Step 3: Overall Review and Evaluation– Current statue, issues and challenges, strengths & weakness,

external support needs, etc.

The Process of SIERA

SIERA is a 3-step process that is supposed to be Implemented by local authorities.

Methodology & Tool

• SIERA was initially designed in December 2008. Now is at Version 2.

• It was tested in March 2009 by pilot implementing in Mexico, Nepal, and Mozambique, at both national and local level.

• It consists of 4 parts:– Indicators and criteria for evaluation of risk assessment

studies, existing data, institutional capabilities, etc.– Worksheets for Inventory & evaluation– Templates (i.e. report, e-Library, ToRs, plan, etc.)– Guide Notes for implementation

Summary

• SIERA is designed to evaluate the readiness of a country for implementing NRA, by systematically identifying major hazards and disaster situation, risk studies, data availability, info needs and requirements, skills and expertise, institutional capabilities, DRR strategy, etc.

• SIERA produces a baseline for the monitoring and evaluation of the DRM progress in a country.

• E-Library developed is an integrated archive of documentation related to disaster risk assessment & management.
