President’s preface With the congress on transportation by rope in Rio de Janeiro ends my presidency of O.I.T.A.F. During the six years of my office I have endeav-oured to build up a climate of mutual confidence and fairness and create the necessary atmos-phere permitting everybody to express freely own views and contribute in a most profitable way to the implementation of O.I.T.A.F.’s objectives. O.I.T.A.F. study committees have worked hard and produced many draft resolutions which they have submitted to the Management Committee for final approval and release. One of these recom-mendations is the O.I.T.A.F. Recommendation on Environment which is by now being regarded as an integral part of all activities of our international organisation. I would like to avail myself of this opportunity to express my most sincere thanks to all chairmen of O.I.T.A.F. study committees for their commitment to their task, diligent execution of their mission and perfect guidance of their committee’s activi-ties. I am also availing myself of this opportunity to ex-press my full appreciation and gratitude to the lo-cal government of Bolzano for the support the government is giving to our organisation by mak-ing available own premises and their own staff for the secretarial work of our organisation, but in par-ticular for the decision the local government has taken to let us benefit from theses advantages for another period of six years, that is a period which is long enough for the new president elect to initi-ate additional considerations on the future organi-sation of O.I.T.A.F. and its working system. As for the time left till the next October, I will try to convince our partners to join our organisation, and to achieve that promote a simple and inexpensive promotional activities. Actually this is one of the items I have included in the agenda of the next meeting of the Management Committee to be held next May in Slovenia. As for all other activities, you no doubt will have seen by now that all activi-ties are at present being focused on the forthcom-ing International Congress in Rio de Janeiro. I have taken upon me the responsibility of a great challenge by suggesting to the Management Committee to organize the next international con-gress on the Latin American continent. This is why together Heinrich Bragger, to whom I wish to ex-press may wholehearted appreciation for his unre-lenting commitment, we are joining our forces to guarantee the greatest possible success of our forthcoming congress in Rio. In the meantime you may have received from ropeway manufacturers and the local organisation committee which is guided and stimulated by the dynamic president of the Sugar Loaf Cableway in Rio many an interesting offer to combine your pro-fessional activity with interesting trips and tourism.

JEAN CHARLES FARAUDO Note of the Secretary General In the second half of 2010 most of O.I.T.A.F.’s time has been taken up by arrangements for and the organisation of the O.I.T.A.F. worldwide inter-national congress on transportation by rope in Rio de Janeiro. This however does not mean that we have ne-glected the other activities we are expected to carry out. The working group chaired by H. Höhener, who is a member of O.I.T.A.F.’s Management Commit-tee, have completed their assigned mandate to seek for ways and means of achieving total inde-pendence, on one hand, and on the other hand, of achieving a global organisation by opening the organisation’s doors to other continents. The Management Committee and the Executive Committee have held two separate meetings in October. Readers will find a summarized report on the decisions taken by either of these meetings further down. Three European meetings on transportation by rope have taken place in the second half of 2010. They are - The ITTAB meeting in Lucerne (CH), i.e. the

meeting of technical ropeway supervisory au-thorities of the most important countries of the world in terms of the importance of their ropeway industry.

- A CEN meeting in Paris - A meeting of a working group set up by the

EU Commission which has been assigned the task to define exactly the field of application of the EU Directive 2000/9/EC on ropeway in-stallations designed to carry persons and of the EU Directive 1995/16/EC on Lifts.

Readers will find a summarized report on these events further down. The Management Committee has also discussed the draft recommendation on guidelines for the assessment of safety scenarios that ought to be given due consideration in a safety analysis of components (electrical equipment) of ropeway installations produced by study committee 3. You will find further down a summarized report on the content of the recommendation. The Management Committee has also exchanged views on the scope of the mandate assigned to O.I.T.A.F. study committees, i.e. whether they ought to address subjects other than subjects di-rectly related to transportation by rope. Readers will find further down a summarized re-port on the Management Committee’s discussion and decisions. Subjects O.I.T.A.F. study committees have in mind to address in the future are listed in the re-port on the activities of O.I.T.A.F. study commit-tees.

