the lowest level point of planning and convergence of services/programs provides scope for linkages between service providers and community. The 74th amendment of the constitution (1992) ensures provision of ward committees in all municipalities/corporation having population more than three lakhs. It is considered as an apex body for the convergence of services/programs related to MNCHN and WASH. Hence on the above back drop, Health of the Urban Poor (HUP) Program facilitates formation of Ward Coordination Committees in its intervention wards in Bhubaneswar City. It is primarily constituted with the objectives to provide a common platform to all ward level stakeholders for planning and monitoring of services and programs and establish linkages of the community with service providers.

As such an attempt was taken to form the Ward Coordination Committee in Ward No 47 in the city. Through a series of meetings, discussions, deliberations both by HUP City Office and Field Partner NGO, finally a date was fixed to convene the meeting for constitution of Ward Coordination Committee in Ward No 47. On an auspicious day of 18th September 2012, a preparatory meeting was convened at BMC Library, Bapuji Nagar, Bhubaneswar at 3.00 pm under the chairperson Mrs. Mahamaya Swain, Councillor. The other officials/front line workers present in the meeting were Slum Improvement officer, BMC, Community Organizer, Sanitary Inspector, Secretary and President of seven slums under Ward no 47,Anganwadi worker,ASHA, Secretary, GJS and City Coordinator & NGO-CBO Coordinator from HUP-PFI along with the Project Coordinator and all Cluster Coordinators of Gopinath Juba Sangh. With the initial introduction to the program and its objectives, the meeting started. As it was the first meeting, the modalities of constitution of the committee were elaborated in great length along with the needs and importance of the committee. Finally, it was decided to prepare a draft plan for WCC involving SIO, HUP City Team and Filed Partner NGO that will be presented in the next meeting and necessary steps will be taken for formation of the committee. Similarly, next meeting for formation of WCC was organized on 18th December 2012 at the same venue and time and presided over by the Councilor. Sector by designation and extended members from slum may be chosen for the committee. Accordingly, 18 members both from government and slums were chosen for the committee. This is just the beginning, once it is strengthened, it will certainly act as the planning and monitoring unit for effective delivery of services in improving the health status of the urban poor.
