I’ve been fortunate enough to have chaired the London 2012 Nations and Regions Group (NRG) since 2003 through to the delivery and realisation of the Games. The vision not just to host the Games in a single city but to spread the benefi ts across the UK was an integral part of the successful bid in Singapore in 2005.

The North West has taken full advantage of the opportunities presented by London 2012 and I believe a signifi cant legacy has been created in the region for future generations.

For the last seven years the NRG has focused on delivering social, sporting and economic benefi ts across the UK and I’ve seen much of this fi rst hand through my visits to the North West. From helping to launch Open Weekend, seeing athletes train at Pre-Games Training Camps in Crewe and Kendal, witnessing people of all ages benefi t through Inspire projects such as Nowt2Do? in Leigh and Paddlers for Life in

Windermere, and seeing pupils embracing the Olympic and Paralympic values through the Get Set programme, I’ve been impressed by how all parts of North West have seized this once in a lifetime opportunity.

I’d like to thank all those organisations across the North West who’ve worked tirelessly to bring projects to life, to engage the region with passion and enthusiasm, and to build a lasting legacy.

A fi nal message: we must continue to use the Games as an inspiration and as something which we can all be proud of. This moment in time should be the start of something new rather than the end of an era. Everyone involved, and in particular the Games Makers, showed us this, so our challenge is: how are you going to use the spirit of the Games to inspire change and make a difference by taking part or helping others to Join In?

We began this journey over seven years ago with the message ‘Be Inspired’, in the face of some initial cynicism. However, I’m now proud to say that the region was fully engaged in London 2012 and has reaped huge benefi ts. As Sir Philip Craven, IPC President, said in his Paralympics closing ceremony speech, “these were not just London’s Games but, thanks to Charles Allen‘s Nations and Regions Group, those of the entire United Kingdom”.

This publication highlights some of the work that’s been going on across the North West during our journey together and gives a fl avour of a how the Games touched the lives of millions. It demonstrates the increasing participation in sport, the organisations that have benefi ted and fl ourished, the cultural talents that have been developed and the lives that have been changed as a result of this once in a generation project.

From the transformational impact of the Torch Relay; the millions of people taking part in Inspire mark projects; the countries from all corners of the globe training in Olympic and Paralympic Training Camps; to the hundreds of thousands enjoying Olympic Football events at Old Trafford; the response from the people of the North West has been truly staggering.

The Nations and Regions Group planned to create a legacy from the outset for the fi rst time in an Olympic and Paralympic Games. I believe the evidence in this publication demonstrates we’ve established that legacy already. The achievements of our partners in the North West are impressive and disprove any misguided notion that major events don’t translate inspiration into impact.

However, and it is an important ‘however’, a reminder of my words when we launched our Regional Legacy Framework in 2007: the journey does not fi nish in 2012. To create a lasting legacy we need to plan for the long term to use the Games as a catalyst for change. The Games were an inspiration; a fantastic platform has been built and now we must all ensure that we continue to build on that momentum. With the right kind of on-going support from all quarters I feel confi dent this will be achieved.

Finally, I’d like to thank all of those organisations and partners featured in this publication who’ve made it Everyone’s Games here in the North West. You’ve enabled us to exceed all our expectations and to provide unforgettable experiences that will live in the memory for years to come.

Since 2005 the North West Steering Group for the 2012

Games has been responsible for helping our region to

maximise the long term benefi ts from the London 2012

Olympic and Paralympic Games.

From the start, we were determined to make sure that the 2012 Games were not just about London and could deliver meaningful and lasting benefi ts for communities’ throughout the North West. We wanted to deliver activity across a diverse range of programmes - from sport, to culture, education, business and volunteering - to provide opportunities for people to get involved and benefi t whatever their background or interest.

The group’s purpose refl ected the wider role of the London 2012 Nations and Regions Group:

1. To provide strategic leadership for the region in delivering a legacy from the 2012 Games in the North West

2. To represent the voice of the region by providing a way for the London Organising Committee for the Olympic and Paralympic Games (LOCOG) and UK Government to communicate and engage with the North West

3. To maximise the opportunities for people in our region to feel part of the 2012 Games, as participants, supporters, contributors and benefi ciaries

4. To work with resilience and operational partners to make sure our region was ready in the build-up to London 2012.

‘Be Inspired’, the North West Legacy Framework for the 2012 Games, was published in May 2007 and was updated in the publication ‘Everyone’s 2012’ published in July 2009. This outlined our vision for London 2012, which was for the North West to:

Six North West facilities were funded under the Iconic Facilities Programme including:

• Knowsley Leisure & Culture Park (£0.5m)

• Orford Jubilee Park in Warrington which was opened by Her Majesty The Queen in May 2012 (£2m)

• £0.75m towards the development of FC United’s new stadium

• In July 2011, the new National Indoor BMX Centre was opened. With the existing Manchester Velodrome, the new £24 million complex forms the National Cycling Centre and includes the 2,000 seat capacity BMX arena and British Cycling HQ

Overall lottery investment through Places People Play in the North West to the end of July 2012 was £13.17 million.

