The first point of the agenda of Senate meetingApplication for accreditation of professional higher education master degree study programme “Technology of translation” to Ministry of Education and Science commission. I.Ivančikova, director of the programme informs about preparing the application of Master degree study programme “Technology of translation” for the accreditation commission of the Ministry of Education and Science. While preparing the programme there were held consultations with different specialists as well as an inquiry of the students, which shows the positive attitude of students to the programme. There are some competent specialists involved in the programme, including the lecturer from Germany.J.Zaļkalns admits the programme as properly developed, meeting all requirements. There is presented comparison of the programme with the similar programmes of two European Higher Schools is presented. References of the association of translators are positive. After minor improvements of the programme were done it is submitted for accreditation.

Chairman of Senate Dz.Meikšāne appeals to vote for the application of the mentioned programme to Commission of Ministry of Education and Science.Voting for submitting the application - unanimously.

She informs those present, that the programme is compared with the present accreditation statute, profession standard and the Law of Education.

4. CERTIFYING DOCUMENTS ON PROVIDING CONTINUATION OF STUDYING IN THE OTHER EDUCATIONAL INSTITUTION IN CASE OF LIQUIDATION OF THE STUDY PROGRAMME „TECHNOLOGY OF TRANSLATION“

International Higher School of Practical Psychology has concluded a contract with

Ventspils Higher School and University of Joensuu (Finland) on the following: in case of the

study programme is liquidated students can continue their studies at these higher schools.

CONTRACT

BILATERIAL ACADEMIC AND SCIENTIFIC AGREEMENT

International Higher School of Practical Psychology on behalf of Mr. Jānis Zaļkalns and Ventspils Higher School on behalf of Mr. Aleksandrs Dupata hereinafter referred to as Parties, on the 26th January 2006 hereby agree as follows:

1. Subject Matter of the Contract

On purpose to confirm relations between higher schools and promote the common work, Parties decide to cooperate in the following spheres:

a. Exchange of information regarding the common interestsb. Exchange of the academic and administrative workersc. Student exchanged. Other common activities

2. Administration of Relations

Exchanges, meetings and other co operational work to be conformed to Parties financial abilities and available resources. Activities course and questions about them will be negotiated in the separate contract, if both Parties and one of them will find it necessary. Each Party has to assign the responsible person to fulfil all above mentioned activities and put this person’s contact information at other Party’s disposal.

3. Activities

Both Parties agree to promote the following collaborative ways:a. Exchange of information. Both Parties will exchange the information about academic and

research in the common spheres of interests.b. Exchange of the academic and administrative workers. Each Party is obliged to accept

the other Party’s teachers and / or administrative workers in accordance with the bilateral agreement. The accepting Party is obliged in the case of necessity to provide the visitor with the place of work, accommodation, access to the library resources and computers and vehicle of communication in accordance with available resources. Payments for lectures, seminars and other expenditures are applied in accordance with the routine of the accepting Party and its rates, in case there is not a special agreement.

c. Exchange of the students and postgraduates. Having the aim to promote students mobility Parties agree to make the bilateral exchange of students. Study visit of the student/postgraduate take place under the accepting Party rules. The accepting Party has

to give information about achieved knowledge and skills in accordance with ECTS and the other Party has to admit it completely. The sending Party is responsible for taking care and travel expenditures of the student/postgraduate, if there is not a special agreement. The accepting Party awards the same rights and privileges as the students/postgraduates of this Party have, in case there is not a contradiction with the acts of legislation of Republic of: Latvia. The more detailed contract of students/postgraduates exchange contract can be concluded in each special case, if both Parties and one of them consider it as necessary.

d. In case of liquidation of the study programme of one of the Party, the second Party is obliged to provide studies continuation under the same conditions.

e. Other ways of collaboration . Parties agree to accomplish other ways of collaboration, including the following activities, but not only them:

i. Research projectsii. Publicationsiii. Exchange of scientific information. iv. Conferences, seminars, creative workshops

4. Collaborative financingAll financial aspects are discussed in each separate case. The responsible persons are assigned by Parties, if there is not other agreement about that. It is strictly prohibited to exceed the planned amount of money. Parties have to confirm all aspects of financing in advance.

5. Validity of the Contract.

The contract shall take effect upon the signature of the representatives of both Parties. It is valid within five years. It’s possible to prolong the Contract If the parties agree. Both Parties are able to dissolve the Contract, informing the other Party three months before. Conditions of Contract could be reconsidered and changed by common agreement making a special application signed by both Parties.

5. STUDY PROGRAMME STRUCTURE

5.1. Legal basis of the study programme

Professional Master degree study programme “Technology of Translation” is

constituted in accordance with the profession standard of the Republic of Latvia which was

approved in accordance with the order Nr.405 of 10 th July 2002 and Regulations Nr.481 of 20 th

November 2001 of the Ministry of the Republic of Latvia – “On of the Second-Level

Professional Higher Education Standard”.

The Regulations Nr. 133 of 8th March 2004 of the Ministry of the Republic of Latvia

requirements of the national standard of Commission of Licensing are fully respected while

developing the programme..

This programme conforms to the Regulations of the Ministry of the Republic of Latvia

about professions and the lists of specialities (the profession classifier - 2444 03 and 2444 10).

5.2. Requirements of the study programme regarding to the previous education

The Master programme is intended to train the students who graduated at high schools

with the professional Bachelor degree as well as the graduates of 4-year programme of

Professional Higher Education study programme “Interpreter, Translator, Foreign Language

Assistant”

It is also intended for specialists philologists of the English, German and other foreign

language philology, as well as Secondary School teachers of foreign languages.

The study programme is constituted in accordance with the Cabinet of Ministers

regulations Nr. 481 of 20th November 2001 – “On the National Standards of the Second Level

Professional Higher Education”.

As IHSPP intends to realize two more new programmes (“Interpreter” of 1-year studies

and “Translator” of 1,5-year studies), it will be possible to immatriculate for the students who

have received the Bachelor degree and who are gaining professional higher education within

the programmes “Interpreter” and “Translator”.

5.3. Structure of the study programme

The study programme is intended for two-year (4 semesters) second-level professional

master degree studies, the scope of the programme is 80 credit points (120 ECTS). Each study

year includes two semesters (each semester consists of 28 study weeks) and two sessions.

(Three weeks)

The programme is assigned:

1. to create theoretical and practical basis for research, that displays creative attitude to the

profession, which is necessary for self-development;

2. To give the students the opportunities for students to get experience in translation.

The priorities of the programme:

- actualizing of linguistical, psychological, pragmatical aspects;

- acquisition of the functional range of translation;

- translation as a method of intercultural communication.

The Master programme includes five systematical blocks (modules), which represent

the conceptional foundation for this Master degree of the translation study.

The first module „Technology of translation” ensures studying of the academic base

of the programme, which is the foundation for all the further phases and sectors of translation.

The aim is to develop the skills and abilities, acquisition of the strategy of translation.

The second module “Translational functional range” includes the study courses

which develop the skills in the use of languages in cultural society. This module includes the

third language which is taught in the functional aspect. The Russian speaking students learn the

Latvian language, but the Latvian speaking students learn the Russian language. This programme

is to be realized within two main modules: “English – Latvian – Russian” and “German –

Latvian – Russian”.

The third module “Intercultural communication” is intended to develop intercultural

competence. It is important to be aware of the context of the cultural society in order to achieve

the high quality of translation and interpretation. This module includes the following disciplines

“Communication”, “Linguistical Culture”, “Methodology of Intercultural Linguistical

Research”, “Semantics and Pragmatics of Advertising: Intercultural Aspect”, “Ethnolingvistical

Aspects of Translation”.

The fourth module “Psychological aspects of translation” contains the study courses

“Psychology of Intercultural Communication”, “Individual Psychological Types of the

Personality of a Translator”, “Psychological Linguistics”, which help to become familiar with

the aspects of the psychology of translation.

The significant part of the programme is students’ research. This module includes the

course on specificity of multilinguistic translation, thus the Master programme includes one

more “new” language. Therefore, students master the technology of three-language translation.

The research effort as a compulsory component of the programme ia carried in the

context of the conceptual foundation of the programme. The special seminar as a basis for the

Master studies research effort has been organized. The significant factor for developing

motivation is to carry out research effort simultaneously with acquiring the experience in the

field of translation. There are some courses which give knowledge on the latest achievements the

theory and practice of translation as well as communication theory. They are “Intercultural

Linguistical Research Methodology”, “Multilinguistical Translation”, “Bases of

Communications”, “Gender Linguistics”, “Linguistical Culture” etc

The programme is concluded by Master paper (20 credit points).

Practice

The translation practice plays a significant role in the Master programme (20 credit

points). The translation practice takes place in the organizations with which have been concluded

contracts as well as in the work places of the students and IHSPP other structures (faculties,

laboratories, library etc) The practice is supervised by a university teacher who explains the

goals and the objectives of the practice, coordinates all organizational work, consults Master

programme students and controls the course of the practice. The analysis of the professional

work of the students concludes the practice; the work of the Master programme students is

evaluated by the employer and the practice supervisor.

The result of the translation practice is preparation, submission and defence of the

Qualification paper. The student’s translation experience is summarized in the qualification

paper. The paper includes the translations done by the students themselves and their scientific

analysis.

6. ADVERTISING AND INFORMING ABOUT OPPORTUNITIES TO

STUDY

6.1. Advertising on the website of IHSPP

Faculty (department) of Translation studies is founded in 1994. The study programme was accredited for 6 years on 18th December 2002. The department offers to gain the following specialties:

translator; interpreter; foreign language assistant

MASTER PROGRAMMEMaster programme was founded in 2004 and licensed in January 2005. Master programme “Technology of Translation” prepares the following specialists: • Translator, interpreter.Studies format: The Russian and Latvian groups of full-time and part-time studies. Master programme gives the opportunity to improve translation skills and abilities from/into the following languages: English/German/Latvian/Russian/French.Multilinguistic translation is presented in the following languages: German/English/Latvian/Russian.Studies duration: • from 2 to 2.5 years (it depends on the type of studies).Tuition fee per year: 650 Ls. The payment is made once a year, half a year or quarter. Student exchange takes place under Socrates and Erasmus programmesEntrance requirements: The undergraduate applicants are to have bachelour degree (qualification of an interpreter/translator) Admission will be determined by the results of the passed tests and interviews.Testing• Defining the level of the foreign and native languages competence; • diagnostics of computer skills; • defining the personal features of an applicant.The faculty has international cooperation of wide range with many European and Latvian organizations and educational institutions. Foreign specialists permanently work at the faculty.

6.2. Information in periodicals and other advertising actions

There have been prepared the advertising leaflets about the higher school and Master programme for enrolees.

The “Information Day” is held once a week from May till August, when it is to provided enrolees with the information on Master programme, entrance requirements, and student’s life.

Advertisements and information materials have been published and will be published in different periodicals in advance.

7. PROSPECT EVALUATION OF THE STUDY PROGRAMME

ACCORDING TO THE INTERESTS OF THE GOVERNMENT OF LATVIA

7.1. Comparing the study programme and the forms of organization of

International Higher School of Practical Psychology with other higher schools

There are not analogues of the fifth-level professional Master study

programme of International Higher School of Practical Psychology in Latvia. There

are professional translator’s programmes in some higher schools of the Republic of

Latvia (Ventspils Higher School, Riga Technical University, Higher School of

Economics and Culture, Institute of Social Technologies). There are just special

philological courses included in the programme of Faculty of Modern languages in

University of Latvia, e.g. the compulsory study discipline “Introduction into Theory

and Practice of Translation”, the elective discipline “Theory and Practice of

Translation” The only licensed Master programme in Latvia has been specialized in

the field of terminology (Ventspils Higher School).

IHSPP professional Master studies programme was worked out taking into

account the experience of professional Master programme of different European

higher schools. It was valuable to get acquainted with the contents of Master studies

and structure of Centre of Modern Languages and linguistical school in Shefield

University (England). The analogical programmes of Vilnius University (Lithuania),

Translation Institute of University of Louis Pasteur (Strasbourg, France), University

of Joensuu (Finland) have been properly studied.

The programme recommended by IHSPP as well as the Master studies

programme of University of Louis Pasteur and University of Joensuu provides the

high level programme of preparation of the professional translator. The contents of

our programme saves and develops the main priorities, which provides the

programme of the previous level of IHSPP Translator’s department (Bachelor

Degree). On the one hand observance of the general principles allows to organize

gradual studies in the context of the unified concept, but on the other hand it allows

to ensure the contents of the programme with new elements, which draw our

programme together to the above mentioned European higher school programmes.

The common elements are the following:

- Acquisition of necessary practical techniques and methods to provide

efficiency of the translator’s work and technology of translation. The aim

characterizes IHSPP strategy and it coincides with the main directions of

Master programme of Shefield University

- Forming the linguistical basis of the translator, which is connected with the

functional range of translation, and acquisition of the rhetoric bases of

communicative work. The similar focus on the linguistical aspect is done in

the Master studies programme of Vilnius University.

- Parallel developing of professional (practical) and research skills and abilities.

There is a two-year course of the methodology of intercultural linguistical

comparative research in the programme. The level of acquisition of the

programme is evaluated on the basis of scientific works, the preparation and

defence of the qualification paper and the Master paper.

The qualification paper is analogical to the projects included in the Master

programme of Shefield University, University of Louis Pasteur and University of

Joensuu. While students of Shefield University are allowed to choose writing the

dissertation or the project, in IHSPP and all above mentioned higher schools both

papers are compulsory.

The scope of credit points in IHSPP master programme is the same as the

other master studies programme of European universities. Besides, there are elective

many studies disciplines, whicn help to focuse the programme corresponding on the

specific direct professional interests.

The peculiarity of this professional Master studies programme is that

translation is regarded as the tool of intercultural communication - gained in the

sphere of humanitarian relations. It means that the contents of the programme is

focused on cultural and psychological aspects of the society which are topical in the

process of translation. This approach to the professional preparation of translators

reflects the needs of modern communication in the multicultural society.

The specificity of the market of translator’s services of modern Latvia and

Europe defines the necessity in the programme of technologies of multicultural

translation (English – Russian – Latvian and German – Russian - Latvian) into Master

studies programme.

The Latvian and Russian languages are studied by candidates for a Master

degree as new languages. Moreover, it is possible to study other European languages,

e.g. German, French, and Spanish. It is possible in case the students have been

studying these languages previously.

The contents and concept of the Master study programme was discussed and

evaluated during the meeting of Translators’ studies department, IHSPP Senate, as

well as during the meetings with the colleagues from Shefield University - Elki

St.Johnes – the director of Master studies of the centre of Modern Languages and Len

Hamaidiu - the course leader.

7.2. Conformity of the study programme to the standards of profession and

professional higher education

Studying languages gives the opportunity for students to get acquainted with

other national culture, art, ethic standards; it develops their cultural awareness and

personal growth, which is the foundation of any country.

Some changes have to be mode in the regional polices of the EU in order to

meet the new situation caused by the entry of new countries in 2004. At the moment

the following processes as opening the market, mobility of workers and redistribution

of the funding among the regions take place. Latvia is involved in the unified culture,

education and economics.

The new institutions of international importance continue to be formed in the

EU and Latvia. Cooperation contacts have been established in different national

economic branches.

Completely new claims are set up in awareness of international standards and

international statutory acts, as well as in the foreign language awareness with

specialization in the national economical branch. The number of the international

agencies and bureaus is growing in Latvia.

In order to solve some important problems to meet the demands for qualified

specialists including translators, interpreters, the foreign language assistants, workers

of different industries are increasing.

Several hundreds of qualified translators able to translate the statutory acts,

providee simultaneous translations during various forums and conferences will be

required, moreover foreign language assistants will be required in the offices to

provide qualitative work.

The Latvian language has the same status as other EU languages. It will be

used as a communicative means with the help of interpreters and translators. It is

obvious that the specialities of translators and interpreters are necessary in the Latvian

and European markets

The professional higher education studies programme of International Higher

School of Practical Psychology satisfies the profession standard and the professional

higher education standard and is able to provide interpreters and translators of high

quialifications.

7.3. Results of the inquiry of employers

Having analyzed the inquiry of employers (Translation Bureau “Antero”)

about professional competence (organizational skills, communication skills, the

quality of translation). The conclusions made that the employer generally approves

the skills and abilities of candidates for a Master degree. (See Annex 10.1.).

8. EVALUATION OF THE STUDY PROGRAMME

8.1. Aims and objectives, organization, practical realization of the study

programmes

Economical, political and cultural contacts are becoming more and more

intensive in modern Europe. They define the growing demand of translators. Entry of

Latvia the EU has noticeably raised the prestige and demand for the translators.

Varioust EU institutions need highly qualified specialists. However the high claims

for the translator’s work are set up. The level of competence is very high at the

labour-market of translators in modern Europe. The professional standard suggests the

translators, especially young specialists. They should permanently develop and

improve their skills.

This professional Master studies programme is intended to provide the

translators with purposeful professional development. It continues the acquisition of

the translation skills of professional studies programme and academic programme in

philology.

Acquisition of technologies of translation has been realized in the framework of

this programme. It includes:

This module establishes this Master programme goals and objectives.

The main goal of IHSPP professional Master programme is to provide

translators with good knowledge of modern translation technologies, that translators,

who are ready for self-development and raising the level of translation skills.

In order to achieve the goal the following objectives are to be realized:

- Good orientation abilities in multilinguistical and cultural environment,

- High level of methodology of translation,

- orientation in the latest theories and techniques of translation,

- enrichment of translation functional stylistics,

- acquisition of translation techniques,

- improvement of terminology dictionaries,

- the furthest development of the translator’s individual style.

The goal and objectives of the programme define its main priorities. The

Master programme includes five systematical blocks (modules), which represent the

conceptional foundation for this Master degree of the translation study.

The first module „Technology of translation” ensures learning of the

academic base of the programme which is a foundation for all the further phases and

sectors of translation. The aim is to develop the skills and abilities, acquisition of

strategy and tactics, using modern translation theories and techniques as well as all

high technologies available.

The second module “Translational functional range” includes study

courses which develop skills in the use of languages in the cultural society. This

module includes the third language which is taught in the functional aspect. Russian

speaking students are to learn the Latvian language, but Latvian speaking students are

to learn the Russian language. This programme is realized in two main modules:

“English – Latvian – Russian” and “German – Latvian – Russian”.

The third module “Intercultural communication” is intended to develop

intercultural competence. It is important to feel deeply the national and cultural

specificity of the partners of communication, thus taking this aspect into account

defines comprehension.

The fourth module “Psychological aspects of translation” contains the study

courses, which help to become familiar with the aspects of psychology of translation,

one of the most difficult ways of communication.

The significant module of the programme is “Methodology of practical

work and scientific research”. The course “Intercultural linguistical research

methodology” is a base of the organization of research work. During this course

students become familiar with different methods of international communication and

the research method of a translator. There are considered the methods of work at

Master Paper. In the framework of this module students make individual research,

developing technologies of translation and acquiring translation experience. The

professional qualification of the Students is high enough, as the Master programme

includes one more “new” language, and therefore students master the technology of

three-language translation.

Self-evaluation resulted into some changes in the programme, e.g. the elective

part has been divided more preciously, as well as dissemination of the subjects within

the semesters, in order to make the study plan more logical as well as to conform to

the students’ proposals.

The academical personnel permanently work in research sphere, e.g.

methodical tasks, textbooks are published as well as the teachers improve their skills

in practice of translation.

The students of the programme are involved in the process of development,

research projects, e.g. students participate in the process of preparation of student

conferences as translators.

Credit points are given on the condition that the test is passed with the result

evaluated not lower than “4”.

The students’ knowledge is evaluated during lessons, seminars, lectures,

independent work and tests. Evaluation is given in the form of a mark or the

word ,,ieskaitīts" (passed) together with a mark or ,,neieskaitīts" (not passed) together

with a mark.

Student’s knowledge is evaluated according to the Regulation Nr.20 of LR

Ministry of Education and Science of 14.04.1998 “On Evaluation of the Studies

Results”.

10 - With distinction - Knowledge of the student is substantially higher than the

estimated normal level. It is the evidence of independent work and fundamental

understanding of the problems;

9 - excellent - Knowledge of the student is higher than the estimated normal level;

8 - very good - Knowledge corresponds to the highest expected level, but

sometimes it is difficult for the student to demonstrate independent way of

thinking and answer complicated questions;

7 - good - The student has mastered the subject deeply and with understanding,

there is progressing within the expected limits, but are minor mistakes;

6 - almost good - The student has generally succeeded in the course within the

required limits, but he or she is either merely reproducing the informstion rather

than actively using it, or making more substantial mistakes;

5 - satisfactory - Awarded the students, who are progressing within the limits of

their individual abilities, generally are not behind the appropriate age group, but

make substantial mistakes and reproduce the facts rather than analyze them;

4 - almost satisfactory - The very last positive grade. Awarded to students, who do

their best but still make bad mistakes and just reproduce most of the relevant

material;

3 - bad - Mark for the students whose records are below those expected. The

knowledge is superficial, one displaysno understanding of how to use

theoretical knowledge practically;

problems while some other important problems are out of comprehension;

The programme has been running since 1st September, 2005, therefore there aren’t

any graduates yet.

of the study process

Beginning with the second semester some inquiries about the content of the

studies and realizing are organized regularly. The candidates for the Master

degree also give their prospects in other way, e.g. speaking with teachers, the

programme director and the Dean of the Faculty.

8.4. Academic personnel employed in the study programme

8.4.1. Number of the academic personnel

8 assistants of professor work within Master studies programme, 4 of them

have the Doctor degree. Also one student of doctoral studies and two professional

translators are involved. IHSPP is the basic place of work for seven assistants of

professor (Jānis Mihailovs, Aleksandrs Gusevs, Larisa Ignatjeva, Olga Skačkova,

Svetlana Mihailova, Inessa Ivančikova, Maija Levāne), four of them have the Doctor

degree (Jānis Mihailovs, Aleksandrs Gusevs, Larisa Ignatjeva, Olga Skačkova).

The contract for the work in IHSPP has been concluded with three assistants

of professor from the EU.

