1. In academic world... Quality is not a new concept . It is an integrative part
of the academic core value system. It has always been self regulated internally.
Therefore IQA is not new
2. Several factors forces the externalization of quality i.e. Why EQA?
• Role of government in higher education - to widen access, reduce
funding, internationalization
• Institutionalization (growth) of universities - many universities
established
• increase in public demand for transparency and accountability
• Massification and fear for decline of quality - Lost of public trust in IQA
3. Emergence of EQA was a partnership between academia, the government and
the industries . It seems that power shifted from academia to the stakeholders
due to financial influences and the expectation of the stakeholders.

Quality assurance (QA)
All those planned and systematic action (policies,
attitudes, action, procedures) necessary to provide
adequate confidence that quality is being maintained