Over 11,500 young people in the North West aged 14-25 got into sport through the Sportivate scheme. Sportivate helps keep people involved in sport, increases participation levels among young people, reduces the number of people who do no sport at all, and contributes to an increase in club membership.

Over 2,000 people were inspired by London 2012 to become a Sport Maker, helping more people get involved in sport.

More than 20,000 people in the North West took on their own sporting challenge for charity through the Gold Challenge initiative (over 1/3 of the total registrations across England).

By July 2012, 107 capital projects in the North West had received lottery investment through Places People Play. 84 projects benefi ted from the Inspired Facilities Grant Funding, whilst 17 projects benefi tted through the Protecting Playing Fields fund, either improving existing facilities or creating new playing fi elds.

Places People Play More people in the North West than ever before are playing sport. According to Sport England’s Active People Survey, 2,019,100 people play sport every week in our region - up from 1,859,100 in 2005.

Under the leadership of Sport England and the County Sport Partnerships our aim was for the North West to play an active role in helping to create a world-leading community sports system to ensure that:

• A substantial and growing number of people from across the community play sport

• Talented people from all backgrounds are identifi ed early, nurtured and given the opportunity to progress to elite level

• Everyone who plays sport has a quality experience and is able to fulfi l their potential

There are 197* sporting and health projects across the North West recognised by the London 2012 Inspire programme, the highest number in the UK. It’s estimated that over 616,000** people took part in sporting Inspire projects. These projects are increasing participation in sport according to a survey*** of more than 850 participants. The study shows that people are around 10% more likely to take part in sport at least once a week after taking part.

• Wythenshawe Games, Manchester – school and community sports programme for local residents aged three to 93. Seven new clubs were established; 26 sports clubs supported delivery of programmes and sustainability beyond the Games; 400 people volunteered to help; 4,624 took part in sports activity and competitions; and 5,105 people participated in cultural programmes.

• Active Sports, Sefton Council - a number of initiatives linked to sports participation, identifying talent, and coach and volunteer development. Over 33,000 people accessed the programme against a target of 17,000, equating to more than 250,000 visits.

• Swim to the Games, Stockport – a year before the Games, 10 adult non-swimmers from Stockport, many with a fear of water, took on the challenge to learn to swim and collectively swim the 203 miles (327km) between Grand Central Pools in Stockport and the Olympic Aquatics Centre. The group achieved their target on 26th July 2012 and got to swim in the Aquatics Centre before the Games.

School Games

Join In

Elite Sport

Over 2,000 schools signed up to the School Games

by May 2012, a Government initiative designed

to enable every school and child to take part in

competitive sport.

Between November 2011 and March 2013, seven county festivals will have been delivered across the region, including both winter and summer festivals. Over 69 sports will have been offered with more than 9,000 young people competing at county School Games Festivals.

The North West played an active role in supporting

British athletes through the UK Sport World Class Events

programme. Seven TeamGB and ParalympicsGB squads

were based in our region in the build-up to the Games.

Over 125 TeamGB and ParalympicsGB athletes either come from the North West or are based here. For example, Park Road Gymnastics Club in Liverpool is home to four of the fi ve members of the London 2012 TeamGB Women’s Gymnastics squad.

North West athletes won more than 60 medals at the Olympic and Paralympic Games. This represents at least a third of all the medals won by TeamGB and ParalympicsGB at London 2012.

Join In weekend on 18th and 19th August 2012 aimed to capture the inspiration created by London 2012 and attract more people into sport. Over 500 events were organised across the North West.

Of these, 17 nations sent Olympic athletes and four sent Paralympic athletes, equating to 48 Olympic teams and 28 Paralympic teams in 30 different sports. Over 60 Pre Games Training Camps took place between 2009-2012, equating to around 7,000 nights in hotels.

Seven TeamGB and ParalympicsGB squads were also based in the North West in the build-up to the Games.

Ours was the fi rst region to deliver any London 2012 Pre-Games Training Camps with the Australia and Fiji and Palau Swimming Teams training in Manchester and Liverpool ahead of the 2009 FINA World Swimming Championships in Rome. We also hosted the fi rst LOCOG Financial Award-funded PGTCs in July 2011 with the arrival of the Nauru Boxers in Kendal.

In July 2012, Manchester hosted the USA Basketball Teams as they took on Great Britain in a pre-Olympic exhibition game. The men’s game was the fastest selling and the highest attended basketball game in the UK with an attendance of 16,979. The women’s game set a record for the highest attended women’s game outside London 2012, with an attendance of 5,768. A community engagement programme was set up meaning 3,223 people got to attend the women’s game for free.

