I2T2 Purpose
A standing working group within the WJTSC to better synchronize and integrate a variety of Joint Intelligence Training initiatives, issues and concerns in the context of T2 and the Joint Training System. The I2T2 WG provides a venue for JIT Program situational awareness and a means to align and deconflict Joint Intelligence Training issues for presentation to senior T2 leadership.

Background: DODD 1322.18 defines integrated operations as the synchronization, coordination, and/or integration of DOD and other U.S. Government agencies’ activities, in coordination with partner nations, and non-governmental entities across the full range of military operations, which achieves a comprehensive approach that advances U.S. Government goals and objectives.
DODD 1322.18 directs the combatant commands to establish and conduct integrated operations training as required by joint mission essential tasks.

• IW requires a fundamental (paradigm) shift in how we view/frame
the intelligence mission, and significant changes in how we do
intelligence Analysis & Collection Management (CM)
– Cannot focus solely on Enemy or the “M” in DIME/PMESII
– The population is the primary focus
– Requires deep and wide understanding of the operational environment
(culture, language, politics, etc) and ready access to special
skills/knowledge
• The IW intelligence “problem” has not been fully defined
– Training & Education can address some but not all of the symptoms
– There are major Professional/career development and intelligence
force structure and management components to the solution
Conclusions
• No accepted concept for the conduct of intelligence in IW
– Intelligence Joint Integrating Concept for IW to inform Doctrinal Changes
– Must be reflected in Policy
• There are systemic Intelligence Analysis and CM training issues which are not IW-specific
– Military personnel are Officers/NCOs first; analysts second
– There is no CM career field
– Services focused on entry level / basic training; little to no advanced skill training
– There is little IW-specific intelligence training
• The workshop was a good first step
– Need to perform full analysis across DOTMPLF spectrum.
– Training and leadership requirements need to be defined.
Training Requirements
• Training Requirement 1: Intelligence Analysts assigned to or in support of GPF must possess “advanced” intelligence analytical proficiencies in analytical thinking and methods at every level of competency, specifically knowing “how to think”, as well as the theory and application of analytical techniques.
• Training Requirement 2: Intelligence Analysts assigned to or in support of GPF must possess skills and abilities to identify key observables in IW or complex environments, assist in the development of collection requirements, and provide effective collection evaluations that can be used to refine collection tasking.

JS J26 *TITLE: Basic and Intermediate Target Development
DESCRIPTION: Request $135K to develop a training class to deliver the knowledge, skills and abilities necessary to accomplish two core job functions:1. Develop any target type (facilities, individuals, organizations, virtual targets, and equipment) to standard (CJCSM 3370 after final approval) 1.A. In support of operations planning and execution, conduct target research, identify intel gaps, develop EEIs to support collection requirements, evaluate sources and conduct target value analysis 2. Record and normalize all target development data into national intelligence targeting database IAW Joint Staff Targeting SOPs.
FUNDING DATA: Training needs assessment need to be conducted to determine current capabilities, current SOP/POI into a common POI that is then formalized and exported to other training centers increasing the training base for this critical capability.

USJFCOM / JFISTITLE: ArcGIS licenses and upgrades
DESCRIPTION: We would like to increase our capability to teach ArcGIS in the JFIS classroom. Currently we have 10 licenses in a room capable of hosting 22 students. As the ArcGIS course is one of the most popular courses offered by the Joint Forces Intelligence School, we would be able to reach more students and could do so with the addition of 10 more licenses. Additionally we would like to add three extensions to all 20 licenses: 3D Analyst , Spatial Analyst and Tracking Analyst. Operational units have requested training specifically on these extensions, as they are used in the field, but we have not been able to fulfill thier requirement because we do not have the software. However, our instructor does have the expertise to teach the curriculum.
FUNDING: For 10 ArcGIS licenses: $29,270.00 For 20 3D Analyst, Spatial Analyst, and Tracking Analyst ArcGIS extensions: $97, 920.00 Total: $127,190.00. Anticipate asking for renewal of licenses through JFCOM J2/JTC-I budged for FY11.

Discussion: The working group objectives focused on the establishment of the I2T2 as an enduring working group of the WJTSC. The audience was introduced to the scope of the defense intelligence training enterprise, the joint intelligence training program, and its relationship to the joint training system. Training for integrated operations was discussed as part of a draft set of intelligence training requirements for irregular warfare resulting from a JFCOM hosted conference in January. These requirements are in the validation process across the DITE.
Outcomes: The audience gained a better appreciation for the value of having an intelligence working group that enables identification, discussion, and raising joint intelligence training issues to inform the senior training leadership. The working group discussed the purpose, membership, business rules, and standardized agenda and way-ahead for the continuance of the I2T2l. The joint force intelligence training council was identified as the mechanism to prepare for the I2T2 working group. The I2T2 identified a number of issues not currently ready for presentation. The I2T2 will brief these issues at WJTSC 10-2.
