CORSA is a property and liability risk sharing pool that was established by CCAO in 1987, when Commercial liability insurance for counties was either unavailable or unaffordable.

CORSA was incorporated on April 22, 1987 as a not-for-profit corporation.

CORSA is governed by a nine member Board of Directors which consists of Commissioners from Member Counties.
