IS MULTI-ANNUAL HUMANITARIAN AID A REAL POSSIBILITY? In the OECD’s 2016 annual forward spending survey, 12 DAC donors (out of 29) were able to report their humanitarian budgets out to 2019. This internal budget predictability suggests that multi- annual funding is a real possibility for those donors. IS HUMANITARIAN FINANCE INCREASING? WHICH DAC DONORS ARE PROVIDING HUMANITARIAN FUNDS?The United States remains the largest DAC donor by volume. In 2014, humanitarian assistance from the United States was roughly equal to the humanitarian assistance provided by all other DAC members combined.

WHERE IS HUMANITARIAN FINANCE GOING? Unsurprisingly, between 2012 and 2014, the top ten recipients of humanitarian finance from DAC donors were mostly in Africa and the Middle East. Surprisingly, two of the top ten recipient countries did not issue humanitarian appeals in any of those years (Ethiopia and Pakistan).