The Oceania agreement is unique in having 15 National Olympic Committees under one agreement:

• The LOCOG Financial Award provided funding of over £248,000 for 40 camps, 34 different teams and 74 athletes and offi cials to prepare for the Games in the North West.

• In Preston, athletes attended schools events reaching over 3,000 young people, including the Preston Secondary School Games attended by 1,400 young people with a commitment to continue in 2013 and beyond

• Seeing Oceania athletes integrating with local clubs offered a unique opportunity to inspire young people involved in those clubs

• A Beach Volleyball court was built at Manchester Metropolitan University (MMU) Cheshire campus to support the Vanuatu Team and is now home to new University and Community Beach Volleyball Clubs

Inspire mark project The Reporters’ Academy (TRA) is a not for profi t sports media production company. It makes a difference to young people’s lives through sports journalism opportunities. As partners to the Oceania PGTC agreement, they produced more than 40 fi lms documenting social, cultural and sporting stories. They secured media accreditation on behalf of fi ve Pacifi c nations during the Games with signifi cant reach, including:

• A third of the population in urban areas in Papua New Guinea, Solomon Islands, Vanuatu, Fiji and Samoa heard daily radio shows on ABC Pacifi c Beat

• Oceania coverage facilitated into mainstream UK media reaching an audience of 2.7m.

• PGTC documentary footage was broadcast in 120 countries as part of a weekly Countdown to London TV show

• ABC Grandstand Sport broadcast TRA Oceania footage, reaching 34 million homes across 44 Asia Pacifi c countries

Some of TRA’s many achievements include:

• 154 young people took part and got industry standard training

• 96% went on to FE, HE or full-time employment

• A second hub in Melbourne was established in 2011, the start of an on-going legacy and relationship with the Pacifi c region

• Over 26,000 voluntary hours were worked by young people

Our aspiration was to develop fi tter and more competitive companies in the North West to be achieved through: • Getting 3,000 companies to register on CompeteFor between 2008 and 2012

• Business Link North West providing intensive assistance to 2,000 businesses

• 100 businesses winning 2012 (direct and indirect) contracts

• Organising 50 regional business support events attended by 400 businesses

9,257 North West companies registered on CompeteFor with 4,500 companies ‘business ready’ for the Games.

At least 620 London 2012-related contracts were won by North West businesses generating £220 million. These fi gures don’t include Pre Games Training Camps, Torch Relay, Olympic Football, or the supply chain of companies who have won London 2012 contracts so the true scale of the economic impact is considerably larger

£1.9 million was invested by the Northwest Development Agency into the North West Business Network, incorporating the business event support programme CompeteFor and other supporting activity such as the North West Suppliers Directory for Major Sporting Events. This played an important role in leveraging over £220 million of Olympic contract wins - a return on investment of over 100 to 1.

One of the most high profi le success stories is Watson Steel in Bolton. Watson Steel fabricated and supplied the steelwork for the Olympic Stadium which famously became the origins

of London 2012 mascots Wenlock and Mandeville in the story by Michael Morpurgo. The mascots were launched in Bolton in May 2010.

Figures from Oxford Economics show signifi cant benefi ts for the North West from Olympic Delivery Authority spend, with an estimated total GVA of £420 million and over 12,000 job years of employment.

North West businesses were supported to compete in a global marketplace. A Directory of Specialist Suppliers to Major Sport Events was developed which includes 75 North West businesses with a proven track record of supplying major sport events. As of October 2012 there were at least nine North West contract wins to supply the 2014 Glasgow Commonwealth Games totalling over £9.7 million. North West companies are also supplying the 2014 Winter Games in Sochi, Russia. Companies such as Andrews Bowen from Singleton who provided the surfacing for the equestrian arena at Greenwich Park and Tensar from Blackburn who provided ground remediation works have gone on to win contracts in other major international events.

There were over 2,000 referrals to Business Link North West for advice until their downsizing and fi nal closure in 2011; most were for medium to intensive level assistance.

The North West 2012 Business Network organised 90 regional business events from 2008-2012, attended by over 3,927 businesses.

The tools put in place by CompeteFor and the British Business Club helped businesses look for wider opportunities to win new contracts. The Games gave businesses opportunities to showcase their products and services, to fi nd new trading partners, enter new markets and compete for contracts to deliver the Games.

Other Economic OutcomesMajor Events

From 2007 to July 2011 nearly a quarter of UK Sport’s World Class Events Programme (20 major events) took place in the North West with an average economic impact per event of £1.24m (the target was £1m per event). The total economic impact was £24.76m.

Cultural Olympiad

There were 67,000 visitors to the region over four years through WE PLAY, the North West’s Legacy Trust UK funded programme, generating an estimated £10.5 million visitor spend. From 2009-2011, Lakes Alive attracted an audience of more than 225,000 with new spend in the local economy of more than £3m each year.