The Management Committee has also discussed once more the declared intention of the EU Com-mission to issue a direction on concessioning. Considering that O.I.T.A.F. are organizing a worldwide international congress on transportation by rope in 2011 the Management Committee has also decided to organize no seminar in the same year. Hence the next O.I.T.A.F. seminar will take place in spring 2012. The working group on Non public ropeway instal-lations set up by study committee 1 has approved several amendments of technical specifications laid down in Book 8. Readers will find a short re-port on decided amendments further down. O.I.T.A.F. has also attended the meetings of CEN TC 242 , the technical committee on safety re-quirements of ropeway installations designed to carry persons of the European Standards Com-mittee, the working groups of which are currently discussing the necessary revisions of standards that have been enforced 5 years ago. Markus Pitscheider has attended the last meeting of the technical committee on behalf of O.I.T.A.F. O.I.T.A.F has availed itself of the chance offered by meetings and exhibitions organized in the spring 2010 to launch three projects having the purpose to spread information about O.I.T.A.F. among all concerned and interested persons, i.e. - the O.I.T.A.F. press conference organized

during the SAM Exhibition in Grenoble - the “National Convention & Tradeshow” or-

ganized by NSAA in Orlando (Florida USA, which has been attended by an O.I.T.A.F. delegation guided by the O.I.T.A.F. president, Jean Charles Faraudo

- the stand on French ski resorts organized dur-ing the SAM exhibition

The Management Committee has further decided to adopt the same system of promotion to spread knowledge about O.I.T.A.F. in the future and hence - to organize an information conference on

O.I.T.A.F. and its International Congress on Transportation by Rope during the AL-PITEC/ISPO (Exhibition on Mountain and Winter Technologies) to be held in Peking from Feburary 23 to 25, 2011

- to organize an information stand during the INTERALPIN Exhibition in Innsbruck to be held from May 4 to 6, 2011

- to organize a press conference on the O.I.T.A.F. worldwide international congress on transportation by rope 2011 to be held in Rio de Janeiro

- to have a delegation attending the “National Convention & Tradeshow” organized by NSAA in La Costa Resort & Spa, Carsbad, CA (USA) from May 4 to / 2011.

O.I.T.A.F. ACTIVITIES Meetings of the managing bodies of O.I.T.A.F. The Management Committee and the Executive Committee have held each only one meeting in the second half of the year 2010. The Executive Committee has met on October 7, 2010 at the Zurich Airport and the Management Committee has convened for a meeting on Octo-bear 26, 2010 in Barcelona (E).

Most meetings of the Executive Committee having the primary purpose to discuss items that have been placed on the agenda of the next meeting of the Management Committee, the last meeting of the Executive Committee has focused its attention on the following issues : - Organisation of the Worlwide International

Congress on Transportation by Rope in Rio de Janeiro – Review of submitted lectures to be made by the Reading Committee It has been agreed to convene the first meet-ing of the Reading Committee in Vienna mid January.

- Publication of the O.I.T.A.F. Recommendation on Environment and its annexes on specific issues The O.I.T.A.F. study committee on Environ-ment had requested O.I.T.A.F in 2009 to make an exception to the established rule ac-cording to which O.I.T.A.F. Recommendation published in Internet are to be made accessi-ble only to O.I.T.A.F. members and to decide to make the O.I.T.A.F. Recommendation on the Protection of the Environment and its an-nexes accessible to all persons who might be concerned and hence wish to read the rec-ommendation. The arguments brought forth to justify the request were the following ones : the topical interest of environmental protection and its importance for the whole ropeway in-dustry. Seen that in the meantime the text of enclosed annexes has been made available and checked for their conformity in the two language versions, i.e. French and German,

the Management Committee has decided to publish both language versions of the Rec-ommendation on the Protection of the Envi-ronment and its annexes on specific issues on the O.I.T.A.F. Homepage www.oitaf.org and to make it accessible to a wider public.

