About NGAP…

• CBTA came from NGAP, during the 2010 NGAP Symposium

• The role of NGAP is to ascertain sufficient competent HR

• Attract, train, educate and retain

• A need was identified regarding training of ATCOs and ATSEPs

• IFATCA has been part of NGAP since its inception

Before 2016…

• No requirements in PANS-TRG regarding ATCO training. Very

few SARPs concerning ATC (Annex 1, 4.3 to 4.5):

• Medical class 3

• 21 years of age

• Certain knowledge (rather vague…)

• 3 months of actual control under supervision of an ATCO (licence)

• 90 hours for aerodrome / 180 hours for approach and area (rating)

• Never really published; adopted by the ICAO Council for

• Contains minor changes to the definitions and to the

text from Part IV for ATCOs and ATSEPs

• Drafted by the CBTA-TF (IFATCA was part of it)

• Published July 2020, applicable November 2020

• Will incorporate amendment 5

• New chapter on ATC OJTIs

• Modifications to the framework to align

with other parts of PANS-TRG

4.4.1.3 Experience

4.4.1.3.1 The applicant shall have completed an approved

training course and demonstrated the required competence,

having accomplished not less than three months of satisfactory

service engaged in the actual control of air traffic under the

supervision of an appropriately rated air traffic controller […]

4.4.1.3.2 The appropriately rated air traffic controller

specified in 4.4.1.3.1 shall be a qualified air traffic control on-

the-job training instructor.

Annex 1

Note.— The Procedures for Air Navigation Services —

Training (Doc 9868) contains guidance on the qualification of

air traffic control on-the-job training instructors and on

competency-based training and assessment for air traffic

controllers. The Manual on Air Traffic Controller

Competency-based Training and Assessment (Doc 10056)

provides additional guidance to support stakeholders in the

successful implementation of competency-based training

and assessment for air traffic controllers.

4.5.2.2 Experience

4.5.2.2.1 The applicant shall have:

b) demonstrated the required competence while providing,

under the supervision of an appropriately rated air traffic

controller, one or more of the following:

4.5.2.2.2 The appropriately rated air traffic controller

specified in 4.5.2.2.1 b) and c) shall be a qualified air traffic

control on-the-job training instructor.