The Torch Relay is projected to have generated a signifi cant economic boost for the region. For example, in Liverpool, based on comparable events, approximately £2.15m of new spend was generated by the 125,000 people that lined the streets or came to the Evening Celebration at Pierhead.

Olympic Football

It’s estimated that Olympic Football at Old Trafford was worth £23 million to the local economy.

Pre-Games Training Camps

The Australia Swimming Team agreement to train in Man-chester before the 2009 World Swimming Championships, London 2012 and 2014 Commonwealth Games is projected to generate at least £1m for the local economy over the lifetime of the agreement. Initial analysis shows that the 550 athletes in Manchester Training Camps during 2012 amount-ed to 3,000 hotel bed nights. It’s estimated this will generate over £1.2m of inward investment into Manchester.

It’s diffi cult to assess the full economic impact of the Games, especially when the tourism benefi ts are ex-pected to be realised in the coming years and much of the business contract information is not in the public domain. However, it’s clear through what we do know that the region’s economy has benefi tted by at least £280 million.

Cultural Olympiad

Our four year programme included:

• WE PLAY - the North West’s Cultural Legacy programme of three annual programmes over four years: Abandon Normal Devices (AND) Festival, Blaze and Lakes Alive

• 49 cultural projects were awarded the Inspire mark: a mix of new commissions and curated local and regional events inspired by London 2012

• Three large-scale Olympic Torch Relay celebrations: Looping the Loop, The Moment When and On the Nightshift

• Opening and Closing Celebrations in 2012: Global Rainbow launch event and closing celebration WE PLAY Expo, co-produced by WE PLAY and Preston Guild 2012. The Expo included eight new commissions: Blaze Festival, Handprint 2012, emoto, Trade Secrets, The Humble Market, Moments that Matter, On the Nightshift and Why We Play

• Major projects developed and managed by national cultural agencies and LOCOG, including Arts Council led programmes, Artist Taking the Lead which commissioned Anthony McCall’s Column, Stories of the World, Global Threads Exhibition, Unlimited Commissions The Ugly Spirit and Inspired, and the Legacy Trust UK programme, somewhereto_

The aim was to create a four year cultural programme unique to our region and to London 2012. The Cultural Olympiad in the North West set out to:

• Respond creatively and critically to the Games

• Make a distinctive contribution to the Cultural Olympiad

• Achieve more collaboration, innovation and participation

• Develop new audiences and new audience experiences

• Create new models for production, presentation and engagement

• Build sustainability

London 2012 helped the Cultural Olympiad achieve far more than might have been achieved for other cultural programmes and generated new opportunities for the arts and cultural sector. In our region the results included:

• 6,000 events and activities, including 872 public events in more than 300 locations

• £13 million funding generated to deliver the Cultural Olympiad in the North West.

• Over 3 million people took part in or came to see the programme over four years

• 312 new commissions and 837 new partnerships were forged

• Over three quarters of WE PLAY audiences were from local communities and more than 840,000 local people took part

• 126 awards were won, including a Palm D’Or Award at Cannes for Abandon Normal Devices

• 4,348 artists were involved in the programme over four years; 700 of the 2,300 artists involved in WE PLAY were from the North West

• Important co-productions were established with other major events including Vancouver 2010, Preston Guild 2012 and Derry-Londonderry City of Culture 2013

The UK’s fi nale for the Cultural Olympiad was the London 2012 Festival. Over 30 world class events in our region were part of the Festival which ran from 21 June – 9 September 2012, and 15 of them were developed through WE PLAY, including:

• Lakes Alive produced one of the four opening events

• AND developed three new commissions and presented the IOC new media art collection

• Blaze programmed Bandstand Marathon, the UK’s closing event

• The two online commissions, Handprint 2012 and emoto, became physical installations for the Festival

• Other highlights included the exhibitions, We Face Forward: Art in West Africa Today in Manchester which has seen over 100,000 visitors to its exhibitions at Manchester Galleries, and Niet Normaal: Difference on Display in Liverpool which celebrated the region’s reputation for internationalism.

Young People and Education

London 2012 Get Set Education Programme

3,009 schools in the North West registered on Get Set. This equates to 85% of schools in our region - the second highest number of schools in any nation or region.

2,237 (63%) of schools in the North West were accepted into the Get Set Network, the third highest number in any nation or region.

1,800 organisations in the North West got tickets to the Games through the London 2012 Ticketshare scheme. The scheme was extended for two Olympic Football matches at Old Trafford so several thousand more young people could experience the Olympic Games fi rst hand.

Oldham and Blackpool had the highest percentage of schools registered on the Get Set Network. Blackpool is the only local authority outside London, and one of only four in the UK, to have every school signed up.