- Approval of the draft recommendation on guidelines for the assessment of hazardous scenarios of electro technical devices of ropeway installations. O.I.T.A.F. study committee 3 had completed its draft and submitted it to the approval of the Management Committee in 2009. The draft covers all components of subsystem 5, as de-fined in annex 1 of the EU directive relating to ropeway installations designed to carry per-sons.

- Work programmes of O.I.T.A.F. study commit-tees Drafting of international recommendations re-lating to transportation by rope and the ex-change of information to be reported on prob-lems, accidents and disorders by the three concerned categories, i.e. the ropeway manu-facturers, the ropeway operators and the ropeway supervisory authorities, as well as lately on environmental issues are no doubt the main statutory missions of O.I.T.A.F. In order to fulfil its statutory mission O.I.T.A.F. has set up six study committees and study committee 1 has set up one working group. Study committees, or rather their members are free to suggest issues, which according to their views ought to be addressed and their proposals are submitted by the committee chairman to the approval of the Management Committee or the Executive Committee to-gether with the report on the committee’s ac-tivity. In some instances, however, the Man-agement Committee assigns to one of O.I.T.A.F.’s study committee the task to inves-tigate into a problem and to produce a draft recommendation. We have however noticed that in the last few years study groups have also addressed is-sues which are not directly concerned with problems of transportation by rope or are only marginal problems of transportation by rope, such as for instance ski run preparation and grooming or production of artificial snow etc. In order to promote a general work pro-gramme which gives due and balanced con-sideration to the specific issues of the three concerned categories the Management Committee has urged all study committees to give preference to problems of the three member categories and to join work with the study committee on environment whenever they have the intentions to tackle environ-mental problems.

The Management Committee has also urged study committees to submit their work pro-grammes in order in order to have a chance to check the work programme of a study commit-tee against the work programme against the work programme of other committees and in particular to exclude projects which are not di-rectly concerned with transportation by rope. The suggested work programmes of O.I.T.A.F. study committees are listed further down in the chapter on the activities of O.I.T.A.F. study committees. Readers will also find further down a survey of experts serving on O.I.T.A.F. study commit-tees and their respective background.

- Future financial and organisational setup of O.I.T.A.F. Readers will remember that in last issue of O.I.T.A.F.-NEWS we had already reported on the work carried out by the ad hoc working group which is chaired by Hans Höhener, a member of the Management Committee. The ad hoc working group has discussed in length ways and means of achieving total independ-ence of O.I.T.A.F. as organisation ad of its secretariat, i.e. an autonomous organisation which is not dependent on anybody’s material or financial support (for instance availability of premises and staff, reimbursement of travel expenses, support given to the organisation of seminars etc.) and has its own independent status. It appeared from the working group’s investigation that independence has to be paid for, for instance by doubling the mem-bership fees, which means that members would have to pay a fee which is the double of their current fee without getting any additional service for financial contribution. This is why the ad hoc working group focused its on the following three alternative solutions:

to preserve the present low cost solution to seek for solutions permitting to achieve

total independence for instance by en-trusting the responsibility for activities of the organisation or departments to mem-bers of the managing bodies of the or-ganisation

a solution based on the combination of the two solutions listed above

Having discussed the pros and contras of the suggested solutions the Management Com-mittee has come to the conclusions that the current setup of the organisation is after all the best solution as long as there is no signifi-cant change of its current composition of members. That notwithstanding the Manage-ment Committee believes that O.I.T.A.F. ought to entrust the problem of member ac-quisition to experts in member acquisition.

- Future setup of O.I.T.A.F. study committee 2 : Characteristics and Inspection of Ropes

The Management Committee has decided to disband study committee 2 and to reconstitute a new study committee 2 at its next meeting, as well as to give it a broader basis and as-sign it the task to look after issues that interest all O.I.T.A.F. members. This is why the Management committee has invited IARM, as the organized association of ropeway manufacturers, FIANET, as organ-ized association of ropeway operators, the ropeway supervisory authorities and test labo-ratories that carry out rope inspection and rope acceptance tests to suggest names of experts who would accept to serve on the new study committee 2 and suggest also subjects that interest their members and all O.I.T.A.F. member which ought to be addressed by the reconstituted committee and possibly be dealt with in recommendations to be drafted by the new committee. Application of interested O.I.T.A.F. members willing to serve on the committee are welcome, as long as the ad-mission of too many members does not put in jeopardy the efficiency of the study commit-tee. In the next issue of OITAF NEWS, read-ers will find an additional detailed report on the reconstitution of the study committee 2 and its work programme.

- EU Directive on Concession In 2007 the EU commission has proposed to issue a directive on concession and has in-vited discussion of its proposal. The Man-agement Committee has decided to draft a resolution listing O.I.T.A.F.’s objections against the application of the directive to transportation by rope and has sent its posi-tion paper to all competent bodies in Brussels. The position paper is based on the results of a comparative study of licensing conditions and procedures carried out in Austria, France, Germany, Italy, Spain and Switzerland by study committee 4 chaired by Dr. Horst Kühschelm. The EU Commission has launched in the meantime a new initiative and has circulated three different questionnaires to companies, public contractors, social partners and other concerned parties. Questionnaires had to be returned by September 30, 2010. The Asso-ciation of Chamber of Commerce (WKO) has circulated the document O.I.T.A.F. has pro-duced in 2007 to all concerned bodies. Readers will receive up-dated information on the progress of this initiative in due time.

- Amendments introduced in Book 8 “Recom-mendations for the costruction and operation of unidirectional and reversible material han-dling ropeways, cable cranes and material handling funicular railways The working group on “non public ropeway in-stallations” – Material handling ropeway instal-

lations and cable cranes” set up by study committee 1 has decided when meeting last in May 2010 in Näfels (CH) to bring recommen-dations in line with the latest development of the technology and has suggested to amend several technical specifications, in particular technical specifications for permanent mate-rial handling ropeways, such as for instance the safety level of components subjected to fatigue (Art. 2.1.2.3 and 2.2.2.3) and the di-ameter and angle of deviation of rollers. As for temporary material handling ropeway installa-tions the working group has suggested to amend the minimum safety level of track ropes (Cf. table 3.8.1. – Design values) The Management Committee has approved all suggested amendments at its meeting in Barcelona.

- O.I.T.A.F. delegation attending the National Convention and Tradeshow in Orlando (FL), May 2010 An O.I.T.A.F. delegation has attended the an-nual National convention & Tradeshow organ-ized by NSAA and has availed itself o this op-portunity to submit a report on arrangements for the Worldwide International Congress 2011 in Rio de Janeiro. Availing himself of the opportunity they have been given to attend this event thanks to the invitation extended by the President of NSAA, Michael Berry, J.C. Faraudo has addressed thanks to the President of O.I.T.A.F.NACS, Joe Gmuender and the Secretary of NSAA and O.I.T.A.F.NACS, Sid Roslund. The O.I.T.A.F. delegation attending this event has been composed of the O.I.T.A.F. Presi-dent, Jean Charles Faraudo, Ingo Karl, mem-ber of the Management Committee and Mar-kus Pitscheider, vice general secretary of O.I.T.A.F. in lieu of the Secretary General Heinrich Brugger. Another visitor attending the Convention was Mrs. Ercilia Castro, General Manager of the Sugar Loaf Cableway in Rio de Janeiro which is the place of venue of the forthcoming international congress in 2011. J.C. Faraudo presented a survey of the his-tory of O.I.T.A.F. its scope and fields of activ-ity entrusted to O.I.T.A.F. study committees. He in particular pointed out the O.I.T.A.F. is the only worldwide organisation of ropeway manufacturers, ropeway operators and rope-way supervisory authorities and the platform for their exchange of information and discus-sion of technical, economic, legal matters of transportation by rope and hence also the ba-sis for the publication of O.I.T.A.F. recom-mendations. Thereafter Mrs. Ercilia submitted a report on the arrangements which are being made in Rio de Janeiro for the forthcoming congress and the efforts she and all concerned are making to attract many participants.

Meeting of the General Organisation Committee of the forthcoming international congress

The 5th meeting of the General Organisation Committee has taken place in conjunction with SAM in Grenoble. At this meetings members have been given up-dated information on the circulation of the second series of invitations to persons and companies who might be concerned to some extent with problems and issues of transportation by rope, on the composition of the Reading Committee, spon-soring contracts, the social programme, exhibition facilities for ropeway products, on the approved drafts for the call for papers. The next meeting has been scheduled to take place in January 2011.

Press conference in conjunction with the SAM in Grenoble. O.I.T.A.F. has organized a press conference in conjunction with the SAM Exhibition in order to provide information on the O.I.T.A.F. worldwide Conference in Rio de Janeiro. The press was well represented and has shown great interest for the congress. J.C.Faraudo availed himself of this opportunity to report on the activities of O.I.T.A.F. explain to the public the importance of O.I.TA.F. as organisation on transportation by rope. Mrs. Ercilia described Rio and its amenities and facilities which made the town to be perfectly suited for a worldwide event.

INTERNATIONAL INFORMATION ITTAB The 60th international meeting of ropeway techni-cal supervisory authorities has convened in Lu-cerne from September 22 to 25. The meeting has been organized by the Federal Office for Trans-ports (FOT) and the Interkantonales Konkordat für Seilbahnen und Skilifte (IKKS). Next to the delegation of the host country Switzer-land the meeting has been attended by the dele-gations of the follosing countries : Andorra, Argen-tina,Austria, Canada, China, France, Germany, Hongkong, Hungary, Italy, Japan, Norway, Po-land, Portugal, Slovenia, Spain, Sweden and the USA. Organizer have provided consecutive interpreta-tion of debates into French and German and si-multaneous interpretation into English. Delegations have submitted their statistical sur-veys of accidents and discussed the most inter-esting cases. The meeting addressed the following technical issues : Summer tobogganing installations and interface with ropeway installations, end fixings of track ropes, retrofitting of existing ropeway installations, information systems on accreditation and market observation ICSMS, inspection of ropes, consid-eration on fatigue phenomena of ropeway ropes, past and present approach. Participants were taken every day to a visit of special ropeway installation. The first night they were taken to the Pilatus, Lucerne’s local moun-tain. The special night trip with the cogwheel rail-way has been a thrilling event. The next day participants have been taken to the only cableway installation with rotating cabins for 8 person existing in the world and to the longest hanging bridge built in Europe. Thereafter partici-pants have been taken to the canton Glarus to the high duty reversible material handling ropeway installation with the highest performance so far achieved worldwide (maximum load in exceptional

situations : 40 t.) On their way back to Lucern par-ticipants have been given a chance to visit the Garaventa factory in Goldau. The conclusive gala dinner has been organised in the rotating restaurant of the Stanserhorn and no doubt all participants will remember the historic funicular with the wooden driving sheave and gear wheel. We wish to pay tribute to the main organizer and president of the meeting, Reto Canale, Director of IKSS, as well as to the head of the Swiss delega-tion, Kuno Meier, as well as to all members of the Swiss team for this most successful meeting.

CEN MEETING The 32nd meeting of CEN TC 242 has been organ-ized at the headquarter of AFNOR in Paris and has taken place on November 25 and 26 2010. the President of the technical committee Jacques Laravoire has been in the chair and was assisted by Mrs Chaouy Rim, the secretary of the commit-tee. Organizer have provided interpretation into French and German. The meeting has been also attended by the CEN Consultant for the Directive relating to ropeway installations designed to carry persons Andrea Marocchi and Monsieur Legrand Thierne repre-senting CEN, CCMC Progress report : The working group on instruction signs has almost completed its mission. It will meet once again once the subcommittee of ISO 145 has approved the draft in view of its release for public enquiry. As for the draft standard prEN 1570 (travelators) it should be pointed out that the position of the con-sultant for the Directive on Machinery is still out-standing. In the past he has made several com-

ments, which have been given due consideration in the meantime. CEN TC 242 wishes to express its gratitude to the working group on data recording for their work. Their report will be sent to the working group 10 (Operation) who will be assigned the task to sub-mit a report. The technical committee has also decided to acti-vate all working groups, with one exception, i.e. the working group responsible for the standard on Quality and hence all working group are required to start discussion on the revision of their respec-tive standards. The working group on Terminology will take up their activity at a later date, because with the revision of standards it might become necessary to define additional terms. The 8 partial standards of EN 19297 (Ropes) are to be transformed in a single standard. The technical committee has approved the follow-ing time schedule for the revision, publish enquiry and drafting of the definitive draft : • 10 months for the discussion and writing of

the draft • 5 months for the public enquiry • 7 months for the definitive draft of the revised

standard Many member countries have already submitted their requests for amendments. In order to give all concerned a chance to terminate their assignment in time it has been decided that all proposed amendments have to be submitted no later than within 4 months, even though internal regulations do not specify any limit for the presentation of proposal for amendment. At the end of the meeting Monsier Bénédict Del-loye presented a lecture on environmental as-pects to be given due consideration in the discus-sions on the revision of standards. As to this question there is already a guideline which any-body can load down. There is no intentions to take a decision on the rules which ought to be followed by the concerned working groups. The next meeting of CEN TC 242 will presumably take place in October 2011. Meeting of the working group on Inclined planes A meeting of the working group has been organ-ized in Brussels on December 7, 2010 during which the working group was to define the differ-ence between an inclined plane and a funicular railway. Pursuant to a request submitted by Ger-many the Standing committee has decided to as-sign this task to the working group on inclined planes. The meeting has discussed and analyzed the definitions and guidelines specified in the con-cerned Directives, i.e. the Directive relating to ropeway installations designed to carry persons and the Directive relating to lifts. The meeting had a very interesting discussion and then decided to

vote on the draft which has been proposed by the Commission. No consensus has been reached. The discussion addressed in most instance legal aspects and rather less pure technical aspects. The subject will be placed on the agenda of the next meeting of the Standing committee to be held in March 2011.

ACTIVITIES OF O.I.T.A.F. STUDY COM-MITTEES

O.I.T.A.F. STUDY COMMITTEE 1: Ropeway technology and recommendations Chairman of the committee: Dipl Ing. Dr. Peter Sedivy, Bundesministerium für Verkehr, Innovati-on und Technologie, Österreich The committee has addressed the following is-sues : Recommendations of guideline for the design and planning of the construction and operation of ropeway installations. These recommendations are intended for countries which do not have own legal or technical regulations for the construction and operation of ropeway installations and may be used as guideline for the identification of all pro-cedures and operational requisites which ought to be given due consideration prior to the elaboration of a project for the construction of a ropeway in-stallation (staff, environment). Enforced technical regulations and standards, as well O.I.T.A.F. regulations are regarded have the value of speci-fication that guarantee the compliance with the technical requirements and will hence be referred to in the new recommendation. The suggested work programme of study commit-tee 1 has been discussed and approved by the Management Committee. The next meeting of study committee 1 has been scheduled to take place from April 5 to 7 in Or-vieto. WORKING GROUP set up by study committee 1 : Non public rope-way installations Material handling ropeway installations and cable cranes Convenor of the working group: Dr. Ing. Achille Bonini, Rome The working group has addressed the following work programme: The working group has in mind to meet again within the year and exchange information on the application of the committee’s recommendation and should it be necessary to update the recom-mendation to bring it in line with the latest devel-opments. This work programme has been discussed and approved by the Management Committee.

Achille Bonini reported that the working group has not met in the second half of 2010 but has already introduced some amendments to the committee’s draft in order to adapt it to the latest develop-ments. The next meeting has been scheduled to take place on April 18, 2011 in Oporto (Portugal) at the headquarter of CATIM and was to be organized by Ing. Alberto Fonseca, who represents Portugal in CEN TC 242. STUDY COMMITTEE 2 Characteristics and Inspection of Ropes It has been decided to reconstitute study commit-tee 2 during the next meeting of the Management Committee to be held on May 26, 2011 in Ljubl-jana and to assign it a new work programme. STUDY COMMITTEE 3 Electrotechnical equipment and components for rope installations Chairman : Dipl. Ing. Fredy Lang, IWM Glattbrugg, Switzerland The following work programme has been ad-dressed by the study committee 3 1) Progress report on the revision of standards,

in particular standards EN 13223 and EN 13243 • Discussion of suggested amendments

