    ISO standards are purelyvoluntary; no legal requirementsforce countries to adopt them.

    ISO standards have, howeverbeen adopted by many countries(160) and industries as standardrequirements for doing business,

    thereby making them virtuallymandatory.

    561,747 ISO 9000 certificateshad been issued in 160 countriestill December 2002 and 49,462ISO 14001 certificates had beenawarded in 118 countries.

    ISO certification is important becauseit is recognized worldwide as anaccepted standard of quality. Whencompanies can accurately documenttheir systems, they can compare themagainst a recognized standard forimprovement. Also, because ISOcertification is a recognised standard,companies can use it to gauge andselect the vendors or subcontractorsthey work with.

    What is ISO ?

    Purpose and Goals ofISO

    ISO stands for InternationalOrganization forStandardization, a worldwideorganization founded in 1947.The organization mainlyfunctions to develop technicalstandards that aim at makingthe development,

    manufacture and supply ofservices more efficient, safeand clean.

    ISO is composed of memberbodies from more than 120countries, e.g., ANSI of theUSA; BSTI of Bangladesh.ISO receives input fromgovernment, industry andother relevant parties beforedeveloping any standard.

    ! To improve the climatefor international trade.

    ! To reduce trade barriersby encouraging uniformpractices around theworld.

    What isISO 14000?ISO 14000 refers to afami ly of voluntarystandards and guidancedoc um e nt s t o he lpo r g a n i z a t i o n senvironmental issues.

    ISO 14000 standards arebased on pr inc ipa lassumptions that :

    ! Better environmentalmanagement will leadto better performanceand production;

    ! Promote increasedefficiency, and

    ! Bring greater returnon investment.

    However ISO 14000s t a n d a r d s d o n o texplicitly indicate how toachieve these goals, norp r e s c r i b e w h a te n v i r o n m e n t a lperformance standardsan industry must achieve.

    What ISO 14001 is not

    Aims of ISO 14001

    ISO 14001 does not set outenvironmental performanceguidelines. Recognizing thatevery business is different, theimpact it has on the environmentand the amount by which eachorganization can improve itsperformance will vary. But every

    business can achieve something,and compliance to environmentalperformance is critical to businesssuccess in many organizations.

    ISO 14001 provides a standardframework for managementactivities that allow access to whatyou can realistically set out toachieve and how this can bemeasured and tested over time.You can improve your businessresults and minimise adverse

    environmental impact with the aidof ISO 14001.

    ! The requirements againstwhich certification can beobtained.

    ! Support to environmentalprotection and prevention ofpollution in harmony withsocioeconomic needs.

    This broad interpretation of'environment' enables ISO 14001to be accepted as relevant in allsi tuations, particularly incountries where significantd e v e l o p m e n t o f h u m a ninfrastructure and amenities arerequired in harmony with naturalenvironment.

    An EMS is a systematicapproach to dealing with theenvironmental aspects of anorganization. It is a tool thatenables an organization of anysize or type to control theimpact of i ts act iv i t ies,products, or services onenvironment.

    A p p l i c a t i o n o f a nEnvironmental Management

    System (EMS) will ensurepractical business results interms of increased efficiencyand reduced costs as well asenvironmental benefits.

    ISO 14001 is, therefore, apractical business tool.

    Cleaner Productionand ISO 14001The goal of cleanerproduction is to avoidpollution by utilisingresources and rawmaterials to their utmost

    possibility. This means thata higher percentage of theraw materials are turnedinto valuable productsinstead of being wasted.Cleaner production isrelevant to all industries,whether they are small orbig, or they have a low orhigh consumption of rawmaterials, energy, andwater. For most of the

    companies there is apotential of reducing theresource consumption by10-15%.

    Cleaner enterprises arebetter enterprises,because they haveminimised their losses ofraw materials andproducts, thus giving thema higher production yieldand an overall better

    economy andcompetitiveness.

    Benefits of Cleaner Production

    International Environmental Standards

    Years of experience show that cleaner production yields economic returns aswell as environmental benefits. Some of the benefits are:

    ! Improved production efficiency;! Better utilisation of raw materials, water and energy;! Recovery of valuable by-products;! Less pollution;! Lower cost for waste disposal and wastewater treatment;! Improved public image; and! Improved occupational health and safety

    Cleaner production will make it much easier to implement an environmentalmanagement system such as ISO 14001. This is because most of the initial workalready has been carried out through cleaner production assessment. An ISO14001 certificate can be a market opener, giving better access to export markets.Having made a cleaner production assessment will maker it much easier toimplement an environmental management system (EMS) as ISO 14001. An EMSis a powerful tool for organisations to both improve their environmentalperformance, and enhance their business efficiency. The implementation of anEMS provides an ideal opportunity for organisations to implement cleanerproduction, as cleaner production provides a means by which organisations canimprove both their environmental and economic performance. As such, it is in theattainment of EMS targets that cleaner production is considered most desirableand achievable.

    Some organizations may wish to gain internationally recognised certification oftheir EMS. This can have competitive advantages, particularly for companiesinvolved in international trade. The International Organisation forStandardisation (ISO) provides businesses with practical, strategic models formanaging the environmental aspects of their operations.

