I. Assessment of Higher Education Programme

1. Aims and tasks of the Higher School programme, study results gained after

the acquisition of higher education programme in the form of knowledge,

skills and attitudes

1.1 Aims and tasks of the study programme

Business administration stud programme was developed as a professional

higher education Bachelor programme. The aim of the professional Bachelor study

programme “Business Administration” is to educate highly qualified, skillful and

creative specialists in project management, who would be ready to work in Latvia,

the European Union and other countries.

Tasks of the study programme

1. Develop skills of project practical realization: develop ideas,

materialize, manage, implement projects in general, and development

projects of an enterprise.

2. Develop skills that are necessary for project managers: skills of team-

work, ethical working style, skills of critical thinking, skills of

creative work, skills of scientific research.

3. Ensure the necessary acquisition of theoretical knowledge according

to the requirements of the 21st century.

1.2. Results, gained after acquisition of higher education programme in form

of knowledge, skills and attitudes

Knowledge of economic and financial processes in Latvia (on the level of

micro- and macro-economics), the European Union and the world, of their

management processes; understanding of marketing and advertising in

entrepreneurship and project management; knowledge of rights.

Skills of developing projects from ideas to implementation; skills of

organizing the entrepreneurship; skills of organizing and managing team

work; skills of evaluation of entrepreneurship environment with scientific

methods – possible risks and benefits.

Attitudes: positive and open attitude towards the world, creative and

innovative attitude towards work, which is formulated in study tasks and

practical activities; understanding of aesthetic attitude towards work and

people; development of aesthetic feelings,the necessity of constant self-

development and fulfilment.

2. Organization of the higher education programme (programme structure

changes in corresponding self-assessment period), correspondence of the

programme plan to the aims and tasks of the Higher School, as well as the

activity of internal quality mechanism of the programme

2.1 Study programme organization

The amount of the study programme “Business Administration” for

acquisition of 2nd level higher professional education of professional Bachelor

studies comprise 160 credit points (1 CP corresponds to 40 hours of studies).Full-

time studies take 4 years (8 terms). In a study year there are 32 auditorium weeks

and 6 weeks of examination session. About 40% of study hours are meant as

contact hours, but 60% - student individual work.

Part-time studies take 5 years (10 terms), the amount of contact hours is

25%, but student’s individual work, including autonomous tasks, term papers and

preparation for tests take about 75% from the necessary work.

The division of study courses is anticipated according to terms, basing on

following criteria: the first 4 terms students acquire the common educational

courses, which introduce them to the study process, develop their personality and

points of view. Paralelly, there are theoretical courses acquired, starting from the

simplest ones. The number of theoretical courses is gradually decreasing by the

end of the last term. During the last study year students are in the praxis out of the

Higher School and work on their Bachelor Papers; the number of acquired subjects

is not big and they all are branch professional specialization course, the ratio of

which is increasing starting from the 2nd course. The free choice subjects are

offered during the whole study period, anticipating to acquire the 2nd or the 3rd

foreign languages during senior courses.

The study process is organized in accordance with the regulations of the

Republic of Latvia, the Constitution of the IHSPP (SPPA), as well as the

documents introduced by the Senate of the IHSPP (SPPA).

2. 2. Changes in the study programme in the period of assessment

There have been no essential changes made in the assessment period of the

programme “Business Administration”. The number of credit points in the course

blocks has remained unchanged. Changes that have been done during the previous

accreditation period have been checked and approved.

The titles of some courses have been changed according to the norms of the

Latvian language, for instance, “management” in some cases replaced by

“administration”, “business ethics” - by “entrepreneurship ethics”.

“Politology” and “Organization and the Reforms of Public Administration”

have been integrated in one course “Social Management”, because both the

subjects had many things in common, besides, the new course is more focused on

praxis and corresponds to the main idea of the programme.

Study programme includes “Mathematics for Economists”, substituting

“Financial Mathematics” (especially, taking into account that levels of knowledge

in mathematics in secondary schools vary), which promotes practical calculations,

analysing entrepreneurship and projects.

By decreasing number of credit points for the course of “Project Modelling”

from 6 to 4, it was possible to offer the course of “Logistics” (2 CP). The course

“Strategic Management of Projects” was substituted by “Strategic Management”,

which would be necessary for company and project managers.

Free election courses are complemented by “Sociology”: the idea about the

society structure and its processes can promote professional project management in

various spheres, as well as company management in different branches.

“Psychology of Organizations” is also offered, which is necessary for company

leaders – the Higher School has a powerful potential in psychologists, therefore it

is possible to obtain useful courses in psychology.

