Mr. Wadsworth currently serves as the Chief of the Radio Systems Development Unit (RSDU) in the Operational Technology Division of the Federal Bureau of investigation. The unit is responsible for procuring, installing and maintaining all Land Mobile Radio communications equipment for the Bureau. In July, 2013 RSDU took on the additional responsibilities of installing and maintaining all radio communications infrastructure for the Department of Justice. The nationwide Shared Land Mobile Radio system supports the USMS, ATFB, DEA, and the FBI. In addition to the nationwide SLMR, RSDU supports three Integrated Wireless Networks (IWN). The Pacific NW IWN which covers the states of Washington and Oregon is a joint system managed by the Bureau and the Washington State patrol and supports over 40 federal, state and local law enforcement agencies. The San Diego IWN covers the southwest border and supports DHS

operations along with state and local operations. The NCR IWN provides interoperability to federal, state and local agencies in the nation’s capital region. Mr. Wadsworth has an extensive history of working in public safety law enforcement and with radio communications. He served in the United States Coast Guard for almost 25 years. His duty stations included Key West, Honolulu, Boston, New York City, San Diego, San Francisco, Klamath Falls, Oregon, Miami Beach, and Washington DC. Jim has over 9 years of sea duty aboard 5 different cutters. He has patrolled in the north Atlantic, the Caribbean, the Bering Sea and the gulf of Alaska, throughout the Pacific ocean and off the coast of Vietnam. For five years, Jim taught electronics engineering technology to Coast Guard and Navy students. While assigned to Coast Guard Headquarters, Jim procured the first DES radios to deploy throughout the Coast Guard. As Large Cutter section chief, Jim oversaw the procurement and installation of HF, VHF and UHF communications equipment to support all Coast Guard missions. After retiring from the Coast Guard, Mr. Wadsworth worked for Northrup Grumman supporting Fairfax County’s 911 center and their computer aided dispatch system. He worked closely with technicians and engineers supporting the County owned mobile data system. The 6 site, UHF, multicast trunked data network provided critical communications to every police cruiser and fire truck in Fairfax County. He also assisted in installing Fairfax County’s public safety digital trunked radio system. Jim was hired by Fairfax County in July, 2001 as the manager of the County’s radio services center supervising a staff of RF engineers and electronics technicians. In 2004, Fairfax County replaced their legacy public service radio system with a Motorola analog simulcast trunked system. This system supports over 5000 subscribers from over 40 different County agencies. Jim also oversaw the upgrade of the public safety radio system to the new P25 standard. That system supports over 3000 police officers and fire fighters within Fairfax County and supports an additional 37,000 police officers and fire fighters from surrounding jurisdictions. In February, 2013 Jim retired from Fairfax County to accept his current position with the Bureau. Jim and his wife Sheila celebrated their 35th wedding anniversary last week. They have 3 daughters; Tina, Carrie and Heather, and two grandchildren; Grandson Sydney who is fourteen and granddaughter Hazel who is 3 years old. Jim’s hobbies include golf and cooking on his Big Green Egg. Yes, Jim is an egghead.

Dr. Martinez has spent most of his career in the development of advanced telecommunication products and systems, serving mission-critical markets, including National Defense, and Public Safety. He has authored patents in the fields of Wireless Communications, Image Processing and Radar Systems. Dr. Martinez was the Chair for the FCC ERIC Public Safety Advisory Committee – Security and Authentication Work Group and was also appointed by the FCC to serve on the Technical Advisory Board for First Responder Interoperability to establish technical requirements for interoperability in the National Public Safety Broadband Network (NPSBN). Dr. Martinez was also an appointed member of the President’s National Security Telecommunications Advisory Committee (NSTAC) Scoping and Research Subcommittees, established to develop policy recommendations related to NPSBN national security/emergency

preparedness (NS/EP) matters. Dr. Martinez received his BSEE, MSEE, EE, and Ph.D. from the Massachusetts Institute of Technology, all in the field of Electrical Engineering and Computer Science.

