C. Overview of AgendaCommission Chair Diaz announced there are two new legislative members on the Commission. Speaker of the Assembly Anthony Rendon appointed Assemblywoman Sharon Quirk-Silva to replace Assemblyman Kevin McCarty and Senate President Pro Tempore Kevin de León appointed Senator Anthony Portantino to fill the vacant position. Both positions are at the pleasure of their respective appointing body. Assemblywoman Quirk-Silva will be in attendance at the meeting later today.
D. Approval of Minutes (Action):ACTION: Commissioner Freiermuth moved to approve the minutes of the May 18, 2017, July 24, 2017, and August 17, 2017, Instructional Quality Commission meetings. Commissioner Naditz seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15–0). Commissioner Muller and Assemblywoman Quirk-Silva were absent for the vote and Senator Portantino was absent from the meeting.
E. Report of the ChairCommission Chair Diaz welcomed back Commissioner Foster who has been absent due to health issues. She thanked her fellow commissioners for their hard work and dedication to the students of California and the State Board of Education (SBE) liaisons for their support and partnership with the Commission. She especially thanked the community members for their comments on the history–social science instructional materials adoption. It really validates the partnership that the Commission has with the community to serve and support the students of California.
F. Executive Director’s ReportExecutive Director Stephanie Gregson reported on the following:
The Computer Science Standards Advisory Committee (CS SAC) held its first meeting on September 25–26, 2017. The project is a collaborative effort across two divisions within the California Department of Education – Curriculum Frameworks & Instructional Resources Division (CFIRD) and Professional Learning and Support Division. Information about the CS SAC can be found on the following website: http://www.cde.ca.gov/be/st/ss/computerscicontentstds.asp
The Health Education Curriculum Framework and Evaluation Criteria Committee (HE CFCC) meeting held its fourth meeting on September 18–19, 2017. The committee is working to provide high quality support and guidance to the health educators and teachers who teach health. More information on the HE CFCC can be found on the following website: http://www.cde.ca.gov/ci/he/cf/
Funding – the California Legislature and Governor provided support for the work of the IQC and curriculum frameworks by designating $10 million in

Proposition 98 funds to be used to provide professional learning to teachers and administrators on the History–Social Science and Health Education Frameworks. Another $5 million in Proposition 98 funds was designated to the development of an online repository of supplemental instructional materials aligned to the History–Social Science Framework in partnership with San Francisco Unified School District and the California Historical Society and with help from the California History–Social Science Project.
Applications for the IQC are now being accepted. The deadline to apply is noon on October 11, 2017.

2. World Language Subject Matter CommitteeSMC Chair Naditz called the World Language Subject Matter Committee (SMC) meeting to order.
A. 2019 World Language Standards for California Public Schools1. Report on the World Language Focus Group Meetings (Information)
Alejandro Hernández provided a brief overview of the World Language (WL) Focus Group Report. He pointed out that the comments in the report are the basis for the draft guidelines that will direct the work of the WL Standards Advisory Committee (SAC).
2. Draft Guidelines for the Revision of the World Language Standards for California Public Schools, Kindergarten Through Grade Twelve (Information/Action)SMC Chair Naditz led the discussion of the guidelines.
ACTION: Commissioner Galvan moved to recommend to the full Commission the Guidelines for the Revision of the World Language Standards for California Public Schools, Kindergarten Through Grade Twelve with the changes recommended by the committee and to forward the Guidelines to the SBE. Commissioner Chao seconded the motion. There was no additional discussion. The motion was approved by a unanimous vote of the committee members present (5–0).

3. Visual and Performing Arts Subject Matter CommitteeSMC Co-Chair Tonkovich called the Visual and Performing Arts (VAPA) SMC to order.
A. 2019 Visual and Performing Arts Standards for California Public Schools1. Report on the VAPA Focus Group Meetings (Information)
Cliff Rudnick provided a brief overview of the Visual and Performing Arts (VAPA) Focus Group Report. He pointed out that the comments in the report are the basis for the draft guidelines that will direct the work of the VAPA Standards Advisory Committee (SAC).

Review Experts (CREs) (Information/Action)Following a discussion, the Commissioner Freiermuth moved to recommend the following 119 applicants to the full IQC:
Commissioner Flores seconded the motion. The motion was approved by a unanimous vote of the members present (7-0).
2. Approve List of Trainers and Non-Commissioner Facilitators (Action)Following a discussion, Commissioner Woo moved to recommend to the full IQC the following commissioners and CDE staff to serve as facilitators who will provide the reviewer training for the 2018 Science Adoption, and to recommend that the five incoming IQC members and two emeritus commissioners, Foster and Muller, serve as possible facilitators:
