1. INTRODUCTION
The University of Cambridge International Examinations (CIE), the Ministry of Education (MOE), Singapore
and Singapore Examinations and Assessment Board (SEAB) are the joint examining authority for the
examinations except for Mother Tongue subjects and subjects examined in Mother Tongue, where SEAB is
the examining authority.
The Singapore-Cambridge General Certificate of Education [Normal (Technical) (N(T)), Normal (Academic)
(N(A)), Ordinary (O) Level and Advanced (A)Level] Examinations are administered by the SEAB.
You are advised to read the information contained herein and to comply with those applicable to the
subjects you are sitting for.
By registering for the examination, you agree to comply with the examination instructions and regulations
in this booklet and in other exam documents subsequently issued by SEAB; and accept the possible
consequences in the event of a breach of the regulations.
You may be issued with additional administrative or procedural documents or instructions for the conduct
of specific examinations (for example, written papers, coursework, oral, and practical), which form part of
the instructions & regulations with any changes taking immediate effect unless stated.
You will be informed of any updates on examination-related information via your email address which you
have provided during registration. You can also check the SEAB website (https://www.seab.gov.sg)
regularly for such updates.
The national examination question papers are copyrighted and must not be posted online, published or
reproduced in any form without permission from SEAB. SEAB shall take necessary actions, including
penalties against the candidates if there are any copyright infringements.
No part of this document, whether image, text or otherwise, may be copied, reproduced, published, adapted,
modified, distributed, transmitted, communicated and/or stored in any form or by any means without the
prior written permission of the SEAB.

Students who are studying in the Government/Government-
aided/Independent/Specialised schools are not allowed to register as private candidates.
If you have registered as a school candidate for GCE N(T)-Level, N(A)-Level, O-Level and/or A-
Level Examinations, your registration as a private candidate will be invalidated and any paid
examination fees will be forfeited.
2. REGISTRATION
2.1. ELIGIBILITY
2.1.1. GCE N(A) and N(T) Levels
a) You may register as a private candidate if you satisfy the minimum age requirement of 15 years as at 1st January 2018.
b) You may register up to a maximum of EIGHT subjects.
2.1.2. GCE O-Level
a) You may register as a private candidate if you satisfy the minimum age requirement of 15 years
as at 1st January 2018.
b) You may register up to a maximum of NINE subjects.
2.1.3. GCE A-Level
a) You may register as a private candidate if you satisfy the minimum age requirement of 17 years as at 1st January 2018.
b) Subjects Examined at H1 and H2 Levels:
You may register up to a maximum of five H1 subjects and three H2 subjects, or three H1 subjects and four H2 subjects.
2.2. REGISTRATION PERIOD
You can register for the N(T)-, N(A)-, O- and/or A-Level through the Singapore Examinations and Assessment Board (SEAB) internet website at https://www.seab.gov.sg from 9 March 2018 to 27 March 2018.

It is compulsory that you sit for all registered components of a subject, such as Oral, Listening Comprehension, Coursework, Practical and Written Papers.
‘Absent’ will be issued for the subject if you do not turn up for one or more components, unless you have been granted prior exemption by SEAB for this component(s).
2.3. EXAMINATION SUBJECTS
2.3.1. You may refer to the list of subjects and incompatible subjects in the GCE N(T)-Level, N(A)-Level, O-Level and A-Level Examinations in Annex A.
2.3.2. Details of the examination syllabuses can be found on the SEAB website at https://www.seab.gov.sg.
2.3.3. If the candidature for a subject is less than twenty, the subject may not be offered and you will be
informed. You may be offered to choose another subject. Refund will be given accordingly under such
circumstances.
2.3.4. Science with Practical paper entry requirement:
If you are registering for a Science subject with a practical paper, you must
(a) have sat the same Science subject previously, OR
(b) be currently attending or will be attending a course of instruction in Science practical at any institute/school.
Your entry for a Science subject will only be accepted if you meet the above requirement and you are required to declare online at the time of registration that you have fulfilled the above requirement. If a false declaration is made, your registration for the subject may be cancelled without refund of the examination fees.
2.3.5. Science with SPA paper entry requirement (Applicable only to GCE O-Level)
(a) You can register for GCE O-Level Science subjects with SPA paper for 2018 only if you have taken SPA in the school in 2017.
(b) You will not need to sit the SPA paper. Your SPA marks obtained in 2017 will be used in the computation of your overall subject grade, under the following conditions:
(i) You have declared and opted for your 2017 SPA marks to be used in the computation of your overall subject grade. The 2017 SPA marks would not be made known to you.
(ii) All SPA marks must be carried forward. You cannot retake any component of the SPA assessments.
(iii) SPA marks can only be carried forward for one year.
(c) You will not be able to carry forward your SPA marks if you were granted exemption from any assessment for SPA paper in 2017. You are advised to register for a Science subject with a practical paper instead.
(d) You should refer to Annex A to confirm the paper (SPA/practical) that you are registering for the Science subject(s).
2.3.6. Mid-Year & Year End Mother Tongue Subjects
(a) The O- and/or A-Level Mother Tongue Language subjects may be taken at the Mid-Year and/or Year-End examinations. For these subjects, you can choose to register for the Mid-Year or the Year-End examination during the March registration period.
(b) If you have registered for the Mother Tongue Language subjects for the Mid-Year examination, you may register to re-sit the written papers for these subjects for the Year-End examination after the release of Mid-Year results. You will be advised on the registration procedures when you receive the Mid-Year results in August 2018.