In April of 2015, Bruce M. Foucart was assigned to serve as the Director of the National Intellectual Property Rights Coordination (IPRC) Center located in Arlington, VA. The IPRC Center brings together 23 partner agencies, consisting of 19 key federal agencies and four international partners, in a task-force setting to effectively leverage the resources, expertise, and authorities of each partner agency and private industry to provide a comprehensive response to intellectual property theft. The IPRC Center places specific emphasis in ensuring national security by protecting the health and safety of the U.S. public, protecting the war fighters, and securing the federal supply chain. From 2006 through 2015, Mr. Foucart served as the Special Agent in Charge of the Boston Office, Department of Homeland Security, Immigration and Customs Enforcement (ICE), Homeland Security Investigations. As the Special Agent in Charge, Boston, his area of responsibility included the oversight of ICE criminal investigations within all of the New England States, including the U.S.

Districts of Massachusetts, Rhode Island, New Hampshire, Maine, Vermont and Connecticut. He was responsible for managing approximately 250 employees, including 200 special agents. From May 2004 until December 2005, Mr. Foucart was the Unit Chief of the Undercover Operations Unit at ICE Headquarters in Washington, D.C. As the Unit Chief for Undercover Operations, Mr. Foucart was responsible for the oversight of approximately 48 national certified undercover operations. Additionally, Mr. Foucart was responsible for undercover identification and backstopping, undercover training, policy and procedure, field reviews, Undercover Review Committee certification and the National Certified Undercover Fundamental Financial System (CUFFs) records. From 2001 to 2003, Mr. Foucart served as the national program manager for US Customs Undercover Operations field reviews. As the national program manager, he was responsible for the oversight and coordination of conducting onsite field reviews and audits for all US Customs certified undercover operations. From 1998 through February 2001, Mr. Foucart served as a senior special agent in the legacy U.S. Customs Service, Office of Internal Affairs in Fort Lauderdale, Florida. During this tenure, he was assigned to the FBI Miami Corruption Task Force for approximately 1 year. From 1990 until 1998, Mr. Foucart was assigned as a legacy U.S. Customs agent to the San Francisco Office where he received numerous citations, including the Commissioner of Customs Unit Citation for his investigatory work. Prior to his employment with legacy U.S. Customs he was Deputy U.S. Marshal between 1985 and 1990 and served in Providence, RI and Boston, MA. In 1987, he received

the Rhode Island Federal Executive Council's Employee of the Year Award for Service in the Public Sector and a Letter of Commendation from United States Senator, the Honorable John H. Chafee from Rhode Island. He is a graduate of Boston University where he earned Bachelor of Arts and Master of Criminal Justice Administration degrees. He is married with two children.

Mr. R. David Paulison served as Director of the Federal Emergency Management Agency. Mr. Paulison led FEMA from 2005 to 2009, was credited with having guided the federal agency through the development of the next-generation processes, technologies and infrastructure required to respond to the hazards and disasters of the 21(st) century. He began his career as a firefighter in 1971 and served as Fire Chief of Miami-Dade County, FL from 1992 to 2001. In that year, he joined the federal government as Administrator of the United States Fire Administration, the division of FEMA with responsibilities for supporting national, state and local fire service programs as well as implementing FEMA initiatives for emergency readiness, firefighter training and equipment. From 2003 to 2004, he served as Director for Preparedness for FEMA within the newly created Department of Homeland Security where he was responsible for over $1 billion in grant programs for

state and local governments. Mr. Paulison has deep experience and insight into a period of tremendous change in how the world thinks about public safety and protection.His tenure as FEMA Director began in 2005 and was marked by a renewed focus on key national safety and preparedness priorities, including effective national response to disasters through three hurricane seasons, California wildfires and the 2008 mid-west floods. Under his leadership, the agency reframed the doctrine by which the nation prepares for and responds to all-hazard disasters through a new FEMA Strategic Plan, and directing the development of the new National Response Framework. He has been Trustee of Underwriters Laboratories, Inc. since April 18, 2011.

Michael Stabolepszy brings well over two decades of experience in consulting and business to his leadership role with INTEGRITYOne Partners. Colonel (Ret.) Lee T. Wight is detailed as Executive Director, Washington Regional Threat Analysis Center (WRTAC), at Washington, DC’s Homeland Security Emergency Management Agency, while assigned to the Metropolitan DC Police Department. The Center’s mission is to facilitate information sharing and produce high-quality organic intelligence to detect, prevent and respond to all hazards to DC and the National Capital Region. He is also the Vice President of the National Fusion Center Association, representing 78 DHS-regionally recognized fusion centers across the US and its territories. Col (Ret.) Wight is a Hobbs, New Mexico, native. Prior to retiring from the USAF after 27 years of service, Col (Ret.) Wight served as the Chief of Air Force Strategy at the Pentagon, where he focused on future threats, alternative force structures, and

developed long term strategic policy. He was also Commander, 52d Fighter Wing, Spangdahlem Air Base, Germany, where he led over 16,000 military, civilian and dependent personnel who maintained, deployed and employed F-16 and A-10 aircraft, TPS 75 radar systems and $2.5B of U.S. Protection level 1 assets. Prior to joining the AF, Col (R.) Wight served as a Police Officer for the University of Oklahoma and the City of Moore, OK from 1980-1985.

Curtiss W. Steiner is an MSSSI Vice President for the U.S. Federal Markets Division of Motorola Solutions, Inc. responsible for all Federal Law Enforcement and Intelligence Community accounts. Curt has more than thirty years of executive management in various disciplines and positions in sales, finance and marketing experience. In his role as Vice President, Curt is responsible for the development and execution of sales and distribution and customer satisfaction strategy and manages a team of individuals charged with delivering innovative, mission-critical communications solutions. Curt Steiner has risen steadily through the management ranks since joining Motorola in 1984, culminating in his appointment as a Vice President in 2014. His ability to culminate customer relationships, anticipate customer requirements and respond quickly and

efficiently to customer needs has been integral to his success. Curt is a frequent panelist at industry events and associations and leverages his relationships within the law enforcement and intelligence communities to stay abreast of his customers’ dynamic requirements. Curt Steiner earned his MS in Computer Information Systems from Boston University with a specialty in Information Assurance. He holds MS in Administration (MSA) in Business Administration from Central Michigan University and also holds a Masters of International Relations from The George Washington University in Washington D.C. Curt received his Bachelor of Arts in Political Science from Susquehanna University. He is a native of the Philadelphia area, currently lives in the greater Washington D.C. area, and is married with two children.  

W. Ross Ashley is a Senior Advisor at The Chertoff Group where he shares his unique insight and subject matter expertise in the areas of Intelligence, Homeland Security, Justice and Defense. He also serves as Executive Director of the National Fusion Center Association (NFCA), where he represents the interests of the U.S. Department of Homeland Security (DHS) recognized fusion centers.Previously, Mr. Ashley was confirmed by the United States Senate in December 2007 as the Assistant Administrator of the DHS Grant Programs Directorate (GPD) where he worked until August of 2009. In this role, he managed over $10.1 billion per year in federal assistance programs. Mr. Ashley was one of only two Senate confirmed individuals asked to remain in position and continue his service at DHS during the Obama Administration. Before

assuming his position at DHS, Mr. Ashley served as the Chief Executive Officer of the National Children's Center (NCC). During his time with the NCC, Mr. Ashley led all aspects of the 1,100 employee agency including the operations of three alternative public schools and one early intervention program for children with special needs. Mr. Ashley founded The Templar Corporation in February 2000. Working with the National Institute of Justice (NIJ), The Templar Corporation began the development of sophisticated data integration solutions with a single purpose in mind: to improve public safety and security agency capabilities to share information. Under Mr. Ashley's leadership, Templar products supported over 100 federal, state and local government agencies. Mr. Ashley and his team sold Templar to ChoicePoint in February 2004. Prior to founding Templar, Mr. Ashley served as Director of Law Enforcement Technologies at ISX Corporation. In this capacity, he was responsible for several information sharing initiatives for federal, state and local law enforcement agencies. He also provided senior level consultation services to the NIJ on various information technology programs for the U.S. Departments of Defense and Justice Joint Program Steering Group and external agencies such as DARPA. Prior to joining the ISX Corporation, Mr. Ashley served in a variety of private sector positions to include supporting the National Intelligence Community and providing high level operational support planning to the Secretary of Defense, Chairman of the Joint Chiefs and Secretary of the Air Force in intelligence collection planning and analysis, and operational combat assessments.