36 Get Set schools across the North West were awarded grant funding through the Plan Your 2012 initiative. Schools got a grant of up to £8,800 each to develop and deliver local activity using London 2012 to drive local educational agendas, deliver school-led improvement and get more schools to sign up to the Get Set Network.

World Sport Day was a major feature of the 2012 year experience for schools, kicking off National School Sport Week.

Four Greater Manchester Schools were offi cial Flagbearers and Player Escorts for the Olympic Football at Old Trafford.

At least 15 North West schools were part of the Guard of Honour to welcome Olympic Teams to the Opening Ceremony.

National evaluation shows the positive effect of Get Set for both pupils and teachers. The most commonly reported impact on pupils was raising aspirations (83% positive impact), 78% reported a positive impact on self-confi dence/self-esteem while 75% were more engaged in learning.

The overall aim was to use London 2012 to inspire more young people to become active citizens in their communities.

Higher and Further Education (HE / FE)

• Edge Hill University, MMU and UCLan were involved in the Oceania PGTC partnership, supporting the development of a sport education framework in the Pacifi c region. Their contribution was recognised at the Podium Awards where the partnership was runner up in the prestigious Coubertin Olympic Vision Award.

• Inspire projects were developed by a number of HE and FE institutions

• Strong involvement in the evaluation of London 2012 programmes including The University of Manchester evaluating WE PLAY and The University of Liverpool involved in the national evaluation of the Cultural Olympiad

• A number of FE Colleges have helped to deliver the Personal Best pre-employment programme which won Gold as Most Invaluable Volunteering Project at the Podium Awards

• The Balloons Project was the fi rst student led Inspire project in the UK and a Gold Award winner at the National Podium Awards for Successful Student Led Activity; Ben Brown (Project Founder) was a Torchbearer and was awarded The Human Spirit Award by Sir Paul McCartney (2012)

Games Makers

There were nearly 10,000 Games Maker applications from across the North West. A Regional Games Maker Selection Event was held at the Lowry in Salford in 2011, supported by over 200 Selection Event Volunteers who were recruited locally and Games Maker applicants were directed to opportunities in their area.

Ambassadors

The Manchester Ambassador Programme recruited 580 volun-teers to provide support and information for visitors to Greater Manchester throughout the Games. Ambassadors also supported Olympic Torch Relay events, the Paralympic Flame Celebration Event at the Manchester Live Site, and 220 Am-

bassadors helped at Pre-Games Training Camps in Manchester. 130 Ambassadors got a City & Guilds qualifi cation in Customer Care and a programme of events has already been established post-Games.

Personal Best

Personal Best won Gold for Invaluable Volunteering Project at the 2012 Podium Awards. 477 learners took part in the programme with Sport 4 Life between April 2010 and March 2012. 348 achieved a qualifi cation and 17 successfully applied to be Games Makers.

VolunteeringOur aspirations for volunteering were to use London 2012 as a catalyst to:

• Help strengthen our region’s volunteering infrastructure

• Encourage more people to volunteer and become active citizens

• Improve pathways into employment and further education

Volunteering Inspire Projects

38 volunteering projects in our region were awarded the Inspire mark.

The Manchester Volunteer Sport Bureau (MVSB) identifi es, trains and deploys volunteers to support sport and physical activity across Manchester. The Bureau recruits people from all backgrounds, developing their skills and signposting them to oppor-tunities at sports events, clubs, local communities and schools. The MSVB attracted 3,300 volunteers across Manchester from 2010-2012, delivering 14,300 voluntary hours in sporting clubs, events, community activities and education.

NHS 2012 Physical Activity Challenge

The NHS 2012 Physical Activity Challenge is a national programme started in the North West to use the Games to in-spire NHS employees to take part in sport or physical activity. The North West has the one of the most active programmes in the country with 51 NHS organisations taking part (19 achieved the Inspire mark). It’s estimated that up to 8,000 staff got involved.

A survey of participating NHS organisations found that over 70% have more than 50 staff taking part in the programme and nearly 90% are committed to continuing programmes for staff in the future as well as supporting other ways of encour-aging an active workforce.

Health and WellbeingThe four key priorities we identifi ed were to:

• Get 262,200 North West adults more active by 2012 (part of the Central Government Legacy Action Plan target of two million nationally)

• Narrow the gap in health inequalities by making sure the whole North West health system promotes physical activity

• Promote physical activity and sport for 2012 through health and wellbeing in the workplace in NHS Primary Care Trusts

• Inspire the next generation to choose an active and healthy lifestyle

• Paddlers for Life, Cumbria - encouraging participation, especially for women, to highlight the physical and emotional benefi ts of taking part when recovering from treatment of breast cancer. The project was chosen to represent Inspire projects from across England on The One Show. Paddlers for Life also escorted the Olympic Torch into Bowness on its journey across Lake Windermere on 21 June 2012 - a truly inspirational experience for everyone there.

