•Registered capital: 30-40 billion USD/year for the 2021-2025 period and 40-50 billion USD/year for the 2026-2030 period.
•Implemented capital: 20-30 billion USD/year for the 2021-2025 period and 30-40 billion USD/year for the 2026-2030 period.
•The proportion of enterprises using high technology, modern management platform, environmental protection rate: increase 50% by 2025 and 100% by 2030 compared to 2018.
•The localization rate: increase from 20-25% (At this moment), to 30% by 2025 and 40% by 2030.

The health care reform in Viet Nam- The Government of Viet Nam has promulgated the National
Action Plan to implement the 2030 Agenda for SustainableDevelopment, in which the tasks of each Ministry andAgency were assigned specifically, ensuring a whole-of-government and society approaches.
- The health care reform process in Viet Nam is now shiftingthe focus towards strengthening the grass root levels,especially at community health centers with people-centered, high quality, integrated care, with family medicineprinciple to address NCDs at community level.

- We also focus on improving quality of medical services atpublic hospitals, arming at patients’ satisfaction.
- Improve medical education to ensure the quality andquantity of human resource for health.
- Health care financing reform is also our main focus towardsuniversal health coverage, currently the health insurancecoverage is as high as 82%, in which the governmentsubsidizes for the poors, the disadvantages and the ethnicminorities.

- We also mobilize all the resources from society to responseto emerging and re-emerging infectious diseases. Viet Namis a leading country in the region to implement the globalhealth security agenda to be well prepared with emergingand reemerging infectious diseases control.
- For non communicable diseases control, Viet Nam hasadopted the National Strategy on NCDs control and we hasestablished the fund for tobacco control.

- Public expenditure is still low and total budget for healthhas not yet met the actual needs.
- Aging and epidemiological transition;- Increasing needs for health care;- Disparities between regions;- Public spending share remains low and high out-of-pocket;- The capacity of the health service provision is insufficient
to the people’s demands;- The healthcare service’s quality and efficiency is still
limited;- Each year Vietnamese people spend approximately $2
billion to travel abroad for high quality medical service.

The focus on developing cooperation in the following priority areas:1. Science and technology in health sector; 2. Training human resources for health; 3. Prevention of infectious diseases; 4. Promote technical transfer in diagnosis and treatment of the two countries.5. Implementing the family doctor model; 6. Biotechnology in health; 7. Cooperation in the field of pharmacy; 8. Develop comprehensive health programs in areas of need.

- Promote cooperation in primary medical care, oncology, dentistry, neuroscience, vascular, dermatological, endocrine diseases and hi-tech medicine.- Exchange information and facilitate the sending of Vietnamese patients to Japan for treatment.- Consider cooperation in establishing Japanese clinics/hospitals in Vietnam. Exchange health professionals to work in each country.- Exchange of science and training, teaching of highly qualified professionals.

Import Tax Exemption:
- Machines, materials, specialized means of transportation etc. imported to form fix assets of the encouraged investment projects
- Materials which are unable to be produced domestically
- Commodities imported for the first time according to a list prescribed by the Government for investment projects on hotel, office buildings, apartments, golf courses, tourist resorts, recreation and entertainment sites etc.
- Materials and components of projects in the specially encouraged investment sectors, or geographical areas of specially difficult socio-economic conditions are exempted from the import tax for 5 years since the commencement of production.
