once the Sacra-mento Police arrived on scene they conducted a further investigation and ultimately arrested three suspects who were found in possession of stolen property. Credit for these arrests goes directly to the vigilant residents who stepped forward not only to report the crime, but showed no hesitation when asked to act as witnesses to the crime.

Fire in Community Park Threatens Nearby Homes In early July, a Paladin Officer was patrolling along Club Center Drive when he no-ticed smoke billowing from a grass fire inside Burberry Park. The Officer stopped to notify Paladin Dispatch, who notified the Fire Department of the situation. Bystanders approached the Officer and reported the flames were heading east towards nearby homes. The Officer quickly joined several residents and bystanders who were running garden hoses, buckets and shovels to the park in an attempt to stop the fire from spreading to nearby homes. Once the Fire Department arrived on scene they were able to successfully extinguish the fire and prevent any property damage. Reports from wit-nesses on scene indicated fireworks had been heard detonating inside the park mo-ments before the fire erupted.

Tip Leads Paladin & Police to Underage House Party In mid July, Paladin and the Sacramento Police were notified of an internet posting which advertised a house party on Kalamer Way. The advertisement indicated drugs and alcohol would be present. Units from the Sacramento Police and Paladin contacted the parental guardians at the home, but were offered little support in stopping the pend-ing party. On the night of the party, Paladin units were already positioned outside the home and were joined by Officers from the Sacramento Police. Attendance at the party quickly climbed in excess of one hundred persons many of whom were juvenile teen-agers. After only an hour the party was shut down and guests were cleared from the area. Over a dozen Sacramento Police and Paladin Officers responded to safely direct the mass of party goers out of the area. No property damage was reported and the oc-cupants of the residence were found to have moved out only days later.

Unlocked Vehicles Remain Number One Target Throughout the month of July a total of 17 vehicle burglaries were reported. Nearly all of those burglaries were from unlocked vehicles where the owner left property in plain sight and didn’t lock the doors, or had left the windows down. Criminals have proven time and time again that their favorite targets are the easy ones and there is no easier target in than a target left unlocked.

In July, at the request of the commu-nity, Councilmember Ashby in coor-dination with the City Parks Depart-ment submitted a grant proposal to the California Department of State Parks to receive approximately $5M in funding under Proposition 84 – Phase II. If awarded, this funding will go towards build out of a baseball field complex within the North Nato-mas Regional Park and will include various great amenities such as a re-gional baseball complex, amphithea-tre, farmer’s market, children’s play area and outdoor gathering space. Current funding available would only provide for build out of 3 of the ball fields, the water and children’s play area and the parking lot. If you would like to show your sup-port for this project and its impor-tance as a regional and community amenity, (a letter template has been placed on the website under News & Announcements for your conven-ience). Our office will also have pre-printed letters available for signature

at the Natomas Police and Commu-nity Resource Center as well as at various community events such as Natomas at Nite on August 5th and the Healthy Kids Fair on August 11th at Inderkum High School (for addi-tional details on either of these events please visit www.angeliqueashby.com or call our office at 808-7001). I will also bring copies with me to any HOA/Neighborhood meetings I at-tend. Please feel free to forward letters from your association members as well as your HOA/Neighborhood As-sociation or other groups you repre-sent or participate in. each month and is open to the membership of NPMA.

The NPMA Board of Directors meets in closed executive session following

its regular meeting, and as needed to discuss potential litigation,

contractual issues, personnel issues, or member discipline.

NATOMAS PARK Committees CLUB ADVISORY GROUP Second Tuesday - 6:30 pm

The group assists and advises The Club management and the HOA Board

concerning: club operations, programs, policies, rules, and facility needs.

PARKS AND SCHOOLS COMMITTEE

Third Monday - 6:00 pm The PSC meets to address the needs and desires of Natomas Park residents in the area of building and expanding our park

system and developing and securing our school system. All residents

are welcome to attend any meeting to share their comments or concerns.

FINANCE COMMITTEE

Third Wednesday - 6:30 pm

The Finance Committee meets to review and provide financial expertise and budget recommendations for the

Board of Directors and other committees.  

SOCIAL ADVISORY GROUP First Tuesday - 6:30 pm

The group meets monthly and as needed to plan events at The Club and within the community. Come

share your ideas or offer your help for any event.

PLANNING COMMITTEE Meets Quarterly 

(Jan, Apr, July & Oct) Second Wednesday - 6:30 pm

The committee reviews and discusses upcoming property development

plans and communicates with the City of Sacramento concerning projects in

North Natomas.

TRAFFIC AND SAFETY COMMITTEE Second Monday - 6:30 pm

The TSC meets to discuss traffic and crime in Natomas, receive reports

from the security vendor, and formulate policy recommendations

to the Board.

Pedal on over to the Club at Natomas Park (2101 Club Center Drive) on

Saturday, September 10th from 10 a.m. to 2 p.m. Bike Doc will be mak-ing another "house call." So, bring out the old two-wheeler and bike mechan-ics will give it a free facelift. Bikes will be repaired on a first-come, first-served basis. We recommend coming early so the mechanics have enough time to give your bike the proper diag-nosis. One bicycle per person, please. Take your newly repaired bike for a joy ride on September 17th around West Sacramento (27 miles). It will be a fun

time in the sun enjoying a ride with great company. Roll through down-town West Sacramento, around the commercial corridor, over the Deep Water Channel, and nab a table at Nug-get Market for goodies in Southport - hosted by the TMA. On the way back, we’ll take in ski boats, the Riverfront Promenade and cruise by the Crocker Art Museum as we head for home. No need to RSVP – just show up! Meet at the NNTMA office, 1960 Del Paso Road, and the group will depart at 8:30 a.m. Of course, don’t forget to bring your helmet, water, and an extra tube in case you get a flat!