Real life has introduced changes into praxis organization. Organizational

praxis, which allows activating students in various organizational events by

practicing organizational skills, is divided throughout all the study years (not like it

has been before – only during the 1st year studies). Advertising praxis demands

from a student knowledge of how to handle photo- and video- camera, computer,

which is organized in terms of praxis from the 3rd term. Praxis in advertising

usually takes place during the 2nd year, when there are such subjects acquired as

Marketing, Marketing research and Psychology of Advertising.

Organizing professional praxis, students can implement projects in the

terms of the Higher School or apart from it, not being directly connected with the

praxis place by an agreement. For this reason there has been a special praxis added

to the amount of 3 credit points, which is conducted under the guidance of Higher

School specialists, carrying out any project. So it means that the professional

praxis beside the one the Higher School offers is 18 credit points and it is

organized at one and the same enterprise, promoting the acquisition of professional

skills.

To make sure the student prepares his qualification paper well enough, the

last study year contains as few subjects as possible, the necessary amount of credit

points is calculated mostly from praxis, Bachelor’s Paper and the final exam.

2.3. Functioning of the internal quality mechanism of the higher education

programme

There is unified quality control system in the IHSPP (SPPA), so that the

preparation of new specialists corresponds to market requirements. Qualitative and

effective work of academic personnel, administrative and economic structures is

the basis for preparation of high level specialists.

Programme quality is guaranteed:

By work of teachers and administration on a constant analysis and

evaluation of the programme content, prevention of perfusion of

courses, introduction of necessary additional courses, evaluation of

student praxis results and corresponding correction of programme;

increasing teaching quality: control of methodological activity of the

academic staff and stimulation of introduction of new teaching

methods, participation in classes, analysis of teaching methods of

lecturers and experience exchange, stimulation of scientific activities;

by the analysis of the level of students’ achievements (results of

exams and tests; analysis of individual and project work,

questionnairing, observations during team-work and discussions) by

comparing it with requirements, which are set by employers to a

young competitive specialist.

3. Description of higher education programme and courses, practical tasks,

seminars and other study events included into the programme.

3.1 programme description

Programme consists of four parts:

1) Common educative study courses – 20 credit points; this part

includes business communication, social psychology,

communication psychology, society management,

entrepreneurship ethics;

2) Branch theoretical courses – 36 credit points; this part includes

mathematics, computer science, economics, bookkeeping and

taxes, statistics, state finances, commercial law, civil law, company

finance management, international finances, international

commercial law, basis of scientific research work;

3) Branch professional specialization courses – 60 credit points;

business administration, commercial activities, marketing,

marketing research, production management, theoretical basis of

project management, project investments, project innovations,

system of quality management, international commercial activities,

labour rights and security, personnel management, methods of

research of entrepreneurship environment, international

economics, project modelling, logistics, management of crisis and

risks, strategic management, term paper;

4) Elective study courses – 6 credit points; these courses give

students possibility to specialize in their selected area, to broaden

their points of view, to acquire the third foreign language.

Praxis – 26 credit points.

State examination and development of the diploma paper and its defence –

12 credit points (2 CP – state examination; 10 CP – writing of the diploma paper

and its defence).

There are two main principles in the study programme:

1. correspondence between praxis and theory;

2. correlation between professional and common educative study courses.

The achievement of the aim and tasks of the study programme is supported by

following subject blocks:

1) common educative, personality developing subjects;

2) mathematical, computing and information technology subjects;

3) subjects of economics;

4) subjects of administration science;

5) subjects of project administration.

Common educative subjects of the study programme give knowledge about

the society, develop thinking style and communicative culture, creates necessity of

constant work of self-improvement in development of skills, talents and creative

potential.

Subjects of computing science and information technologies enable

acquisition of necessary knowledge and skills in computing sciences; gives

knowledge in data base development in administration systems. Mathematical

subjects are the basis for a successful acquisition of subjects of economics and

project administration, to ensure the scientific level of research activities.

Subjects of administration science provide knowledge and skills in

management of state structures or particular projects – planning, organization,

management of material resources and finances, quality, crisis and risk, as well as

personnel management.

Subjects of economics give an understanding of modern processes in national

economy of Latvia and abroad, their interconnection and influence methods.

Subjects of project management give knowledge and practical skills in specific

activity – project realization (development of the idea and the project,

management, modelling, supervision etc.).

A special emphasis is put on student preparation not only in Latvia, but also

in the European Union and the world, including such subjects as: International

commercial law, International economics, International commercial activities,

International finances, Basic statements of the European Union, as well as

anticipating 12 CP for English language.

Both offered specialities – project and company manager – are quite close,

and there are common basics and standards for acquisition of certain professional

skills. Specialization is conducted by:

1) selecting themes and direction for scientific research work;

2) acquiring free election courses in the chosen speciality;

3) selecting directions of qualification and Bachelor Paper;

4) choosing praxis place and type.