They are Lalou Mohameds (France), Elke St. Johnes (Great Britain), Gabriele

Galstere (Germany), all of them have Doctor degree. Foreign teachers will deliver the

following studies course: Gender linguistics, Philology of Intercultural

Communication, and Linguistical Culture.

The studies programme is realized by the higher school teachers, experts (interpreters,

8.4.4. Principles of selection of the academic personnel, renewal, teaching and

developing.

Employment and replacement of academical staff is based on education

(academical grade) and work experience in the field of teaching and translating. All

lecturers are given a possibility to improve their qualification both within IHSPP

program by taking part in international conferences and outside the Higher School by

attending various qualification improvement programs in Latvia and abroad and

perfecting their professinalism in the field of translation.

8.5. Resources of financing and infrastructure.

The professional study program “Tulks, tulkotājs” is implemented by using

IHSPP material and technical base.

Specifics of professional study program are associated with extensive studies

and integration of research work. This creates a link to the specific requirements for

necessary material and technical provision. Specifics of professional study program

require a modern approach in study and research.

The program’s material and technical provision consists of a building on

Bruņinieku street 65 (2800 m2) and a building on Gogoļa street 12 (450 m2) – these

two buildings and their surrounding ground form the Higher School’s real estate.

Offices in a high-rise building on Akadēmijas laukums 1 (24 m2) are being rented for

management needs.

Apart from study and recreational rooms, the building on Bruņinieku street 65

includes 2 professor flats which allow regular work with foreign guest lecturers.

Health improvement complex includes a training hall (60 m2), a workout room

and a shower room. The building also includes a cafeteria and relaxation complex for

students and a disco-hall.

The Higher School has two Resource centers (one in each building), where all

necessary things for the study process audio and video materials and equipment are

available.

A library complex which includes a library and a reading room (180 m2) is also

being used for the program’s methodical provision. Currently there are 23985 books

in the library stock. There are 2400 books as well as up-to-date foreign periodics in

the Lanġuage Resource Center on Gogoļa street 12. 4 foreign magazines are

subscribed every year. VRC on Gogoļa street contains 140 audiotapes and CDs in

foreign languages as well as 93 videotapes and 13 DVDs. Dynamics of the library

stock usage without the traditional catalogue system is secured by a business-level

computer application which contains two databases: one for books and one for

methodical materials. Students can use the EBSCO electronic library as well as other

Latvian scientific library stocks (for example, LU Scientific library stocks,

Academical library stocks, Misiņa library stocks etc.). Audio-visual and other

technical means are available for the implementation of the program:

4 computer classrooms (127 computers with the Internet access, 2

of them have “Trados” translation software installed): 3 computer

classrooms are located on Bruņinieku street 65 and 1 computer

classroom – on Gogoļa street 12;

Audio and video materials and equipment (20 TV-sets, 20

videotape recorders, 50 dictaphones, 4 projectors for visual

presentation in the large auditorium, 2 overhead-projectors, 16

videocameras un 28 digital cameras);

Equipment for book and brochure binding;

8 copy machines;

12 printers.

The program is financially provided by the study fee – 650, -Ls. from each

student per year. See 2005 review in appendix 10.06.

8.6. Contacts.

IHSPP has arranged cooperation with employers and other higher schools,

signing cooperation and experience exchange agreements so that candidates for a

master‘s degree have a chance to improve their translator/interpreter qualification and

get a trainee job in the field of translation.

9. STUDY PROGRAM DEVELOPMENT PLAN.

With Latvia being included into the pan-European educational space and

labour market, IHSPP Department of Translation program is developed in accordance

with the main development trends in foreign higher schools specialized in translator

training..

The department‘s staff are familiar with French, Finnish, Austrian, German

and Russian study programs. Staff from France, Great Britain and Germany are

involved in study program implementation. The experience of these lecturers is also

used in study program development. Involvement of foreign lecturers and exchange

of students with foreign higher schools will allow the Department of Translation to

solve a very important problem: practice of students and lecturers in foreign

educational institutions and academies. It will allow a faster change from training of

translators or interpreters of local importance to training of capable EU-level

specialists.

Description of occupation Interpreters can orally translate texts into and from their known languages. This work as interpreters can offer assistance at international conferences, meetings organized by local establishments and events where foreign representatives participate. An interpreter can work in various international and local organizations including business companies, EU-founded offices both in Latvia and abroad.

An interpreter can interpret lectures and interactive seminars, speeches of officials as well as other forms of spoken communication. Interpreters have mastered spoken translation skills (including consecutive translation, simultaneous translation, “whisper” translation and contact translation).

Duties and tasks

1. Spoken translation 1.1. To translate from a foreign language into mother tongue or from one foreign language into other foreign language

1.2. To consecutively translate conferences, discussions and meetings using interpreter’s own notes.

1.4. To perform individual simultaneous translation (translation for someone sitting nearby – “whisper” translation).

1.5. To insure precise translation, stylistic match to the original, usage of adequate terminology.

Special factors which describe work environment:

operability of technical equipment; appropriate audibility and visibility, availability

of necessary documents for work preparations. For simultaneous translation, two

interpreters who interchange every 20-30 minutes are required.

Description of occupation Translators can translate texts into and from their known languages in written form. A translator is capable of translating texts of various types and genres according to requirements and text usage peculiarities. A translator can orient in respective fields and use field-related terminology. A translator can edit texts translated by himself or others as well as use computer equipment, Internet and other technical means.

The aim of the course: improving the culture of grammar and stylistic resources of the third foreign language.

The tasks of the course: to give an idea of the stylistic resources of formation of words, morphology

and syntax of the language; to develop the ability to analyze and edit translations from the point of view

of their conformity to the grammar and stylistic norm; to develop the skill of the right and stylistic motivated usage of the grammar

means in the own speech of the foreign language.The main idea of the course: Developing of the culture of awareness of the

acquired language as well as skills of editing of translations is impossible without conscientious relation to its grammar norms.

Contents of the course:The theoretical base of the course is the idea of correlation between the system-

structural organization of the grammar structure of the studied language and functioning of the grammar units in the speech. This correlation determines the specifics of the norms currently in force.

The course is directed to the improvement of grammar of the speech in the third foreign language. As a result of the work in and out of the class students assimilate grammar norms and stylistic resources of the studied language. Analysis and editing of translations from the point of view of their conformity to the grammar norms of the literary language are important components of the lessons. Lessons are of a practical character with usage of interactive methods.

Individual work. Work with manuals and vocabularies. Different kinds of training and developing exercises directed to working out of the skill to use right grammar constructions. Analyzing and editing of own and other' translations from the point of view of the following morphologic and syntactic norms.

The aim of the course: to develop skills to consider the rules of rhetorics in the process of translation as well as in the own speech.

The tasks of the course: - to get acquainted with the basic rules of classical rhetorics (the

rhetorical canon);- to develop skills of analysis and evaluation of speech behavior

from the point of view of classical and modern rhetorical rules;- to develop skills to use rhetorical rules in translation situations;- to develop the monologue and dialogue speech.

The main idea of the course: The assimilation of rhetorical rules is the base of development of the culture.

Contents of the course:Theoretical base of the course is rules of the classical rhetorics, essence of the

phases of rhetorical elaborating of the speech (inventio, dispositio, elocutio). During the lessons students assimilate rhetorical traditions which are the base of the world speech and culture of thinking. The course includes lessons, practical studies, seminars as well as student out-of-class work. The biggest part of the studies time belongs to the accumulation of the experience of public appearances – preparing of own speeches and appearance during the speeches. The important component of the work is analysis and self-analysis of speeches including the comparison of original texts and translations from the point of view of consideration of rhetorical rules of speech.

Individual work. Compilation of the list of literature to the problems of rhetorics. Writing a report. Searching of two texts of public appearances (one in the native language, another – in the foreign language), their rhetorical analysis.

Contents of the course:.In the frame of the course one aspect of cultural linguistics (linguistic) will be

studied. The main attention is paid to the correlation of languages and culture, to problems of human communication, to intercultural communication, where the language was and still remains the main (but not the only) tool. The whole human life depends on how good, effective and correctly one can communicate. The language is

understood as a path, by walking down which we penetrate not only into the modern mentality of the nation but also into the view of the ancient people to the world, society etc. Echo of these views is kept in proverbs, bywords, phraseologisms, metaphors, cultural symbols etc.

The mеthods – linguistic analysis, comparative analysis, discussions.The result – ability to see linguistic phenomenons with national-cultural

specifics in the mother and foreign languages and ability to use correctly linguistically cultural concepts in the intercultural communication. Individual work. The aim of the course: To form the idea of psychological rules and mechanisms of the effect of advertisements, linguistic and pragmatic peculiarities of the advertising text.

The tasks of the course: to study psychological rules and mechanisms of the effects of

advertisements; to study linguistic and pragmatic mechanisms of the effect of advertisements; to develop the ability to find out the cultural specifics of advertisements.

The main idea of the course. Advertisements as a sample of the language usage in a special function actualize the effecting potential of verbal and non-verbal means and have national-cultural specifics.

Contents of the course:. The course considers general questions connected with the mechanism of

advertising effect to the consumer as well as concrete problems related to semantics and pragmatics of advertisements. The main components of advertising effect are covered in respective parts of the course: cognitive, emotional, behavioral. In the text

semantic, cognitive-pragmatic and communicative aspects of different advertisements are analyzed. Special attention is paid to the analysis of the text of advertisements in the intercultural and interlingual aspects.

As a result of the course students will understand the idea of specifics of the verbal and non-verbal effect in advertising, rules of building of the advertising text, its multi-level structure. All lessons are practical with usage of interactive methods.

The aim of the course: perfection of skills of translations editing on the base of assimilation of new technics.

The tasks of the course: to develop skills to find i different, even not so clear language errors and

mistakes in the translations; to understand the psychological base of mistakes in the translation; to acquaint new techniques of editing ; to assimilate new techniques of editing.

The main idea of the course: Assimilation of different editing techniques gives possibility to choose approaches depending on the peculiarities of the original and the concrete type of translation.

Contents of the course:. The theoretical base of the course is the concept of normative qualities of the

speech (clarity, precision, conciseness, completeness, logic, necessary variety). This concept allows to show the system of requirements to the speech in a transparent and

comfortable way. The course allows to switch on the relation to the text of translation, to view the translation from the different positions. During the lessons student acquaint new editing techniques, assimilate rules/prohibitions and approaches of the thought process which determine different directions of the thought. It is necessary to know these approaches to see and eliminate stylistic mistakes. Students work with original and interesting materials, do different exercises directed to the development of the sense of language and stylistic thinking.

COURSE: The Psychological Features of the Personality of a Translator LECTURER: Acad. J. MihailovTERM: 4CREDIT POINTS: 2

The aim of the course: to attract attraction of students to the psychological basis of effective acquisition of languages and translation. The tasks of the course: to define the individual psychological features of students; to activate the own features and aquitance with the language; to compile the individual “ cards of language skills”; to carry out the analyze of the professional programme of an

interpreter/translator.

The main idea of the course: The language is a method of personal development in the process of acquisition of the language as well as in the professional work concerning to languages. Simultaneously the effective acquisition of the language makes to take into account the individual psychological features.

Contents of the course: The theretical part of the course intends to give the

insight about the individual psychological features. It allows to understand not only the psychological process (perception, memory, language thoughts, emotions), but also characteristics of a personality and mental conditions (motivation, orientation of values, abilities, features of the style during communication, regulations of the process of will). Besides, the following concepts are included: cultural conditions in developing the language abilities and the concept of “the language individuality”.

Individual work: the students will keep the diaries about the individual psychological features, as well as create the portray of the “language personality” of their groupmates.

The aim of the course: to introduce the students to semiotics as a branch of science, the diversity of the sign systems and the form and content of the linguistic signs, the ways in which various sign systems are used in a language.

The tasks of the course: - to represent semiotics as a branch of science devoted to the studies of various sign systems;

- to introduce the students to the concept of „a sign”, the diversity of the sign systems, language signs, the concept of form and content, the concept of „a text” and its semantic and formal aspects, kinestetics, stereotypes;

- to supplement and extend the knowledge of the students introducing them to the idea of a language as a sign system; to attract their attention to the ways in which various sign systems are used in the process of speaking;

- to develop the skills in interpreting signs; to apprehend the role of a context and interpreter in the perception of signs.The main idea of the course: to provide a translator/interpreter with the

professional skills in the appropriate interpretation of various sign systems in the process of multicommunication, as they should be aware of the meanings of various signs and be able to analyse, according to the context, the resons for which a certain sign system has been applied, the cultural implications of the sign.

Contents of the course: the concept of semiotics, semantics, various sign systems, its conventional nature, philosophical, linguistic, cultural, psycholgical, pragmatic aspects; types of signs; kinestetic signs, its cultural implications; the role of a sign in multicultural communication and its national pecularites; language sign; models of signs; form and content; sign and stereotype; relations between signs; relations between signs and the objects they symbolize; problems of the interpretation of signs.Individual work: to get acquainted with the national pecularities of various sign systems (percieved in the language context); to read scientific literature; to carry out research in some problems of linguistic and cultural semiotics; semantic and formal analysis of a text accomplished by a report on the results of the work.Control: the test.Literature:Bolinger, D. The aim of the course: to introduce the students to the notion of the ways in which the mother and foreign languages are acquired and perceived.The tasks of the course: - to intrduce to the basical notion of the ways in which languages are percieved and realized, the forms of interaction between thought and speech;

- to introduce the psycholinguistic aspects of acquiring a language as a system;- to characterise the ways of introducing information in the process of speaking.

The main idea of the course: realization of the general mechanisms of speech is a vital task which enables us to provide the appropriate conformity and apprehension of the mother and foreign languages in the process of studying.

Contents of the Course: the basical theoretical concept of the course suggests that mental processes are connected with the process of speaking.The course deals with the problems of language and consciousness, thinking and speaking interaction. The

main point of the course is the process of speaking,apprehending and perceiving. A lot of attention is paid to the ways in which speech is determined by intellect, to the perception of signs, to the role of the skills in application and perception in the development of speech, the problems of acquiring a foreign language and the forms of its representation in texts, the sociolinguistic problems of a language. The course also deals with some aspects of a language life and dynamics and considers various situations of communication from the point of their linguistic appropriateness; the course is based on some notions of anthropology and owing to its linguistic person is studied from psychological point of view .Notes on some language items and their psychological aspects are regularly analysed and discussed at classes.Individual work: reading of corresponding studies in the original and their discussion at classes; tests pointed at developing certain intellectual abilities which are essential for successful performance of some psycholinguistic tasks.Form of Control: the exam.Literature:Bruner, J. The aim of the course: to acquire the latest methods of translation.The tasks of the course: to represent the latest methods of translation;

- to develop personals skills of the translators in determoning on the strategy of translating

- to develop the skills in choosing the appropriate methods of translating according to the type of translation;

- to develop the skills to choose the most suitable method of translating for at each stage.

The main idea of the course: the course is presented in the form of lections, seminars, practical training classes and extra-class work of the students.The lections introduce the students to various latest methods of translating and the ways in which the algorithms of these methods can be applied to their professional tasks. At the seminars the students choose certain themes on theory of translation and discuss them;

the discussion is followed by mutual appraisal of the work, the level of its performance individually and in the group. Special attention is paid to the common work of the students, their mutual control and self-control, mutual appraisal and self-appraisal of the work done out of class.The most important task of the course is to teach the students to apply the skills acquired both at lessons and out-of class work to practical needs. The students get professional training by doing exercises of different levels of complexity, passing from one level to the other and gaining the skills in fulfilling certain operations suggested by the method on the whole.Acquired skills differ according to the stage of translating work.The methods of interactive teaching are widely used at classes.

Individual work: the work is carried out in groups in the forms of self-control and mutual control according to the system of exercises provided for this purpose, for example, translating,editing, theoretical analysis of the work, selection of the material and practical application of the theoretical principals.Control: the exam.

The aim of the course: to develop skills in translating from/into the English language language following the register and the characteristic artistic features of a text.

The tasks of the course: to improve and to develop the skills in analysing the style and the structure of an original text from the point of their rhetorical value;

- to broaden the theoretical knowledge on the English Stylistics and Rhetoric as well as the Stylistics and Rhetoric of the mother tongue;

- to provide the students with the basic knowledge on the Stylistics and Rhetoric of the third language.

The main idea of the course: the students are taught to analyse texts of fiction from the point of their inner structure and specific features determined by the language.

