Internet governance is the development and application of shared principles, norms, rules, decision-making procedures, and programs that shape the evolution and use of the Internet. Wikipedia
How• 1969 ARPANET is one of the Components that makes
up the Internet – created the RFCs
• 1984 NSFNET another component project that used TCO/IP to connect computers and later became a general purpose research network
• 1989 Australia, Germany, Israel, Japan, Mexico, Netherlands, New Zealand and the UK were connected
• 1990 ARPA was decommissioned and in 1991 NSF permitted the commercial use of the NSFNET backbone
• In 1995 NSF ended its sponsorship of he NSF Backbone
How• ARPA set up the Internet Activities Board to oversee
the development of the network
• IETF was set by US Govt in 1986 to develop and promote Internet standards
• Jon Postel managed address allocation on contract basis from USDoD as IANA function later transfered to ICANN at the death of Postel in 1998
• IANA function expanded to Global DNS and allocation of IP address to 5 regional registries: ARIN for North America, RIPE NCC for Europe Middle East and Central Africa, APNIC for Asia and Pacific Region LACNIC for Latin America and Caribbean region and AfriNIC for Africa
How
• First Phase held in Geneva WSIS failed to Agree on the future of IG
• UN Sec. Gen established the WGIG which proposed the creation of IGF
• IGF is a mult-istakeholder forum for policy dialogue on issues of Internet Governance
• Actors include Governments, Private Sector, civil society, technical and academic community on equal basis
• So far 9 of these for a has been held all over the world

The first attempt at discussing Internet Governance Issues was in 2008
The meeting was held in 27 November 2008 Organised By the Federal Ministry of Information and Communication and the Presidential Steering Committee on WSIS with the theme: Internet Governance – Where is Nigeria?
Thematic Issues discussed include: Critical Internet Infrastructure and Access Access Diversity and Openness Security
The major aim of the Forum for that year was to present Nigeria’s position at the IGF in Hyderabad.

at the NICON Luxury Hotel, Abuja
The theme was Internet Governance for Sustainable Human, Economic and Social Development