4. Evaluation system (definition of the choice of evaluation methods and result analysis)

Study results are being evaluated according to the 10-point-scale of the

standards of the Republic of Latvia (order No. 208 from April 14 1998 of the

Ministry of Education and Science of the Republic of Latvia “About Unified

Evaluation of Study Results”) and to ECTS (European Credit Transfer System)

standards.

requirements, it indicates individual research and profound interpretation of

problems;

9 - excellent – study programme requirements are fully obtained, skills of

independent usage of obtained knowledge;

is a lack of profound understanding and skills for independent implementation of

knowledge for difficult questions;

The lowest satisfactory mark is 4.

Examination sessions are taken twice a year – in January and in June. Exams

are evaluated according to the 10-point system, but tests are evaluated with

“passed” or “not passed” together with a mark in the 10-point system. Exams and

tests are usually in a written form, in some subjects they are in an oral or combined

form.

Students are allowed to pass exams and tests if they have fulfilled all the

necessary tasks and have participated in 2/3 of the classes of a subject.

There is a knowledge control during the term. The form of the test is

determined by the specifics of the subject: practical tasks in special subjects,

presentation of an individual work in seminars, in a written form or tests in

theoretical subjects. In the 2nd, 4th, 6th terms students write term papers, which are

presented and then evaluated by the commission. All the praxes have to have

positive evaluation. The analysis of study results for rapid corrections in the study

process is conducted by:

Summarizing examination session results and evaluating the average

mark of a student and an average mark in the corresponding subject;

Analysing professional development indicators of every student from

lecturer questionnaires;

Questioning students about benefits in acquired subjects at the end of

every term;

Having a constant feedback between students, lecturers and

administration.

5. Practical implementation of the higher education study programme

(study methods and forms, research work of the academic staff and its

influence on the study work, involvement of students into research projects)

Study methods and forms depend on study programme goals and tasks. In

the study process theoretical lectures are as much as possible substituted by

interactive forms of collaboration between students and lecturers, which facilitate

students’ activity, creative thinking, independence. Seminars, discussions, situation

analysis, practical work, presentation of individual tasks, business games, creative

tasks are practiced quite often. Special attention is paid to an innovative work form

such as project development, which is made both individually and in groups;

project work can be evaluated as a final work in the end of the semester.

In order to help students in orientation in the acquired study material,

lecturers design a summary or a plan for every class, as well as handouts. Students

can see study programmes, methodological materials, regulations for writing

Bachelor’s and Master’s Paper, regulations for praxis in the library and in the

resource centre.

An essential factor in provision of study quality is scientific research of

students and teaching staff. Many docents work on their individual research, some

have entered national or international scientific projects.

Results of scientific activity are presented at scientific practical international

conferences in Latvia (including IHSPP (SPPA)) and abroad, as well as in national

and international publications. Research work is being also conducted in terms of

preparation of a Doctor’s Paper.

Students’ research work is conducted in the following forms:

Independent tasks in the terms of courses;

Term papers and Bachelor’s paper;

Participation in conferences with presentations.

Parallelly to various research tasks a profound students’ research activity

starts during the 1st term, when a chosen topic has to be researched and put into

Term Paper according to concrete standards. Every week there are consultations

taken in the development of the methodology of scientific research work, data

analysis and questions of interpretation, formulation of results and presentation.

Skills for preparation of a scientific research work are obtained in such subjects as

Principles of Scientific Research, Statistics, Marketing Research and Sociology,

later in Methods of Research of Entrepreneurship Environment. The main research

directions, chosen by students, are connected with the spheres of economics,

marketing, entrepreneurship and project modelling, as well as its implementation

into praxis. The number of respondents, methods applied and processing

techniques, as well as the amount of work increase from year to year.

To ensure the qualitative students’ research work and to coordinate

evaluation criteria, there is the Council of Scientific Research founded in the

Business Administration programme, consisting of 5 docents (3 of them are

doctors). Every year there are various conferences being organized, where all

students are welcome to participate. Some conferences are organized in a way that

students and professors could present their scientific works and introduce their

practical results. There has been a conference of the kind “Project Oriented

Thinking and Implementing Technologies”. There has been European colloquium

in international communication “Research Methodology of Intercultural

Environment” organized by the Higher School. IHSPP (SPPA) has also organized

a scientific practical conference “Game. Paradox. Creativity”.

