1. Welcome, opening and adoption of the agenda

Mr JUD opens the Assembly of Delegates statutory meeting and welcomes all participants.He reports that the technical tour on the previous day at University of Florida Research Centerand Southern Gardens Citrus plant was very interesting and it was a real pleasure for IFUmembers having visited this plant.

Mr JUD thanks Mrs GUNTER and Mr SPORN for the excellent organization of the IFU meetingsat Bonita Springs, Florida.

Minutes of the Assembly of Delegates meeting held on are unanimously adopted withoutchanges.

3. Report on the IFU activities for the year 2010

Mr JUD mentions that the Report on the IFU activities for the calendar year 2010 was sent out toall members as reference material on the agenda for the General Assembly of Delegates meeting.A printed copy of this document was also distributed to all participants in the General Assembly ofDelegates meeting in Bonita Springs. He requests delegates whether they have any remarks orquestions on the report on the activities for the year 2010. No questions are raised. Thisdocument is approved. Mr JUD thanks all members having participated in the preparation of theReport on the IFU activities for the calendar year 2010.

Mr JUD invites the different Chairmen to present the results of the meetings of the variousCommissions which took place on 14th June 2011 at Bonita Springs, Florida.

3.a. Results of and conclusions from the Commission for Legislation (CL) meeting

Dr FARAG presents the outcomes of the Commission for Legislation meeting held on 14th June2011. He sums up the main issues of interest to the IFU regarding Codex regulations for the timebeing:

- Codex Committee on Food Additives (CCFA)

Lauryl arginate ethyl ester (LAEE) – antimicrobial agent – work was discontinued

Carotenoids – work was discontinued

Carotene, beta (vegetable) – work was discontinued

Grape skin extract – work was discontinued

Iron oxide – work was discontinued

Sulfites

With regards to sulfites, current maximum levels allowed are 50 mg/kg in the Codexstandard for fruit juices and nectars. There was a proposal to increase these levelsup to 100 mg/kg as served to the consumer. There was no consensus reached duringCCFA meeting. This remains on the agenda for next CCFA session.

Sulfite being an allergen and considering that there is an important percentage of thepopulation who is allergic to sulfites, IFU is opposing that levels of sulfites areincreased.

Stevia

IFU supports the addition of stevia to nectars (step 5/8 at Codex). On the otherhand, IFU doesn’t support adding it to juices. However, IFU discussed atCommission for Legislation level the possibility to review its position of opposingstevia to juices considering the negative publicity regarding high sugar.IFU Secretariat will circulate a survey requesting the position of IFU membersconcerning this issue.

For the time being and unless IFU members don’t express themselves in adifferent way, IFU opposes the addition of stevia to juices.

- Codex Committee on Processed Fruits and Vegetables (CCPFV)

Dr FARAG mentions that IFU was given mandate to ask CCPFV to change its terms ofreference (TOR) in order to include fruit juices and nectars.

TOR was changed to:

“To elaborate worldwide standards and related texts for all types of processed fruits andvegetables, including but not limited to canned, dried and frozen products as well as fruitand vegetable juices and nectars and related products”.

The wording “and related products” creates some problems as it is too broad and wouldencompass any product having a drop of juice in it. IFU has already asked together withother organizations to delete the last three words of the TOR.

- Codex Committee on Contaminants in Food (CCCF)

IFU is going to join the Electronic Working Group in order to monitor activities related toheavy metals specifically with lead in juices and it will report back to the membership.

- Codex Committee on Pesticide Residues (CCPR)

The issue of transfer factors (processing factors) and MRLs for processed foods is stillpending. No real consensus could be reached at Codex level.

Dr FARAG reports the German Institute of Risk Assessment has published a list oftransfer factors for some juices. Juices are much lower in pesticides than the fruitsthey're made from.

- Codex Committee on Food Labelling (CCFL)

The effect on nutritional profiles on health claims is still the major topic. IFU is carefullymonitoring this issue when it comes to juices because of the sugar content which maypreclude us from making health claims.

