Overview River Information Services (RIS)
RIS = the concept for harmonised information services to support traffic and transport management in inland navigation, including interfaces to other transport modes
Traffic-related services• FIS Fairway Information Services• CAS Calamity Abatement Support• TM (Local) Traffic management incl.
Lock and Brigde Management• TI Traffic Information
Transport-related services• ST Statistics• ILE Information for Law Enforcement• WCHD Waterway Charges and Harbour
Dues• ITL Information for Transport Logistics

German Waterways Network
• 23,000 sqm Seaway• 7,500 km Inland waterways
– 25% canals, 75% rivers– 5,100 km (68%) Class IV waterways and
higher– Direct connection to waterways in the
Netherlands, France, Luxembourg, Switzerland, Austria, Czech Republic and Poland

Fairway Information Services (FIS)Internetplatform ELWIS
• For all waterways in Germany• Notices to Skippers information• Operating hours locks and bridges
information• Maintenance information• Legislation information• Information about Inland ENC’s (Electronic
Navigational Charts) and Inland ECDIS (Electronic Chart Display and Information System)

Support of RIS Services by Inland AIS(Automatic Identification System)
• Serves specific requirements for inland navigation to support RIS services
• Based on the Maritime AIS• Direct data exchange between seagoing and
inland vessels in mixed traffic areas• Specific requirements for inland navigation
are complementary or additional to maritime AIS
Specific Inland AIS Messages• Inland ship static and voyage related data• Inland number of persons on board • ETA (Estimated Time of Arrival) at lock/ bridge/
terminal• RTA (Requested Time of Arrival) at lock/ bridge/
terminal• Water Level • Signal Status • EMMA (European multiservice meteorological
awareness system) Weather warning

Inland AIS project Mittelweser
Inland Waterway MittelweserMinden to Bremen• Length section: 154 km; 7 locks • AIS surveillance on entire section• RIS Center Minden• Narrow River• Large vessels• Single Lane traffic• Arrangements for passing and overtaking
Shipping on Mittelweser• Traffic: 45 ships/day• vessels > 75m are subject to traffic
regulation in narrow fairway sections (“Datenfunk-Selbstwahrschau”)
• 100 ships equipped with Inland AIS and Inland ECDIS (sponsored)
• 10 portable Inland AIS stations for not equipped vessels
Numericanal Meeting, Toulouse, September 2013 Page 7
Inland AIS project Mittelweser
Lock management at Minden• better information of current traffic
situation in the close-up sections• better use of lock chamber capacity
Calamity abatement support• visualisation of engaged vessel positions• Visualisation of traffic situation close to
engaged vessel
Technical Operation • Monitoring of AIS mobile station lost target
detection)• Configuration of AIS shore infrastructure• Configuration of portable Inland AIS station

AIS Repeater Station
• AIS Repeater ashore enable data exchange ship-ship also in case of difficult radio propagation
• Extended Radio Coverage by re-transmission of the AIS VDL Messages received• Inland AIS for communication „ship ↔ ship“ for navigation in bottlenecks
(„Datenfunk-Selbstwahrschau“)
AIS benefits:• exact position information of oncoming ships• clear identification of oncoming ships• automatic data transfer between ships
AIS : ship - ship (data)VHF : ship - ship (voice)
