Panama City April 25 – 28, 2019


I.- GENERAL INFORMATION

In order to participate in the Synchro Panama Cup it is a requirement that participants receive propper endorsement from their National or Local Swimming Association or Federation.

a) The registrations must be made in the forms attached here, (which must be filled directly from the computer - if you want a format other than PDF, we can send it to you) and sent to Synchro Panama email: [email protected] signed and stamped by the club.

b) The registrations, along with the original slip of the deposit for each entry must be delivered in the technical meeting. Registrations will be until March 24nd, 2019 at 6:00 p.m. Registrations will not be accepted after the indicated date.

c) The cost for each participant will be US $ 50 (fifty US dollars 00/100) per athlete. This amount must be deposited using any of the following Banks; or per Credit Card using the Accredited Travel Agency. A discount of 10% will be given, if all the registration cost is covered before Feb. 28, 2019.

d) The participating Clubs must attend with at least one Judge, who must be properly endorsed by the respective Federation or National Entity of each country; and may bring up to a maximum of two Judges.

Any Club that does not register a minimum of one Judge to the competition, will have to pay a penalty of $ 100 (one hundred US dollars 00/100)


II.- TECHNICAL MEETING

a) The technical meeting will be held April 24, 2019 at 7:00pm at the Official Hotel. The following will be discussed:

will be one per each participant club, which must be propperly accredited.

III.- COMPETITION RULES 1. The Competition will be held under the following rules:

2. The following categories are open for the competition:

BEGINNERS

- INFANTIL A 9-10 YEARS

- INFANTIL B 11-12 YEARS

FINA AGE GROUPS

- 12Y AND UNDER

- 13-15 YEARS

- JUNIOR: 15-18 YEARS

- SENIOR: 15 YEARS OR MORE

The age will be calculated as that on December 31st, 2019.

IV.- ATTENDANCE Each participant club, may register a maximum number of athletes according to the following:

- Beginners 9 and 10 years: Up to 10 Athletes in Figures (Participation in Figures is Compulsory) Also, the following may be registered:

- Up to 2 (two) Free Solos - Up to 2 (two) Free Duets


- Beginners 11 and 12 years:

Up to 10 Athletes in Figures (Participation in Figures is Compulsory) Also, the following may be registered:

- Up to 2 (two) Free Solos - Up to 2 (two) Free Duets - 1 (one) Free Team, which may be put together with athletes from

Beginners 9-10-11-12 years old

- Age Groups – 12 and Under

Up to 10 Athletes participating as follows: - Up to 2 (two) Free Solos and 2(two) Technical Solos - Up to 2 (two) Free Duets and 2(two) Technical Duets - Up to 1 (one) Free Team and 1(one) Technical Team

- Age Groups – Senior Category Up to 10 Athletes participating as follows:

- Up to 2 (two) Free Solos and 2(two) Technical Solos - Up to 2 (two) Free Duets and 2(two) Technical Duets

- Open Category

Conformed by 8 to 10 athletes from any of the Age Groups (Advanced) - 1 Free Combination Routine (Combo)


V.- GENERAL RULES

Training schedules assigned to each Club during the competition will be strictly complied with, unless it is mutually agreed with the coach to whom original schedule was assigned. It will be the responsibility of each Club that its swimmers are in the official area ten (10) minutes before the start of the competition. Coaches must remain in the assigned area for coaches and delegates, and free transit will not be permitted in the pool area, scoring table or judge panels. The delegates must deliver the music via USB for the training and competition duly identified with the name of the participant, category, club, and competition. The music of each competition routine must be in this USB memory recorded in .mp3 format. Coaches who are exercising the functions of a judge as such cannot have dual roles or intervene in the competition as technical personnel. The scores will be published in a visible place after all figures or routines have been completed and approved by the referee. At the end of the competition the results will be sent via email to the participating Clubs at their registered email. The judges' scores can only be shown, published or sent to the emails of each Club after being approved by the Referee.

VI.- ATHLETES For the competition of figures all participating swimmers must make the entry and exit to the water on the sides that the referee has defined, and must wear black bathing suit and white cap. Once each figure is made, the athlete must leave the competition area, and go to the area assigned to her. Transparent, or exaggerated necklines in swimsuits specifically on the chest, or overlapping ornaments, such as lace, chains, buttons, feathers, etc., will not be allowed. The ornaments on the head should be small without covering it completely. Decorating the face with artificial tears, balls, stars, etc., painted nails or piercing will not be allowed. Once the routine has been completed, the participants must leave the competition area, and go to the area assigned to them. For the competition of the routines all participating swimmers must make the exit and entrance where the official stage is located. The swimsuits will be reviewed by the referee, 30 minutes before each competition in order to verify that they comply with the provisions of the FINA rules. If in doubt, swimsuits may be reviewed by the referee during the technical meeting. Active athletes may not participate as coaches, just as active judges may not exercise dual functions (coach, athlete or delegate). Theatrical makeup (Exaggerated) should not be used. Straight makeup that provides a natural, clean and healthy glow is acceptable, according to FINA rules


VII.- CLAIMS A Claim may be filed if:

a. Rules are not observed during the competition. b. If any condition endangers the competition and/or the athletes. c. Against referee decisions. However, no claim may be filed for factual decisions.

Claims may be filed only by the official delegate of each club, in the following

manner:

In writing to the referee through the control desk or attention to the delegate, with deposit of US $ 100.00 (One hundred dollars 00/100) and within thirty minutes following the conclusion of the event that produced the claim. If the causes that support the claim are known before the event, it must be presented in writing before the signal is given to start the event. If the claim is rejected, the deposit will be handed over to the organizing committee. If the claim is considered appropriate, the deposit will be returned.

For this competition, the results for figures, solo and duet routines will be

separated for each beginners category. The team routine may be conformed by

4, 5, 6, 7 or 8 athletes from 9, 10, 11, and 12 years old; meaning that the results

will be provided as a single one for both categories.

IX.- PENALTIES The penalties, if necessary, will be carried out according to the Fina regulations for

figures and routines competitions.

X.- AWARDS 1.- The first three places will be awarded with gold, silver and bronze medals for the

participating in a beginners level, will be awarded a participant medal (if they have not

been awarded with gold, silver or bronze).

When a Club registers two solos or two duets, only the best of the two will be taken

into account, either to award medals, or to assign the points for the final classification.

2.- A Cup will be awarded for the first, second, and third place on the final

classification


3.- The Free Combination Routine (Combo) does not count towards the final points

calculation for the final classification.

4.- To determine the final clasification for the Club, we will use the following table in

order to award points, including the points obtained by the beginners level:

The athletes must present in the award area duly dressed in their team uniform. If that is not the case, athletes will not be able to get on the podium, and the medal will be given later.

ANYTHING WHICH HAS NOT BEEN PROVIDED FOR IN THESE CONDITIONS WILL BE RESOLVED BY THE BOARD OF DIRECTORS OF SYNCHRO PANAMA ACCORDING TO CONSULTATIONS RAISED BY THE DELEGATES OF THE PARTICIPATING CLUBS
