History. This is a major revision. Portions affected by this revision are listed in the summary of change. Summary. This regulation covers access to and utilization of Fort Hood maneuver and live-fire training areas for recreational purposes. Applicability. This regulation applies to units and activities, organizations, and individuals accessing the Fort Hood training areas for recreational purposes. Penalties for violations of this regulation apply to military and civilian personnel, and include the full range of statutory and regulatory sanctions, including criminal prosecution under the Uniform Code of Military

Justice (UCMJ) for personnel subject to its provisions or according to applicable sections of the United States Code (USC). Supplementation. Supplementation of this regulation is prohibited without prior approval of the Directorate of Plans, Training, Mobilization and Security (DPTMS), Range Operations. Suggested Improvements. The proponent of this regulation is the Fort Hood Range Operations. Chapter 1 Overview 1-1. Purpose This regulation establishes III Corps and Fort Hood policy, procedures, responsibilities, and user liability related to the recreational, nonmilitary use of all Fort Hood a. Maneuver Training Areas, referred to as Training Areas (TA).

b. Live-fire training areas (LFTA). c. Unimproved Cantonment (UIC) and natural areas.

1-2. References Required and related publications and prescribed and referenced forms are listed in appendix A. 1-3. Abbreviations and terms Abbreviations and terms used in this regulation are explained in the glossary. 1-4. Area Access a. The Directorate of Family and Morale, Welfare, and Recreation (DFMWR), Sportsmen’s Center has the mission of controlling authorized recreational access into non-live fire training areas within the boundaries of Fort Hood (see appendix B for free access roads and appendix C for free access fishing areas). b. The Area Access Control Center (AACC), which carries out this mission, is located in building 1937, and manages the Area Access program. The Area Access Control Center hours of operation are: (1) Monday-Friday, 0800-1800 (2) Saturday and Sunday, 0700-1800 (3) Holidays, 0700-1500 (4) Fourth of July, Closed (5) Thanksgiving Day, Closed (6) Christmas Eve and Christmas Day, Closed (7) New Years Eve and New Years Day, Closed (8) On Monday, Tuesday, and Wednesday during off-season months of January, February, March, June, and July, the AACC is open from 0800-1500. The hours on the remaining days will be the same. Any changes to these operating hours will be posted at the Sportsmen’s Center, building 1937, prior to implementation. 1-5. Responsibilities

a. The Installation Range Officer, Range Operations releases available TA and LFTA to the AACC for recreational activities.

b. DFMWR, Sportsmen’s Center provides the facilities and personnel required to issue Area Access permits and approve access for authorized recreational activities conducted within the training areas. DFMWR publishes the Annual Hunting, Fishing and Area Access Guide, providing annual addendums in policy and procedural processes.

c. Directorate of Public Works (DPW) ensures the placement and maintenance of access restriction signs.

d. The Directorate of Emergency Services (DES) responds to known or suspected violations and emergency situations within all Fort Hood training areas and Belton Lake Outdoor Recreation Area (BLORA), and parts of Belton Lake. The DES, Game Warden Branch enforces laws and regulations pertaining to: (1) Natural resource conservation and protection: (a) Hunting. (b) Fishing. (c) Non-game wildlife and endangered species. (d) Invasive species. (2) Cultural resource conservation and protection: (a) Archeological. (b) Paleontological. (c) Historic and pre-historic locations. (3) Water safety. (4) Emergency first responder. (5) Trespassing (Title 18, United States Code, Section 1382). e. User personnel. All persons accessing Fort Hood lands for recreational use are responsible for complying with this regulation, the annual hunting, fishing and area access guide and other recreational use regulations. 1-6. Violations

a. Violators of Federal and state game laws shall be subject to prosecution before the United States (US) Magistrate and/or the appropriate state court. Actions taken by commanders under the Uniform Code of Military Justice (UCMJ) or the magistrate are in addition to administrative suspension or revocation of Area Access program privileges.