(c) Candidates who sit the Mid-Year examination, regardless of whether they offer any subject in the Year-End examination, will receive only one result slip reflecting all the subjects that they have registered in the year. If you sit your Mother Tongue subject for both the Mid-Year and Year-End examinations, the better result of the two sittings will be reflected on the result slip.

If candidates register for duplicate subjects [e.g., N(A)-Level Mathematics and O-Level Mathematics] or subjects with substantial content overlap [e.g., N(A)-Level Humanities (Social Studies/Geography) and O-Level Geography], in the same year or in separate years,
only one of the subjects can be used in the aggregate computation for progression.

2.4. EXAMINATION FEES
2.4.1. The examination fees payable will be determined based on the candidates’ citizenship at the point of registration. This comprise basic fee and subject fee (per registered subject).
2.4.2. The basic fee structure is as follows:

2.4.3. A subject fee is payable for every subject that you have registered. Refer to Annex A for the
respective subject fee.
2.4.4. The Goods and Services Tax (GST) of 7% is applicable to both basic and subject fees.
2.4.5. Examination fees are not transferable from one year to another or from one candidate to another.
2.4.6. Mode of Payment
You may choose to pay your examination fees online via credit/debit card payment or at any SingPost office or Self-Automated Machines (S.A.M).

Your registration will be considered as incomplete and will be cancelled if you do not make your payment by the payment deadline.
2.5. AMENDMENTS TO REGISTERED SUBJECTS
2.5.1. You are advised to check your registration details carefully before submission.
2.5.2. You can change the subjects/papers that you have registered without any amendment fee, if you have not paid your examination fees online and the amendments are made before the end of the registration period.
2.5.3. For amendments of subjects/papers after the registration period, you will have to complete and email
the ‘Amendment Request Form’ to [email protected]. An amendment fee of S$20.00 is payable in addition to the new subject fee.
2.5.4. The deadlines for amendments to registration are as follows:
23 April 2018 for GCE N(T)/ N(A)-Level subjects and O/ A-Level Mid-Year subjects
24 June 2018 for GCE O-Level and GCE A-Level Year-End subjects

