    Trade unions primary concern is to protect and

    promote the economic, social, cultural, political and

    other interests of their membership, through their

    activities, functioning and work, they as well

    endeavor to help promote the interests and welfareof the whole community;

    That Trade Unions seek to help build up an

    egalitarian society of social equality and equal

    opportunity, irrespective of caste, creed, religion,colour or sex, in which alone they firmly believe

    their highest aspirations and aims and goals can be

    fully realized;

    AIMSAT: Making INTUC more powerful and effective

    instrument of social justice and the vanguard of the

    forces of freedom, democracy and progress.

    Achieving a membership of one crore within a

    period of five years.

    Greater stress on internal democracy and greater

    involvement of rank and file of the members should

    be laid to ensure that our affiliates, more truly

    reflect the aspirations, problems and difficulties oftheir membership.

    OBJECTIVES To promote generally the social civic and political

    interest of the working class to secure an effective

    and complete organization of all categories of

    workers, including agricultural labor.

    To guide and co-ordinate the activities of the

    affiliated organizations.

    To assist and co-ordinate the activities of the

    affiliated organizations.

    To assist in the formation of trade unions

    To promote the organization of workers of each

    industry on a nation-wide basis

    To assist in the formation of Regional or Pradesh

    Branches or Federations.

    To secure speedy improvement of conditions of

    work and life and of the status of the workers in

    industry and society.

    respect of accidents, maternity, sickness, old age

    and unemployment.

    To secure redressal of grievances, without

    stoppages of work, by means of negotiations and

    conciliation and failing these by arbitration or

    SHIV SENA PHILOSOPHY

    "Our philosophy is, the workers can earn their

    livelihood only if the factory runs.

    Not surprisingly, managements arehappy.Chandrashekhar Malhotra, general manager

    (personnel and industrial relations) at Nirlon:

    "Unlike other unions, the BKS' commitment to

    production and discipline gives a very comfortable

    feeling."

    SHIV SENA UNION

    Shiv Sena supremo Bal Thackeray shared a wish

    with his aides: he wanted to see the saffron flag

    fluttering atop every industrial unit in Maharashtra.

    Thackeray has realised his long-cherished dream

    when the Sena gained control of the Government in

    the state.

    Boys of the Bharatiya Kamgar Sena (BKS), the

    labour arm of the Sena, have perfected a new

    brand of trade unionism to oblige their helmsman.

    The Sena union now controls 600 units in the

    organised sector and commands the support of

    over 1.5 lakh workers, according to its president,

    Ramakant More.

    Its major rivals, the CPI-affiliated All India Trade

    Union Congress (AITUC) and the CPI(M)-led

    Centre for Indian Trade Unions (CITU).

    The BKS writ now runs among the workers of major

    companies such as Reliance Industries Ltd, Larsen

    & Toubro (L&T), Telco, Godrej Soaps, Mahindra &Mahindra (M&M) and Nirlon, as well as some of the

    five-star hotels in the state.

    ACTIVITIESDONEBYSENA

    The BKS is also reaping the benefits of a 'strike

    fatigue' syndrome.

    It is more amenable than other unions to

    technological change and programmes for

    improving quality as well as productivity. For

    instance, at l&t last year, the union offered to meet

    the management halfway for raising the quality

    levels in the company.

    The union's link with the rabble-rousing Sena isworking to its advantage in spreading its clout and

    having its way.

    Shiv Sena and industry

    Industrialists were generally satisfied with the

    Sena's cloutsince Sena leader Thackeray's

    draconian control over the employees would ensure

    a peaceful work environment

    Claims of benefits to Maharashtrians

    Supporters of the Sena have claimed that the party

    has benefited the Marathi Manus (Marathi man) in

    Mumbai, especially in the public sector.[However,the Sena has allegedly done little to solve the

    problem of unemployment facing a large proportion

    of Maharashtrian youth during its tenure, in

    contradiction to its ideological foundation of 'sons of

    the soil.

    Dharavi emancipation

    The Sena claims to have played a central role in

    the emancipation of 500,000 slum dwellers in the

    Dharavi,area of Mumbai, the largest slum in Asia.

    The state's policy of giving free houses to slum

    dwellers has been mired in controversy ever since it

    was introduced by the Shiv Sena-BJP government

    a decade ago.

    Improvements in infrastructure

    The sena has been active in trying to improve

    infrastructure in maharashtra, particularly in the

    financial capital of mumbai. Nearly 55 flyovers in

    mumbai and navi mumbai and the mumbai-pune

    expressway were constructed under the shiv sena

    administration.

    CONCLUSION

    If the Sena fulfils its election pledge to repeal the

    Act, the bks could gain a foothold in the mills, most

    of which are coveted for their prized land.

    BKS is now aiming to move beyond Maharashtra

    and set up a national body-to be christened the

    Hindustan Shetkari Kamgar Sena-comprising all the

    14 trade unions of the Sena.

    The BKS model of trade unionism, with its stress on

    ties with employers, is no longer its monopoly.