2) Exchange of information • Disorders and accidents caused by com-

ponents of the electrical equipment of ropeway installations

• Technical problems of the electrical equipment of ropeway installations

3) Application of the EU Directive 2000/9/EC • Experience arsing from the application of

the EU directive • Evaluation of the certification and defini-

tion of interfaces • Application of standards EN 13223 and

EN 13243 • Definition of interfaces • Technical documentation on specific fea-

tures of subsystems and safety Com-ponents

• Testing of complete ropeway installations carried out by notified bodies or authori-ties

4) Book 6 : Automatism and remote control of ropeways • Decision to revise the book or produce a

new draft

The committee’s work programme has been dis-cussed and approved by the Management Com-mittee As for the committee’s latest activities Fredy Lang has informed us that the next meeting has been

scheduled to take place in Glarus from October 4 to 6, 2010. At their last meeting the committee has ad-dressed the following agenda : Work programme of the study committee Members have discussed and added additional items to the work programme which has been submitted to the approval of the Executive Com-mittee. O.I.T.A.F. Recommendation no. 6 Studies and proposals relating to electro technical devices Part 1 : Automatism and remote control (Edition 1976 Members were not able to take a decision on ways and means they ought to follow to bring the recommendation in line with enforced regulations. They trust to be able to find an acceptable solu-tion in one of the next meetings. CEN Standards – Progress report on the revision of the CEN standard The CEN TC 242 has met in Paris on November 25 and 26, 2010 Some of this technical committee’s working groups have already started to discuss comments submitted by member countries (for instance working groups on ropes, electro technical de-vices except drives) Other working groups have not yet started to dis-cuss suggested comments and amendments. EN 13243 EN 954-1 to be replaced by EN 13849-1 or EN 62061 There was general agreement on one point, i.e. that fundamental principles do not change, which-ever solution is chosen. The working group 6 of CEN TC 242 has to de-cide next which of the above mentioned standards is to be referred to for reference. During that meeting participants have been given the chance to visit a high duty 40 t material han-dling ropeway installation in Tierfehd- Kalktrittli (though only the valley terminal) and the Aeug-stenbahn reversible ropeway installation equipped with gondolas carrying 8 persons. The next meetings have been scheduled to take place

The committee’s work programme has been dis-cussed and approved by the Management Com-mittee.

Peter Vollmer submitted the following report on the committee’s latest activities :

The two main items addressed by the committee at their last meeting were on one side the EU consultations on concessions and on the other recommendations agreed by the joint working group of study committee 4 and study committee 6. As usual study committee has tried to involve all members in the largest possible exchange of information between member countries. Mutual information and relative surveys of specific prob-lems of transportation by rope have shown that it is necessary to assess the general interest of some specific issues. Personal issues Peter Vollmer has decided to resign his office as managing directors of the Swiss Ropeway Asso-ciation having reached his age limit. He is also resigning his office as chairman of study commit-tee 4. Members of study committee 4 are hence invited to submit to the presidency their proposals for his successor. The successor will be elected during the spring meeting. After 20 years of active service Werner Leimgru-ber has decided to take the leave and resign his membership in study committee 4. He wishes to thank all members for the excellent cooperation and exchange of information. The formal cere-mony will be organized in due time. Peter Schröcksnadel has accepted to serve on this committee. EU consultations on regulations governing systems of concessions Erik Wolf informed attending members that the EU Commission is currently examining ways and means permitting to improve the enforced legal regulations on concessions, i.e. ways and means permitting greater transparency of regulations on concessions and easier access to concessions. The consultation have been launched because the EU Commission wishes to get from member countries additional information on experience they have so far made with the enforced systems and suggestions for an improved general frame-work of the concessions system. Study committee 4 has already addressed this issue in 2006 because its members were aware of the great difference of conditions and regulations applied in member countries. In its response to the consultations FIANET has referred to the re-sults of the exchange of information between members of study committee 4 and let the Com-mission know FIANET’s objections. So far Brus-sels has submitted no proposals. When the time has come the study committee has to define its position after having given due consideration to the general interest of all member countries. It is anyway important to follow up the future develop-ment of this project.