3.b. Results of and conclusions from the Scientific and Technical Commission (STC)meeting

Prof DIETRICH presents the results of the Scientific and Technical Commission (STC) meetingheld on 14th June 2011.

STC has three new members:

Mr Günter MAIER (Switzerland), Mrs Irina BRAZHNIKOVA (Russia) and Mr Vural GÖKMEN(Turkey).

Prof DIETRICH reports that Kevin GAFFNEY (Juice Products Association) gave an overview onall activities of JPA Technical affairs meeting.

Heavy metals in fruit juice

Prof DIETRICH reports on activities on heavy metal content in juices using total reflectionX-ray fluorescence spectroscopy (TXRF). There is concern of German authorities on highmanganese contents in pineapple juice. It was found that manganese is significantlyhigher than in other juices.The results of the studies show that it is clearly not due to a contamination by processingbut it is caused by low pH of soils. In low pH ranges, manganese is mobile and can betransferred to the fruit. The recent study in Geisenheim will be finished in a few monthsand it will be possible to report on it at the forthcoming STC meeting in October in Parma.Fruit juices are generally very low in heavy metals and it not a real concern for our sector.

Methanol in fruit juices and purees

Methanol is a genuine part of the pectic substances in fruits and vegetables. Therefore, adifferentiation between free and bound methanol (=potential methanol) should be made;

the sum of both is the total methanol. Juices always contain significantly less methanolthan the corresponding fruit as a large portion remains as bound methanol in the pomace.

A running study at Geisenheim Research Center compares the potential content ofmethanol of apple varieties with the corresponding contents in cloudy apple juices. It isconfirmed that eating an apple leads to much higher methanol intake than drinking applejuice.Prof DIETRICH will present the data during the October meeting in Parma.

New technologies for fruit and vegetable juices, including fresh (non-pasteurized) fruitjuices

UV-C radiation, an established technology in water treatment, is under investigation as anonthermal treatment of fruit juices or even potential replacement for pasteurisation. STCmembers came to the conclusion that the potential of UV-C treatment is limited.There was no more discussion on ultrasound. It is thus not expected that ultrasoundtechnology can be an alternative to established technologies in juice processing. On theother hand electroporation is well developed and used for special purposes, likedegradation of microorganisms to extend shelflife.A new pressing system called “Vaculiq” can cover a capacity of 500-3000 kg/h. Thistechnique reduces the influence of oxygen and preserves added vitamin C as well aspolyphenols, in comparison to classical pressing.

Fruit juice browning

The best method of measuring the colour of purees and cloudy products is still a matter ofdebate.STC is of the opinion that all colour measurements have physical restrictions and shouldbe regarded as a convention and are a compromise between producer and client.

IFU position paper on fruit juice nutrition policy

The IFU position paper on fruit juice nutrition policy is available for downloading from thehome page of the IFU website. Mr COOLS was asked to prepare an “easy-to-understand”short paper with the assistance of a journalist based on a draft prepared by MrCANCALON. Once this short paper is finalized, it will be circulated within IFU membership.

Finding a replacement word for “antioxidant”

Recently regulatory organizations both in Europe and the USA have started to intervene toregulate food health claims. No evidence has been provided to establish that antioxidantactivity/content and/or antioxidant properties provide a beneficial physiological effect. Tobe “antioxidant” is not related to the biological mechanism. Therefore, the term should besubstituted. The scientific community is more and more convinced that one of the common

mechanisms is the anti-inflammatory effect which is related to chronic diseases, like heartattacks, cancer, Alzheimer and other neurodegenerative diseases.

To better express the health potentials of fruit juices, the term “Antioxidant”, which nolonger appears to reflect the mechanisms involved in physiological processes, could bereplaced by “Anti-Inflammatory Polyphenols” (Phytochemicals)? This question wasdiscussed by STC members but no consensus could be achieved about which term wouldbe best understood by the consumer.

Future technical and scientific activities of STC

STC strongly support the idea that sustainability in fruit juice industry should be more inthe focus of the future STC work.