6. Evaluation of the perspective of the higher education study programme, taking into account tasks of Latvia in realization of common strategies of the EU

6.1. Accordance of the higher education programme to the standards of state academic professional higher education and profession standard Professional Bachelor’s study programme “Business Administration” is

developed according to regulations Nr. 481 of the Cabinet of Ministers from

20.11.2001 “Regulations about the 2nd level professional higher education

standard”. The programme corresponds to the classifier of the Ministry of

Education and Science of the Republic of Latvia – 4234509, and it is developed in

accordance with the standard of the profession of a “Company and institution

manager” (registration number 0070), supported with the regulation Nr. 283 of the

Ministry of Education and Science of the Republic of Latvia from 16.05.2002, and

as to the standard of the profession of a “Project manager” (registration number

0222), supported with the regulation Nr. 649 of the Ministry of Education and

Science of the Republic of Latvia from 29.12.2003.

The qualification “Project Manager” corresponds to the group of profession

classifier of the Republic of Latvia – 2414, but the qualification “Company

Manager” corresponds to 1210 classifier group.

The graduates of the programme are awarded Professional Bachelor’s Degree in

Business Administration. Regulation Nr. 3 of the Cabinet of Ministers from

3.01.2002 “Licensing procedure of a higher education programme” was observed,

when developing and organizing the study programme.

Programme “Business Administration” was licensed on 30.05.2003.

Number of license is 04033-9. The programme was accredited with the decision

Nr. 921 of the Accreditation commission from 5.10.2005 / programme license

expiry date is 31.12.2007. The professional higher education Bachelor study

programme “Business Administration”, at the end of which there is a professional

qualification of “Project manager” or “Company Manager” granted, is developed

in accordance with the concept of Latvian economic development. The programme

corresponds to the profession standard (see Appendix). High demand on qualified

specialists on markets of Latvia, European Union and other countries was one of

the main reasons why IHSPP (SPPA) realized this project by giving a possibility to

get the 2nd level higher education degree in project management.

6.2. Opinion Poll of employers about the employment of graduates for

the next six years

The preparation of company and project managers in higher schools has

been evaluated by employers – managers from Dzintari Concert Hall, SIA „Daily

Service”, SIA „Arion Travel”, SIA “Latvijas Finansu investīcijas”, SIA „Mazā

Nometņu 16”, SIA „Mobotex”, Lursoft –IT, as well as from Latvian Television

etc.

The question about the sufficient number of qualified specialists for

company and project administration in national economy was answered by most as

there is a lack of professionals (77.8% said there was a lack of project managers).

There is a demand on project managers in the labour market – it can be seen in

amount of job offers.

Almost 80% of employers admit the necessity of new specialized project

managers, some admit it would be worthy and some- that they would be necessary

in the nearest future. The necessity of company managers is also high. Comparing

present questionnaires with the data gained two years ago, it can be seen that the

necessity in a qualified labour force has grown, and reasons for that could be

movement of the labour force abroad, age factor, as well as development of

economics.

Employers are sure that young specialists need education and they think that

for preparation of a good specialist it would be necessary to have at least full-time

evening department studies. A part of employers admit that combination of work

and studies is not that essential. The IHSPP (SPPA) can satisfy requirements of

employers by offering full-time studies in day and evening department, as well as

correspondence department studies.

Employers have told about their expectations and requirements for new

specialists: skills of practical work, skills of idea generation, as well as team-work

skills.

As the greatest drawback the lack of practical knowledge was mentioned, as

well as inability to implement theoretical skills into practical activity. The same

problem was indicated two years ago. Therefore, it is considered that the course of

the IHSPP (SPPA) is on the right way for acquisition of practical knowledge. In

the questionnaires it was mentioned that young specialists lack initiative, wish for

creative work, search for solutions, and in most cases they are doers. IHSPP

(SPPA) has always focused on the development of creativity.

Advice for the improvement of the study programme in “Business

Administration” was taken into account.

One of the advices is additional foreign language, so that young specialists

could realize them better on the EU market. It is advised to prepare young

specialists for better work with personnel. It is also suggested to have more real

practice in companies, so that young specialists understand better the environment

of entrepreneurship.

Employers give advice to develop creativity and innovation skills, which is

one of the priorities of the Higher School. There is also a suggestion for the Higher

School – to pay attention only to talented students, because it is impossible to

make great project managers out of everyone. It was also suggested to involve

students from the 1st year into real projects (which is already practiced in the

Higher School), as well as to pay attention to the development of communication

skills.

The summary of employers’opinion poll shows that IHSPP (SPPA) is on the

right way and direction in the training of young specialists, which corresponds to

the requirements of the labour market.

7. Students

7.1. Number of students in the programme

7.4. Students’ opinion polls and their analysis

Student questionnaires about the study process of the previous term are

taken after every session, but in April 2007 there was a questionnaire of the

Business Administration programme made, in order to get to know about

specialities of company and project managers – why exactly they were chosen.

59% of respondents find the profession perspective, 52% find it interesting, 29.5%

find it useful for a working place and for oneself, 18.2% are sure that

entrepreneurship specialists are on high demand on the labour market.

The question about perspectives in the labour market after finishing the

higher school was answered reallypositively, only two answered with “not really

satisfying”. Two years ago students explained the choice of studies at the IHSPP

(SPPA) with the fact that only IHSPP (SPPA) offers a programme of project

management and that it’s oriented on praxis. 38.6% of respondents are seeking to

get practical knowledge, 29.5% think that it’s not possible to acquire the speciality

of a project manager in any other high schools, 20.5% admit that the programme of

the IHSPP (SPPA) seemed more attractive to them than in other higher schools.

The popularity of the IHSPP (SPPA) has increased due to recommendations

of friends, acquaintances, parents; 18.2% made their choice according to good

references of the Higher School. 22.7% point out the attractive aesthetic image of

the Higher School as one of the criteria.

84% of respondents are satisfied with subjects included in the study

programme. But there are also some who think that general educational subjects

are not necessary and that they should be replaced by those that are more essential

for the profession. There are students who suggest adding the present programme

with mathematics, logistics and second and third foreign language. These

suggestions were taken into account.

Students have written about various aspects of the study process. 70% of

respondents find relationships with professors very creative and productive, 28%

find that the collaboration is sufficient, and there was no one who described the

collaboration as poor. 78.3% of respondents evaluate the qualification of docents

as very high.

The feedback of study process is being gathered in the end of each term.

This gives the possibility for administration to know what happens in particular

subjects:

If there is a balance between theoretical and practical knowledge;

How students’ skills of analysis, critical evaluation, argumentation are being

stimulated and developed;

How skills of creative work are being acquired;

How the team-work is being organized and conducted.

As to study forms, 82% of respondents think that acquisition of professional

skills is being guaranteed by practical tasks, 56.8% think – by team-work, by

projects (41%) and creative tasks (38.6%). A report is not considered to be an

effective study form. It means that programme realization methods have to be

analysed more profoundly.

Information of students about the study programme, study process,

actualities of the High School is very essential for students. Despite the fact that

students are informed about the subject offer and schedule in the beginning of

every term, there are 28.6% who claim of not being well informed. It means that

these questions have to be discussed more often. Students of mayor courses feel of

being more informed. Correlating information about the study programme and

satisfaction with offered subjects, there was a stable site defined (Q=7): the more

informed the student is, the better is his attitude to offered study courses. It can be

also said that if the study course doesn’t seem to be attractive, there is no wish of

getting acquainted with the study content.

45.7% of respondents admit that the offered programme corresponds to what they

expected, 39% - admit that it partly corresponds to the expected, and only 8.7%

think that the programme doesn’t correspond to their expectations. There are only

3 people, 1st year students, who have been disappointed. It signifies that every year

the 1st year student understands that his\her chosen profession is not appropriate for

him, therefore, stops learning.

7.5. Postgraduate students’ opinion polls and their analysis

There are no postgraduates.

7.6. Participation of students in the improvement of the study process

There is a student representation in every structure and it is responsible for

management of the study process: in the Constitution Meeting, Senate, Faculty

Council, Students’ Council – students represent the faculty in the commission

about study crediting.

There are informative meetings organized in the beginning of every term to

inform students about actual questions of the study process, activities and

development perspectives. In certain cases there are meetings held with the

participation of the administration and high school management. There are regular

questionnaires and informative exchange organized in order to define students’

needs and satisfy them with the form and structure of their education process.

Students have the possibility to discuss their problems, possible solutions

with the Students’ Council, rector, dean, president in non-formal conditions, in

order to discuss study programmes and questions of the Higher School

development.

There is a student interwieving system (anonymous) developed, where

students can briefly express their opinions about training methods, style of

teaching, as well as general programme acquisition.

As far as students have stable or part-time jobs, they know what they want to

get from their studies, therefore their requirements are high. The IHSPP (SPPA)

administration is interested in solving problems so that the gainers are both,

students and the high school. Students’ wishes are all taken into account and

usually satisfied. Cooperation with students is usually one of the main sources for

development of the study programme of Business administration and democracy

guarantee of the study environment.

It is a positive fact that students are willing to become good specialists,

which notes on the determination to themselves and to professors. Students

appreciate the positive attitude of the high school administration, brief atmosphere

– as it is shown in student questionnaires.

8.2. correspondence of the qualification of the academic staff to achievement of goals and tasks (project management, research directions and their results), pointing that there are minimum 50% of elected academic staff working in the higher education programme, not including realization of choice parts of the higher education programme, praxis, final tests and state examinations

Professional qualification and competences of docents correspond to goals

and tasks of the “Business Administration” programme. There are 37.5% of

doctors taking part in the programme, but from Masters there is more than a part

who do Doctor studies. As far as the programme is developing and the number of

students increase, the work load for academic staff would be divided, and it is

planned to elect the necessary specialists.

8.3. At higher schools and universities there are at least two doctors of science or professors in scientific fields, in which the higher education programme is being realized

Business Administration is a programme of social sciences. In order to

acquire business administration, it is necessary to pay attention to important fields

such as economics, mathematics, psychology. There are one Doctor of Social

sciences, one Doctor of Mathematics, one Doctor of Engineering Science and

doctors in psychology and pedagogy involved into the study programme of

“Business Administration”.

8.4. Policy of selection, reinstatement, training and development of the academic personnel for the next six years

IHSPP (SPPA) employs specialists with a corresponding professional

preparation. There are agreements signed with excellent lecturers of other high

schools, as well as there is lecturer exchange programme organized with other

national and foreign high schools.

Latvia doesn’t have a very great experience in preparation of project

managers. In order to implement the programme it is necessary to look for

specialists of a new thinking, successful practitioners of this branch, who do not

always have academic degrees. This opens doors for novelties and non-traditional,

creative methods, for a method not widely practiced yet – involvement of

practitioners and international specialists into the study process. These people are

usually involved into international projects and are ready to participate in the study

process of the IHSPP (SPPA) on the basis of an agreement and not of a main job.

Docents improve their qualification in individual studies, taking part in

courses, seminars and conferences, in national and international projects,

collaborating with colleagues in the High School, other educational institutions of

Latvia, gaining additional education, and Masters doing Doctor studies.

Development strategy of the personnel:

Organization of seminars and conferences,

Organization of specialized qualification improvement courses,

Support of innovative ideas, their popularization,

Analysis of work experience in the context of high school quality

monitoring.

IHSPP (SPPA) stimulates the increase of its academic personnel, providing

with newest literature, technical possibilities and a harmonizing, creative work

atmosphere.

8.5. The academic personnel involved into the programme of the IHSPP (SPPA) has to be highly qualified and competent in order to ensure that students learn the necessary scientific skills, theoretic knowledge and acquisition of skills and competences

The acquisition of theoretical knowledge, research skills is anticipated in the

programme and also by the planning of activities of the academic personnel. From

there are the following employees who take part in international research projects:

academic staff, who take part in the programme on terms of joining their basic

9. Financial sources and infrastructural support

Financial sources of the programme consist of student study payments.

The material support of the programme consists of a building at Bruņinieku

Street 65, a building at Gogola Street 12 (in total 5200 m2) – these two buildings

with the surrounding land form the property of the higher school. There are rooms

for administration office rented at the Academy of Science at Akademijas laukums

1 (24m2). There are School premises in Stameriena (Gulbene District – 2100 m )

in the process of equipping – which is meant for creative outings, seminars,

trainings, project development and as well as a relaxation complex. There have

been new study complexes purchased in Lubana, Gulbene and Valka, meant for

seminars and praxis.

Business Administration programme is realised at Bruninieku Street 65,

where there are also, in addition to study halls, 2 apartments for professors, which

enable a constant work of foreign lecturers.

There are four computer rooms at the Bruņinieku Street 65 (66 m2, 45 m2, 45 m2

and 25 m2) where there are 60 PC computers with a connection to the Internet and

15 Apple system computers. In total, there are 100 computers, 14 printers and 4

scanners in the High School.

For implementing of the programme there are audio, visual and other

technical equipment used – 24 TV-sets, 2 video-projectors, 1 LCD TV-set, 17

video-recorders, 27 dictophones, 20 digital photo-cameras, 10 digital video-

cameras, a system for binding books and brochures, 6 copying machines, 2

overhead projectors. There are 3 cameras in the cinema lab, montage table and

light system. Students can use rooms downstairs and the Higher School garden,

where it is possible to organize non-standard activities and creative projects.

Technical supply of the study process is organized in accordance with anticipated

necessities.

There are two Resource centres at the IHSPP (SPPA), where it is possible

to get the necessary methodological materials, as well as audio and video

materials.

The library complex is used for methodological support of the programme – a

library with a reading room (180 m ) and Internet rooms (66 m ). At the moment

there are 14,300 units in the library and the fund of the Resource centre of the

IHSPP (SPPA), from which approximately 2200 books are in Business

Administration.

Apart from books in Latvian and Russian, there are very many books in

English, there are also periodicals subscribed, which contain topical information.