If you withdraw from the examinations, you will NOT receive any results, result slips or certificates for any subjects or components of subjects that you have taken.
If the examination results have already been released (for example, the mid-year written examination results) to you, your results will be invalidated.
3. WITHDRAWAL AND REFUND
3.1. WITHDRAWAL FROM ENTIRE EXAMINATION
3.1.1. You may request to withdraw from the entire examination provided that your withdrawal form reached
SEAB before the start of the year-end written examination.
3.1.2. The withdrawal forms and any supporting document(s) must be submitted to SEAB via email
([email protected]). An acknowledgement will be made within 5 working days upon receipt of the
withdrawal form. (A copy of the withdrawal form is shown in Annex E.)
3.2. REFUND
3.2.1. You may be given a 50% refund of subject fee paid (inclusive GST) if you submit your withdrawal
request to SEAB
by 30 April 2018 for GCE N(T)- and N(A)-Level examinations; and
by 30 June 2018 for GCE O-Level and GCE A-Level examinations
3.2.2. You will not receive a refund of your examination fees if
your withdrawal request is made after the respective deadlines as stipulated above, or
if you have sat for a component of the registered subject.
3.2.3. If you withdraw from the whole examination before the stipulated deadlines, refund will be made to you
in approximately one month after your request is approved by SEAB.
3.3. APPLICATION FOR ADMISSION TO TERTIARY INSTITUTIONS
3.3.1. If you wish to re-sit the GCE O- or A-Level examination but are in the process of applying for admission to tertiary institutions, you should register during the registration period (9 – 27 March 2018) to avoid incurring late registration fees.
a) You may apply for a full refund (less subjects which you might have sat for) of the examination fees
if you subsequently gain admission to the tertiary institutions.
3.3.2. The withdrawal forms and supporting letters of acceptance issued by the tertiary institutions must be submitted to SEAB via email ([email protected]) by 30 June 2018.

If you wish to apply for AA, you should download and complete the access arrangement application form from SEAB website (https://www.seab.gov.sg/content/eservices/ApplicationForm_AA_PrivateCandidates.pdf) and submit your application by 28 March 2018 to SEAB via email ([email protected]).
Applications typically require three to four months for review and late applications may not be accepted or approved due to insufficient time for review.
An acknowledgement will be made within five working days upon receipt of the application.
4. ACCESS ARRANGEMENT
If you require access arrangements to sit for the examination due to specific learning and physical needs
diagnosed before the examination, you can apply following the instructions below. AA are arrangements granted
to enable you to sit for the examination without compromising assessment objectives. AA are not intended to give
you an unfair advantage over other candidates in the same examination.
4.1. APPLICATION FOR ACCESS ARRANGEMENTS
4.1.1. You can expect to receive the outcomes of your application for access arrangements by June 2018,
if you submit your application by 28 March 2018. If you have applied for access arrangements for
the Mother Tongue mid-year examination, you can expect to receive the outcome of your application
by May 2018 if you submit your application by 28 March 2018.
4.1.2. You should bring along and present the approved AA outcome letter to the examination personnel before the start of the examination to indicate the AA granted by SEAB.
4.1.3. If you wish to withdraw the AA granted, you are required to submit a letter of withdrawal to SEAB at
least five days before the date of exam. SEAB will not re-instate the provision of the AA once they
have been withdrawn.
4.2. ANNOTATION ON YOUR RESULT SLIP AND CERTIFICATE
4.2.1. Your results will be annotated for the following AA:
Extra time allowance (including preparation time for oral exam);
Exemption from satisfying the full range of assessment objectives in a subject (e.g. exemption
from oral, listening comprehension etc.);
Modification of examination papers;
Use of word processor facilities and other computer aids;
Use of Reader or Scribe/Writer/Amanuensis; and
Practical assistance in areas such as handling apparatus during practical examination, using
instruments or graph plotting.
4.2.2. There are two types of annotation symbols. The explanations for the symbols (provided on the
reverse side of the result slip and certificate) are as follows:

‘The candidate sat the paper under access arrangements’
4.2.3. Your results in the result slip and certificate will still be annotated if you do not submit the letter of
withdrawal to SEAB by the stipulated deadline, even if you do not make use of the approved AA
during the national examinations.

2018 GCE N(T)-, N(A)-, O- & A-LEVEL EXAMINATIONS Application for Withdrawal from Entire Examination
(Applicable for 2018 Private Candidates only)
1. This application form may take you 5 minutes to complete and will require the following information

2. All fields are mandatory and must be completed in English in clear BLOCK LETTERS.
3. Application for withdrawal must reach SEAB before the start of the year-end written examination.
4. Candidates may be given a 50% refund of subject fee paid (inclusive GST) if they submit their withdrawal requests to SEAB by 30 April
2018 for GCE N(T)- and N(A)-Levels and by 30 June 2018 for GCE O-Level and GCE A-Level.
5. For candidates who are entitled to a refund, the amount will be refunded to the candidate in approximately one month after approval by SEAB.
6. No refund will be made to candidates whose requests are made after the respective deadlines.