b. The Installation Commander and DFMWR Sportsmen’s Center Staff retain the authority to suspend or revoke Area Access clearances as well as hunting and fishing privileges on Fort Hood. Fort Hood Conservation Law Enforcement personnel have the authority to temporarily suspend Area Access privileges pending legal actions and investigations. Reports of severe violations will be forwarded to the Installation Commander and DFMWR Sportsmen’s center Staff for appropriate action. Personnel will be officially notified of long-term suspension or revocation of privileges by letter from the Sportsmen’s Center and/or the Installation Commander’s office.

c. Unauthorized access to any part of Fort Hood constitutes trespassing. d. Penalties for violation of status and regulations apply to military and civilian

personnel, and include a full range of: (1) Administrative actions. (2) Statutory actions. (3) Regulatory actions.

1-7. State and Federal laws All persons participating in recreational use of TA, LFTA, UIC, and bodies of water on the installation shall comply with state and Federal fish and game laws, all Army and


Fort Hood regulations, and the Fort Hood DFMWR Annual Hunting, Fishing and Area Access Guide. Personnel participating in recreation use of Fort Hood facilities are responsible for the knowledge of all applicable rules, laws, regulations, and the DFMWR Annual Hunting, Fishing and Area Access Guide that pertain to the activity conducted. Violations of said rules, laws, and regulations are punitive, and violators can be subject to all or parts of the following: citation, prosecution, suspension, or revocation of privileges. All personnel will cooperate fully with law enforcement agencies. Violators of this regulation will be referred to the US Magistrate or appropriate state or Federal authorities for disposition. Chapter 2 Area Access Program

2-1. Applicabiltiy All persons desiring to conduct any recreational activity within the Fort Hood training areas must register with the Area Access program. Persons 16 years of age and younger will be registered under a parent or guardian. The AACC issues permits which are valid from September 1 through August 31 the following year. Permits purchased after September 1st will expire on August 31st. 2-2. Registration requirements a. Registration requires an individual to provide: (1) Picture identification. (2) Name. (3) Social security number. (4) Current address. (5) Valid telephone number. (6) Active Duty - home and duty phone numbers. (7) Civilians - home phone number only. (8) Vehicle information. (a) Make. (b) Color. (c) Model. (d) Year. (e) License plate number. (f) State of registration. Note: If the state registration of the vehicle is in the name of an individual other than the applicant or applicant's spouse, then a notarized statement, power of attorney, or a lease agreement from the owner or agency specifying the inclusive dates for which permission to use the vehicle has been granted, is required to be in the immediate possession of the applicant. b. Complete and sign Fort Hood Form (FH) Form 210-9-1 (Fort Hood Area Access Registration), Section I (Release and Hold Harmless Agreement), and if applicable, Section II, which will be filed with the AACC.


Note: Signing the FH Form 210-9-1 affirms that the applicant has received the AACC briefing, understands the policies, and assumes all responsibility while in the training areas. c. Complete, if applicable, FH Form 210-9-2 which is to be displayed on the vehicle dashboard where all information contained upon it can be read through the windshield. Failure to display the area permit subjects the violator to citation/fine and possible administrative suspension/revocation of recreation privilege. d. Complete and sign FH Form 210-9-3 which shall be retained in the immediate possession of the applicant. e. Area Access permits will: (1) Not be loaned to another person. (2) Not be utilized by unauthorized individuals. (3) Be secured to preclude loss. 2-3. Registering minors a. Persons under 16 years of age are allowed access under the responsibility of their parent or legal guardian, and must be registered with Area Access. b. The FH Form 210-9-1, Section II, is initiated by a parent, legal guardian, or designated adult. c. Persons requesting registration of a minor who is not their son, daughter, stepchild, adopted child, or grandchild must present a statement signed by the parent or legal guardian of the minor. The statement: (1) Must be notarized. (2) Is valid only during the permit period. (3) Will specifically: (a) Name the minor. (b) Name the adult designated to register the minor. (c) Grant permission to register the minor. (4) Will be filed with the AACC. d. Otherwise, the minor must be accompanied by the parent or legal guardian while accessing the training areas for recreational use. Note: All persons, regardless of age, must have a current FH Form 210-9-3 in their possession while in the training areas. The responsible accompanying adult may carry the permit of the minor. 2-4. Training area access a. Public use of Fort Hood's natural resources is a controlled activity and may be closed without advance notice for: (1) Training. (2) Safety. (3) At the convenience of the Government. b. Access into all training areas must be accomplished through the automated TeleTrac system. Each individual must have clearance prior to entering any training area and is responsible for checking out of the area(s) by 2100 daily In Accordance With (IAW) the current DFMWR Annual Hunting, Fishing and Area Access Guide.


