MusicMost outside press concerning Houston is quick

to applaud our economic impact, alluring

restaurant options, and beautiful museum

district. So rarely is the focus over another vital facet of

our culture: music. Houston, after all, consistently proves

to be a limitless source of talent, producing everything

from pop giants (Beyoncé) to cult heroes (the mysterious

Jandek) and everything in between.

Over the years the music scene in Houston has certainly

changed, always evolving with its city. In the late 70’s

and early 80’s, punk bands found refuge in places like

the Vatican, Cabaret Voltaire, and The Axiom hosting

groups such as Really Red and The Judy’s. Names like

Tom Bunch (former manager of San Antonio’s Butthole

Surfers) became synonymous with the scene. Houston

rap also grew over the years, going on to produce a

distinct sound (Chopped and Screwed) and countless

mavericks attached to Rap-A-Lot Records that have gone

on to become legends. Indie-rock felt a boom in the 90’s

and early 2000’s. Places such as The Proletariat, Meridian,

and Number’s were there to cater to a growing local

scene and also host countless national acts.

In its relatively brief history, Houston has also seen some

darker days that have no doubt stifled its progress.

There was a time, for example, when a shared sentiment

among promoters was that Houston was a town to

skip, especially compared with its more open-minded

and music-friendly neighbor Austin. Worse, still, was that

Houston’s track record related to a (still) controversial

sound ordinance and past confrontations involving

HPD (the now infamous Two Gallants show at Walter’s)

appeared to legitimize these charges.

Today’s music culture remains rooted in the innovative

and communal spirit of the past, fresh names include

MCs like Fat Tony and DeLorean, Indie-rockers Wild

Moccasins, Bang Bangz, and Glass the Sky, and an

emerging list of electronic producers such as FLCON

FCKER and Josiah Gabriel have __ as among the most

interesting in the scene. Naturally, it would be hard to

measure any amount of success if these artists didn’t

also share.

Here is today’s current crop of top music venues:

Fitzgerald’s 2706 White Oak Dr.Certainly the preeminent indie venue to catch live

music, Fitzgerald’s offers everything from rising stars

(Houston-native Solange Knowles returned for a

spectacular March show) to open mic nights. Two

stages (upstairs and downstairs) make for a varied

lineup and an ideal setup, not to mention their Pegstar

connection has helped ease Houston’s old reputation

and is also responsible for the annual Free Press

Summer Fest.

Mango’s 403 Westheimer Rd. Voted in 2012 as

Houston’s Best Local Music Venue (Houston Press)

Mango’s attracts one of the more diverse event

calendars. From experimental noise (B L A C K I E) to

alternative folk (Buxton), and it all works.

Rudyard's 2010 Waugh Dr.Good food, good atmosphere, and about as diverse

as anything you’d expect in Houston. Perfect setting for

smaller acts.

Continental Club, 3700 Main St A midtown favorite that once a week

hosts a Beatles tribute band along with

cheap drinks. Another essential venue

to hear local music.

Walter’s, 1120 Naylor St .The original Walter’s (famously located

on Washington Avenue) is no more,

but its updated incarnation on Naylor

Street proves there’s still plenty of good

music to here at Walter’s.

Warehouse Live, 813 Saint Emanuel St.This perfect mid-size venue has for

years catered to some of the larger

acts rolling through town (Yeah Yeah

Yeah’s, Arctic Monkeys). Upcoming

artists include Empire of the Sun and

Blondie. Along with these venues it

has become a common occurrence

to see traditional venues compete

with unconventional spaces that

also host music events. IKEA’s Mixed

Media series at MFAH night recalls

similar events thrown in New York at the

MOMA. Last season’s series attracted

rising Houston talent including LIMB &

synth duo BOAN with other Houston

darlings like The Ton Tons. More recently

there was Brisk Bodega, an event

sponsored by the tea brand and VICE

magazine where Bun B, Fat Tony and

DJ collective BomBón entertained

Houstonians from all backgrounds.

THE GAME

John: How about you starting right now and the coaches saying you’re running first team?

Shiloh: It’s them holding me to a certain standard. It’s going to be my third year, they’re expecting me to play like a veteran, do the right things, be where I’m suppose to be. So far, I feel like I’ve been holding myself accountable to that standard, and I’m going to keep doing my job, and keep making plays out there, and make sure I don’t give them a reason to put me in a different spot.

Sean: Shiloh, your rookie year was the year of the lockout, so that must have felt like a huge blur. Talk about the differences of year three leading into the season, and that rookie year you had leading into the season.

