“Drug traffickers, working closely with transnational crime and terrorist groups, have been rapidly expanding their operations in East and West Africa, which pose the biggest security threat that affects the region,’’ said Johan Obdola, President of the International Organization of Security and Intelligence.

In East Africa, heroin and cannabis (resin) from South-West Asia have become a $190 million-year-business and approximately 24 tonnes of drugs are moved annually. “The source of the drugs are mainly Afghanistan, Pakistan, and India-China with landing areas in East Africa being used as temporary trans-shipment hubs for smuggling operations,” said Obdola.”

“In the last 10 years, drug cartels from South America have increased their presence and operations in West Africa to secure the movement of drugs (mostly cocaine) to markets in Europe, and the emerging markets in Asia and the Middle East,” said Johan Obdola, President of the International Organization for Security and Intelligence, which advises governments on how to tackle the scourge.

Latin American drug cartels and terrorist groups, including Colombia’s Farc rebels, Mexican drug organizations like ‘Zetas’ and El Chapo Guzman are actively involved in Africa, mainly in West Africa. He said these cartels were hoping to establish themselves in the Middle East and Asia.

“We are identifying the new routes that narco-terrorist groups are developing and operating between South America — specifically Brazil and Argentina — to the GCC region, mainly Qatar, with ramifications in the UAE,” said Obdola, a former Venezuelan police commissioner, who now lives in Canada.

He said these organized groups were already in “their second stage of their operations”. They are keen to use the UAE as a hub for drug trafficking and money laundering. The bigger concern was that they were working on all fronts to establish a demand for their products in Dubai and Abu Dhabi, he said.

“Colombia, Brazil, Paraguay and Argentina. Currently, Mexico, El Salvador, Venezuela, Trinidad and Tobago are nations where well-organized narco-terrorist groups are developing their routes to the GCC region and Asia,” he said.”

“The recent criminal-related attacks on Emiratis reflect a tendency of criminal gangs in London to target Emirati nationals, as well as Saudis and other GCC nationals, who are perceived as wealthy and easy targets,” said Johan Obdola, from the International Association of Airport and Seaport Police.

“The UAE should put together its own preventive measures to educate UAE nationals visiting, studying or doing business not only in London, but the rest of Europe and all over the world.”

“The number of terrorists using the Arabian Gulf to launder drug-trafficking money is on the rise and countries in the region should reinforce the sharing of their intelligence and train local police forces to prevent smugglers from succeeding, experts say.

Johan Obdola, the president of the International Organization for Security and Intelligence, visited the UAE to meet its police forces.

He wanted to spread the message that the UAE and the region were targets for such criminals, or so-called narco-terrorists.

Mr Obdola said there were several narco-terrorist groups from south and central America and Mexico that were doing a lot of drug trafficking in west Africa...”

“So far, airport security technologies used in the UAE are a good step forward,” said Johan Obdola, the president of the International Organization for Security and Intelligence.

“If you combine and implement the latest technologies to create a data management, information sharing and immigration mobility, it is absolutely essential.”

Mr Obdola said most of the funds should be geared towards the human aspect of security.

“The police in Abu Dhabi and Dubai really have to focus on training,” he said. “They should create an elite force of police officers, not just for the airports, seaports and borders, but to establish an integrated intelligence centre.

“Investment in human training, capacity and human intelligence complementing the latest technologies is absolutely the best way to address the situation.

“They have very good technologies set up in airports, so now we really need to focus more on the human operational side.”

She says Latin America, particularly, Venezuela, Paraguay, Argentina and Brazil have been much more receptive to Shia groups like Hezbollah than Sunni. Traditionally, the Shia discourse fits in better with the Leftist viewpoints from Venezuela and the overall revolutionary rhetoric.

There may be little cause for alarm about Daesh recruitments in South America, but Johan Obdola, a narco-terrorism expert and a former police chief in Venezuela, who heads the International Organization of Security and Intelligence, echoes Veryan’s views on Daesh in the Caribbean and says Trinidad and Tobago government officials have indicated that several of their nationals have joined the group

‘‘In the Caribbean, there is a group called Jamaat Al Muslimeen. Many of its members are based in Trinidad and Tobago. The group leader is Yasin Abu Bk, who could be playing an important role in recruitments for Daesh along with other actors,’’ says Johan.

So what are countries in the Caribbean and Latin America doing to counter Daesh’s propaganda and recruitment strategy? Veryan says individual countries are engaged at a planning level to counter threats posed by the group.

…Sheikh Saif bin Zayed, Minister of Interior, is someone who strongly believes in the value of knowledge training and education of the staff,” said Dr Mustafa Alani, head of security and terrorism at the Gulf Research Centre.

“He is personally involved in finding a way to educate his people, give them more qualifications and encourage research and courses.

“Drugs and human trafficking are international crimes. They could be committed in the UAE, but the source of the crimes could be somewhere else, so the knowledge and practice for these cross-border crimes are really important for the UAE.”

The emirates were a travel hub, so understanding and breaking the links between international criminal enterprises required tireless effort, he said.

Johan Obdola, president of the International Organisation for Security and Intelligence, a Canadian think tank with representatives in Dubai, said: “The UAE and the rest of the GCC region have been experiencing new and emerging complex criminal activities from Asia, Latin America and Africa, among others.

“Developing cooperation with law enforcement agencies from those nations and regions would provide better tools, strategies and intelligence in combating these security threats.”

…In recent years, Qatar has been working to foil cross-border smuggling attempts as it becomes an increasingly popular transit point for narcotics trafficking.

Last year, a senior customs official said that Qatari authorities had foiled 317 attempts to smuggle drugs into the country in 2014 – almost one seizure a day.

The government has also installed new devices at Hamad International Airport (HIA) to detect drug smugglers, especially passengers who are drug mules.

Still, attempts to smuggle drugs through and into Qatar have been rising in recent years. Johan Obdola, president of the Vancouver-based International Organization for Security and Intelligence, told the Peninsula in 2013:

“It’s a very small amount that they have seized in Qatar, but we can see from recent activity that Qatar is a new route for drug traffickers from Brazil and Argentina, among other countries, who are using the route to expand their illicit trade in the Gulf region.”
