Practical info needs: FG3 approach

• ENRD Contact Point produced a number of draft fiches containing TNC administrative procedure information

• FG3 participants piloted the draft TNC fiches with a sample of both experienced and inexperienced LAGs in their respective Member States

• FG3 participants exchanged LAG feedback on structure & usefulness among each other

Practical info needs: FG3 findings

1. LAG feedback confirmed that TNC fiches usefully introduce standardised/comparable information

2. Based on LAG feedback, FG3 participants reviewed & agreed final TNC fiche template (cf. reviewed pilot fiches in LAG dossier)

3. FG3 participants suggested to Leader subcommittee members to circulate the final TNC fiche template for completion regarding the remaining RDPs

• Main features:

1. Country specific details, eg. axis 4 budget, no. of LAGs

2. Details about TNC implementation rules, most importantly comparable information about:- Selection procedure- Financial framework: min/max financing available- Definition / typical examples of eligible common costs- Definition / typical examples of common actions

Info exchange needs: FG3 approach

• Necessity to easen communication among TNC task managers of/from different programmes to stimulate networking and direct info exchange about TNC projects

• Need for a simple & accessible reference tool supporting better cooperation at different working levels: MAs, PAs and NRN support units, to speed up the decision-making process

• Need for better access to information about the periodicities of calls for TNC applications (where applicable)

Info exchange needs: FG3 findings

1. For general coordination support, establish EU-wide contact lists of TNC task managers:- within MAs, PAs, and NRN support units

- in charge of SFC project approval notification

2. For project preparation and application support purposes, establish list of periodicities of calls for TNC applications

(where applicable).

New TNC Info Tools: Next Steps (1)

1. Circulation of TNC Info Tool templates by Contact Point to National Rural Networks (NRN support units): immediate action

2. TNC fiche: one month for completion to provide sufficient time to NRN support units for clarifications and consultation with MA/PA as and when required: completion by 29/10/2010

3. Info on TNC manager contact data and project call periodicity provided by NRN support units:completion by 15/10/2010

New TNC Info Tools: Final Remarks

• TNC Info Tools are meant to inform LAGs and other interested actors about the rules their potential partners from areas covered by another MS’s RDP must adhere to

• A disclaimer will clearly indicate that the objective of the EN RD is to provide comparable information at European level, but that this cannot replace the primary information sourcesof the authorities implementing the RDP

• Elements published on the EN RD website will carry the date the information was established. Regular update calls to NRN support units will be made