Next STC meeting

Next STC meeting will be held on 19th October 2011 in Parma, Italy during Cibus Tec fair.

IFU Workshop "The increasing consumption of vegetable juices worldwide" - "Juice asimportant part in other products" 20th October 2011 Parma, Italy during Cibus Tec fair

The preliminary IFU Workshop programme is almost finalized.

3.c. Results of and conclusions from the Commission on Methods of Analysis (CMA)meeting

Dr HAMMOND presents the results of the Commission on Methods of Analysis meeting held on14th June 2011.

Due to constraints on travel budgets there were only three members of the CMA present.However there were seven guests present from the US industry. As in previous years whereattendance was expected to be low CMA took the opportunity to have a “non-meeting” and tospend some time in a brainstorming exercise in order to look forward at what possible “new”issues it should look at.

The following topics were raised:

1) Enzymatic method for mannitol for vegetable and pomegranate juices and where noexpensive HPLC system is available.

2) Solvent effects in the qualitative test for pectin

3) Methods for B vitamin in juice drinks

4) Adaption of the “formol” method to use another material instead of formaldehyde due totoxicity concerns

5) Re-visit the oligosaccharide recommendation REC 4

The following issues are open:

Revision of the recommendation on methods for heavy metals

Revision of method 25 on sensory analysis of juices

Extension of the scope of the German method for quantitative aroma analysis

Method for the “colour” of blood orange juice

Finally, an overview of two new methods developed in Europe for the control of juice qualitywas reviewed for CMA guests.

An overview of the use of DNA methods in juice analysis was given covering work carried outin the UK for the FSA

Mandarin in orange by hetroduplex method Grapefruit in orange much less sensitive than HPLC

3.d. Results of and conclusions from the Public Relations and Membership Commission(PRMC) meeting

Mr HERMANS reports the outcomes of the Public Relations and Membership Commissionmeeting held on 14th June 2011:

IFU News

PRMC looked at the IFU News. The result is very satisfactory. It is of note that after twoyears the IFU News bulletin has a large group of regular contributors who report on theactivities within their association on a rotation basis.

Australia, New Zealand and Brazil will be requested to join the group of contributors.

Recruitment new members

Mrs ROMEO-VAREILLE compiled a list of approximately 60 potential members includingfruit juice associations and individual companies located worldwide.PRMC asked her to group the entrees of this list by geographical area.The “Regional Champions” should contact the companies/associations in their area.The Executive Committee will go through the list and complete it.

Early warning system

PRMC felt that similar to the systematic input requested for the IFU Newsletter, memberswill be asked to inform IFU on potentially contentious issues for the industry e.g.contamination risks, unjustified attacks on juices mostly related to sugar content.

World Juice Day

Ms AKDAĞ informed PRMC regarding World Juice Day initiative in Turkey which wasimplemented under the lead of Turkish association MEYED.The concept was regarded as valuable and potentially rewarding for the industry.From the discussions it emerged that one day organization on the same date worldwide isnot considered as feasible because in some regions of the world the suggested date (30th

May) would coincide with the harvest season. Therefore, it should be left to individualmembers and local organizations to decide format and date of their World Juice Day. Itcould also be expanded to a week or a month, as UNIJUS did in France. Therefore WJDshould be seen as a flexible concept in order to promote juices.

The possibility will be investigated to involve major international organizations such asFAO/WHO to back up such a program in order to have a bigger impact.

Fruit juice as part of 5-a-Day

IFU should act as a platform in order to provide members with back up to ensure that fruitjuices are kept or included in national 5-a-Day programmes.For the time being as regards European health claims regulations it looks like we won’thave any possibility to make health claims regarding fruit juices which makes the positionof our products extremely vulnerable. However, fruit juice is still considered to be oneportion of 5-a-Day in most of the European countries.

AIJN created a leaflet on the 5-a-Day. It will be sent in electronic format to IFU Secretary-General. Its content can be used and adapted by other associations worldwide.