Shiloh: I’m more comfortable now, like you said it was a lockout year. So I didn’t have an off-season to get ready, to get our heads in the playbook, and meet with the coaches and older guys and get a better feel for the system. Now, heading into the third season, I have a couple years under my belt, I have game time experience, and I had a couple veteran guys to learn from. Now I’m comfortable, I feel like a

veteran, and I hold myself to a higher standard than I did before, and I think that goes with every player as they grow every year. You’ve got to hold yourself to a higher standard, or you’re not going to have a job in this league.

John: You’ve made a real name for yourself on special teams, that’s gotta be a good feeling that everyone recognizes how good you’ve been on special teams.

Shiloh: Definitely, I had an understanding coming into the league that the best way to make a team is on special teams. And the one thing about special teams is, it is a one play series, and you have one shot to prove a point, and just have to go all-out, you have to understand your job and the guys around you and how they’re going to fit, and just try to make a play. It took a couple years for the guys to recognize my hard work, but I’m not the only guy out there doing good things on special teams. Sean: When the special teams comes under criticism, do you take that personally?

Shiloh: Oh definitely, and the whole team does. It’s not just the offensive guys, or the defensive guys, and the special teams guys, its the Houston Texans. And after every game week, we come in and watch the special teams as a whole team. And thats the only group that the whole team watches, and thats special teams.We take a lot of pride here on special teams. And everyone understands that it’s a hard play to do, whether its punt, kickoff and punt return. Everyone

understands it takes a lot of effort to make sure you do well out there. Sometimes big plays happen, whether you do them or you give them up, and we just have to work on that. We are working on avoiding penalties on special teams because we gave up a lot of yards on penalties last year.

John: Barring injury, lets say Ed Reed is back and Brice McCain is back are you fighting for a starting spot?

Shiloh: Right now I don’t know. As of right now, I feel like I’m still fighting to be a starter in this league. Just because I’m a starter right now, it doesn’t mean I’ll be a starter when Ed comes back. Like I said before, I’m going to do my job to the best of my abilities, and make plays when they come my way, and so that I don’t give them a reason not to put me in two spot, three spot, or back on special teams. Right now I’m excited, I’m out there on the field, and thats what I wanted to do from day one when I was a rookie, is make my way onto the defensive side of the ball.

John: How much have you talked with Ed Reed and picked his brain?

Shiloh: A lot, we’re in the same meeting room every single day, three or four times a day, and whether I’m asking questions on my own, or listening to him, you can just tell he is full of information. Between him and coach Vance Joseph, I have a great group of guys to learn from.

Sean: Is that how it goes in the meeting room when there are older guys in the meeting room? Are there certain guys in the meeting room, maybe younger guys who are question guys, and older guys as answer guys?

Shiloh: Definitely, and even the older guys still ask questions. They see things that maybe a younger guy doesn’t see, like an audible or a check. Maybe getting into a different defense than what we’re in, from what the offense is showing us. It helps us out and the coach will relay back, “yeah thats a good idea, or no it’s not a good idea because of these reasons”. Theres a lot of give and take in the meeting room, and we all work together.

John: Do you y’all give the rookies the business for missing the tackle?

Shiloh: [laugh], Ha! No, everyone understands that at this level that our job is to make that tackle. And there is no need to give him a hard time, and as an athlete you’re already going to do it to yourself. Our job is to get him to the next play so he can make the big play next time.

Is Tally Hall perhaps the best pro athlete in Houston? Many of his teammates and people that have been to BBVA Compass Stadium in downtown Houston to see

him play might think so. At 6’ 4”’ tall and 215 pounds his size and blocking ability have made him and the Dynamo one of the toughest teams to score against in the Major League Soccer League over the last three seasons.

Hall was born in Sea Tac, Washington where he went on to become a two time All American soccer player at San Diego State University. In 2010, he got his break to start at goalie for the Dynamo and went on to record twelve shutouts in 2012. He started in 57 consecutive games earning him the Dynamo’s Ironman of the Year Award. Hall is married and has two children and along with teammate, Brad Davis launched their charity, called the Banded Brigade Outdoors, which takes injured and disabled veterans and their families on hunting and fishing trips. We caught up with Tally following the “friendly’ with Stoke City of the English Premier League

Fred Faour: What was it like to prepare for the match against Stoke City compared to an MLS Team?

Tally: It’s a little bit different, as a player, you’re going to forget regular season games. That game was different in that it was a unique atmosphere, there is a pride factor involved and you are playing a team from a different country. There were many cool factors involved. You want

GAMEto play well, you want to represent the league well, and it’s a bit of a different mindset for the game.

Dave: What’s interesting to me when I see you guys play, BBVA is filled up. Yet, other MLS stadiums are not filled up as much. Why is that the case?

Tally: Sometimes I think the fact that we play such a long season, hurts us, in that a fan might have that mentality of, “Oh its ok to miss this game, they have twenty games at home.”. You don’t want to fall into that trap. Every game at home is special and unique. But, I do understand that, when certain teams come that you don’t get to see. How often do we get to see the Dynamo vs. Stoke? Even though its a once a year thing, its a rare event. So I understand fans coming out to see a unique, once in lifetime event. But I definitely think people are missing out. We love having people are in the stands, and I guarantee you will have fun. The fans are singing and having fun, it’s a cool experience.

Dave: Do you find the international fans are gaining respect for the MLS or not?

Tally: I don’t think there is a lot of international fans that are from Stoke-On-Trent in Houston. I think its just people who went to the game, know the EPL. If you think the EPL is a dominant force, and just write off the MLS, I think its because you haven’t been watching MLS. You haven’t been paying attention to the players and talent coming through. Because, if you’re paying attention, then you’re reading things like David Beckham and Thierry Henry saying this league deserves more respect than its given as itss hard to succeed here..interview by Dave Tepper and Fred Faour of ESPN 97.5 FM

Over the last couple of decades, Houston and the US have

been following the trials of one of Houston’s most noted

attorneys. Recently, he was awarded the Richard “Racehorse”

Haynes Lifetime Achievement Award by his peers. This award may

imply he is through practicing law, but for George Parnham he is far

too busy making his case. In the recent decision in the highly publicized

“murder for hire case” case against Brittany Martinez, Parnham, despite

what seemed to be overwhelmingly against Mrs. Martinez, avoided jail

time for his client. According to Parnham there “will be more when the

full story is developed.” In this trial along with the Andrea Yates and

Clara Harris trials, the issue of mental illness was at the forefront.

Parnham has a soft spot for the underdog that ‘“developed at a young

age perhaps for a number of reasons, but mostly because of my father”,

states Parnham in his clear and monotone voice. Born in 1940 in Fort

Lauderdale, Florida, George J. Parnham had studied to be a priest at a

young age and helped build schools for sharecroppers in Alabama and

Mississippi. He had always wanted to go to law school and become a

criminal defense lawyer for as long a he can remember. After finishing

his undergraduate schooling at Loyola University, Parnham graduated

from the University of Texas School of Law in Austin,Texas, where his

career began. Not long after graduating from law school, Parnham said

he “cut my teeth” on a case involving a father and son who were accused

of bank robbery in Austin. Parnham soon found out that the prosecutor

was going to seek the death penalty because the robbery had involved an

ensuing shootout with the DPS. The jury hung in the case and George

Parnham was on his way to a criminal defense career spanning more

than forty years.

Following the Andrea Yates trial where the woman had been convicted

of drowning her five children, Parnham had heeded the advice and tip

from the media to expose a “professional testifier” who had received

approximately $300,000 from the State to testify that in fact Andrea

Yates knew what she was doing when she drowned her kids. Parnham

had researched the previous trials where this expert witness for the

prosecution had testified. After spending many weekends pouring

over the case he realized that he needed a certain line of questioning

to determine that this “expert’” on mental health had actually misled

the jury, which led to the appeal and verdict of not guilty by reason

of insanity. “As bad and as tragic that this whole ordeal was, there is

no doubt that the jury did the right thing” in the Andrea Yates case,

according to Parnham. In this case maybe more than any other, the

“light went on” for the serious nature of postpartum depression and

mental health.

Postpartum depression, also called postnatal depression, affects primarily women after child bearing and can cause sadness, fatigue, sleeping and eating disorders, along with anxiety. a new mandate that works locally at our Houston VA Hospital and around the country at other VA Hospitals, which is to facilitate care and collaborate with the justice system in supporting our veterans with mental health issues.

After the Andrea Yates verdict, George and his wife Mary, wanted to form an organization that dealt with and supported women’s mental health issues. They had approached two separate women’s non-profits only to be turned

down before contacting Betsy Schwartz, who at the time was CEO of Mental Health America of Greater Houston. Together they established the Yates Children Memorial Fund which has screened to date almost 50,000 mothers in clinics and trained over 500 screeners. We have distributed over 500,000 brochures printed in Spanish, Vietnamese, and English. In 2002, legislation was passed that mandates hospitals and all birthing centers supply information on postpartum depression. The goal of the fund is to “help with the awareness of postpartum depression and prevent future tragedies from occurring.”

How did you get your start?

I was “sworn in” in the month of September, 1969, and began working for a firm in Grand Prairie, Texas, doing mainly criminal defense. I came to Houston in October, 1970, with a family of three children, having never before been to H-Town. After a brief stint with the firm of Woody and Rosen, I found myself on the street in December of 1970. I started my practice through court appointments, doing the best I could for my mainly “jailed” clients. That was a long time ago, but I’m still here doing the same, absent the court appointed route.

The decision rendered in the Brittany Martinez case, where she had admitted hiring someone to kill her husband, yet she received no jail time, surprised a lot of people. What do you say to that?

Well, quite frankly the justice system worked in the proper way, but there are a number of circumstances that were not made public only because there are still divorce proceedings and child custody proceedings and I don’t think it would be proper to comment about the result. What the judge did and the court took into account were all of these factors for consideration. I know that there are individuals in this community that don’t like what they read in the paper and as a consequence it’s not the full story because the full story has not developed. The full story will have some effect on how the public views

the result and if they understand the realities of the degrees of mental illness and are aware of mental issues that perhaps took a part in this whole saga.

Is this your biggest victory or were there others?

I think the Yates case. That happened in 2001 and was far and away not only the most tragic in nature, but by far the biggest issue that has come through my office. I had however, used the insanity plea in other cases and represented other individuals with mental health issues in using the insanity defense prior to Andrea Yates. I still see her and I still talk to her. I talked to her yesterday. She is at Kerrville and she’s doing very well. She has a full time therapist and a psychiatrist that sees her a couple of times a week and it is my hope that sometime in the future she will be able to re-integrate into a community and not become institutionalized has so many people do. Many people end up spending a lot of time either behind bars or in a mental health hospital, when they can receive the same treatment by outpatient means and can be effectively be released back into a community.

What advice would you give to the new generation of prospective criminal defenders?

We lawyers have the distinction of being a part of the most noble of professions. I say this because each day we have the opportunity to impact the lives of our clients, as well as future generations: opportunities to make a change – make a differerence.To the young lawyer I say “grasp these opportunities; practice with your heart and your head; trust your instincts, rarely will they mislead you. And, by

all means, return every phone call as promptly as you can!”

The Veterans Administration has recognized that the military experience and mentality of our Veterans can increase their reluctance to seek mental health care. Frequently, as with non-Veterans, mental illness untreated results in Veterans being charged with having committed serious crime and entering the Judicial System. Post Traumatic Stress Disorder is a big issue within our population of Veterans.

Reaching Justice-involved Veterans is a priority for the Department of Veterans Affairs, and several steps have been taken.

Mental health professionals, Veterans Outreach Coordinators (VJO) from VA Hospitals go to jails, meet with Veterans, determine needs, and facilitate a continuity of care throughout incarceration.

In 2008 in Buffalo New York, a Judge perceived that Veterans in his County mental health and drug courts are a unique subgroup of individuals, with shared experiences and particular needs, who could benefit from having a separate docket – recognition of Veterans’ unique military experience. Veterans Court, the first in the Country, was opened in Buffalo that year.

In 2009, the Texas State Legislature authorized the establishment of similar Veterans Courts in Texas and in December of that year Harris County opened the first Veterans Court in Texas. Harris County Veterans Court has served over 120 Veterans and the Michael E. DeBakey Veterans Affairs Medical Center continues to provide appropriate healthcare. Presently, there are 168 Veterans Courts in the United States.

Eligibility of a Veteran for the Veterans Court requires a review by the District Attorney’s office to assure the charges and the criminal history of the defendant are appropriate for the program. The Veteran undergoes a comprehensive psychiatric evaluation to determine the presence of illness and assess relationship to the alleged offense. Where such a relationship exists a treatment plan is drawn. The Veterans Affairs Medical Center provides ongoing treatment. This work benefits the Veteran, Society and reduces recidivism.

For many Veterans, the Court represents their entry into mental health treatment. For others, court-ordered programs provide a structure that facilitates successful treatment. In the Harris County Veterans Court, the majority of Veterans suffer from Post Traumatic Stress Disorder along with addictions. Before receiving VA mental healthcare, the common process of Veterans, as with the general population, is self-medication and avoidance of the problem through the use of alcohol and drugs.

Veterans Affairs Medical Centers provide comprehensive and integrated medical, mental health, and substance use treatment, along with rehabilitative programs and housing support.

Our Veterans return from war, many with wounds that land them in jail. Innovative programs such as Veteran Justice Outreach Coordinators, Veterans Courts, efforts of local community Justice systems, and the work of our national Veterans Affairs healthcare system are an ideal system of care for our Veterans.

What has turned into a month-long food odyssey, Houston Restaurant Weeks returned August 1 with

a VIP Kick Off Party for 2013. Founded in 2003 by Cleverley Stone, Houston Restaurant Weeks 2012 raised

over $1.22 million for the Houston Food Bank due of the generosity of the 169 participating restaurants. The

result: The 3.66 million meals provided for those who are food insecure, made it the largest single fundraising

event for the Food Bank and the largest restaurant weeks of its kind in the United States.

Houston Restaurant Weeks is run by volunteers and 100 percent of the proceeds raised from area restaurants go

directly to the Food Bank.