c. Exceptions: (1) Central Texas Cattlemen’s Association (CTCA) members will check in and out IAW current contract agreements. (2) Persons accessing “No Call In/Out Lakes” while engaged in fishing activities. (3) Children under 16 years of age who are accompanied by registered sponsor, legally accessing a training area. (4) Small game hunters hunting at night must sign in through TeleTrac, as outlined in current DFMWR Annual Hunting, Fishing and Area Access Guide. d. The conduct of uncontrolled or unscheduled outdoor recreational activities within the installation training complex is prohibited. However, contractual events and certain guided outdoor and recreational events are permitted (see paragraph 2-10 of this regulation). 2-5. Training Areas (TA) a. TAs must be signed out (cleared) by: (1) TeleTrac. (2) Calling AACC during operating hours. b. Exceptions the use of TeleTrac or calling AACC as outlined in the DFMWR Annual Hunting, Fishing and Area Access Guide. c. Range Operations: (1) Will not sign in personnel to any areas. (2) Establishes when areas may be utilized. (3) Will not clear persons from TAs. 2-6. Live-Fire Training Areas (LFTA) a. Entry into contaminated impact areas for recreational activities, temporary or permanent, is strictly prohibited, without exception. Warning: Never enter the LFTA without approval from Range Operations and the AACC. b. LFTA may be accessed only after a personal visit or phone call to Range Operations, Operations Section, and when authorization is received from both Range Operations and the AACC during the period established by Range Operations. c. Access into the LFTA is controlled as follows: (1) Bird watchers are prohibited. (2) Camping is prohibited. (3) Contractors, including CTCA IAW III Corps and Fort Hood (FH) Regulation (Reg) 350-40 (Range Operations Standing Operating Procedures), this regulation, and minimum contract requirements. (4) Fishing. (a) IAW this regulation, DFMWR Annual Hunting, Fishing and Area Access Guide, and III Corps and FH Reg 210-25 (Hunting, Fishing, and Natural Resources Conservation Regulation). (b) Access to streams, lakes, and ponds within the LFTA for recreational use is not permitted.


(5) The use of boats or other flotation devices on the waterways within the LFTA is prohibited. (6) Hunting. (a) IAW this regulation, DFMWR Annual Hunting, Fishing and Area Access Guide, and III Corps and FH Reg 210-25. (b) All persons will be accompanied by a guide who has attended the LFTA Guide Safety Class and is responsible for all hunters in the party. (c) The DFMWR and Hunt Control will establish a course to certify guides for LFTA access. (d) Prior to the spring and fall Hunt Program seasons, DFMWR will provide an updated list of guides to Range Operations. (e) In the areas designated by Range Operations. (f) Hunting is not authorized in the areas within the LFTA identified as permanently dudded or temporarily contaminated. (g) Unguided hunts are prohibited. (7) Off-road recreational vehicles. The only designated area on Fort Hood for off-road recreational vehicles is the all terrain vehicle course located at the intersection of Clear Creek and West Range Road. This course is limited to motorcycles and all terrain vehicles. Fort Hood does not currently have an area for 4X4 vehicles. (8) Access for recreation is prohibited in Permanently Gutted Area (PD94). (9) Other recreational activities is prohibited. d. All LFTAs utilized for recreational purposes will be cleared by either: (1) Personal visit, by each person of a party or group, to both Range Operations and the AACC. (2) Phone for the guided hunts. 2-7. Common legal activities a. Typical recreational activities authorized in the TAs include, but are not limited to: (1) Bird watching. (2) Dog running, walking, or training. Dog training for hunting purposes also requires the trainer to have a valid state hunting and/or trapping license and Fort Hood hunting permit. Dogs brought on the reservation must wear a current vaccination tag. (3) Fishing. (4) Hiking. (5) Horseback riding. Owners must have proof of negative coggins in their possession. (6) Hunting and related activities. (7) Jogging and/or running. (8) Pecan and/or berry picking.. (9) Photography, with written approval from DPTMS Force Protection in possession. (10) Picnicking. (11) Rappelling. (12) Scouting. (13) Other activities as approved by the AACC.