Special attention is given for purchase of new foreign editions with CDs. The

IHSPP (SPPA) has good collaboration with Latvian National Library; there are

exhibitions upon certain topics organized to give students the possibility to get to

know valuable books and editions.

Students, as well as lecturers have the possibility to use the electronic data base

EBSCO that includes actual information in social sciences, questions of business and

economics: management, marketing, economics, finance, bookkeeping,

communication sciences, as well as journals published abroad. Only one EBSCO

„Business Source Premier” data base offers about 7,800 journals from all over the

world, starting from 1922, including the popular Harvard Business Review,

Administrative Science Quarterly, Academy of Management Journal, Journal of

Marketing Management, Journal of International Marketing etc.

As to health support activities – there is a training hall (60 m2), gym and

shower cabins. There is being a sports hall rented in the Latvian Art Academy and

NDĢ swimming pool lines, in order to support broader physical activities. In the

building there is a coffee machine so the students and lecturers have the possibility

to have tea, coffee or cacao.

10. Public Relations:

10.1. Cooperation with employers

Cooperation with employers takes place as personal contact meetings, by

means of correspondence, opinion polls, organizing various events, as well as with

the help of the Higher School or former students’ connections, who are interested

in the enhancement of the study programme and praxis offers.

10.2. Cooperation with Latvian and foreign higher schools that have similar higher education programmes

There have been cooperation agreements conducted with Higher Business

School „Turiba“, Social Technology Higher School, Baltic International Academy,

Institute of Transport and Communication (see agreements in Appendix).

There has been work started on establishing contacts with foreign Higher

Schools: e.g., the Business Administration programme of the Merkur University in

Germany.

11. Documents that confirm that in case of liquidation of the higher education programme, the announcer will ensure the students a possibility to prolong acquisition of education of a concrete study programme in other higher education institution or choosing other programme

12. Development plan of the higher education programme

The development of the professional higher education Bachelor study

programme “Business Administration” was defined by the economic development

tendencies of the Republic of Latvia. Foreign investments, the rapid growth of

companies point out the necessity for well-educated company and project

managers, who face possibilities of joining economic, political and administrative

processes on the national, European and international level. The programme of

“Business Administration” reaches the aims necessary for the society.

For a successful realization of the programme:

materials in the technical basis of the IHSPP (SPPA) will be added, there

will be more books available in resource centres and the library, in computer

classes – there will be more computer programmes, new video and audio

techniques will be purchased;

the professional level of the academic staff will be mastered by joining of

qualified specialists and practitioners, as well as by stimulating improvement

of qualification of present lecturers involved in the study process;

scientific research activities of students and lecturers, participation in

scientific practical conferences and international projects will be stimulated;

collaboration of students and lecturers, as well as the exchange with other

higher schools in Latvia and abroad will be activated;

the study programme will be constantly analysed and, if necessary,

corrected, based on the systematic quality management;

contacts with potential employers will be broadened and made more

profound in order to react on labour market demands quickly;

Professional Master’s programme will be developed for acquisition of the

qualification of a project manager.

8. Information on the national higher education system

In order to enter the higher school it is necessary to finish general secondary

education. Graduates of general secondary education and vocational secondary

education enter higher school according to general higher school matriculation criteria.

High schools can require specific matriculation criteria (for instance, define which

study subjects have to be obtained in the secondary school in order to enter a concrete

high school for acquisition of a corresponding study programme).

General education (overall duration – 12 years).

After completion of compulsory basic education (9 years) four types of programmes

are offered at general secondary education (vispārējā vidējā izglītība) (grades 10–12):

a general one or others emphasizing liberal arts and social sciences; or mathematics,

natural sciences and technical subjects; or vocational subjects. Latvian language and

literature, first foreign language, second foreign language (minority language in

minority schools), mathematics, history, physical education, basics of economics and

ICT are compulsory in all programmes. Each type of programmes has its own set of

compulsory and optional subjects.

School year lasts 36 weeks (except examination periods) – from the beginning of

September till the end of May. The total number of study hours in 3 years of general

secondary education may vary from 3150 to 3780 (i.e. 30–36 per week) depending on

the programme and individual choice of subjects.

To be awarded a certificate of general secondary education (atestāts par vispārējo

vidējo izglītību) candidates sit examinations in at least five subjects and pass/fail tests

in up to four other subjects. Examinations are taken in: Latvian language, a

compulsory subject of the particular programme, a subject chosen by school and two

subjects chosen by the candidate. Leavers of 4-year vocational secondary education

(profesionālā vidējā izglītība) have to pass a qualification examination and 4

centralised compulsory examinations (the same as after general secondary education)

in order to receive a diploma on vocational secondary education. Centralized school-

leaving examinations serve as a basis for the admission to higher education.

