Kalua supported Noble Bald-win's motion, saying that if thefinalicc committee had broughtchaiges against the petitioner with-out giving him a hearing, it was cer-tainly a matter to be investigated bythe ilouse. They should not haveit go abroad that one party in theHouse tiicd to suppicss fair discus-sion. There was a general agree-ment lately between both parties lowork together for the common bene-fit.

Rep. R. "W. Wilcox interjectedthat lie had not been a party to anysuch agreement.

Rep. Kalua went on to argue thatit was wrong for members to gratifyspite against political opponents bylef using to entertain the petition.Members would complain if a courtof justice condemned a man unheard.He had grown up with Mr. Thurstonbut disagreed with his politics, andho did not appear on this occasionas his personal defender. cumstances of the case which heconsidered put Mr. Thurston at anundue disadvantage.

Rep. Kniidscn said that if thepetition came from his own brotherlie would not receive it. The princi-ple of allowing one committee to in-

vestigate the work of another oneshould not be entertained. The pe-

tition should bo laid on the tableand consideration of tho report bepostponed for a week.

Noble Burehatdt's objection tothe petition to the petition was itsgross injustice in accusing tiie com-mittee of partiality. The lato Min-ister went away soon after his resig-nation, nnd he did not sec him againtill a, few days ago. Then theHouse should remember how latothe report of the Minister of the In-

terior was in presentation to theHouse. The accusation of partialitywas unjust and the report should belaid on the table.

Rep. Bush agreed with Rep.Kuudfacn's idea ot postponing con-

sideration of the report and allowingthe late Minister in the meantime topresent hi3 defense to the financecommittee. The implication of par-tiality on tho part of the financecommittee was an affront lo theHouse, and the late Minister wasold enough to have known what lan-

guage was proper in addressing theAssembly.

Noble Baldwin said that the f-

posed of members who were oppos-ed to the late Ministry, and perhapsparticularly to the late Minister ofthe Intciior. He thought too muchhad been mado of the word "impar-tial," which he did not take as aslur on tho finance committee, butsimply an intimation that a commit-tee representing both parties shouldbe appointed. derstood thoic were explanationsthat could have been given regard-ing certain transactions, and, with-out casting any reflections on thocommittee, he believed thoy wouldstand better with the country if theyhad given tho late Minister a hear-ing, and thoy should not object todoing so on this occasion.

former consideration of theso itemsho moved that this one be struckout. He would now move that theitem be reduced to 8GO00.

Noblo Baldwin had not beentluough the institution, but in passing it unci ucen struct: willi tue ap-

pearance of the surroundings. Therewas a necessity for an institution ofthis kind, and he would not like tosee the appropriation diminished.Perhaps the school had not beenkept up as it should, but let themvote the 812,000 and probably some-thing would be done toward im-

proving it.Noble Burchatdt supported the

passage of the item at the fullamount. There was no question asto the necessity of such an institu-tion, not only for the class men-tioned but for boys whose parentscould not control them. He des-

cribed a case in point coming underhis own observation.

Rep'. R. V. Wilcox would with-draw his motion if the Board wouldgive assurance of putting a live manin charge. There were only fourboys in the school a shoit time ago,and tho principal was getting $100a'tnoutb, with an assistant at $70,and another native assistant. Thespeaker made reflections on thecharacter of the principal, and saidthat if the Cabinet amounted toanything it would turn the wholoBoard of Education out.

Noble Pua was in favor of thomotion to strike the item out. Thereport of the President of the Boardof Education gave no encouragingreport of tho school.

Minister Brown reminded mem-

bers that the expenses of the schoolsince March 31 had to bo paid, sothat the item could not be entirelystruck out. Under a former man-agement the school was a terror totho neighborhood, from the depre-dations of its pupils. Ho hnd netheard of anything of tho kind lately.There are fourteen, boys now in thoschool. If only two or llnee boyswere saved irom the gutter by theinstitution, it would be worth whilemaintaining il.