b. Camping along Belton Lake and designated no check in and out fishing ponds or lakes is limited to primitive shelters (tents, sunshades, portable cabanas), overnight fishing will not exceed three (3) consecutive nights, use of Recreation Vehicles (RVs), and camper trailers is restricted to BLORA and West Fort Hood Travel Camps. c. See III Corps and FH Reg 210-25 for information on obtaining licenses and permits for fishing and hunting. 2-8. Prohibited acts a. Prohibited activities. (1) The conduct of uncontrolled or unscheduled outdoor recreational activities within the installation training complex is prohibited.

(2) Excavating, digging for or otherwise removing, archeological resources or cultural artifacts. (3) Recreational use of all off road vehicles: 4x4 or 4x2 vehicles, dirt bikes, and any all terrain vehicles is prohibited, except as outlined in the current DFMWR Annual Hunting, Fishing and Area Access Guide. (4) Camping except as authorized at: (a) BLORA. (b) West Fort Hood Travel Camp. (c) By reservation in Camp Finlayson and Camp Arrowhead. (d) Designated no check in and out fishing ponds or lakes, and Area 8 (primitive shelters only) while engaged in fishing activities. (5) Any ground fires, campfires and bonfires are prohibited in all training areas except as authorized in a commercial pit (off the ground). Commercial camp stoves and barbecue grills are permitted, provided appropriate safety precautions are observed. No open fires are permitted during any burn ban and/or red range condition status. (6) Recreational cave exploration is prohibited. (7) Target practice or target shooting of any type is prohibited except on Pilot Knob Rifle Zero. (8) Cutting of standing trees and gathering of downed and/or dead wood for removal as firewood except for use in authorized contained or controlled campfires. (9) Entry into contaminated, dedicated impact areas in LF83, LF85, LF86, LF90, and Permanent Dudded Area 94 in the LFTA is strictly prohibited and will remain off-limits to all recreational activities. (10) Off-road bicycling except at the BLORA mountain bike course. (11) Swimming is not authorized in any natural waters of Fort Hood,except within BLORA at designated areas. (12) No Ball Bearing (BB) or pellet guns are authorized in the Fort Hood training areas at any time. (13) Excavating, digging or othersixe removeing archeological/cultural resources or other items are prohibited. Digging is prohibited without permit. (14) Trailblazing or construction of new roads is prohibited except as approved by DPW. Legal access is limited to existing roads and trails. (15) Off Road (4x4 Activity) except in designated All Terian Vehicle (ATV)/motorcycle area is prohibited.


