The Electronic World Trade Platform (eWTP) is a private sector-led, multi-stakeholder initiative that facilitates public-private dialogue to share best practices, incubate new trade rules, and foster a more integrated and inclusive policy and business environment to promote the development of e-commerce, trade and the digital economy. The concept of eWTP was first initiated in 2016 by Jack Ma, Founder and Executive Chairman of Alibaba Group, and was accepted as a major policy recommendation of the Business 20 (B20) and officially included in the 2016 G20 Leaders’ Communique. The initiative aims to help smaller companies and participating countries realize their full economic potential by reducing trade barriers and making it easier for small to medium- sized enterprises (SMEs) to leverage technology in order to expand their trading capabilities worldwide. The development of the eWTP is driven by businesses, with support from governments. Businesses can create hubs for e-commerce and governments can create virtual free trade zones for cross-border e-commerce, develop new e-trade rules, share best practices, and facilitate development of e-commerce infrastructure and services. By promoting inclusivity under the “4Ts” – trade, tourism, training and technology, the initiative seeks to foster a more integrated, inclusive environment for cross-border trade. II. Role of Alibaba Although the eWTP was proposed by Alibaba, its development focus is by no means limited to just Alibaba. Our primary role is to foster the formation of a network of key stakeholders, such as SMEs and governments around the world, to help drive the development of the digital economy under the eWTP framework. In doing so, we hope to help build a global cross-border trade network covering e-commerce, logistics, tourism, payment and training that will bring true value to SMEs around the world. By sharing our technology, business model and experience in local markets, Alibaba aspires to help drive local economic development, and empower disadvantaged players including SMEs, young people and female entrepreneurs to take part in, and benefit from, globalization, innovation and the development of the digital economy. I. What is eWTP? • The Electronic World Trade Platform (eWTP) is a private sector-led, multi-stakeholder

initiative that facilitates public-private dialogue to share best practices, incubate new trade rules, and foster a more integrated and inclusive policy and business environment to promote the development of e-commerce, trade and the digital economy.

IV. eWTP Hubs As of now, Alibaba Group has joined forces with the governments of Malaysia, Hangzhou (China), Rwanda, Belgium and Yiwu (China), respectively, to establish five eWTP hubs around the world with the goal of enabling SMEs to take advantage of global trade.

Malaysia March 22, 2017

Alibaba Group and the Malaysia Digital Economy Corporation (MDEC), together with other parties, announced plans to establish the first eWTP hub outside of China under the eWTP initiative. The participating parties also exchanged four Memoranda of Understanding (MoU) covering a host of areas: the establishment of an e-fulfilment hub near the Kuala Lumpur International Airport and a one-stop online cross-border trading services platform, cooperation in e-payment and financing, and development of e-talent training that will fit into Malaysia’s roadmap of transformation into a digital economy. The eWTP hub, which went live in November 2017 and forms part of Malaysia's Digital Free Trade Zone, offers Malaysian SMEs the infrastructure for doing commerce with services encompassing e-commerce, logistics, cloud computing, mobile payment and talent training.

Hangzhou, China October 26, 2017

An eWTP hub was established in Hangzhou, China, with strong support from the Zhejiang Provincial Government. As the first integrated cross-border e-commerce pilot area, it aims to facilitate “Global Buy, Global Sell, Global Pay, Global Delivery and Global Fun” – the five core aspects of Alibaba’s globalization strategy – through the development of a smart logistics network and a cross-border payment system, as well as expanding third-party services and facilitating global e-trade.

Rwanda October 31, 2018

The Rwandan Government and Alibaba Group signed three MoU’s to jointly establish an eWTP hub in Rwanda. The agreements are intended to support Rwanda’s economic development by promoting policy innovation, enabling cross-border trade of Rwandan products such as coffee and handicrafts to Chinese consumers, facilitating tourism to Rwanda, and providing capacity building to empower the growth of Rwanda’s digital economy. As part of this collaboration, Alibaba Business School will organize the first Africa-focused undergraduate class on cross-border e-commerce in September 2019 for Rwandan students, who will spend four years in Hangzhou for comprehensive study of international trade, cross-border e-commerce and other related topics.

Belgium December 5, 2019

The Government of Belgium and Alibaba Group signed an MoU under the eWTP initiative, which would see both parties working closely to co-build a more inclusive and innovative trade platform that will facilitate greater and more equitable access to cross-border trade opportunities, in particular for SMEs. A major element of the agreement is the establishment of a world-class smart logistics hub at Liege Airport to support cross-border trade. In addition, both parties will collaborate on new technologies to promote digitization of customs procedures and more efficient clearance of goods and on facilitating sales of quality Belgian products on e-commerce platforms within Alibaba’s ecosystem.

Yiwu, China June 19, 2019

Alibaba Group entered into a strategic collaboration with the municipal government of Yiwu, Zhejiang Province, China to establish an eWTP hub (the Yiwu eWTP Pilot Area) to digitize trade infrastructure and empower new trade flows for the city, which is the world’s largest wholesale market. Under the collaboration, Alibaba Group and the Yiwu Municipal Government will jointly use technology to promote innovation in trade and trade finance, establish a smart logistics hub and create greater inclusivity for businesses in Yiwu.