Generic Promotion for Fruit Juices

Brazilian association CitrusBR created a new website for the promotion of orange juice.The main idea is to promote orange juice not only as a drink to be consumed at breakfast.An excellent advertisement was prepared regarding this issue was implemented in Brazil.It will also be circulated to the members.

Next Public Relations and Membership Commission (PRMC) meeting

Next PRMC meeting will be held in conjunction with the 10th Vaccinium Symposium (18-22June 2012 Maastricht, The Netherlands), date to be announced.

3.e. Results of and conclusions from the Executive Committee meeting

The Executive Committee finalized the paper regarding IFU innovations award. It will becirculated in the second half of July 2011 with the goal to give the award at the occasion ofthe 10th Vaccinium Symposium (18-22 June 2012 Maastricht, The Netherlands).

Mr JUD asks whether there are comments regarding Executive Committee activities. MrCAPONETTI raises the issue that its company CFT supported IFU activities in the last years.He also brought a new member, Montecarlofruit. The number of associations and companiesworldwide should be increased. IFU should be a real network of active members who shouldbe stimulated to bring new members via their business contacts. Mr CAPONETTI suggeststhat some work should be done on the IFU website in order to increase the number of visitsand internet visibility.

Mr JUD thanks Mr CAPONETTI for his interesting suggestions and critical comments.IFU is ready to study concrete ideas in order to increase its network which generates a betterbusiness for the fruit juice industry sector.

4.Accounts 2010

Mr JUD informs that Dr KERSTING apologized for not being able to attend this meeting. Thefigures 2010 will be presented by Mr Bernd OSPELT, Accounts Auditor.

4a. Approval accounting position on 31/12/2010

Mr OSPELT presents the results of the audit of IFU accounts for the calendar year 2010.

In April 2011 Messrs MONCHOVET and OSPELT checked the accounts of IFU for the fiscalyear 2010 in IFU headquarter in Paris.The vouchers were checked in a random sampling way. The result was that postings ofbusiness transactions are correct and complete.

Mr OSPELT presents the major profit and loss and balance items of the IFU accounting positionon 31/12/2010.

Accounts 2010The 2010 report shows a total on revenues side the same level as in the previous yearamounting to € 174 000 and a decrease on expenses side of about € 4 000.The development of expenditure items was different as compared to the figures 2009.

Revenues 2010The most important income items are the membership fees. We can observe a totaldecrease of about € 3 000.While subscription fees for individual members decreased by € 6 000, associatedmembers subscription fees increased by € 4 000 compared to 2009.Membership from collective members are € 1 000 below the previous year ones.The subscription fees from organizations did not change.

The miscellaneous revenues increased by € 6 000, € 4 000 thereof are due to higherrevenues from sales of analytical methods and € 2 000 from IFU events.The exceptional revenues 2010 were as well as in 2009 influenced by revenues from theprevious year. In normal years, these positions don’t have a significant impact onrevenues side.As in 2009, also in 2010 approximately € 6 000 relate to revenues from the previousperiod, € 3 000 thereof are due to membership fees and € 3 000 originate from therelease of a provision added in 2009 for travel expenses. This has finally not been usedand could therefore be profitably released.

Considering the current situation of financial markets, the financial return from securitiesand term deposit accounts declined from € 4 000 to € 2 000 in 2010.

Expenses 2010

The expenses have decreased by around € 4 000. However, the evolution of the variouspositions turns out to be very different.The staff costs are the biggest position we have. An increase of staff costs of about €2 000 results from higher salary taxes costs.various miscellaneous expenses amount to € 21 000 which corresponds approximately tothe level of the preceding year. Compared to the previous year the items only slightlychanged.Important positions were travel expenses for President, Secretariat and IFU mandateswith € 10 000 in total followed by costs for Postage, Phone and Fax with € 6 000.Office expenses were € 20 000 and compared to the previous year increased by € 1 000.Reason for this is higher costs for office stationery.

2010 exceptional expenses are € 6 000 below previous year level. Important reason wasthe decrease of the debtors write off item.