(16) Possession of handguns in the training area (except for authorized Military training) is prohibited. b. Fort Hood airspace is strictly managed IAW FH Reg 95-1 (Fort Hood Local Flying Rules). Prohibited above or within the LFTA and TA is the unauthorized or unscheduled operation of (1) Civilian aircraft. (2) Hang gliders. (3) Homebuilt aircraft, ultra lights, Et Cetera (etc.). (4) Model rocketry. (5) Model aircraft (Non-military unmanned aircraft systems), including but not limited to, quadcopters or drones. c. The use of metal detectors in Fort Hood LFTA and TA is prohibited. This policy is necessary to protect: (1) The operators of metal detectors from an accidental detonation of unexploded ordnance equipped with electronic fuses. (2) The numerous valuable archaeological sites.

2-9. Penalties a. Accessing training areas for recreational activities without authorization from the AACC and/or Range Operations, and failure to obey applicable laws and regulations may subject the violator to (1) Fines. (2) Arrest and criminal prosecution. (3) Suspension or permanent barring of recreational access privileges. b. For safety, individuals should inform family or friends where they are going for recreational activity on Fort Hood. If an individual has not signed out of (cleared) the training areas within 1 hour following the expected time to clear, search procedures may be initiated when: (1) Family or friend initiates an inquiry. (2) Attempt to contact the individual or Point of Contact (POC) by telephone is unsuccessful. c. Based upon the circumstances and/or the frequency, failure to follow prescribed policies and procedures relating to training area use will result in no less than, but not limited to: (1) First offense - seven (7) days suspension. (2) Second offense - revoking recreational access privileges to all training areas and the individual barred for a period of thirty (30) days. (3) Third offense - suspension of recreational privileges for a designated time period or permanently. A permanent bar may be immediately imposed for a serious offense, in which case, the violator will also be considered for permanent barring from Fort Hood. Note: In all cases, reasonable attempts will be made to inform the individual of any penalties and actions taken; however, if for any reason contact cannot be made, the individual still receives the penalty. d. When notified of the initiation of a bar, the individual must surrender the below listed forms to the DFMWR office in the Sportsmen’s Center.


(1) FH Form 210-9-2, if applicable (may be retained by the spouse if also registered in the Area Access program). (2) FHT Form 210-9-3 to the AACC within 72 hours from the time of notification of the bar. e. Failure to comply is a violation and will result in the penalty progressing to the next bar period. f. During the bar period, the individual is forbidden to access the training areas for recreational purposes at any time, either alone or as a guest of another person. Violation of the bar constitutes trespassing. g. Appeals may be submitted in writing, through Sportsmen’s Center, PO Box L, Fort Hood, Texas 76544-5056. 2-10. Procedures a. CTCA. (1) Cattle grazing on Fort Hood will only be authorized with a written grazing lease. The CTCA will provide a list to the AACC, of its members who utilize the Fort Hood training areas for their livestock. (2) The list will: (a) Be validated annually by Range Operations. (b) Be revised as necessary. (c) Be filed with the AACC. (d) Reflect each member (1) Name. (2) CTCA permit number. (3) Home telephone number or POC. (4) Estate serviced. (5) Description and license number of vehicles used. (6) Brand and/or earmarks. (3) CTCA members are issued vehicle passes by Range Operations and will comply with this regulation and FH Reg 350-40. b. Access by organizations. (1) Organizations (military) desiring the use of training areas for nonmilitary related events must submit a written request: (a) Through the DFMWR, Sportsmen’s Center to Range Operations. (b) Not less than 30 days prior to the event date. (2) Upon receiving approval, and prior to the start of the event, the organization may obtain FHT Form 350-16 (Release and Hold Harmless Agreement) from the AACC which: (a) Will be effective only for the duration of the event. (b) Will be returned to the AACC at the conclusion of the event. (3) Organizations which routinely use the training areas (i.e., DFMWR and non-appropriated fund activities) shall stay within the approved areas. (4) Nonmilitary organizations desiring the use of training areas such as schools; county, municipal, state, or federal agencies; organized clubs (including rod and gun


