    No formal structure yet

    Lack of human and financial resources to run

    the society

    Slow Innovation adoption process (as

    theorized by Rogers, 1962)

    Way forward

    Formation of an interim structure (in

    September) for coordinating a consultative

    seminar

    Holding the consultative seminar (in October)

    with evaluation professionals (at least 50 from

    all provinces) for approval of the charter of

    the society and erecting a formal structure