• On Track – offers sport and physical activity opportunities to patients as a means of emotional and physical rehabilitation. The project started at Clatterbridge Centre for Oncology and is being rolled out nationally.

• Let’s Play Baby, Greater Manchester – a resource promoting physical development from the earliest age, giving young children the best introduction to the FUNdamentals of movement.

The Inspire ProgrammeSome of the many regional highlights included:

• Sporting projects created in the North West being rolled out nationally, e.g. Firefi t, which was also case studied by the International Olympic Committee as an example of good practice

• Personal Best and The Balloons Project were Podium Award winners, recognising the achievements of Inspire projects in higher and further education

• North West Inspire projects were involved in all aspects of the Olympic Torch Relay; in total 27 projects took part and participants from seven projects carried the Olympic Torch

• Six projects were showcased at the Manchester Live Site as part of UK Inspire Day, helping to make two million people more aware of Inspire across the country

• 97 projects (of 644 nationally) had their own plaque in an Inspire Legacy Wall in the Copper Box in the Olympic Park in London

A survey* of more than 850 participants shows that people are more likely to take part in sport and the arts at least once a week after going on the Inspire programme (sport before Inspire = 67.8%, after = 78.7%), (arts before = 24.7%, after = 30.6%). The results of taking part include making more friends (+65.80%), feeling healthier/fi tter (+65.4%), having a go at a new sport (+63.4%), interest in the Olympics (+61.7%), feeling self-confi dent (+60.2%) and community involvement (+59.4).

The London 2012 Inspire programme is an Olympic and Paralympic fi rst; no other Games has offered this unique opportunity for non-commercial organisations to be directly associated with the Games.

The ambition in the North West was to deliver a legacy and to showcase best practice. Our main focus was to make sure our legacy programme had a lasting impact across the whole region and spanned all of the themes and values of London 2012.

A national survey of Inspire Project Managers by LOCOG reveals that 78% of projects will continue after the Games and 9 out of 10 project leaders say they’ve been inspired to run similar projects in the future.

Our region has highest number of Inspire projects outside London and the highest number of sporting and health projects in the UK. There are 336 projects in total (Cheshire 35, Cumbria 25, Greater Manchester 109, Lancashire 44, Merseyside 57, Regional 12 and National 51). 1,750,000 people are estimated to have taken part and approximately £22 million of investment was secured from non-commercial funding sources.

Olympic Torch RelayThe Olympic Torch Relay achieved all of our original aims and more in terms of how many people took part. Our original aspirations were:

• For the Torch to visit Cheshire, Cumbria, Greater Manchester, Lancashire and Merseyside

• For the route and community activity programme to refl ect the diversity of our region’s population

• To showcase 2012 inspired activity from across the North West, e.g. Inspire projects, Cultural Olympiad, Get Set, Training Camps

• For the Torch to spend a minimum of fi ve days here

• To align the Torch Relay with key strategic priorities in the region where possible, for example tourism marketing

Over 1.27m people lined the streets when the Torch passed through our region in May and June 2012. This equates to nearly 20% of the population and is even more impressive given some of the poor weather we ran into at times!

All fi ve sub regions were on the route, including 37 local authorities, and the Torch was in the North West for nine days.

The region hosted seven Evening Celebration events in Chester, Bolton, Liverpool, Carlisle, Bowness-on-Windermere, Blackpool and Manchester. 90 communities were on the route, so the Flame passed within ten miles of 95% of our region’s population.

The programme of events around the Relay was wide-reaching and helped make sure that the route was well lined. We showcased North West London 2012 programmes including Inspire projects, Get Set schools, Training Camps and Cultural Olympiad projects. For example, 27 Inspire projects were involved in the celebrations.

Highlights include setting the world record for human Olympic rings on Crosby beach where 6,000 children came together to celebrate the Torch Relay; high profi le Torchbearers like Sir Bobby Charlton who carried the fl ame at Old Trafford, getting signifi cant media coverage; Harry and Aliona from Strictly Come Dancing at Blackpool Tower Ballroom; the iconic imagery of Liverpool Pierhead World Heritage Site; a fl otilla of 100 boats accompanying the Flame across Lake Windermere; rural communities such as Brough in Cumbria and Garstang in Lancashire where almost every resident came out to welcome the Torch; and the Flame featuring in two weddings in the same day!

There were 895 Torchbearers in our region. Since carrying the Flame, they’ve been a true inspiration and have considerably increased the number people touched by the Torch Relay long after the Flame left the North West. There are countless examples of hard working Torchbearers visiting schools and community groups and raising funds for charity.

The Olympic Torch Relay was undoubtedly a watershed moment, changing perceptions about the Games for the better and bringing the Games to life for communities around the region.