In 2010 new office furniture and a notebook were bought. The depreciation in theaccounting period amounts to € 600. A depreciation rate of five years for the officefurniture and one of three years for the notebook were established.

Debtors 2010

Mr OSPELT points out that the Secretary-General implemented all possible actions likereminders, e-mails and phone calls in order to ensure that subscription fees are paid.Nevertheless, the position “debtors write off” amounted to € 7 700 at the end of 2010.This was a pleasant decrease of € 4 900 compared to the previous year. However, it isstill too high.

In spite of several reminders, at the end of 2010 four members had not paid theirsubscription fees 2010. Before the audit, one individual member paid for a total amount of€ 1 100. This amount has been included as outstanding amount in the balance sheet2010 and does not have any influence on 2011.

Following audit, IFU received payment by Shaanxi Haisheng about € 3 300. This amountwill be considered in the accounting position for the calendar year 2011 as revenue fromprior years.

Messrs MONCHOVET and OSPELT suggest excluding from the Federation theremaining two members who have not paid the 2010 subscription fees.

Income surplus

The total revenues of € 174 000 and the total expenses of € 149 000 for the accountingperiod 2010 effect an annual profit of about € 25 000.

Messrs MONCHOVET and OSPELT suggest to the General Assembly of Delegates toretain the net earnings as reserve to the balance, so that the reserve of retained earningsas per end of December 2010 would be about € 249 000.

The Assembly of Delegates unanimously approves the accounting position on 31st

December 2010 after audit presented by Mr OSPELT.

Mr JUD thanks Messrs MONCHOVET and OSPELT for having audited the IFU accountsand Mr OSPELT for the presentation and the clear explanation.

5.Budget 2011

Mr JUD reports that only the budget 2011 will be presented. As regards provisionalbudget 2012, it will be forwarded to the members in the forthcoming months as there are

some changes in the managing of the association which will also have an impact on the2012 provisional budget.The 2011 budget was revised in a meeting in April 2011 in Mannheim. It shows a totalamount of revenues from subscription fees of € 138 400, total miscellaneous revenues of€ 20 500 and exceptional revenues of € 2 200 which makes a total amount of revenues of€ 161 000.As regards expenses it shows a total amount of office expenses of € 20 200, a totalamount of various – miscellaneous expenses of € 26 000 which is a little bit higher ascompared to the previous yearMr JUD makes a remark regarding 625 110 Management / President expenses. Becauseof the change in the President position, the actual position of this budget line could behigher than it is in the budget. Staff costs are also slightly higher € 100 800. Exceptionalexpenses are € 9 100. Depreciation is € 1 000.The total amount of the expenses is € 157 100.IFU expects to close the year 2011 with a small result of € 4 000.

The General Assembly of Delegates unanimously approves the budget 2011.

6.Approval of new members & exclusion of members

Mr JUD reports that the following companies resigned from IFU following the Assembly ofDelegates meeting in May 2010 in Istanbul:

Exclusion of members

Mr JUD mentions that based on the Accounts of Auditors report CIATI did not paythe 2010 subscription fee in spite of several reminders. The suggestion by theAccounts Auditors is to exclude CIATI from IFU because of non-payment of thesubscription fee.The recommendation by the Executive Committee is to write a letter once again tothis company mentioning that if the 2010 subscription fee is not paid by the end ofJuly it will be excluded from IFU. At the same time, also payment of the 2011subscription fee will be requested from CIATI.

The Assembly of Delegates unanimously agrees to postpone the exclusion ofCIATI. If payment by CIATI is not received by the 31st July 2011, it will be excludedfrom IFU.

7. Discharge of the Executive Committee (Board) & the Secretary-General

Mr JUD asks the Assembly of Delegates to discharge the Executive Committee and theSecretary-General by endorsing the responsibility of the decisions taken at the Assembly ofDelegates meeting. This motion is unanimously approved by the Assembly of Delegates. Allare in favour. None is opposed.

8. Approval of Articles of Association

Mr JUD reports that the new version of the Articles of Association was approved at theAssembly of Delegates meeting held on 3rd May 2010 in Istanbul. Following this approval,the Executive Committee noticed that three other amendments had to be implemented.They were circulated to the whole membership in due time and in conformity with theprocedure mentioned in the current version of the Statutes.

The changes which were suggested are the following ones:

Article 2 Duration & Purpose

The duration of the association is unlimited. The purpose of the IFU is to represent a globalorganization of the fruit juice industry. Its aims are to promote the manufacture and theconsumption of fruit and vegetable juices and related products (hereafter called "juiceproducts"). Remove the footnote from the Annex of the Articles of Association «(1. Basis isfollowing: Fruit juices, fruit nectars, fruit juice drinks (more than 25% fruit content). Forproducts definition - please refer to the Codex General Standard for Fruit Juices and

Dr FARAG raises the question that the wording “and related products” should be deletedfrom the Articles of association. As he mentioned before reporting on the results of theCCPFV, this wording creates some problems as it is too broad. IFU has already askedtogether with other organizations to delete the last three words of the CCPFV terms ofreference.A discussion arises regarding meaning of “and related products” in IFU Articles ofassociation and whether it should be deleted.Based on the motion by Dr FARAG, Mr JUD calls for a vote if the General Assembly ofDelegates agrees that the wording “and related products” is deleted from the Articles ofAssociation.Votes are counted: on a total amount of 144 votes present, 69 votes are against the changeand 75 votes in favour of the change.

The following amendments in the Articles of Association are approved by the GeneralAssembly of Delegates meeting:

Mr SPORN reports that he has been active in Juice Products Association since theearly nineties. He served as President when it was called National Juice ProductsAssociation before the merger with Processed Apples Institute. He served in theTechnical Committee. He has been involved in the juice industry for about thirtyyears. He has retired from Johanna Foods New Jersey. He started being active inIFU in 2002 in Lucerne and was an active member of the Scientific & TechnicalCommission and of the Public Relations and Membership Commission as well as ofthe Executive Committee.

The Assembly of Delegates unanimously elect Mr Don SPORN as President of IFU.

- 2013 IFU Workshop

A possibility could be organizing a Workshop on problems linked to blood orangejuice in Sicily. IFU will study the situation regarding costs and hosting in theforthcoming months together with the company AGRUMIGEL which made thisproposal.

- 2014 IFU Congress.

A possibility could be organizing the 2014 congress together with ISHS which has itsquadrennial congress ‘Horticulture - sustaining lives, livelihoods and landscapes’

Last ISHS congress in Lisbon was attended by 3000 participants, including 29%representatives from the Industry

Mr HEITLINGER expresses its point of view that the Executive Committee meeting should be on the 1st

day of the event and it should also be avoided that the General Assembly of Delegates meeting isscheduled on the last day of the event because some members are already obliged to leave.

Mr GONÇALVES points out that Commission for Legislation and Scientific and Technical Commissionshould not be organized in parallel because some persons are members of both Commissions andwould like to attend both meetings.

Mr JUD mentions that these proposals are noted and will be studied for the preparation of a newschedule for internal meetings to be held in conjunction with the Maastricht congress.

Mr JUD thanks Dr HAMMOND for the job done as Chairman of the Commission on Methods ofAnalysis.

Dr HAMMOND was elected in 2004 in Stuttgart. Dr HAMMOND did an excellent work with CMA inupdating the methods of analysis and developing new IFU methods which are also accepted worldwideand also at Codex Alimentarius. IFU methods are also sold and they are important revenues for IFU.

Dr HAMMOND was also IFU Representative at Codex Committee for Pesticide Residues.

Mr JUD gives Dr HAMMOND a leaving present.

Dr HAMMOND thanks all members and he is sure that Mr HOFSOMMER will have the necessarysupport in order to bring CMA forward.

Mr JUD thanks Mrs ROMEO-VAREILLE for the job which she did for the organization of the meetingsand General Assembly.
