The International Driver Examiner Certification (IDEC) program was designed as a result of the growing responsibilities being placed on driver exam personnel. The objectives of the program are to:

1. Improve the efficiency and effectiveness of driver examining personnel

2. Upgrade the professionalism of driver examiners

3. Establish standards for driver examiner training that will assist individual Jurisdictions in their training programs

AAMVA provides the following materials:

• Instructor’s Guides

• Student Workbooks

• Training Videos

• Quizzes

• Classroom Activities

• Skills Activities

• End of Course Exams

*Materials are updated on an annual basis.

• National recognition/accreditation of jurisdictional training programs that assist in reducing jurisdictional examiner liability

• Higher training/continuing education standards

• Protects public interest by providing consistent examiner training

• The (CCE) program meets the Examiner/3rd Party Training requirements defined by FMCSA in 49 CFR 384.228

• Provides support in fraud reduction

• Provides jurisdictions with standards of qualification for 3rd Party deliverers

• Enhances reciprocal recognition of licensing and training programs

• Increases operational efficiency through the use of better trained examiners

• Training materials are updated annually by AAMVA IDEC Board

• Annually, the IDEC Board & AAMVA recognize examiners through the Examiner of the Year and Outstanding Examiner of the Year Awards

• Each jurisdiction nominates one examiner for their outstanding performance as a driver license examiner

• Examiners are selected for their excellence in adhering to the principles and recommended practices of driver examining and high level of conduct

• The 2015 Outstanding Examiner of the year award recipient is Curtis Berryhill (FL)

AAMVA CCE & CCKE Training Courseware

State & Third Party CDL Examiners

• The Working Group consisted of 11 jurisdictional members (6 International Driver Examiner Certification (IDEC), 5 Test Maintenance Subcommittee (TMS) members, FMCSA and AAMVA.

• The Certified Commercial Examiner (CCE) Manual was the basis for creating the online training courseware.

• The CCE curriculum provides States with a comprehensive integrated training system which includes training modules that may be completed online or in a classroom; and hands-on training as required in 384.228 (a)

• Online training courseware has been developed to train State Knowledge Test Examiners and State/Third Party CDL Skills Test Examiners

• The courseware can be tailored for use in classroom, as a self-paced online training course or a blended program.

• The courseware was designed to replace the classroom training component only. It does notreplace the range and road skills test training.

• Includes an online Users Guide and online Technical Specifications Guide

Total of 5 disks in the package in three file formats:

• .CPTX format: This format is used to edit and insert jurisdictional information and to upload the tailored courseware to a jurisdictions Learning Management System (LMS)

• .SWF format: This format may be used to upload the courseware as designed to a jurisdictions LMS, but cannot be edited.

• .EXE format: This format may be utilized on any personal computer for use as a stand-alone training program. A LM is not required. Manual tracking and testing is required.

• File names on the disks have been color coded to help jurisdictions identify the proper files for training Knowledge Test Examiner, Skills Test Examiners and individuals who are both Knowledge and Skills

The Knowledge Test Examiner will need to successfully complete the following modules:

• Commercial Knowledge Examiner Orientation

• Module 1: Introduction to CDL Licensing andModule 1 Quiz

• Module 2: Overview of the CDL Tests andModule 2 Quiz

• Module 3: Knowledge Tests andModule 3 Quiz

• Module 4: Commercial Knowledge End of Course Exam

• Module 5: Commercial Knowledge Course Completion

The Knowledge and Skills Test Examiners will need to successfully complete the following modules:

• Commercial Skills Orientation

• Module 1: Introduction to CDL Licensing andModule 1 Quiz

• Module 2: Overview of the CDL Tests andModule 2 Quiz

• Module 3: Knowledge Tests andModule 3 Quiz

• Module 4: Vehicle Inspection Test andModule 4 Quiz

• Module 5: Basic Control Skills Tet andModule 5 Quiz

• Module 6: Road Test andModule 6 Quiz

• Module 7: Commercial Skills End of Course Exam

• Module 8: Commercial Skills Course Completion

One set of DVDs containing the AAMVA Certified Commercial Examiner – CDL Training

Courseware for State and Third Party CDL Examiners was distributed to the CDL Coordinators in each jurisdiction on

January 15, 2016.