Paralympic Flame CelebrationsThe English Paralympic Flame was created at the summit of Scafell Pike in Cumbria. A group of local disabled and non-disabled Scouts climbed Scafell Pike and at the top used the traditional technique of rubbing fl int together to create sparks and kindle a fl ame.Six Paralympic Flame Celebrations were held in:

• Cheshire West and Chester – Ellesmere Port, Northwich, Chester and Winsford

• Manchester

• Kirkby Sports College, Knowsley

• Greenbank Sports Academy, Liverpool

• Crosby Lakeside Adventure Centre, Sefton

• Preston

The Cheshire West Flame toured much of the area, particularly places not on the Olympic Torch Relay route. In Ellesmere Port a Paralympic Flame Procession included 30 Flame Ambassadors chosen through a public nomination process based on how they achieved their personal best. It was estimated that 2,000-3,000 people lined the procession route with at least 1,500 people attending the West Cheshire College campus for the main Celebration Event.

The Cheshire West Flame also visited the Northwich Festival where around 500 people came to the display gazebo and the National Waterways Museum to have their photo taken with the Flame. Despite bad weather, an estimated 2,000 people saw the Flame at Chester Zoo on the Bank Holiday Monday where the Flame also toured the animal enclosures.

Olympic Football at Old Trafford

The Ambassador Volunteer Programme attracted 580 people who gave up their time to become Olympic Ambassadors to help many thousands of visitors.

Thousands of tickets were distributed to young people and sports fans in Greater Manchester and across the North West as part of the London 2012 Ticketshare programme.

Infrastructure improvements were made to the last mile area around the stadium and at the offi cial training venues, Partington Sports Village and Manchester Grammar School.

It’s estimated that the Olympic Football has generated around a £23m boost to the city. Last mile improvements and traffi c management alone secured an investment of around £470,000.

Live Sites Another sign of how people in our region fully engaged during the Games is the number of people who came to watch on the big screens at Live Sites. At the Exchange Square Live Site in Manchester people came in their droves to watch the Olympic and Paralympic Games with over 570,000 people visiting the site:

• 365,000 people watched the Olympic Games (19,000 per day)

• 205,000 people watched the Paralympic Games (17,000 per day)

Manchester City Council, in partnership with national sports governing bodies such as Badminton, British Triathlon, British Cycling and UK Athletics, organised a full programme of sports activities giving people the chance to try their hand at new sports. The programme was supported by volunteer Ambassadors who gave 600 hours of their time to help.

Over 370,000 people from across the UK and beyond enjoyed London 2012 Olympic Football at Old Trafford. The stadium hosted nine matches, including TeamGB’s highly anticipated fi rst match and both the men’s and women’s semi-fi nals.

Engaging the North WestWe wanted to get as many people as possible involved in the Games in our region and to keep everyone informed, so the North West 2012 team organised a range of activities and initiatives including:

• Five annual 2012 conferences from 2007-2011 bringing together over 250 stakeholders each year to fi nd out about the latest London 2012 developments and opportunities in our region.

• Hosting over 30 visits from LOCOG Executives like Seb Coe and Jonathan Edwards and Government Ministers showcasing our London 2012 programmes and best practice – these were particularly important in building momentum in the years after winning the bid

• London 2012 Roadshows in 2006 and 2007 with events in Preston, Chester and in Manchester, linked to the 2007 Euro Nations Hockey Championships.

• The Beijing Handover - UK Olympic Games Handover fl ags were given to Local Authorities for events across the region, including Sir Chris Bonnington taking the fl ag to the top of England’s highest peak, Scafell Pike. The Paralympic Handover focussed on schools and coincided with the launch of the London 2012 Get Set education programme. Over 200 schools in our region were involved in celebrating the Handover.

• From 2008-2011 Open Weekend gave organisations a way to link their activity to London 2012 on the annual countdown to the start of the Games. Over 40 cultural events took place across the region in 2008 to launch the Cultural Olympiad and in total there were over 340 events for Open Weekends between 2008 and 2011.

• International Paralympic Day – in September 2011 the Manchester Velodrome hosted a disability sport taster day for local school children with activity led by Inspire projects WDP Wizards Wheelchair Basketball, Premier League 4 Sport judo club from Manchester City Football Club and Halton Table Tennis Club.

• Local Leaders was launched in April 2012 involving a number of Sefton Inspire projects. As of July 2012, over 850 Local Leaders from our region had signed up to lead activity celebrating the Games.

• The North West Be Inspired Finale – over 700 people came to our ‘thank you’ event in September 2012 at the WE PLAY Expo, the North West’s closing celebrations for London 2012. To recognise their contribution, we invited everyone who’d been involved in the Games in our region, including Torchbearers, artists, Games Makers and Ambassadors, PGTC hosts and teachers.