Access to higher (tertiary) education (HE). All holders of general secondary education

certificates and diplomas on vocational secondary education meet the general

admission requirements. However, the universities are free to set specific requirements,

e.g. to choose which subjects have to been taken at school level to qualify for admission

to a particular programme.

The state standards for higher education set the following ten-point marking bakalaurs

(bachelor) and maģistrs (master) degrees are awarded both in academic and professional

HE. Both types of bachelors are eligible for studies in master programmes and both types

of masters (including holders of degrees in medicine, dentistry and pharmacy – 6 and 5

years respectively) – in doctoral programmes.

Academic higher education follows academic education standard and is aimed at preparing

graduates for research and providing theoretical background for professional activities.

Bakalaurs (bachelor) degree in a branch of science is awarded after the first cycle of

academic studies. Bachelor programmes comprise 120–160 credit points (180–240 ECTS)

or 4–6 semesters of full-time studies. They include: compulsory part ≥50 CP (75 ECTS),

optional part ≥20 CP (30 ECTS), thesis ≥10 CP (15 ECTS) and some subjects of free

choice to earn the rest of necessary CP.

Maģistrs (master) degree in a branch of science is awarded after the second cycle of

academic studies comprising 80 CP (120 ECTS), out of those thesis results in ≥20 CP,

compulsory part includes theoretical aspects of the field (≥ 30 CP) and their practical

application in solving actual problems (≥15 CP).

According to Standards of first and second level professional higher education, its aim is to

provide in-depth knowledge in a field, enabling graduates to design and improve systems,

products and technologies as well as to prepare graduates for creative, research and

teaching activities in this field.

Professional bakalaurs (bachelor) programmes are designed to ensure professional

competence, they comprise at least 160 CP (240 ECTS), out of those: general courses (≥15

CP), theoretical courses of the field (≥36 CP), specialization courses (≥60 CP), optional

courses (≥6 CP), practical placement (≥26 CP), and state examinations including thesis

(≥12 CP).

Professional HE programmes leading to maģistrs (master) degree comprise no less than

40 CP (60 ECTS), out of those: up-to-date achievements in the field — in theory and in

practice (≥7 CP), practical placements (≥6 CP), state examinations including thesis (≥20

CP) as well as research training, courses of design, management, psychology etc.

Apart from the programmes leading to bakalaurs (bachelor) and maģistrs (master) degrees,

there are other types of professional higher education programmes.

First-level professional HE (university college) programmes comprise 80–120 CP (120–

180 ECTS) and lead to a CEDUC 4th level professional qualification. These programmes

are targeted mainly at labour market. Yet, the graduates of the first-level programmes can

continue their studies in second-level professional programmes.

Second-level professional HE programmes lead to a CEDUC 5th level professional

qualification. Such programmes can comprise either at least 40 CP (60 ECTS) for holders

of bakalaurs (bachelor) degrees or at least 160 CP (240 ECTS) for secondary school

leavers. In both cases programmes should include a practical placement of at least 26 CP

(39 ECTS) and graduation examinations including thesis (≥10 CP). Graduates of pro-

grammes including the 70 CP (105 ECTS) compulsory part of the bakalaurs (bachelor)

programme, have access to master studies.

Doctoral studies. From January 1, 2000 onwards a single type of doctoral degree Doktors

(Dr.) is being awarded in Latvia.

Maģistrs (master) degree (or the equivalent) is required for admission to doctoral studies.

Doktors (Dr.) degree can be achieved at public defence of a doctoral thesis which may be a

result of three to four years of full-time doctoral studies at a university or an equivalent

amount of independent research while working at a university, research institution etc.

Latvian Council of Science appoints promotion councils and sets the procedures for

awarding doctoral degrees.

Credit point system. Latvian credit point is defined as a one-week full-time study

workload. An average workload of a full-time study year in most HE programmes is 40 CP.

Latvian credit point system is compatible with ECTS. The number of ECTS credits is found

by multiplying the number of Latvian credit points by a factor of 1.5.

It must be pointed out that approximation with the ECTS scale is unofficial and cannot be

used for official comparison with marks recorded in a Latvian education certificate or

diploma.

Quality assurance. According to Latvian legislation, state-recognized degrees/diplomas

may be awarded upon completion of an accredited programme in an accredited HE

institution holding a state-approved Satversme (by-law). Quality assessment includes self-

evaluation report by the higher education institution and peer evaluation. Evaluation teams

consist of at least three experts, with only one from Latvia. In most cases the other two

experts are selected from Western Europe or from the Baltic States. Decisions on

programme accreditation are taken by the Accreditation Board, while those on institutional

accreditation – by the Higher Education Council. The first accreditation cycle was

completed in 2001. Recurrent assessments have to take place once every six years.