Contents of the course: The course is based on the theoretical knowledge acquired at the previous stage (Bachelor programme). It is aimed at developing practical skills in multi-level analyses of a text . The elements to be revealed and studied are the following: speach stereotypes in the texts dealing with political and macroeconomical issues; barbarisms and neologisms; non-equivalet vocabulary etc.Fiction is an object of particular study as it is a sourse of information on national mentality, culture and language as well as on the characteristic features of the author’s language(for example, „Shakespearisms” or the language of Dostojevskij and so on).Practical tasks are the following: analysis of texts according to the parameters mentioned above;making up comparative glossaries of registers for two languages (English-Latvian, English – Russian, Latvian – Russian) based on the texts of certain authors or periods.Individual work: analitical reading of one fiction text in the second or third language,approximately 200 pages, followed by its translation into the mother tongue (partly, about 15-20 pages chosen by the student).Control: the test.Literature:Baldinger, K. The aim of the course: to introduce students to the latest techologies of translation. The tasks of the course: to introduce students to the specific means of different generations, which

are used by an interpreter/translator; to acquaint students with sources of computer translating programmes; acquisition of some computer trasnslating programmes; acquisition of the programme TRADOS; the effective usage of new technologies.

The main idea of the course: Nowadays an interpreter's/translator's work is impossible without using new technologies.

Contents of the course: An interpreter/translator uses the new technologies in

their work. It facilitates their work and makes it more effective. Thus an interpreter/translator acquires a new professional status. The new technologies are presented from the technical point of view and using them in an interpreter's/translator's work. Students are able to acquire the knowledge of innovations in the technology in terminilogy (PROMPT, TRANSIT, TRADOS).

Individual work: to use new programmes in professional translating.

The aim of the course: Skills of intercultural communicatios are very significant for an interpreter/translator during the time of globalization. It is important not only to understand the foreign culture, but to accept it.

The tasks of the course: to develope skills to analize foreign cultures and compare them with their

own; to use the concept of interculture in their work.

The main idea of the course: Skills of intercultural communicatios are very significant for an interpreter/translator during the time of globalization. It is important not only to understand the foreign culture, but to accept it. The course is aimed to make students to understand better the social and cultural factors comparing with their own culture.

Contents of the course: nowadays people and groups experience so abrupt changes as the variety, interaction and mutual influence, create the new concepts of cooperation. The course is intended to determine the process in these circumstances, establish connection between the psychological and cultural aspects, between the individual and group, help to understand better communicative and cultural determinal factors through comparing the cultures and researching the groups and individuals. The intercultural sphere opens the wide perspectives for theoretical research, affecting the problems of “the antropological structure of imagination”, “the system of concepts” and “the mental aspect of the group”. It gives the operating means at the expert's disposal, which helps to solve problems of the integration of the individual and group and the society of different cultures.

Individual work: the comparison of English-Latvian-Russian and German-Latvian-Russian cultures in the intercultural aspect.

The aim of the course: development of translation habits and skills in different spheres of language. The mentioned spheres belongs to the functional language style of science as well as of the press and publicism. At the beginning of the course it would be necessary to repeat the theoretical questions of terminology, e.g. means of formation of terms.

The tasks of the course:- acquaintance with terms or repeating terms, which are characteristic for this

sphere of science and communication;- profound studies of grammar constructions (syntax, morphology, formation of

words), which are characteristic for this functional style, here - economics;- acquaintance with clichés, phraseologisms, which are characteristic for this

style;- searching for equivalents in the native language within the respective context.

The main idea of the course: to teach not the concrete, “automatic” translation of the text, but the wish to understand, i.e. to teach the concept mitdenken

(the direct translation “to think together”), to understand the core of the problem of the text to be translated. For this purpose it is necessary to study the subject, which is the topic of the translation. The method of teaching includes identifying the term; its translation into the native language; generalization of clichés and phraseologisms; compilation of the glossary; translation from/ into the German/English language; working with difficult grammar structures, which understanding is important for adequate translation of the terms; annotating and reporting.

Contents of the course:The students sistematically read special texts in foreign languages and in mother

tongue, clear tipical terms, develop translation habits and skills, use different vocabularies, develop translation strategies and methods

The aim of the course: to introduce the students to the different traditions of translation, schools and theories, apprehend the conception of translation, choose and use the most appropriate conception of translaion. To teach to comment and edit the translators' works.

The tasks of the course: to introduce students to the different traditions of translation, develope

individual skills and the competence of the academical language.

The main idea of the course: the discipline is integrated into the different kinds of the of translations as well as stylistics and linguistics.

Contents of the course: the course introduces to the general characteristics of different schools of translation, beginning with origins of translations (Glossan – Abrogans) and ending with the modern theories (Snell-Hornby, Reiss, Nida

etc). During the course the old and new theories should be compared. The course allows to understand the different types of the text.

Individual work: to analyse and compare 2-3 modern translation theories, write the report.

The aim of the course: to consolidate and to develop the skills in translating and interpreting various texts and functions from English, German, Latvian and Russian languages.

The tasks of the course: the further development of the skill to apprehend and to analyse a text in its

integrity as a functional unity; to improve the skills in translation and inerpretation of a text characteristic

features of the text structure, its conceptual style and the author’s personality.The main idea of the course: to develop the skills in translation and interpretation in the frames of three languages mentioned above.Contents of the course: the attention is mostly paid to the translation of texts.Three languages are used according to the following scheme;

- translation/interpretation from English/German into Latvian and Russian- translation/interpretation from Latvian into English/German and Russian

- translation/interpretation from Russian into English/German and Latvian.The course is based on the latest methods of multi-level translation, which include:

- pre-translating analysis of the original text from the point of its linguistic and metalinguistic specific;

- functional analysis of the target text in order to determine the type of the translation to be applied (adequate or equivalent) according to the nature of the target language;

- translation or interpretation of the text into two other languages (see the scheme given above).