• The North West for 2012 website for the Games-time period (www.nwfor2012.com) was launched in March 2012 to showcase the best of London 2012 in the region, and promote the broad calendar of events. It also gave people a way to share their 2012 experiences through WE PLAY Challenge, a region-wide campaign designed to reach and engage as many people as possible. The site had 78,522 unique visitors and 207,631 page views with spikes in traffi c around the Olympic Torch Relay in May and June, during the Olympic Games, the Paralympic Flame Celebrations and the WE PLAY Expo.

• We provided information and images and regularly gave interviews to the media. We set out to make sure that London 2012 wasn’t all about London and wasn’t just about 2012.

When we talk about legacy in the context of London 2012, we mean creating lasting benefi ts before, during and after the Games. In the North West, a signifi cant legacy has already been created, and the work we’ve all done has helped to build solid foundations for further benefi ts beyond 2012 for people in our region.

You don’t have to look far to fi nd examples of those lasting benefi ts – some of them are being enjoyed by people across the North West right now. And we can already see others starting to take shape for future generations.

Governance:

• We’ve built new partnerships and strengthened existing ones that will go on long beyond the Games, using London 2012 as the catalyst

• We have a better understanding of the value of hosting major events and how to get the most out of them for everyone – from businesses to local communities

Economic benefi ts:

• Businesses have used their London 2012 success to win work from other major events across the world

• The proposed continuation of CompeteFor as the supply chain to transform the Queen Elizabeth Olympic Park, and by other public sector buying organisations such as Crossrail, as part of their procurement process

• Projected economic benefi ts for the tourism industry through the GREAT campaign and promotional activity associated with the Games

Sporting wins:

• More people are playing sport in 2012 than in 2005 when the bid was won and there’s evidence that sporting Inspire projects have increased participation

• Funded programmes in place through Places People Play until 2014 will help to ensure that the inspirational effect of London 2012 can be harnessed for sport

• The on-going legacy of investment into the sporting infrastructure in the region benefi ts the Olympians and Paralympians of today and tomorrow

• Charities across the UK have benefi tted through the 20,000+ people in the region inspired to take part in the Gold Challenge

• There’s an improved profi le and recognition of the value of sport in many areas of the region which is invaluable to support on- going investment in sport from the public sector

Pre-Games Training Camps:

• Continued partnerships with Australia Swimming and the 15 Pacifi c Nations in Oceania through to Glasgow 2014, and most likely beyond in the case of Oceania, where partners are looking into setting up a Foundation to develop the partnership

Cultural Olympiad:

• The programmes under WE PLAY are just some of many examples of the legacy beyond the four year Cultural Olympiad:

- Blaze has the resources to develop a strategy for making the Blaze Festival in Preston an annual event and turning its young producers network into a Community Interest Company

- Abandon Normal Devices has secured further funding from Legacy Trust UK to take it through 2013 and develop its operations and festival

- Lakes Alive successfully applied to become an Arts Council England National Portfolio Organisation and now has secure funding from 2013 - 2015

Inspire:

• Evidence from participants shows lots of positive outcomes from Inspire projects that have created strong, lasting social benefi ts

• All projects can continue to make the most of their link to London 2012 by using the Inspire logo until December 2013

• Many projects used the Games to support their long-term sustainability and will continue to be delivered

Young People and Education:

• Huge numbers of young people involved in the Get Set programme in our region have reported increased aspirations and self-confi dence and are more engaged in learning

Volunteering:

• Many Games Makers and Ambassadors in our region have been inspired to continue volunteering in their local communities

• The volunteer databases created by local authorities for the Torch Relay will help them to deliver other local events in the future

Torch Relays:

• For many people in the region the Olympic Torch Relay was a truly memorable moment where they felt part of London 2012 and an enormous sense of local pride

• Agencies gained confi dence and ambition that they can deliver major high profi le events successfully

• Torchbearers continue to spread inspiration in schools and local communities long after the Relay, and many have been inspired themselves to raise funds for charity

Health:

• NHS staff are more active through the NHS Sport and Physical Activity Challenge, a programme that will continue after the Games

Olympic Football:

• Physical infrastructure improvements have been made in the ‘last mile’ around Old Trafford

• 580 Ambassador Volunteers were recruited for the Games and many are committed to carry on volunteering locally. In Trafford, the Council have used this as a catalyst to re-launch their volunteering campaign.

• The multi-agency partnership working that made the Olympic Football such a success. This also includes reputational benefi ts for those involved highlighting the skills to deliver a successful event.

These are all very real benefi ts for our region, but the most intangible legacy of all is the millions of individuals that have been touched and inspired by London 2012. Anyone lucky enough to have experienced a ‘moment that mattered’ will understand that in years to come it won’t just be future Olympians and Paralympians saying they were inspired by London 2012 to achieve their personal best.

These impacts and legacies were achieved in large part through the work of the London 2012 Nations and Regions Group, the North West Steering Group for the 2012 Games and other organisations across the North West who recognised that London 2012 offered a once in a lifetime opportunity that could not be missed.
