Cellular Bottom-Up Energy Systems – The GOFLEX Way

Zoran Marinšek, INEA d.o.o.

Ludwig Karg, B.A.U.M GmbH

The project Generalized Operational FLEXibility for IntegratingRenewables in the Distribution Grid

(GOFLEX) has received funding from the European Union‘s Horizon 2020 research and innovation

programme under grant agreement No 731232.

16th EEM Conference, Ljubljana 18-20 September 2019

GOFLEX approach: Complete harmonization of Electricity market system Based on Harmonized eletricity market model by ENTSO-E, EFET and

EbIX

Key words:

• Vertically nested („cellular“) subsystems in both market and grid segments

• Cellular DSO: responsible for its grid under parental responsibility of TSO

• Automated Flexibility trading: Prosumers offer their energy flexibilities on

the market

• Prosumers = energy reservoirs (virtual, explicit)

• Dynamic pricing is applied to maximize available flexibility on the market

• Global optimum (avoided cost principle) is pursued by introducing energy

transfer costs in the distribution grids

EEM Conference INTERFLEX/GOFLEX Panel, September 20, 2019 11

Vision: It could represent the prime mover in this second (“post- CEP”)

phase of process towards low carbon society

• The electricity grid system within MBA can be

harmonized into vertically nested subsystems:

MBA (TSO territory)

DSO territory

sub-DSO territory

• DSO system becomes a „cellular“ subsystem of TSO system – and

the DSO becomes responsible for balancing its distribution

grid (= „cellular“ DSO)

• New business model of DSO that enables this is based on

avoided costs of TSO

Boosting concomitant:

The energy transfer costs along the grid as a cost parameter

should be introduced into distribution grids.

enabling (implicit) transfer capacity trading enabling

system wide optimization

Further harmonization of the system in the segment of electrical grid

• Necessary ingredient: energy (flexibility)

trading on the prosumer level & by prosumers.

• To maximize available DR of the prosumers on

the market: dynamic pricing based on local

conditions on the grid should be used.

Further structuring of electricity market system downwards

• The market segment of the system can be

structured further downwards

• Balance Group

Sub-balance group

Local energy community,

Local micro-grid system

Prosumer is the lowest level subsystem in

electricity market system

On the lowest levels, the system becomes

territorial!

the concept is extended downwards to the prosumer

• Exact location

• Aggregatable

• Optional constraints: total energy, slice

dependencies, production/mixed, grid

capacity,…

• It is an OFFER from prosumer to flex

purchaser

• No force/curtailment

• Explicit offer with commitment

• Well-defined protocol

From Thinking to Doing

17

Deploy flexibility to have a

self-sufficient energy supply

➢ Meeting energy needs of

residential & commercial

customers with 100%

renewable & regionally

produced energy

Explore flexibility offered by

the public sector

➢ Testing the microgrid case

of a university as local

energy community

Use flexibility to reduce the need

of upgrading grid infrastructure

➢ Optimising the balance for the

DSO to reduce corrective costs

➢ Using demand-side

management to reduce peak

loads on the distribution grid GOFLEX Integrated platform Demo projects• 3 locations: Germany, Cyprus, Switzerland

• Different DSO-centric Use cases: Congestion

management and energy balancing in DSO grids, local

energy community

• Prosumers: appr. 500 prosumers of all types:

environmental, industrial, residential, EVs

Biggest drivers to implement a Goflex system

o … to reduce costs in balancing portfolios

o … to reduce costs in managing grids (CAPEX, OPEX)

o … to manage autonomous systems

o … to operate islands or islanded parts of the overall system

o … to support local energy communities

(including regional energy market platforms)

o … to have a stable platform to host many services

(including FlexOffer solutions)
