WEDNESDAY MAY 9 1900
THE FIKST GOVERNOR
The mail received thU morningbrings the news that 1rosideut Me
Kinley has selected Mr Sauford BDole as first Governor of the Terri ¬
tory of Hawaii The nomination ofMr Dole to the high oflkn bus notbeen submitted to tho Senate atlatest advices for tho reason tintthe Fresideut doxired to select mufor all the positions iu hit gift forthe Territory and submit for approval a full slate
There is no doubt however as tothe appointment of Mr Dole TbPresident believes in the old adagethat there should be honor amongthieves and as the cablegrams tothe San Francisco papers say MrDole has to be rewarded for his goodwork in turning these islands intothe hands of Mr McKiuley
That the news of tho appointmentwas received with a general disapprovahand even disgust is to drawa mild expression of public senti ¬
ment The Hawaiians say that it isanother instance of the rub it iupolicy which has characterized thoDole regime and they say that McKinley has added insult to injury
There is no reason to be alarmedhowever or believe that the appoint-ment
¬
of Dole will mean that bispresent ring will remain in powerfor the nest four years A Governorbacked by a friendly Legislaturewould undoubtedly bo a pow r inthe Territory but wo feel confidentthat the first Legislature will dispelall Doles hopps of public support ifhe entertains any
Any party controlling two thirdsof the votes of tho territorial Legislature can oyer rule the veto of theGovernor and we believe that ourLegislature will stand nparly unani-mous
¬
in relegating Mr Dole to theenvious position of being a 5000 ayear figure head What a promo-tion
¬
by the way is it to drop from a12000a year President with etcet
ras and extra for the Maine fundto an ordinary 5000 a year governorof a territory
The Governor has the appoint-ment
¬
of several officials with the ad-
vice¬
and approval of tho Seuate oftho Territory of Hawaii Thatwould naturally give him great pow ¬
ers if there was a friendly Senatebut we doubt that any Seuate ivillbaeleotod which will couseut to the ap-
pointment¬
to office of Mr Dolespresent pets and members of thefamily compact The President willfind that he has made a fine mess ofit in Hawaii by appointing a manwhose unpopularity will maku it im ¬
possible for him to deal harmoniouslywith the representatives of tho peo ¬
ple who bold tho appointing poweraud the purse strings iu their hands
The Governor with the consentof the Seuate shall appoint tho Atto-
rney-General Treasurer Commisaiouor of Public Lands Oommiesiou- -

er of Autieulttire and Forestry Supi orintniiiletit of Public Works Row- -

st ruittion Auditor D puty AuditorSutveyor High Shr fl members oftlm Doird of Health Commissionersof Public Instruction B ard ofPrison Inspector1 Bnard of Regis ¬
tration and Inspectors of Electionand any other boards of a publiccharacter that may be created bylaw
If the territorial bill had not providotl for the consent of tho Senatefor theso appointments tho Govern-or
¬
would have bad a picnic indeedIf a popular man in whom the pub-lic
¬
had full confidence had been ap-
pointed¬
Governor there might havebeen no reason to criticize thesweeping powers vested in himWith Mr Dole it is different and itbecomes necessary to elect a Senatewhiuh will decline to approve blind ¬
ly of the selections for offices as MrDole probably will attempt to makeThe couutry is gettiug tited of thefamily compact It has enduredthem long enough
Tho appointment of Mr Dole willshuw the voters what treatmenttuny can xi ect f om tho Rpnblicanparty and tho riawaiiansjthe Portuuuhso and their friends are to becongratulated upon their refusal toaffiliate themselves with a partywhich has saddled us with DoloaB governor The only object nowto be cotiRidfr d is to elect goodmen in each District at the Novem ¬
ber election men who nill representthe best interps a of tho people andwho will tevh Mr Diie that he ib
simply a Grfiire head aud show thefamily compact that it is pau
There was no enthusiasm whentho news ff the passage of the terri-torial
¬
bill had been signed and Dolewas to he the first governor Allfelt pleaoed that uur peculiar conditions had fiually taken shape butthe pleasure was marred whenDoles name was nuntioued Ouesatisfaction geuerally expressed wasthat he will nrt dance on roses dur-ing

OF THE DAY
Mr Sewalls organ says that it isridiculous for any man living in theterritory of Hawaii to believe thatit is unnecessary to j tin the Repub-lican
¬
or Democratic parties Wetake a very different view and repeat that it is our first dutv to putour bouso in order before botheringabnut national issues of which wekuuw nothing There are issuesenough to be dealt with right herewhich will demand much wisdomand earnest thought to solve pro-perly
¬
The legislature will face anempty treasury a decrease inrevenues and many obligations tomt et Wo will no longer have anincome from tho Custom House orfrom the Postotfice We will nolonger bo able to collect personaltasi s by threatening the delinquentswith incarceration and work on theroads Wo will have to meet thevery disagreeable problen of existting witbiu our means or going intobaukruploy and an issue of thatkiud is of far more importance tous then the question whether theRepublicans Drmoorats gold bugsand eilventes Populists Prohibi ¬
tionists or wjmau suffragists aroright or wrong in the theories ad ¬
vanced by them The names of thodifferent political parties are evenuukuowu to the maj irity of thevoters Of course should W A
Kinuey wick a wuuk at tho Ha ¬
waiian nud aay boys My plat ¬
form is frea silver wo can assurehim of a solid vote That kind ofnational politics all are ou to
Some of the enterprising Rpubliciaiib barn beeu telling a numberof Hawaiians that if they do notregister their names for the repub-lican
¬
convention or primaries orwhatever tbpy call it they willnot be entitled to vote at the firstterritorial legislature There areHawaiians who may be gulled iusuch a manner but we trust that all
intelligent Hawaiians will know
that tho election to primarios is
simply a sido show of a party very
anxious to drag unsuspecting Ha ¬
waiians into its fold and therebymake a big showing until tho daythfit thn real nlectlon takoB ulace