International exchange of information A survey made in Austria provides interesting in-formation about the likely potential of skiers in Europe. It appeared from market investigations carried out in Germany, the Netherlands, in the Czech Republic, Poland, Russia, Italy and Austria that the likely additional potential amounts to 38 million skiers, i.e. a tremendous potential if past and additional potential are considered. The re-sults will no doubt as very interesting information by all concerned countries. The valley of Aosta has produced a draft bill relat-ing to ropeway installations. It is practically a re-peat of the legislation enforced in South Tyrol. The definitive draft is not yet available. The re-gional Government of Aosta has carried out to-gether with the university of Turin a survey of the consumption of water used to produce artificial snow. The results are highly interesting. Revision of the recommendations of the joint working group of committee 4 and committee 6. Jörg Schröttner has accepted to revise the the highly complex and by far not problem less docu-ment on transportation of handicapped passen-gers to help out study committee 4. He has in mind to draft a counterproposal and discuss it in a plenary meeting of his committee. His intention is to draft thereafter recommendations for the mis-sion to be fulfilled by the joint working group. The next meeting of study committee 4 has been scheduled to take place in Vienna (A) on April 4 and 5, 2011. STUDY COMMITTEE 6 Optimisation of ropeway and surface lift operation. Chairman : Dr. Ing. Mauro Joyeusaz, technical manager of Cervino S.A. (Aosta) The following work programme is presently being dealt with by the committee: - Ropeway operation in exceptional conditions - Access to and transportation of passenger in

specific conditions - Aptitude, professional training and qualifica-

tion of the staff. The Management Committee has discusses this work programme and approved it. In the second half of 2010 the study committee 6 has met only once in Wolfurt (A) on September 20 and 21. On behalf of Doppelmayr Herr Sutter has taken care of the organisation of the meeting which was held in one of the meeting rooms of the headquarters of the company. 11 members at-tended the meeting. The meeting has focused its attention on the revi-sion of the recommendation on the access to and transportation in specific conditions which has been drafted by the joint working group of study

committee 4 and study committee 6 and has been amended during the previous meeting of the committee in Perugia. The recommendation is concerned with specific transports (transportation of handicapped pas-sengers, of children, animals, bulky material) re-quiring a specific organisation and specific regula-tions governing the operation of the ropeway in-stallation and conditions of operation. Particular attention has been given to the com-ments made by several member of the working group, such as for instance the choice of the title of the recommendation, the timing of the ex-change of information between the handicapped passenger and the operator, transportation of specific aids used by handicapped persons, the organisation of rescue operations for handicapped persons and their transportation to a point deemed to be safe, the maximum number of chil-dren that may be seated on the chairs of chair lifts and last but no least the responsibility of accom-panying passengers. The amended version of the recommendation has been submitted to study committee 4 with the invi-tation to check it. The next meeting of committee 6 has been scheduled to take place in Barcelona (E) on January 27 and 28, 2011, and the second next meeting has been scheduled to take place in Dresden on June 6 and 7, 2011. WORKING GROUP on Specific Transport Con-ditions The working group is a joint working group of study committee 4 and study committee 6. It has been assigned the task to draft recommendations permitting to comply with the specific transport regulations governing the specific situation listed hereafter. Interpretation : German and French Work programme - Transportation of passengers handicapped by

their reduced mobility - Chairlift transportation of children less than

1,25 m tall - Transportation of animals - Transportation of goods The working group has in the meantime fulfilled its mission. Its draft recommendation is at present being checked by study committee 4 and will be submitted to the Management Committee once it has been approved and released by study com-mittee 4.

STUDY COMMITTEE 7 : Environment Chairman : Julien Noël, MONTAGNE & MAN-AGEMENT SAS The committee has reached agreement on and is addressing the following work programme
