Installing Deep Tubewellsin Haor and Coastal Areas of Bangladesh:

A Checklist

This Guideline for Deep Tubewells Installation has been developed based on Concern Worldwide's past

experiences with Charity:Water, as well as, our

existing guidelines and that of our implementing partners.

Need Assessment: ● Conduct Social Mapping through Participatory Rural Appraisal (PRA)● Collect data from Upazila Ofices to assess Water, Sanitation & Hygiene (WASH)

coverage● Analyse problems related to existing Water technologies

Primary Site Selection: ● Ensure Community Participation in Primary Site Selection through WASH Committee ● Collect information on underground aquifer from Department of Public Health

Engineering (DPHE)

Pre-Installation Phase

Water quality Testing and Site finalization: ● Conduct Site Veriication by Concern and partner Technical staff ● Conduct Pre–installation testing of Arsenic in existing Deep Tube-wells in respective

locations. A Salinity test required for Coastal area.● Finalize site for water source which has to be within 1,000 metres of the

Community's neighbourhood, ensuring that water collection time does not exceed 30 minutes.

Technology Selection: ● Finalize Water technology based on Water test result, and Feasibility study of existing

water technologies (space, availability of materials for regular operation, etc.)● Review design in consultation with the community.● Vetting of technical design by Concern Worldwide, partner organisation and DPHE

Installation Phase

Selection of Vendors for Materials Supply:● Follow Concern's purchase policy, and allow 6 weeks for tender processing● Conduct physical veriication of Vendors by both Concern and partner

representatives before inalization.● Prepare a Comparison statement with recommendations to inalize the vendor.● Sign contract agreement between Vendor and Partner organisation.● Verify supplied materials and check quality checking by referring to the agreed

samples jointly by Partner organisation and WASH committee.● Handover materials received to WASH committee which will then be responsible for

storage till installation. ● Document the muster-roll with receipt acknowledgement by partner organisation.

Mason Selection and Orientation ● Select Mason group through tender process● Finalize Mason selection through physical veriication at ield level.● Provide orientation to Masons on design and construction work.

Transparency and Accountability: ● Set up Complaint Response Mechanism (CRM) Box at a bazaar, village centre or

the Union Parishad ofice to make it accessible to the Community ● Set up display boards across Community and schools highlighting project details,

deliverables, total budget, donor’s name, etc.

For drilling bore holes: ● Contracts to be made in phases, i.e 2 boring/union; ● Start drilling the borehole using sweet surface water (Water from

Shallow tube-wells is allowed, but saline water is prohibited); ● Collect soil sample at 50ft interval till reaching the deeper aquifer, and

then collect soil samples at 20/10 feet interval (as appropriate);● Conirm suitability of the aquifer based on the coarseness of sand and

depth of sand layer. (If suficient thickness of sand, or course of sand is not found, then the tube wells should not be installed. It is advisable to go for a new context analysis with Concern and DPHE);

● Take off the drilling equipment from the borehole once the aquifer is identiied, and then install PVC ilter and linings inside the borehole.

● Inspect construction at regular intervals.

Water Quality Testing: ● Test the Water quality of the newly installed

Tube-well before constructing the platform following the arsenic testing protocol.

● Pump water from Tube-well for 3 weeks after platform construction, and send the water sample to recognized Water Testing laboratory for further Arsenic testing.

● The result should be shared with the user community.

● The salinity must be tested in lab of the Upazila Fisheries Department in Coastal regions.

● Paint/mark spout of Tubewell with red colour if the test result is above the Arsenic permissible limit, and do not ix the head of tubewell. Educate the community to stop using contaminated water for drinking and cooking purposes, and ind alternative options as a source of safe drinking water.

Platform construction: ● The platform should be of a square size, with

dimensions of 6ft. Construct brick masonry platform following appropriate design of contexts.

● Allow 1 week as curing period before pumping water from the newly installed Tube-well.

● Fix a hand rail made of GI pipe at the left side of the steps to make the water source accessible for pregnant women and elderly people.

● Install a PVC pipe (2-inch diameter) at each water point to drain waste water safely, which is compulsory to avoid further contamination.

● Install a 5ft deep soakwell using RCC ring (2-6 inches diameter) and cover slab, and connect the tube-well drainage if there is no existing drainage provision.

Location:Ensure that Location of bore holes are at least 10 meters away from the latrine.

Post implementation water quality testing:

● Test water sample for Arsenic at all water points using ield test kits before platform

construction . ● Send the sample from each water point to validate ield test results after

construction following 3 weeks of water pumping .● Develop a database of the Arsenic test result with Depth and GPS information for

documentation and record.

Hand over and Follow-Up:● Handover to User Community and Schools: Collect acknowledgement signature

from Village WASH Committeee and School Authority. Project Handover to On-going programme: Ensure that responsibility is taken

over by the ongoing development programme for post implementation follow-up ● Continue hygiene education : Follow Water Safety Plan to maintain the water

quality and ensure safe drinking water in 5 different areas (Source, Collection, Transportation, Preservation, and Consumption).

Operations & Maintenance: ● Select 2 members from WASH committee as Caretakers● Train Caretakers in basic maintenance and operation by engaging DPHE. ● Establish a regular operation and maintenance schedule for Caretaker ● Ensure fund generation for maintenance and collection for regular operation by

Caretakers.● Ensure tools and spare parts are available to the user community.

Note- The Maximum Contaminant Level (MCL) set by WHO is 0.01mg/L, or 10 ppb, as the global

standard. However, Bangladesh has adopted the WHO guideline of 0.05mg/L, or 50ppb, as the national standard.

- The maximum consumption limit of Total Dissolved Solid (TDS) is 600ppt based on taste. For Coastal areas in Bangladesh, TDS can be considered upto 1000ppt. WHO forbids the consumption of water with TDS above 1200ppt.
