A NEW APROACH
REGIME:
● Denotes the complex of institutions (e.g. Rules of different types,
public and private agencies), practices and dominating ideas that
characterize the way a particular policy area (water resources) is
managed
● Encapsulate the multiple sets of interactions which inevitably occur
in water resources management
● Recognizes that one management regime occupies shared ‘space’
with other regimes
There are not standardized institutional means of
fulfilling the basics functions within the IWRM, which
are equally effective, efficient and acceptable in all situations.

− An IWRM regime is conceived of as a control and communication
system (control is not used in a hierarchical power and
enforcement sense)