    The ISO has established international standards for environmental managementwith its ISO 14000 series of standards. These are voluntary standards, whichprovide both a model for streamlining environmental management andguidelines to ensure that environmental issues are considered within coredecision making processes. ISO 14001 (Specification for an Environmental

    Management System) is the first standard in the series.The process of implementing an EMS based on ISO 14001, will encourageorganisations to examine their environmental management, and consider waysand means of improving their performance. As demonstrated by cleanerproduction, this process of evaluation often identifies not only the environmental,but also financial benefits of improved environmental performance. Thesepotential financial benefits which provide an incentive for firms to actuallyimplement environmental improvements.

    Cleaner production concepts harmonise with the goals of ISO 14001 as theyrequire a shift from focussing on end-of-pipe solutions to one in which all phasesof processing, service provision, and product life cycles are investigated.

    How to install EMS (ISO 14001)Implementation of ISO 14001 is a cyclical process shown infigure 1.

    Step 1 : Environmental PolicyThe first step required to install EMS is development of acomprehensive environmental policy. The environmental policyspells out the requirements to be met under this policy viaobjectives, targets, and environmental programs.

    Three key commitments are required under this component:! First, a commitment to compliance with relevant

    environmental laws and regulations;! Second, a commitment to prevention of pollution; and! Third, a commitment to continual improvement of the

    Environmental Management System.

    Step 2 : Environmental PlanningThe second step is to prepare an environmental planning processto operationalize the policy. The analysis of environmentalaspects of the organization including its processes, products andservices as well as the goods and services used by the

    organization. Following activities are required during the planningphase.

    Activity 1: Identification of all environmental aspectsassociated with activities, products and services that could havesignificant impacts on the environment, which includes

    ! Waste generation;! Use of natural resources;! Energy use;! Water use;! Wastewater discharges;! Air emissions; and! Product disposal.

    Activity 2: Identification of applicable legal requirements ( localenvironmental laws)Activity 3 :Identification of key objectives and targetsActivity4 :Establishment of environmental managementprogram

    Step 3: Implementation and Operation

    Step 5: Management Review

    The third step in the process is the policy implementation and operation.Implementation and organization of processes to control and improveoperational activities that are critical from environmental perspective (includingboth products and services of an organization). Following activities areperformed during the implementation phase of EMS

    ! Review of Structure and responsibility;! Management must provide necessary financial/ personnel resources;

    ! Training, awareness and competence;! Communication;! Environmental Management Systems documentation;! Document control;! Operational control; and! Emergency preparedness and response.

    The fourth step in the process is the checking and implementation of thecorrective action when needed. Checking and corrective action includingmonitoring, measurement, and recording of characteristics and activities that can

    have significant impact on the environment are :! Monitoring and Measurement;! Record Maintenance

    -To demonstrate conformance with ISO 14001 standard-Procedures for identifying and maintaining evaluation and correctiveaction record and

    ! Environmental Management Systems Audit-Conduct periodic EMS compliance audits

    The fifth step in the process is management review which feeds back to

    environmental policy review and revision. Review of the EMS by theorganization's top management is to ensure its continuing suitability, adequacyand effectiveness. During this phase the top management should perform thefollowing activities

    -Periodically review the EMS system to ensure continuing suitability,adequacy and effectiveness;-Maintain proper allocation of financial, technical and personnel resourcesto ensure success of the EMS and-Maintain a commitment to continual improvement of EMS

    What ISO 14001 can do for your business? Although ISO 14000 standards are designed to be mutuallysupportive, they can also be used independently of each other toachieve environmental goals.     Does a company needto be in 100%compliance in orderto have an EMS?

    No. The concept of continual

    improvement assumes that noorganization is perfect. Whilean EMS should help yourorganization to improvecompliance and othermeasures of performance.This does not mean thatproblems will never occur.However, an effective EMSshould help you find and fixthese problems and preventtheir recurrence.

    Difference between ISO 9000and ISO 14000

    standards share thefollowing generic management elements:

    1. Setting Policies;

    2 . Estab li sh ing document con trol ,training, corrective action, review,and continual improvement; and

    3. Controlling operational processes.

    ISO 9000 is designated for system qualitywhileISO 14000 is targeted at environmentalmanagement.

    T r e n d s i n I S O 1 4 0 0 1Implementation World WideJudging by the number and distribution of

    certified companies worldwide, it is evidentthat acceptance of ISO 14001 variesconsiderably across the globe. Of the 49,462certified companies till 2002 worldwide, 48%are located in Western Europe and 37% inthe Far East. A recent literature review hasrevealed that the variation in acceptance ofISO 14001 can partially be explained by thedifferent corporate cultures, regulatoryframeworks, supplier-producer relations,and consumer demands in each country.

In addition, Malaysia' sgovernment adopted an aggressive promotion of ISO 14001 because itanticipated that ISO 14001 certification may become a pre-condition for export.

    How Can the British High Commission in Dhaka and Waste ConcernAssist You to Install ISO 14001 [EMS]?

    The British High Commission in Dhaka in partnership with Waste Concern, haslaunched a project since September 2003 to help businesses improve theirmarket potential through the use of ISO 14001. Opportunities available under thisproject are:
