CEI and its subsidiaries deployed over $96 million in loans and investments in fiscal year 2013, an all-time record for the organization. In keeping with our mission, CEI offered flexible and creative financing for small to mid-sized businesses, natural resource sectors, community facilities, affordable housing, commercial real estate, and renewable energy.
At CEI, we talk about “deal flow” to represent the movement of capital. CEI is an intermediary in our market-based system, measuring return on investment not by profit, but through Triple Bottom Line principles of economy, equity, and environment.
With the support of many partners and supporters, CEI increased our loan and investment capacity to deploy nearly $16 million in 2013, leveraging over $40 million for 89 projects primarily in Maine and New England. CEI is well on target to reach a five-year lending and investment goal of $128 million by 2018.
The world is changing, and CEI is proactive in supporting economic resilience, particularly in America’s rural communities. We are organizing a stakeholder group to address issues of “aging in place” in Lincoln County, Maine, the oldest county in the oldest state in the country. In addition to funding green building, fishery, agriculture and energy projects, CEI is integrating messaging about climate change into our policy and communications initiatives as part of a collaborative effort with other concerned businesses and organizations.
As we look to the future, we hope to hear more from you about how we can serve at the forefront of public and private investment opportunities to reduce inequality and steward the planet with the justice it deserves.

In 2013, CEI loaned and invested nearly $16 million, and leveraged over $40 million in financing for 89 projects primarily in Maine and New England. These include:
construction of 104 new units of affordable housing over $1.5 million in loans for sustainable agriculture, leveraging over $14 million approximately $750,000 in investments in Working Waterfront businesses
CEI’s wholly-owned subsidiary, CEI Capital Management LLC, utilized $80 million in New Market Tax Credits (NMTC) capacity, which, when leveraged, resulted in $205.7 million in total financing for businesses in Arizona, Georgia, Missouri, and Wisconsin.
In addition, CEI provided business and housing counseling to 2,919 customers including Maine Women’s Business Center, StartSmart (refugee and immigrant), Small Business Development Center of Maine and housing counseling clients.
We provided program support for community investing in Maine and nationally, and launched a 15-month project to provide an assessment of lending and equity financing capacity for the National Fish and Wildlife Foundation. We also worked with the Native Hawaiian Legal Defense and Education Fund and provided loan funds to Akamai Capital in Hawaii to establish a social investment venture fund. Over the course of the year, CEI helped to create or preserve 1,065 full-time jobs in rural America.

ENVIRONMENT Deer Ridge, an affordable housing complex for seniors
in Wiscasset, Maine, owned and financed by CEI, is the first in the community

It’s not the rumble of a diesel engine you’ll hear at Misty Brook Farm when it’s harvest-
time, but rather, the soft thud-thud of hooves and the jangle of harnesses. True to its
environmentally friendly mission, Misty Brook Farm uses draft horses rather than tractors
for much of its field work. Owners Brendan and Katia Holmes relocated Misty Brook, an
organic, diversified family farm, from Massachusetts to the 412-acre Perkins Farm in Albion
last year, drawn to Maine for its extraordinary farmland, quality of life, and the strength and
support of the agriculture sector.
CEI was instrumental in the successful relocation, stepping in to provide a bridge loan until
Farm Services Agency (FSA) funds were replenished. CEI also holds half of the mortgage.
The Maine Farmland Trust holds a farmland conservation easement on the property,
making the effort a true collaboration.
Misty Brook Farm has an organic Jersey dairy herd, heritage pigs and chickens, and offers a
‘full diet’ farm share, a meat share and a vegetable share to customers from as far afield
as Boston.

The first thing you notice about Deer Ridge Apartments in Wiscasset is the juxtaposition
of its traditional architecture and the abundant solar panels along the backside of the
property. It is clear at first glance that something innovative is happening here. Deer Ridge
is the first affordable housing complex in the community to strive for net-zero
energy status – achieved when a building creates as much energy as it uses.
Owned by CEI, and supported with financing from CEI Notes, the potential
for Deer Ridge to become a net-zero facility was made possible through a
combination of tax incentives, new technology, and a special financial
arrangement with The Power Company of Washington, Maine, which allows CEI to
benefit from the implementation of a renewable energy project with no upfront costs.
In addition to its environmental goals, Deer Ridge offers residents high efficiency living
and modern amenities within a historic Maine town. Deer Ridge will attempt to reach its
net-zero goal through insulation and air sealing, use of air-source heat pumps and photo
voltaic trackers. Efficiency Maine’s Low Income Multifamily Weatherization Program
enabled the purchase of the heat pumps. Emblematic of the innovation and partnerships
that characterize many CEI projects, Deer Ridge is a bright spot for the environment, the
community, and, most importantly, the residents who call it home.

Acadia Harvest Inc.* HARPSWELL AND FRANKLIN, MAINE
California yellowtail and black sea bass are not typically what you think of when you think
Downeast Maine, but that is likely to change with Acadia Harvest Inc.’s pioneering efforts
to grow premium salt water species using land-based production in Corea, Maine. Plans to
move forward with the land-based production facility advanced with CEI’s debt and equity
financing of $100,000, enabling the company to purchase an option on a seven-acre parcel
and a 40,000-square foot building at a former Navy base in Corea. The investment also helped
Acadia Harvest Inc. match other grants and encouraged additional equity investors for a total
leveraged amount of approximately $800,000.
Acadia Harvest Inc. was formed in early 2011 to evaluate, develop and commercialize novel
technologies in land-based, indoor fish production, known as recirculating aquaculture
systems. Both CEI and Acadia Harvest Inc. believe that land-based salt water aquaculture
has a role to play in the future of Maine’s seafood industry and in creating economically and
environmentally sustainable fisheries. Ultimately, Acadia Harvest Inc. plans for the plant in
Corea to yield a production capacity of one million pounds of fish per year.

Tilson, headquartered in Portland’s Old Port, was founded in 1996 to offer IT and
telecom consulting and implementation services. Tilson began growing rapidly in 2007,
doubling the business each year, and now has regional offices in New York, Pennsylvania,
and Alabama, making the Inc. 5000 list in each of the past three years. CEI Ventures,
Inc. made an equity investment for growth capital needs, primarily to fund rapidly
growing contract opportunities.
Tilson has successfully overseen a number of projects that have helped local businesses
and organizations take full advantage of the array of technological tools available on the
market today, including the Maine Three Ring Binder project. For this project, Tilson
helped manage the construction of a 1,100 mile fiber optic network to deliver high-speed
broadband connectivity to rural communities throughout Maine. The project received
$25 million in 2009 American Recovery and Reinvestment Act funding, and, under
Tilson’s management, was constructed six months ahead of schedule and under budget.

Magnifique Butera, owner and founder of The Children’s House, emigrated to the United
States from the war-torn Democratic Republic of Congo in 1999 with her husband and
three young children. Having always loved caring for children, she set her sights on opening
her own child care facility soon after arriving in Maine. While employed at a factory full-
time, learning English, and caring for her family, Magnifique began working with CEI’s
StartSmart business counselors to make her plan a reality.
StartSmart assisted Magnifique with the licensing process, bookkeeping and general
business planning such as insurance and payroll issues. In 2003, after two years of formal
training and hands-on interning at area child care centers, Magnifique received her
license and opened a child care facility for six children in her home. By 2005, her center
had doubled in size. With the help of a CEI loan, she rented and renovated a building
on Forest Avenue in Portland and opened The Children’s House, a beautiful, three-
room facility large enough to accommodate up to 20 children. As her business expands,
Magnifique relies on StartSmart business counselors to guide her. Magnifique considers life
in the United States to be a blessing.

The 1.67-million-acre White Mountain Apache Reservation in east-central Arizona is
home to the largest portion of the 15,500-member White Mountain Apache Tribe and
boasts expansive swaths of Ponderosa pine forest. In 2010, the lumber processing center
owned and run by the Tribe since 1966 closed, resulting in a significant loss of revenue and
employment.
Last year, with the flexible financing offered through the New Markets Tax Credit (NMTC)
program, plans to reopen the facility materialized. CEI Capital Management LLC allocated
$20 million in NMTC capacity to finance the project, with Rural Development Partners
providing additional allocation capacity. U.S. Bank provided the NMTC equity funding
needed for the timber company to begin processing lumber again.
With access to funds for equipment upgrades, purchases, installation, and working capital,
the mill will reopen and hire new employees immediately, creating an estimated 185 jobs.

Trade Adjustment Assistance ProgramFor decades, lobstermen and blueberry growers have suffered as a result of foreign imports. A recently-completed Trade Adjustment Assistance Program (TAA), housed within the U.S. Department of Agriculture, helped Maine lobstermen and blueberry growers get back on their feet and plan for the future. As part of this program, the Maine Lobsterman’s Association and the Maine Sea Grant staff worked collaboratively with CEI to provide workshops and one-on-one business counseling to blueberry growers, lobstermen, their spouses, and stern workers. CEI business counselors worked with over 300 participants in the program, most of whom completed long-term business plans. The counseling and workshops were intended to improve and support economic sustainability at the local level by helping lobstermen and blueberry growers increase profitability, improve efficiency, and evaluate opportunities for growth. Those who did complete the business plan shared in stipends totaling over $800,000.