clubs); or civic associations shall comply with requirements in Army Regulation(AR) and DA Pamphlet (PAM) 385-63 (Range Safety), Chapter 2, paragraph 2-3. Note: Based on location and environmental impact study, special events will require clearance and concurrence through the DPW, Environmental Division. c. Safety. (1) Accident prevention is the number one priority in support of the Commanding General’s policy of joint utilization. (2) Individuals are responsible for familiarity with all applicable: (a) Statutes. (b) Regulations. (c) Procedures to follow that pertain to: (1) Proper conservation practices. (2) Training area access. (3) Water safety. (4) The use or possession of alcoholic beverages is prohibited while conducting any activity in the Fort Hood training areas. Individuals suspected of alcohol consumption will not be granted access at any time. (5) All commanders and supervisors are responsible for their personnel, including those engaged in military training, and must ensure they are informed of the standard safety precautions and the policy of joint utilization. (6) Be aware of: (a) Abandoned wells. (b) Water crossings. (c) Duds. (d) Poisonous snakes. d. Reporting violations. Report violations of this regulation to: (1) Range Operations (see appendix D for telephone numbers). (2) AACC (see appendix D for telephone numbers). (3) Sportsmen’s Center (see appendix D for telephone numbers). (4) Game Warden (see appendix D for telephone numbers). (5) Police Dispatch (see appendix D for telephone numbers). e. Communications. The AACC is capable of communicating via telephone (see appendix D for telephone numbers).

The roads listed in this appendix afford passage to the public through the TAs. Area Access permits are not required, provided personnel and vehicles do not leave the roadway. Area Access and Fort Hood fishing permit is still required, with the exception of no fishing permit required along the shores of Belton Lake. Guided Hunt Any hunt led by a certified guide who is responsible for all hunters in the party. Impact Area The ground and associated airspace within the training complex used to contain fired, placed, dropped, thrown, or launched Ammunition Explosive (AE), and the resulting fragments, debris, and components from various weapon systems. Indirect fire weapon system impact areas include probable error for range and deflection. Direct fire weapon system impact areas encompass the total Surface Danger Zone (SDZ) from the firing point or position downrange to Distance X. It also includes Area B when required.

a. Temporary impact area. An impact area within the training complex used for a limited period of time to contain fired, placed, dropped, thrown, or launched AE and the


resulting fragments, debris, and components. Temporary impact areas are normally used for non-dud producing AE, and should be able to be cleared and returned to other training support following termination of firing. b. Dedicated impact area. An impact area that is permanently designated within the training complex and used indefinitely to contain fired, placed, dropped, thrown, or launched AE and the resulting fragments, debris, and components. Dedicated impact areas are normally used for non-sensitive AE.

c. High-hazard impact area. An impact area that is permanently designated within the training complex and used to contain sensitive high explosive AE and the resulting fragments, debris, and components. High hazard impact areas are normally established as part of dedicated impact areas where access is limited and strictly controlled due to the extreme hazard of dud ordnance (for example, Improved Conventional Munition (ICM), HEAT, 40-milimeter (mm), and other highly sensitive AE.) High-hazard impact areas also equates to Fort Hood artillery impact area (Permanent Dudded Area 94). LFTA The numbered live-fire training areas “inside the red line” on the Fort Hood Military Installation Map, bounded by East, South, and West Range Roads, into which live ordnance is fired. TA The numbered maneuver training areas outside the live-fire training areas on the Fort Hood Military Installation Map. Temporary Contaminated Area Any area where there are known or suspected unexploded munitions regardless of type. This area can be cleared for access after a thorough surface clearance. A surface clearance operation requires a visual search and removal and disposal of munitions. Temporary impact areas An impact area within the training complex used for a limited period of time to contain fired or launched ammunition and explosives, and the resulting fragments, debris, and components. Temporary impact areas are normally used for nondud producing ammunition or explosives, and should be able to be cleared and returned to other training support following termination of firing. Temporary impact areas equates to all ranges to include surface danger zones on Fort Hood. Training areas For the purpose of this regulation, the numbered areas which define the LFTAs and the TAs on the Fort Hood Military Installation Map.
